oh, i shot him, i'm sorry. the deputy who fatally shot a man. this morning, questions about his new role in the tulsa sheriff's department. and passengers hear banging coming from a cargo hold. it turns out to be an airport worker trapped inside. >> that's him, i think they're standing in the middle. on the trail, hillary clinton makes her first campaign appearance today, while another republican joins the race for the white house. >> we must change the decisions we are making by changing the people who are making them. and a real life tale of the tortoise and the hare.

a college runner celebrates the end of his race a little too soon. this is the "cbs morning news" for tuesday, april 14th 2015. captioning funded by cbs good morning, good to be with you, i'm anne-marie green. the deputy sheriff in tulsa, oklahoma, who fatally shot an unarmed suspect turns himself into authorities today. and this morning, his relationship to the tulsa sheriff's department is under scrutiny. robert bates has been charged with manslaughter. he was a police officer from 1964 to 1965 and he's been a reserve deputy since 2008 bates donated to the sheriff's re-election campaign and has given five vehicles and other equipment to the sheriff's department. sheriff's family said that bates is a long time friend but tells the world that bates did not

receive special treatment because of his donations. danielle nottingham has more. >> reporter: the last time of daniel harris' life caught on tape. >> a luger. >> a luger. >> reporter: an office wearing camera equipped glasses joined the chase and tackled harris. also nearby 70-year-old bob bates, bates is heard warning that he's going to use a taser. but instead of a crackle of a taser, a gunshot is heard. bates apologizes. >> shot him, i'm sorry. >> reporter: a dying harris claims he's losing his breath, and here's this in response. >> -- your breath. >> reporter: the district attorney decided to charge bates with manslaughter.

>> there's no way an officer can get this confused for this. >> mr. bates is a former tulsa police officer. he's highly trained. hundred us of hours of training. he's probably one of the more trained reserve officers in the entire place. >> reporter: bates' attorney was asked about his client's donations to the sheriff's department. >> the fact that he's been benevolent towards the sheriff's department that has given to the city. and we have a lot of great citizens of tulsa that have given to the police department. that's not to be criticized or belittled. >> reporter: harris' brother said bates offered to make things right. >> we wouldn't be here now getting justice for my brother. >> reporter: andre harris said he does not believe the shooting is racially motivated but is sad that one of the last words his brother heard was an expletive. danielle nottingham, cbs news.

>> well, the use of reserve officers like robert bates to free up regular officers for high priority duties is not unusual. bates is one of 4,000 reserve officers in oklahoma. they are permitted to carry firearms and receive training. there's no age requirement but they must pass annual tests which bates did. the south carolina police officer charged with murder in the death of a fleeing suspect can be heard on dash cam video saying he doesn't understand why the man ran away. michael slager thought walter scott to death during a traffic stop. slager's supervisor can be heard telling him to gather his thoughts. >> kind of write down what you thought was happening. your adrenaline is dumping.pumping. >> cell phone video shows slager who is white shooting scott who

is black in the back after he fled. and alaska airlines passengers reported hearing sounds coming from the cargo hold. inside was an airline ramp employee who became trapped before the plane took off. desmond deel reports. >> that the him i think standing in the middle. >> reporter: a seattle ramp agent was escorted out of the front cargo hold for this alaska airlines light 448 monday after it made an emergency landing 14 minutes after takeoff. this employee who started his shift at 5:00 a.m. told authorities he had fallen sleep. passengers say the takeoff must have woken him up. >> all of a sudden we hear banging underneath our feet. >> reporter: jamie days was sitting in first class literally above the commotion. >> two of us thought somebody was stuck in the wheel because that's kind of the sound of it. we started hearing voices

pounding significantly louder. >> reporter: you can hear the banging from the passenger in road 7, he said two passengers jumped up and took control. one trying to calm count frantic worker as they alerted the pilot. >> just kept banging. kept banging. at some point, the marshal made himself known. he yelled really loud saying we're getting ready to land hold on to something. >> reporter: the alaska airlines worker said he thought his shift was over. and the cargo hold is pressurized and temperature controlled posing little risk. still the worker was taken to the hospital. davis said some changes should be made to make sure this doesn't happen again but he's understanding. >> they work long hours and late nights. >> that was jasmine deel reporting. the worker passed the drug tests

after his rescue and the federal aviation administration is investigating. hillary clinton holding the first campaign event of her second run for the white house this month in iowa. she traveled about 1,000 miles in new york in a small van making a few stops along the way. this morning, the list of republican challengers has grown. susan mcginnis is in washington good morning. >> good morning, anne-marie. there are now three republicans running for president in 2016. one democrat hillary clinton, is sharing the spotlight at least for right now with florida senator marco rubio who is hoping to be seen as a young fresh face of the gop. hillary clinton is ready to take on iowa after her 1,000-had mile road trip. yesterday afternoon, she stopped for lunch at a chipotle restaurant here toledo. >> i'm running for president. >> reporter: today she holds her first campaign event since announcing her run for

president. in contrast this time she's going small. today's event is at a community college in the town of mont chel selle sell l selle selle. >> i already know she's very qualified and an intelligent person but i just wanted to meet her. >> reporter: so far, clinton is the first democrat to join the rice. last night, the republican field got another contender when florida's senator marco rubio became the third to announce his candidacy. the 33-year-old son of cuban immigrants is building a fresh face. >> just yesterday, a leader from yesterday, began a campaign for president by promising to take us back to yesterday. >> reporter: republican senators rand paul of kentucky and ted

cruz of texas are already in the race. now, jeb bush and marco rubio call each other friends. jeb bush is supposed to be the fund-raising powerhouse of the gop field which could end up with as many as 12 contender, anne-marie. >> susan mcginnis in washington. well this morning a drenching rain is moving across the southeast. folks from texas to the carolinas could see a foot rain before the end of the week. flood watches and warnings are posted in parts of texas, louisiana, georgia, the carolinas, kentucky and west virginia. in west texas, heavy rain flooded roads and stranded cars. parts of several state roads were closed but there were no injuries reported. coming up on the "morning news" now, falling from the sky, bricks rain down on a street in cleveland. this is the "cbs morning news." we snap it. we stack it. we smoosh it. we love it.

it was so loud, it was just like -- >> in cleveland, a witness described bricks falling from the top of an old bank building to the street below on monday. the bricks crushed a minivan parked on the street. a man nearby narrowly escaped. witnesses say there was a strong gust of wind just before the bricks fell. the building was not occupied and there were no injuries. streets were closed off, though because of the risk of more falling brick. four former blackwater security guards sentenced to a sentencing in baghdad that killed two iraqi civilians say they'll appeal. nick glassslatten was given a sentence. three our men opened fire in the heart of baghdad. defense lawyers say the men were shooting in self-defense. family members say the men are scape coats.

>> at any other point in history these men would be held up as heroes instead they're in prison for what amounts to life sentences for defending themselves in the most dangerous place in earth. >> 17 iraqis were wounded in the fire fight. hundreds of passengers and crew on two cruise ships are being treated for gastrointestinal stimp to mes. more than 100 people were sickened by the norovirus aboard the celebrity ship which sailed yesterday. and the royal caribbean liberty arrived in san diego with 100 passengers who became sick. a well-known mountain lion is seen living under a house in los angeles. a state wildlife crew tried to get the mountain lion to leave but failed. for now, they're waiting to see if it leaves on its own. the animal gained fame after being photographed in a 2013 by

in texas, a crane collapsed at the dallas museum of art. it just barely missed a piece of an outdoor artwork. surveillance video shows the crane falling on to the building earlier this month, sending workers running as the crane tipped over. there were no injuries. in a recent study finds new treatment for epilepsy is showing great promise. it uses a marijuana extract. dr. jon lapook reports. >> you're going to school. >> reporter: from age 1, hank kovac suffered from severe epilepsy that could not be controlled with medicine. his mother megan said in one day he could have 25 seizures. >> i thought he was playing in the other room. he was not playing in the other room, he was convulsing turning

blue and that's when i thought i lost him. >> reporter: last summer she eagerly enrolled her son in a small trial to see if medical marijuana could help. twice a day hank receives a marijuana liquid extract. meaghan said the change has been dramatic. >> we instantly saw results. he was smiling again. we noticed a decrease in seizures. he was able to transition. at this point he was finally able to gain cognitive skills. >> reporter: 137 children and adults, average age, 11 were given the drugs. number of seizures declined 45% to 55%. one of the researchers. >> some of the kids clearly became more verbal. better coordination. one child started walking while
