. >> this is cbs-3 "eyewitness news". heavy rain came down over night. i know it woke ukee up, woke me up, some dogs, as women looking at flooding along delaware eve this morning. the good news, that rain is leaving. at least we have. that will katie has check on the rest of the week's forecast? just one moment. >> also, the and accused of abandoning her son in the woods in cobbs creek park is expected to appear in court today. more on her maryland court appearance and when she could be brought back to philadelphia to face charges. >> good morning everyone, i'm ukee washington. >> i'm erika von tiehl. the rain is headed out. let's check in with katie and let's see how soon. >> it will be a quick turn around for us out there my friends, we start things off with a look down the shore definitely low-lying haze that has sort of set philadelphia

over atlantic city, not terribly windy looking camera shot for us, haven't had quite as much wind over the last hour or two but that will change as this frontal boundery actually completely retreats the wind will kickback in for us, looks like tranquil scene look can be deceiving. we have soaking periods of rainout there. if you look just over the last three hours things have fizzled what. quite a few thunderstorms as the anchors say they got woken up you probably got woken up, but up with us now it, does look as though at least things will get better if here. worse of the thunderstorms are now thankfully starting to sort of fade away. we actually had handful of flood warnings and flood advisories, those are all beginning to go out of effect. the flood advisory basically in effect along i-95 does expire within the next half hour, that's good news, as the worse of the heavy rain begins to pull away. that will said, look ahead to future weather here, things will start to just completely ease up for us even over the next hour or so, things are really going to fizzle.

even by 8:00 a.m. many of you already in the west most suburbs will be in full sunshine. so it will be a very quick turn around, come the lunch hour nicer conditions take grip here, yes breezy, but not terrible. there is at least on future wet area hint there might and residual shower tries to fire up far northwest suburbs, babely, taking much quieter weather. wind gusts have tapered off at this point. temperature readings mean point, mid up ear's, low 60s depending own location, off to mild start. remember, this is cold front. it will help balance out the temperatures today. so we're a lot coup err than yesterday. actually seasonable, 66 degrees right where we should be on this day of the year. and even though that breeze kicks in, really looking at pretty decent day overall. justin, good morning. >> good news, because we're dealing with the wet weather outside. if you are about to step ousted door -- out the door have umbrella cottman construction zone, ex sit open rain continues to fall, a lot of road spray to deal

with. you may want to slow it down if you get caught in one of the heavier showers. ben franklin bridge looking wet this morning but traffic in and out of the city, no problems this time of morning area speeds, again looking good for the most part, right around the speed limit on 95, northeast philadelphia, south of philly also looking good into new jersey, no big problems as far as the speeds go again you may get stuck in one of the heavier downpours, see few lightning flashes in the distance, in glassboro, new jersey, gas main break going on, closing down route 322 at 47. the alternate is main street. as of now mass transit reporting no delays in the airports looking okay, that's a look at your ride this morning, ukee, we send it back to you. >> happening today woman accused of abandoned her quadriplegic son in the woods is expect in the court in maryland for extra addition hearing. >> jan carabeo joins us now at police headquarters with the latest jan good morning. >> reporter: erika, ukee good morning, police tell us that 41 year old mother, nia

parlor, now in montgomery county jail awaiting a extradition hearing scheduled for later today. up until this point had been hospitalized for undisclosed reason. take a look, this is parlor's photo found on her facebook page once she is brought back to philadelphia, she could face number of charges including, attempted murder, assault, wreckless endangerment, neglect, false imprison: police say she left her 21 year old quadriplegic son in wooded area of cobbs creek earlier this month to visit her boyfriends in maryland. police say he had no idea what the woman had done. now, investigators say parlor's son suffers from cerebral palsy found near walking trail under blanket with a bible. his wheelchair nearby. police say he was in the woods for days before he was discovered bypasser by. he was eventually taken to children's hospital, where he is being treated for dehydration animal nutrition. >> it is just incredible, i mean, words can't explain this kid out there minimum of five days, what he's been through

i mean, obviously can't verbalize, i couldn't even begin to imagine what this poor kid went through in five days in the middle of a field with no food, no water blanket over him, bible over him, horrifying to even think someone could do something like this, and something like this happened in this city. >> reporter: police go ton say, he remains in the hospital in stable condition with his family by his side. police say it really is incredible how well the 21 year old is doing today seeing everything that he went through. again, his mother expected in court, in maryland, later today for extradition hearing. police say if she agrees she will be brought back to philadelphia. we are reporting live outside of the philadelphia police headquarters, jan carabeo cbs-3, "eyewitness news". >> jan, thank up. also in the news today penalty phase begins for convicted boston bomber tsarnaev dzhokhar. jurors must decide whether he gets life in prison or the death penalty. three people were killed, more than 260 injured in the bombing two years ago. tsarnaev convicted on all 30

charges against him earlier this month. detention hearings will be held later this week for six minnesota men facing charges for trying to join the terror group isis. according to authorities the men, all of somalia descent hope to get to syria by flying from airports in san diego and new york but were stopped. authorities say the case gained momentum after one of their own began cooperating with law enforcement. >> another heated meeting in a delaware county community. last night's meeting of the poland borough council included what some say were shredded documents. former borough manager, paula brown, says someone found a bag in a dumpster near a park. she calls the shreading illegal. her opponents say those supposed shredded documents are bobbing us. >> these are pay -- these are payroll sheets. they should never be shredded. >> doctors nobody did any shreading of borough documents

or anything, absolutely not. >> the delaware county d.a.'s office is investigating colwyn's finances, now more than $1 million in the red. the d.a.'s office has not filed any charges. >> the superintendent of philadelphia's schools is lobbying state lawmakers for help to pull the district out of persistent deficit. he says that the state has not adequately funded public education in his largest school district. than it can't make any more cut. a study published by a rutgers university professor last year says philadelphia is consistently the most under funded major urban district in the country. he says he's optimistic because governor wolf budget would deliver an additional $160 million to philadelphia's schools. >> a soccer player at the university of delaware, is under arrest, accused of raping another student. twenty-one year old paul de fay owe goal keeper for the blue hens, charged with rape and strangulation of a student. the alleged victim told police

she met him at a restaurant friday night once back at her place he assaulted her. they're surprise add student athlete would be accused of such a vicious crime. >> to be that physically aggressive is just honestly appauling. so terrible. >> being an athlete here, it is like something you want to be able to carry yourself, be proud of. and i feel that you need to carry the name of the university on your back. >> the university would not say if de fay owe has been suspended from the soccer program or l school. he is being held on $250,000 bail. in pit burying, a woman is recovering this morning after being struck by a foul ball at pirate game last night. now, it is hard that see here, behind the net that separate the home plate from the seats. she turned her back, but she was close enough to that net that the ball struck her in the head. the game was delayed for several minutes, as medics transported the woman out of the stadium. we're told she gave thumbs-up to nearby fans as she was being taken out.

but many now are asking what happened inside the police van where arresting officer says gray suffered a medical emergency. >> meanwhile, in our area, violence plans a special committee on police use of force. committee will not be formed until after the cumberland county prosecutor's office finishes its investigation into the death of philip white. white died in police custody last month shortly after his arrest in vineland. >> swatting incident is captured live on line in new jersey. now, a man whose identifying himself only as fist pump was live streaming video when heavily armed police officers arrived. key port police say they received anonymous call claim ago man was holding hostages, and had stabbed his girlfriend. after checking things out they determined that call was a hoax. the monmouth county prosecute is her now investigating. >> well, for the second time this month coyote goes on the attack in north jersey.

bergin county man said he was walking his dog when it happened. at first he thought the coyote was a stray dog so he tried to get his dog back in the house and that's when the coyote bit him on the leg he went to the hospital for rabies shots, now police are trying to trap that animal. >> want to get our forecast in one minute, but first check this out. tweeting this video from state college last night her backyard getting pelted with large hail. looks like katie we didn't see much that far in our area. that extreme weather? >> yes thankfully we did have atmosphere live up in to support tornados, so there was watch issued late in the day even got extended until midnight thankfully nothing like that has happened. we did have some thunderstorms rumbling through all three of us woke up. >> oh, yes. i start today call you, are you up? are you here? >> of course i am hearing this of the. but, yes there was something like 83 hail reports reported across central pa yesterday. that's rally where the good stuff going going but for us,

luckily came in late enough, i think, more than anything, when you lose the heating of the day, you lose the sunlight, a lot of times that will kill your opportunity for severe weather which isn't the worse news for us, obviously, but it did lead to much less of a situation as far as severe weather was concerned here in our area. we have, however thunderstorms rumbling through as we said. we will show you those in a second here. outside we go to palmyra cove nature park, tough right now to make out center city skyline with the low clouds settling in for us. 57 degrees, is the current temperature there, so off to mild start. and yet again storm scan is still action packed, you know, no where near the swat of widespread rain we had yesterday. but, where it is coming down, coming down, just us a heavily, and it will continue to do that for probably the next couple cup of hours we zoom things out for you big time, you can see the storm system in its entirety. storm circulation still actually way off to the north and west, but the fronts are sort of swinging through, so this is actually going to be sending us a secondary front our way by tomorrow. so, you know, another day that

will feature clouds, and showers, headed our way. let me walk you through this. so for now yes wet weather out, there but we will quickly break for sunshine, get you back to the mid 60s. seasonable day actually, kind of spoiled lately with above average warmth. then come tomorrow, few additional showers roll in, generally starting with clouds, it looks like it is primarily the seconds half of the day the showers will fire up for us here. we keep the 60s then behind that front we can't avoid it at this point the chill settles in, the sun is back at least as high pressure dominates the scene for couple every days but thursday, friday, even beyond that point, we remain below average. so chill is back at that point. for now skies clear for sun what's left out there now, you know unless you are headed out right now going to be out through the early morning will not need umbrella later today. few clouds tonight. then tomorrow the showers do return. thursday, friday saturday, sunday, you're flirting with almost ten below the average all four of the days, so the chill is back, but hey isn't it nice that the 50's actually sound chilly to us at this point, ukee? >> how about it.

and the wet pavement there with the rain continuing to fall. now, we do have some flooded areas to talk about. brooklawn, this is typical spot the 130 right at brooklawn circle flooded out alternate is i-295. that's a look at what's happening on the roads we take it to the skies. good morning. >> good morning justin, as you said, rain continues to fall for us. back in time, showing you severe weather actually fired up in some of the storm reports, too. as we look at storm scan3 thankfully the brunt of this is tapering away. definitely still have rain to track. worse of any thunderstorms has since start today fizzle. look at all of the different hail reports especially through central pennsylvania, showed you the video earlier in state college even couple of reports locally near the i95 corridor within the last couple of hours from the same storm woke all of us up here in the studio, specifically out at philadelphia international airport, there was hail report of .5 diameter hail at international airport, and another one in new castle, as well. so granted we didn't have anywhere near the kind of severe wet their we did have, say, off to our west, through the planes, midwest or even

>> i certainly moving out thank goodness, still some pockets of steadier rain out there right now we are just tracking basically the final wrap up of all that's left from yesterday's storm and the cold front that was associated with it, so, that we take things outfire and for most to storm scan3 still finding this wet weather coming from, definately scat nerd nature by comparison to yesterday. you know we do still have basically the same kind of rainfall intensity as yesterday produced but it is no where near as widespread. so many of are you starting to see things quiet down, as we take a look at bit of wider zoom throw things into motion for the last throw hours, you can really see how things are started to taper off. we had that solid more solid line of thunderstorms that rumbled through. it was about say 1:30, 1:45 or so. see how that's sort of just fizzled away? definitely still raining but more scat nerd nature, you get the idea. things will really start to taper off for us here very quickly, meantime our temperatures are actually still off to mild start. tends to have sort every delayed reaction when
