. from the cbs broadcast center in philadelphia. this is cbs-3 "eyewitness news". developing this morning, a police involved shooting in frankford. the situation that led a police officer to fire his gun. plus new surveillance video released gives police new clues to the hit-and-run in kensington that killed a two year old little boy. >> and looking at some rain and some storms in our forecast. will it ruin the upcoming weekend? it is friday. good morning everyone, i'm ukee washington. >> i'm natasha brown in for erika von tiehl. straight to check on the wet forecast this morning. i certainly had my umbrella this morning. >> good job. this will be one of those days guys, where we're dealing with scattered showers. you know, not necessarily going to be talking about widespread wash out. the steadiest heaviest, what we've got going on out there today, happening even as we speak, as the day progresses

you might see few breaks of sunshine, not ton but basically the wettest day we'll find until we hit next week. but as we overlook center city here on skycam three very obvious you have damp roadways certainly very, very wet outside and do you have to slow things down, we'll take you out to storm scan3 one more time, looking at just the snapshot view of the radar. yep, there are some pocket of steadier rain falling across south-central new jersey down out toward say rehoboth, delaware here, that's where you are getting hit the hardest, certainly traveling some of the major arteries around the city. still quite quite wet at this point. but, you notice, there is a little break off to the west here. not necessarily drying out per say as we put things into motion but there is a little bit of break that takes place. this is the brunt of t then we've got all of this mess beyond this point that still has to roll on through. that's why we're still calling for scattered showers as the day progresses, temperatures as they stand holding tough mid 50's, nice, mild start all things considered. we are actually going to still

stay pretty mild throughout the course of the day even despite the passage of this front. our temperatures don't actually take a hit rather, actually going to warm up by tomorrow. just the way the pattern is looking this time around. so what do you really need to know? showers obviously out there will be with us throughout the morning, even not raining you'll be dealing spray coming up off the area vehicles, little break during midday, then the showers do resume later today into the evening so your eyewitness weather three day forecast featuring scattered showers still warmth today, bodes well for the weekends, tomorrow looking absolutely fantastic. so definitely good things on the horizon for us, jut go to get through pretty damp friday natasha, back to you. >> developing right now philadelphia police say an officer shot a man caring two guns. late last night police heard gunfire, in frankford as they arrived on the 1600 block of pratt street.

officers shot him in the left leg when he did not stop. lower pottsgrove police officer recovering from injuries after being struck by a car. it happened shortly before 9:00 on east high street near moser road. police say, the officer had pulled over a vehicle when that driver took off striking the officer. police opened fire on the car suspect was injured and taken to the hospital. the officer was treated and released. >> and new surveillance video released gives police more clues into the hit-and-run that killed two year old david. >> police believe this white infinity hit the toddler and his monday monday night. david died yesterday after taken off life support. "eyewitness news" reporter jan carabeo joins us live from police headquarters to tell you more. >> reporter: ukee, natasha philadelphia police and this victims' family alike are again pleading for the public's help this morning. and now as you mention investigate verse released new surveillance video in the case and they are providing better description of the suspect's

vehicle. take a look. this is it, white possibly 2007 infinity sedan with moon roof. it now has a broken front headlight. this is the car police say is responsible for the deadly hit-and-run in kensington see it here speeding down mascher street. the accident happened at mascher and lehigh avenue monday evening, 19 year old josephine riviera, and her son, david critically injured, josephine is now recovering and spent the last few days by her son's bedside. the two year old died yesterday. making emotional plea for help in tracking down this hit-and-run driver from the family. >> give yourself up. give yourself up. you took a life. you struck that mother and that child. >> the almighty dollar speaks loudly. and one of your friends is going to give you up. they're going to make that phonecall. >> there is now a $20,000 reward for information in this

case. police say the driver possibly had a pass inning nerve that car, as women. anyone with information is asked to call police. coming up in our next half hour you'll hear from eyewitnesses who saw this happen, pulled over, and took these two injured people to the hospital. that's coming up at 5:00. for now reporting live outside of the philadelphia police headquarters, jan carabeo, cbs-3, "eyewitness news". and jan police say the suspected driver involved in a southwest philadelphia hit-and-run still has not turned herself in. police say they know and have made contact with the woman who hit and killed four year old abdul wilson monday night. there is no word on when she will actually turn herself in to police. >> and, happening today, sentencing for the manna cured of murdering an off-duty police officer. raphael jones was found guilty in the attempted robbery and murder of officer moses walker jr. officer walker was leaving his overnight shift in the 22nd police district in north philadelphia when he was approached by two men and shot twice. jones faces an automatic life

sentence. his co-defendant chance year motorcycle far lalled, now serving 20-40 years in prison for his part in the crime. >> gloucester county pastor faces sexual assault charges this morning. franklin township police say james simmons began sexually abusing a woman when she was 17 years old. and the abuse continued for several years. the alleged victim is now 21. police say simmons is a pastor at the new life and christ ministries in mullica. he surrendered to police, bail set at $150,000. >> stand trial on charges of aggravated assault ... yesterday a judge denied motion to dismiss the charges against philip williams, catherine knox and kevin had your began got into a fight with a couple last september. one of the victims suffered severe facial fractures.

>> and gruesome scene to tell but in phoenix arizona five people found shot to death inside home in apparent murder suicide. police say three of the victims were brother. the other two were the men's mother and a spouse. police say, two other women and two children escaped unharmed. investigators believe a dispute over the family business may have led to the shooting. thousand it is of it fugitives across the count rip including more than 80 in new jersey are now off the streets this morning after a six weaning longer in i have to reduce crime. nationwide operation led by us marshals teamed up with camden county police department. this is video from the us marshall service camden is one of seven cities around the country that benefitted from this initiative. >> we're moving that very much, very small percentage of people in a are committing the violent crime, you can start to change the dynamics of the neighborhood. >> made more than 7100 arrests

including 750 gang members. >> meantime, lawmakers they may have hold hearings on capitol security after postal worker was able to fly a small gyro cop tore on of the lawn of the us capital. douglas hughes in courthouse, said he was protesting campaign finance laws. faces two criminal charges ordered to stay out of washington unless he's therefore court appearances. new jersey senator bob menendez s's legal defense funds raised nearby $1.3 million up until the day he was indicted on bribery and corruption charges. the money includes $10,000 from a retired new jersey developer who served two years in prison for illegal kickbacks. prosecutors say menendez used his influence to help a florida eye doctor in, change for lavish vacations and donations, he has pleaded not guilty to the charges. >> allentown mayor ed expected to announce run for the u.s. senate, will be challenging us

new this morning we know pope francis will be making a trip here to philadelphia. now he is considering adding another country to his list. cuba. the vatican says no decision has been made just yet. but the pontiff is considering the idea. pope francis has been credited with helping improve relations with the us and cuba. well, a septa passenger being called a hero this morning, for saving a man who fell on the tracks and the heroic scene was captured on camera. it unfolded during wednesday's rush hour at the 15th street station of the market frankford line. man walks into frame on the security camera and falls on to the tracks. and, within seconds a stranger jumps on to the tracks to help out. other, meanwhile run to alert authority, while another group works to pull the men off the tracks. septa police called the good samaritan a hero, but also remind riders of the safest way to help someone in danger. >> what we recommend is that if somebody sees an emergency

in the track area, to immediately notify the cashier, or hit the emergency box, which goes directly to the transit police. now the cashier can signal incoming trains to stop. both the victim and the good samaritan were treated for non-life threatening injuries. wow that was really amazing, very brave of everyone. >> indeed. >> 4:43. so i have my big umbrella today, kate. >> i good job. >> i forgot the other day. i just wanted to give her an idea how big it is. >> sorry ukee, you can't fine your umbrella. >> i need. that will we could all use that. >> it is coming down, and pretty steady rain coming down with the brunt every what's coming through really just kind of weak frontal boundary. so it has some juice to work with essentially here, but really just going to be seeing i think scattered showers as the rest of the day progresses. so if you are about ready to hit the road right now especially through south-central new jersey, very likely going to run into some pockets of steadier, heavier rain.

this is another prime example of where the rain is falling heavily. tough to tell at this time of the morning without the bright of day not that you will see a heck of a lot of rain, but rain falling here, glow being cast from the boardwalk lights in rehoboth beach coming down pretty steadily across portions every delaware right now. see how the brunt of this has rolled through in the last few hours, very wet roads obviously, and spray from vehicles, but there is at least few breaks on the way here. it is very evident as you just look off to the west. that's eventually what's going to happen. for us, we see brunt of this move out to sea just left with even probably couple of peaks of sun not many, but enough that it helps warm us back up low 70s then see scattered showers off and on throughout the rest of the day. i think we have the wherewithall to hit the low 70s, so even despite cold front passage not bad despite the cold front passage, actually warmer tomorrow, kind of backward, hey, mother nature does what she wants sometimes. actually looking at a well above average day here, not just 70s talking upper 70s

with sunshine, patchy clouds, i mean, just a gem of a day. looking ahead to sunday, seasonable conditions. there is actually weak cold front that crosses through and then sign of things to come off to the southwest, a very soggy mess, coming our way by monday. so, the weekends is a time to enjoy, because we are sort of seeing this, you know, rain sandwich setting up here with the scattered showers today it all tapers off later tonight, pretty mild, too low of 59. then your eyewitness weather seven day forecast features beautiful weather yet again this weekend specially tomorrow. and a very soggy day on monday. vittoria? >> good morning, katie. good morning everyone. traveling the majors right now as katie was saying definitely wet outside. but because we're not seeing rush hour, and still volume is pretty much non-existent, the roads look not that bad. at the schuylkill expressway, 76 commute eastbound making your way toward university. we do have accident situation it is on the shoulder, the roads wide open, but you will slow down in this area if this is where you are headed, any

sort of activity usually causes somewhat after gaper delay. so something to be minds full of. let's talk about construction vine street expressway. take a look at this waiting line. >> this would be the westbound side of the vine. it is closed after broad street. so that means you can still exit at the broad street ramp. but take a look at the delay that this is causing. if you are trying get into center city, traveling on 95, i would definitely suggest maybe taking callowhill, or spring garden maybe. because right now traveling on the vine street expressway at least until 5:00 a.m. you only have about 15, 20 minutes, give or take or so left of the construction, but again, broad street to 15th, jfk to 39th street. do you have few options in and around the area. again coming from 95, callowhill best bet, no delays for mass transit. ukee? >> thank you torrey. the phillies try to break five game losing streak as they resume their series with the nationals tonight in washington. fifth inning last night, tied at two runs apiece, cole hamels delivers the pitch to michael taylor, and taylor

fios customers will be able to sign up for certain groups of channels, they want to watch like sports, or kids, verizon and other providers have been facing competition from streaming services, so the cheapest plan would cost about $55 a month. ukee natasha? >> jill, i've always heard netflix taking toll on the movie theater business. but, we now hear new strategy on part of the theatres is actually working. what's going on? >> yes, big kurby seats and other upgrades, are paying off. new survey finds customers like the improvements, and, it actually would make them more likely to head to an actual movie theater to catch a flick. and amc1 chain spending hundreds of millions of dollars to install seats that fully recline and some of its auditoriums, a lot of other theatres are improving the food selections at the concession. so a lot of improvements there. but, nothing wrong with those big kurby seats. >> yes. >> i know, we have a couple of those theatres in our area and the one in my

traffic and weather together. good morning. >> good morning, everyone, we want to show you little video of what occurred earlier if you are traveling throughout the area of west oaklane. cheltenham avenue eastbound at 19th street a vehicle you'll notice turned onto its side at this point had slipped and went into a tree. this is right at the area of 19th. again, in the cheltenham section, west oaklane. so if this is where you are headed, 73rd avenue would be

your best alternate at they're on the scene now still investigating the accident. so again cheltenham avenue eastbound at 19th. seventy-third being your best alternate. that's a really good way to mention how slippery conditions are on the roadways, it is not only on the majors, but also in the neighborhoods. so just be mine full of. that will moving now to the majors, schuylkill expressway, rush hour non-existent, eastbound side of the schuylkill approaching university, we do have accident on the shoulder there. notice, police are on scene. it is not anything major because it is on the shoulder, but it is out there. watch out for construction on the vine. they are finally allowing traffic to bypass broad street, so the westbound side of the vine is open, as a result of the bridge construction, but very well, rainy, damp and i think going to be very slow commute. katy? >> i almost guarantee it, yes vittoria. looks like the brunt of the rain is actually starting to creep through new jersey right now, and it will likely be clearing the coast probably, over the course of the next hour and a half or so. you're still going to be stuck with all of the damp conditions that are left
