this was no doubt a split second decision, this man seeing this robbery unfold and gives chase from this store out into the street, only to be run over by that man's car. and now he has non-life threatening injuries this morning. from across the street this witness who did not want his face or name revealed watched a man get run down, he says, for trying to dot right thing. >> the front and rear tire went over him. >> the occur began before 10:00 monday morning man named mark moyer took off after this man who shelled up his friend's shell convenience store, witness went over to help. >> gentleman stuck on the car went under the car car then proceeded to go over the top of him and then took off down the road. >> we had a white male, went into the shell station and produce add large knife. and requested the owner of the store to hand over money. >> only about $150. still, moyer pounced chasing after that suspect. >> he got into an altercation with him out in the park lot.

queen village saturday. investigators say, 17 of those cars are honda's, three are acura's, which honda also makes. >> and when i called the insurance company they said this is something that has happened before definitely and they can get a lot of money for stealing these things. >> experts add that airbags on the black market can go for about $100. but police say repairing your car if your airbag is stolen can cost thousands. nicole? >> and erika, a report on police involved shootings in philadelphia lead to about 100 recommendations from the justice department. now, they are in the study commissioned by police commissioner charles ramsey. this follows a series of police-involved shootings in 2013. the study recommends better training better policies, and quipping more officers with non-lethal weapons. it also found that 80% of suspect in these police involved shootings were black men. >> i think what we are doing here today is a start. you say what can we do now?

have left right now at the ground level is some cloud cover. and it is not enough to cause any poor visibility issues, certainly high enough up in the sky that's not a problem but i just don't want you to see the radar and get freaked out that there is snow out there. it does however feel pretty chilly certainly very wintery vibe to go along with your morning, still feels like singles up at mount pocono, still feels like the teens up in allentown and the two's everywhere else. so, it is a cold start. we don't have a ton of wind. much like yesterday. it is enough it makes those temperature readings that are technically in the 30's feel that much chillier. you can probably knock about five, 7 degrees off any time a modest breeze blows for feels-like value. that will said, you know what heavy winter coat is still a requirement. still only spec to go hit the mid 40's, won't than bad just, you know, we should be mid 50's by this point. that's typical. so the fact that we've been stuck so often in month below average, it is tough stuff. but eventually jess i promise awe warm up. that's something that you are really looking forward to.
