now at 11:00 o'clock a man dies in police custody. tonight cbs3 has newly obtained video of the arrest of philip white. but will it provide any answers? >> good evening i'm chris may. >> i'm natasha brown. jessica is off tonight. "eyewitness news" reporter todd quinones has been digging deeper into this arrest and death and tonight he's breaking new information in the case.

>> reporter: the police k9 can be heard barking in the cell phone video capturing the arrest of the philip white. 32-year-old man died tuesday while in the cut deet vineland police depth. family and friends are pointer to go this video to question if excessive force was used while white was handcuffed. >> all his mom wants to know what happened wine it happened to her son the way it did? nobody wants to get that phone call to have to bury they son. >> sims has been friends with white for more than a decade. she says the father of three struggled with the use of pcp but that he didn't deserve to die. initially he was being questioned by police in response to a disorderly conduct call on the 100 block of grape street. >> reporter: recorded scanner traffic indicates the officer believed white was trying to grab his service weapon during an altercation with police. an it witness told me white

began freaking out when an officer asked if he needed medical assistance that white tried to kick the officer after banking on his patrol car. >> the officer obviously tackled him. and he was screaming he was reaching for his gun. they let the dog out. >> eyewitness says the police k9 bit white during the scuffle. the cumberland county prosecutor's office is investigateing and indicate that is while handcuffed and restrained white was placed in an emergency vehicle and that quote at some point during transport, white became unresponsive and cpr was instituted by medical personnel. white was pronounced dead at the hospital. prosecutors here believe there could be more cell phone video out there of the incident and they're urging anyone who has it to contact them immediately. in the meantime, the autopsy results for philip white are pending the results of a toxicology report. reporting in cumberland county, new jersey, todd quinones cbs3 cbs3 "eyewitness news".

new night, st. joseph's university has launched an investigation into allegations of hazing involving members of the women's softball team. the school released a statement just a short timeing a reading in part "remedial actions have already been taken to assure there is no disruption to the educational environment of any students who may be affected". the university adds it is taking the matter very seriously and is not discussed the specific nature of the allegations. a manhunt is underway right now for a gunman who shot two teenagers in a busy neighborhood filled with kids. it happened at 25th and jefferson in north philadelphia. "eyewitness news" reporter david spunt is live for us tonight at the 22nd police district where they're hoping residents can help track down that shoot. david? >> reporter: chris we're talking about a 14-year-old and a 19-year-old. we're told that 19-year-old was shot in the neck and this happened just feet from where kids were playing. minutes after shots wrath out near 25 many and jefferson swat

teams were in place and ready to go. neighbors told police they spotted several teens running toward these vacant homes. >> young folks today is just frightening. >> brenda watkins lives a few doors down from the shooting she's lived in this neighborhood her entire life and says just seeing these bullet markers makes her think twice about her home and her granddaughter. >> it's a shame. because innocent people get hurt. it's just terrible. >> reporter: this empty playground wasn't empty when chaos broke out. >> there was a lot of people -- it's a warm day. unfortunately we had two victims. >> reporter: knowing kids could have easeily been caught in the crossfire was enough to make diane marshall sick to her stomach. she too is called the neighborhood home since she was a little girl. >> i have children that's teenagers and i was just, they off for school this week i was just making sure they was all right. >> police spent several hours on scene at one point detectives questioned four people and picked up two guns left behind. >> if i wasn't downtown i would have had my grand baby in that

school yard but i went downtown. it's a shame. >> reporter: police are still trying to put together the pieces of the puzzle. if you have any information give detective as call. we're live in north philly tonight david spunt cbs3 "eyewitness news". the winds are whipping tonight. we were on independence mall earlier as the winds picked up and the rain inched closer. meteorologist kathy orr is live on the cbs3 sky deck of deck tracking the big changes coming our way. kathy. right now, i still see a little moonlit but -- moonlight rather but the clouds are moving in fast natasha. we're talking about rain moving in as well. some spotty showers on storm scan thee but nothing making it to the ground just yet. you can see we're looking at showers, occasional showers moving across the keystone state and they will be with us overnight during the day tomorrow and then even into tomorrow night. winds basically out of the south west at about 10 to 15 miles an hour with some gusts and then we'll watch as this area of low

pressure in front moves on through with showers maybe even a few rumbles of thunder late as that front moves through the region. so spotty showers expected for the morning. into the afternoon and toward the evening as well. but we won't all see them at the same time they'll be moving in and out and then some heavy rain will fall. coming up we'll talk more about the holiday weekend forecast the whipping winds will not let up and the temperatures are going to fall. i'll see i was little bit later on in the broadcast. >> kathy, thanks so much. well the newly indicted new jersey senator robert menendez dez is taking on the justice department. he pleaded not guilty to corruption charges in newark federal court today. menendez accused of of accepting gifts and campaign contributions from his friend doctor melgen in exchange for political favors. melgen pleaded not guilty. after an hour long hearing he went outside and went on the offensive again. >> three years the justice department has pursued allegations based on smears,

launched by political opponents trying to silence me. these allegations are false. and i am confident they will be proven false and i look forward to doing so in court. >> senator menendez dez says he will not resign from office although did he step down as the democrat's ranking member on the senate foreign relations committee. president obama is praising a tentative deal to limit iran's nuclear program. the us and its european allies and iran announced the framework during diplomatic talks in switzerland today. the administration says the deal includes new restrictions on iran's end hasn'ted uranium a two-thirds reduction of uranium stockpile and on-going inspections of iran's nuclear facilities. in exchange most economic sanctions against iran will be lifted once it proves compliance. >> if we can get this done and iran follows that was on the framework that our negotiators agreed to, we will be able to resolve one of the greatest threats to our security and to

do so peacefully. >> deadline of june 30th has now been set to work out the final details. new at 11:00 o'clock tonight authorities say a 14-year-old lehigh county girl conspired with her boyfriend to have her mother killed. prosecutors say jamie is being charged as an adult with first degree homicide also criminal conspiracy. her mother 54-year-old cheryl was stabbed to death in her driveway on march 15th. the boyfriend 20-year-old caleb barnes was already under arrest in the killing. a two alarm fire meantime sweeps through an apartment complex in west whiteland chester county. the photos from christina. this was the scene earlier today at the winter brook apartments on phoenixville pike. firefighters worked quick toll try to douse those names and hot spots. no one was injured. the cause of the blaze is still under investigation. a good samaritan was able to rescue his neighbor from a

burning home in chester county. it happened on the 500 block of vincent avenue in east vincent township today. the good samaritan says the victim was able to make it out of and on to the porch and he quickly jumped into action. >> flames were just coming all the way around the porch. i made several attempts i couldn't get up. i jumped through and through her on my back and got her down off. >> the neighbor rescued from the home is going to be okay. well state of the art technology is taking crime fighting to whole new level in one local city. >> it is being credited for lead leading to a drastic decrease in gun violence. 16-year-old captured on surveillance video punching a 60-year-old man has surrendered to police. the victim was knocked unconscious at septa's 15th and market station on monday. police say the altercation started when the victim accidentally stepped on a man's foot. trying to make his way on to a market frankford el train. the victim did suffer a broken jaw and received stitches to his face. now new at 11:00 o'clock unique crime fighting tool it is helping to make camden, new jersey a lot safer. we told you about the shot slaughter technology when it was first i phlegmed ton night we show you why camden county says it is making a dramatic

difference. >> you can hear six rounds were fired. >> reporter: sound of gunfire in the city of camden is not uncommon in crime ridden areas. what's becoming more common is the speed at which officers can respond to shots fired. >> it will give us a pinpoint accurate reading to where the gunshot was fired and we can immediately dispatch real time moments after the shot happens. >> reporter: camden police department is now using a gunshot detection system known as shot spotter relying on sensors peppering the city giving officers real-time glimpses at neighborhoods and the sound of gunfire. >> very busy neighborhood plagued with drugs. a lot shootings and other crimes. >> reporter: sergeant rodriguez took "eyewitness news" on a ride along scowering neighborhoods in camden. he says the shots spotter system led to a drastic decrease in crime. immediate see of response to the sound of gunshots fired leaves suspects with little time to get away little chance their weapon use will go undetected. >> we got them to the exact

location it was pinpointing. so officers arriving quickly the crimes can still be in progress or maybe moment just after. >> since putting shot spotter in place they've seen a 40% drops in shots fired in the city. other cities are now looking to adopt the same technology. >> the technology combined with police officers on the street definitely made the city safer. >> sergeant rodriguez see as city one he grew up finally freeing itself from the dark cloud of violence. >> see a lot more people outside. a lot more kids playing in the parks. we do understand that other cities like philadelphia are also looking into using the shot spotter technology to try to cut down on gun violence in philly. we're learning more tonight about two new york city women who have been charged with plan planning to wage a violent jihad in fact police say they were getting ready for a boston marathon style attack. si dickie former roommates from this neighborhood in queens, new york. who prosecutors say had an obsession with building bombs. according to law enforcement officials they had researched various attacks in the united states. 1993 world trade center bombing and the 1995 oklahoma city bombing. those officials say they had also expressed interest in using pressure cook kearse to make bombs like those used in the 2013 marathon bombing in boston. according to court documents in november of last year noel told an under could have informant it would be useful to learn how to valet a car and how to cook a lot of food. coded references to car bombs. court papers say the women had coaches cookbook which details how to make explosives and also referred to an article from the jihad different inspire magazine titled car bombs inside america. s years ago investigators

this is the suspect 20-year-old ricky sanchez. the major crimes auto squad says he's been involved in at least six thefts of air bags in the northeast. those thefts occurred in september of 2014. now police are investigating to determine if sanchez is the suspect behind the recent wave air bag thefts last month. mainly hahn today's and act kuras targeted. uber x driver is facing charges to night in denver, colorado. this 51-year-old gerald montgomery accused of of trying to rob one of his customers. police say that montgomery gave a customer a ride to the airport, and then they say he drove back to her home and tried to break in. what he didn't know was the victim's roommate was there. that person stopped montgomery from getting inside. tonight uber says it's investigating. well, late today a bankruptcy court judge approved the sale of the revel casino again. the sale to glenn straub ends a 10 month legal battle for control of the atlantic city

but it will be getting better over the course of the weekend. temperatures still mainly in the mid 50s. barb bra reporting a 56 degrees in will oh grove. in south jersey still looking at 50s. david reporting a temperature of 58 in clementon and also looking at temperatures that are pretty mild in delaware where we soared through the 60 today's. jason says, yes, we have the clouds but the wind down to 9 miles an hour. the temperature still close to 60. in philadelphia the official number international airport 58. the high temperature was 67 today. down to the south, if you know anybody traveling for the holidays or for spring break pretty mild in raleigh 64. charleston 62. high temperatures through the south and through south florida well into the 70s and 80s today. take a look what we have in store. this cold front moves through the east. squeezes the warmth up the coastal plane. south and east of philadelphia could make it into the 70s. we'll see some wind. we'll see some rain. periods of rain. not a lot all at once but throughout the day.

and then as this area of low pressure tracks a long the front we'll see heavier rain and that may hold out until tomorrow night. we may get lucky with that. so for your friday periods of rain. we to the it all up between a half an inch and three quarters of an inch. gusts up to 35 miles an hour and temperatures approaching 70 degrees. by saturday the front is long gone. the winds turn northerly and it's cooler. we have the wind out of the north that make it feel cooler than the temperatures. easter sunday looking great. high pressure to the south where we want it. sunshine with temperatures well into 50s as we look ahead more april showers are in our forecast and april is typically the month we see a good deal of rain close to 4-inches. we peak in may and then we drop a little bit in june. but at least 3-inches for the neck three months. overnight, the clouds thicken a few passing showers or sprinkles sprinkles. the low 56. highs tomorrow will be the upper 60s to around 70. we'll see some wind especially in the morning. 8am and noon and then temperatures just continue to
