ou'll look closely you'll see officer webster kicking the suspect dickerson in the head while he laid there on the ground. police were initially responding to a fight at a dover gas station. dover toe lease video in 2013, officer webster was placed on administrative leave pending an internal investigation n march of 2014 the delaware attorney general's office presented the case to a grand jury who failed to indict, officer webster at that time. on may fourth, 2015, just a few days ago, the delaware attorney general's office took this case before a second grand jury, which indicted corporal webster charging him with second degree assault. webster turn himself in that same day, has been released on $5,000 bail, webster has been suspended, without pay, pend ing outcome of this case, he joined the dover police force in september of 2005. that is very latest reporting live from the sat center, natasha brown cbs-3

"eyewitness news". also breaking news right now crewness south jersey are battling a forest fire at wharton state forest. there have been some evacuations so far. this fire started behind the rangers station on 206 near quakerbridge road in shamong. area is now closed. "eyewitness news" new jersey reporter cleve bryan is at the the scene cleve. >> reporter: i'm at the corner of quaker brown road at route 206, where they are diverting traffic. this is a very busy traffic area. but nobody can get past on 206, just north of here because of the forest fire that they are battling. the call came in around 2:30, the main fire is located just north and east of the ranger station. the initial estimate we have is 100 acres are burning and they do not have any estimate about how much of that is being contained several spot fires, that are also, just east of route 206. fire fighters are dealing with shifty wind and some extremely

weather helping fuel that fire and others. meteorologist kathy orr is live outside on our skies deck with more on the fire threat, kathy. >> right new we are seeing very dry conditions. we have not had a good amount have of rain in days, and it is breezy through south jersey, even though it is not that breeze any philadelphia at this moment. taking a look at current conditions in that machining where that fire continues to, burn and the temperature vice warm. 77 degrees. relative humidity at 35 percent. wind direction in the east and being alluded to with the variable wind right now. wind at 10 miles an hour, with some higher gusts. of course, once you get a fire this sizing it creates its own weather environment and wind. storm scan three this doesn't look like much but do you see green dot in central burlington county. that is smoke bloom from this fire that continues to extend up to 206 and is expanding. we did touch base with bonnie snyder she's the owner of you can see the picklily inn there and the smoke invading

a project to develop a portion of the abandoned reading railroad duct in the elevated park is moving forward. city of philadelphia plans to buy the nearly acre property in the callowhill neighborhood from septa. this stretch of the former rail line, curved from 13th street to callow hill street between 11th and 12th. now this purchase has to be approved now by city council and septa. >> very nice. business leaders in south jersey gathered together for a morning of networking.

we do have have some fog with a sea breeze that has kick in, temperatures down the the shore, cooled down significantly, only in the 60's. storm scan three you can see that cloud cover and on shore flow, low clouds that are hanging in there and they will continue in the evening hours. elsewhere inland we are seeing some clear conditions, some clouds, from that forest fire in morton state for necessary burlington county with a smoke plumes, other than that just a very quiet day across the region. seventy-nine in philadelphia allentown 81. seventy-six in the poconos. look at the shore atlantic city and wildwood. these are inland. airport and rio grande in the 60's. ocean water temperatures still in the 50's. there is a lot of warm air that really want to move in. eighty-seven in nashville. the atlanta 83. birmingham 85 degrees. this will be moving back towards us but look at charleston, what is going on here. 67 degrees. we have an area of low pressure that is developing, and could become tropical, all that moisture is slowly lifting in the mid-atlantic

creating heavy rain and also, some cooler temperatures. for us high pressure keeps it dry and very sunny at least for your friday with morning fog possible. the same thing for saturday, another beautiful day, we will watch for development of that low pressure to the south it could be tropical but it still moves south for sunday. mothers day looking great. morning fog and partly sunny high temperatures in the 80's. high pressure center strong enough to keep that low to the south and to keep this cold front away at least until the end of the weekend. then things will begin to change over the course of next week. look at this tropical plume of moisture you can see right here. we are seeing those rain cooled temperatures. we have 80 percent chance of development in to an area of lose pressure perhaps a tropical system. that moisture will continue to lift toward the the north and because we have lose pressure to the south, we have high pressure to the east, we have southeasterly winds and those warm wind with all that moisture will create morning fog for the next couple of days. the creating more instability

university hospital with more, matt. >> reporter: victim remains in critical condition at temple university hospital, thinks after the 18 year-old suspect chase was taken into custody last night. this is ray shawn roberts an 18 year-old from north philadelphia who was driving this car when it struck 22-year old rachel hall a week ago yesterday. police say she was riding her bike south on park avenue near diamond when she ran a stop sign. that is when roberts hit her and fled the scene. he was turned in by his parents the following morning. >> he did cooperate with the investigation. did he give us a statement. his father turned over the car. that is why we wrapped up this investigation so quickly. >> reporter: roberts was only arrested wednesday night as it did take time to formalize charges. those charges never would have happened though if he had not fled the scene. it appeared as though accident happened because hall ran that stop sign. roberts ledgely fled because he didn't have a full driver's

>> my insurance company is determining that i do not owe anymore than what i already paid. >> reporter: stan wrist ted a berks county family dermatology office in 2010. at least once a year he gets another bill. >> i cannot even get a hold of them. >> it just rings points where you would get voice mail and it will say this royce mailbox is full. >> reporter: amanda kohler worked for five months at family dermatology and says that she saw it happening first hand. >> we were direct to give them a billing number that they would be able to talk to someone directly. it was supposed to be based out of georgia. >> reporter: court documents show family dermatology made over 35 million-dollar in 2012 alone, headquartered in atlanta, nelson and her husband live in a eight million-dollar mansion and drive around in luxury cars, but there are plenty of frustrated patients there too. the cbs tv station investigating similar billing complaints. >> one bill would say 780, one bill 1200, one bill say i owe

600. >> reporter: better business bureau put out an alert after receiving 143 complaints from patients complaining they were over billed and ignored. >> complaints directed to the company, ask for their prompt response and we got no response. >> reporter: department of justice recently went after family dermatology for improperly billing medicare. cota greed to settle allegations for $3.2 million. why are you double billing your patients? you don't answer your phone calls, you don't -- why are you double billing your patients, ma'am. patients say they are the ones being harassed with bogus bills, and it needs to stop. >> i fee who are just getting these bills and paying it because it is not right. >> reporter: why are you double billing your patients ma'am, very simple question. >> reporter: we never did get an answer from doctor nelson despite our visit to the office and repeated phone calls. >> where are they operating now. >> they have offices in berks, bucks county, previously locations in the philadelphia area central new jersey and delaware and we will continue to follow this.
