>> now at 11 o'clock the storm threat. we're keeping watch on storm scan3 as we prepare for what could be severe weather tomorrow. good evening, i'm chris may. >> i'm jessica dean. meteorologist kathy orr is tracking that storm threat. kathy, what can we expect and when? >> we have heavy rain moving through the region right now and also some fog. two different weather stories going on. normally we see our skyline from our cbs3 studios. visibility is poor in many locations tonight something you want to be aware of come tomorrow morning. visibilities right now reduced to zero in the poconos, about a mile and a half in dover. you can see in trenton only a mile visibility and in many of our suburbs where you see the white, that is reduced visibility. even in places like bucks county quakertown, only a half mile visibility at this hour. now, on storm scan3 we're looking at a line of showers and thunderstorms that are moving in from the west, moving through lancaster county heading into berks county. also into chester county. a lot of this heavy rain moving eastward and a few rumbles of thunder. now we have some drier air that's trying to block this

from moving in but i still think some showers will move in overnight. you can see some 50's through allentown, through trenton, 61 in philadelphia. the drier air pushing in from the ocean. that marine layer keeping it stable with those easterly winds trying to block. tomorrow morning waking up to temperatures in the 50's and 60's but we'll do it all over again tomorrow afternoon as things heat up again with the threat of severe weather and then a major cooldown in the seven day. we'll talk about that and and the holiday weekend later on in the broadcast. chris. >> thank you. new at 11 o'clock a suspect in the kidnapping and rape of a woman in philadelphia's fishtown neighborhood is behind bars. "eyewitness news" reporter natasha brown is live at special victims with more on how police got their man. natasha. >> reporter: well, you know, after releasing surveillance video and mug shots police finally to believe tonight that they have tracked down the man linked to app sexual assault and abduction in fishtown weeks ago. after a two and a half week

search 24-year-old manuel cintron is now in police custody linked to a sexual assault and abduction in fishtown. the 22-year-old victim was walking along east york street at around 5:30 a.m. may first when she says a man approached her with a handgun and forced her inside a minivan. the victim was sexually assaulted inside the van and dropped off more than an hour later nor almond and boston streets in the area where she was initially picked up. surveillance video captured a glimpse of the older model van and on monday u.s. marshals working in conjunction with philadelphia svu tracked cintron hiding out in a house in the 7100 block of monitor street in northeast philadelphia. he was arrested without incident set to now face a slew of charges. police are also linking cintron to an attempted sexual assault and abduction that allegedly took place an hour before this crime in the 1100 block of ruscomb street. that victim police say fought off her attacker and got away.

well svu detectives only confirming at this hour that manuel cintron is currently in their custody. he will likely be facing a slew of charges including sexual assault abduction and other related offenses. we're live at the special victims unit tonight, natasha brown, cbs3 "eyewitness news." >> all right, natasha, thank you. six days now since the amtrak tragedy that killed eight people in port richmond. train 188 careened off the tracks while rounding a curve and tonight investigators are still trying to determine what, if anything, may have hit the train in the moments before that accident. "eyewitness news" reporter david spunt is live at 30th street station where service to new york was restored earlier david. >> reporter: jessica, a lot of people left for new york all throughout the day. this happened as well as tonight. i just spoke to some people about an ago who were heading there tonight. the fbi is saying definitive that what hit the front windshield of amtrak 188 was not a bullet. on friday, all eyes were on

this windshield crack in the front of amtrak train 188. did someone shoot or throw something at the train? did that cause engineer brandon bostian to lose focus all questions asked over the weekend. but on monday, according to the fbi, the amtrak train was not hit by a bullet. though investigators are still looking into what caused the crack. the same night the amtrak train crashed, about 3 miles away this septa train also took a hit to the windshield. septa police chief thomas nestell is monday a septa engineer saw someone on the track. >> the engineer saw a trespasser in the area of the track and shortly after that a bang on the window and the window spider webbed. >> reporter: nestell said the crack is not from a bullet but his team is working to find out what did strike the windshield. monday morning 30th street station was buzzing with

business as amtrak opened up its line to the northeast for the first time since the accident. philadelphia mayor michael nutter was on hand to greet any anxious passengers. >> the system is say. it works. i take it all the time. and, you know, this is highly unusual. >> reporter: now a new safety measure in place. it's called automatic train control and a computer will apply the brakes if the train is moving too fast. the technology was in the southbound lane near the derailment but not the northbound lane. that has changed. >> i'm sure amtrak has done the necessary repairs and taken precautions for safety. i'm not worried. >> reporter: several people on the train already filed a lawsuit. meanwhile brandon bostian the 32-year-old engineer, he told the ntsb investigators on friday he didn't even remember the crash. he said he wasn't tired and wasn't sick. that part of the investigation continues. we're live at 30th street station, david spunt cbs3 "eyewitness news." >> david thank you. be sure to stay with

"eyewitness news" for the latest on the amtrak tragedy. we'll have updates on air and always at our web site cbsphilly.com. >> now to a bucks county neighborhood target the by vandals. more than a dozen people woke up in levittown this weekend to find their tires had been slashed. it happened over several blocks in the pine wood section. neighbors reported 17 individual cars had been damaged, a total of 28 tires had been slashed. one residents in the neighborhood vince had two cars that were hit. he did replace the tires on his truck but didn't want to spend the money for both vehicles. >> it was 100 yet dollars for two and i still have the other two yet. by the time you pay the at the and they raise the rates you're not gaining something. >> reporter: so it comes out of your pike. >> right, no matter what. >> most people suffered two tires. the way they park their cars on the drive part of your car faces out towards the roadway and it appears he was slicing both tires on each car. >> now police there have surveillance video from one home.

they believe they're looking for a male suspect in his 30's. >> atlantic city residents turned out to a public hearing tonight hoping to come up with a plan to fund the district's cash strapped schools. "eyewitness news" at the center city building where parents voiced concerns about what any costs would mean to their children. city officials say something must be done because the recent casino closures mean a huge drop in property taxes. last week atlantic city school board rejected a proposal that would have resulted in more than 200 job cuts. your tax dollars funding the pensions of convicted criminals. tonight an i-team exclusive. investigative reporter charlotte huffman exposes how crime sometimes pays with state pensions. >> reporter: frederick ling is a former employee of the bensalem school district and among other than a dozen people arrested two years ago for stealing from the district. lang worked at bensalem's bus barrage where authorities say he stole and resold $400,000

worth of tires and auto supplies. ling pled guilty. he lost his job but is entitled to keep his full pension. >> was this do you. >> it's wrong, its wrong. >> that's not right. >> reporter: for other convicted bensalem employees are also eligible to collect their full pension. >> it's not right for the general public to have to fund these pensions for criminals. >> reporter: under pennsylvania law, if a public employee is convicted of a crime connected to their job they can be stripped of their taxpayer funded portion of their pension but not all crimes are covered. like aggravated assault sexual abuse of a child possession of child pornography and theft by unlawful taking. these crimes allow the criminals to keep their full pension collecting from a system that $53 billion in debt. >> these loopholes are costing the taxpayers. >> yeah and those loopholes

the way they're being played right now you can draw trucks through. >> reporter: represent scott pet tree from bucks county says it's too easy to get around the law. >> defense lawyers who are gaming the system they make a deal with the prosecutor, my client keeps his pension because i'm not going to plead to gun control on the list. he's introduced beale that nds the law to include any felony committed in connection with a state job such as conviction of theft by unlawful talking. what would you say to people who say you stole from taxpayers, why should you continue collecting on taxpayers dime. >> person opinion i think no matter was d-you pay restitution, you should be entitled to the money that you put into it. >> reporter: what about the state funded portion. >> all right that's questionable. >> have eye opening charlotte. >> it is. lang did 15 months in prison. he's paying $125,000 in restitution.

he still owes $103,000 and he's eligible to start receiving his full pension today. >> all right, so i guess you'll keep track and see what happens next. >> absolutely. >> all right charlotte thanks. >> ♪ we are live in cbs3 election central tonight. one of the big races in the pennsylvania primary is of course on the democratic side in the race for mayor. we cau the candidates today a former d.a. lynne abraham was at the clothes pin campaigning in center city. state senator anthony williams met with voter at several locations across the city of philadelphia. and councilman jim kenney attended a get out the vote rally. it was sponsored by ibew local 98. of course there are three other candidates on the ballot seeking the nomination for mayor. former city solicitor nelson diaz. former communications chief for mayor michael nutter doug oliver and t. milton street a form are lawmaker and brother

>> the president of the united states made a visit to camden today talking about community policing. speaking at the camden kroc center president obama recognized the strides that camden has made to reduce violent crimes. >> camden and its people still face some very big challenges

but this city is on to something. you've made real progress in just two years and that's why i'm here today because i want to focus on the fact that other cities across america can make similar progress. >> the community policing model in camden emphasizes foot patrols and neighborhood interaction. today we saw officers reading with children and checking in with local businesses on their beat. >> first comes a loud crash then glass shattering inside a car. many people across the country have had it happen to them, a sunroof explosion. tonight three on your side consumer reporter jim donovan has more on the potentially dangerous problem. it's an experience drivers and their passengers don't soon forget. >> i heard it like a gun shot. >> i heard a deafening explosion. >> i thought we got hit by a meteorite. >> reporter: for peggy and john of wilmington it happened on drive earlier this month. >> it stunned both of us. >> i could hear a whoosh of air. >> reporter: driving on the

highway the sunroof of their toyota rav4 exploded without warning. >> there was like an eight to 10-inch hole dead center of the sun roofer. almost look like a little volcano. >> reporter: when they went to et cetera good it fixed there were no signs of bullet rock or anything having hit. >> they could find in foreign debris. >> reporter: the same thing happened to niko wheeler's kia optima. >> it had literally shattered into a million pieces. >> reporter: and it happened toback alexanders lexus there there were no rocks no bullet holes, nobody was beside me. >> reporter: and as peggy humphrey found out. >> it is happening with all consist kinds of cars. more than 400 complaints have been filed with the national traffic highway safety administration involving at least 13 car manufacturers. there's even a name for it, spontaneous sunroof breakage. >> it literally exploded out like a volcano. >> reporter: vehicle owners have even posted the damage on youtube. so what's causing sun roofs to explode? well, there are

several theories. first, cars are more air tight than ever which puts more pressure on the glass. while the glass meets safety standards, these days it's being manufactured to be lighter and thinner. even temperature can play a role. many sunroof explosions happen on very hot days when heat gets trapped between the sunroof an closed visor. but there's a common denominator. most sun roofs respect manufactured using tempered glass. designed to break into tiny pieces for safety any flaw in tempered glass can cause shattering under pressure. it happens without warning.e seen it topple tables, shatter shower doors explode on ovens. with sun roofs, a flaw can occur during manufacturing or from something like road debris. >> people just describe it as like a gun shot. >> reporter: michael leighton has been repairing sun roofs for over a decade and sees the problem often. >> i probably do about 10 a month. normally it's like a rock, a

little chip and then once it gets hot enough it explodes. >> reporter: shattering sun roofs have led to certain hyundai model and audi's. the government is investigating the kia sorrento for similar complaints. vehicle owners like john and peggy are left shaken and with a hefty repair bill of over 1100 bucks. >> i will never have another vehicle with a sunroof. >> reporter: toyota says it's aware of sun roofs shattering on some toyota and lexus vehicles but says it doesn't appear to be a vehicle or component related issues. in fact car warranties often won't cover repairs since automakers blame the damage on external forces like rocks and debris. >> spontaneous sunroof breaking. anything drivers can do to protect themselves on the road. >> reporter: several things. lower down the windows, keep the sun visor opened slightly on hot days so heat doesn't build up in between that visor and the sun roofer. if you're not using the

we're looking at a very difficult forecast over the next couple days. we'll be transitioning from some steamy weather to a big shot of cool air moving in. take a look at storm scan3. we have some storms there moving in from the west. you can see some heavy rain associated with that. it is hitting a little bit of a roadblock a table it's a severe with an easterly wind that marine layer coming in from the ocean stabilize our atmosphere and stopping some of this heavy rain but it's making it into lancaster county and into person parts of chester county so honeybrook already saw some heavy rain today coatesville saw some this evening. you can see more heavy rain moving your way and also into delaware late tonight. otherwise, i think the rest of us will just see a few scattered showers. this is why we have that roadblock. that easterly flow with this back door front cooling things down stabilizing the atmosphere and right now we're seeing some patchy fog but all the storminess is basically staying to the west of this front and it will continue to be pushed toward the west. now, during the day tomorrow,

we watch this cold front move if from the midwest. right now it's over ohio. temperatures in the 80's ahead of it. behind it much cooler air but in between we have more storms. we're talking about a threat of severe weather tomorrow afternoon in montgomery county the northern part of berks county extending into northeast into north jersey. when we're talking about low risk we're talking about the threat of heavy downpours lightning, some winds hail not an issue neither tornado. downpours and potential for flood regular going to be high. in the wake of this we turn the a northerly wind noticeably cooler, at least 10 degrees cooler during the day on wednesday and it stays cool for thursday and as we head into the holiday weekend but at least it will be dry and relatively quiet weather as we head through memorial day. overnight tonight the low 61 degrees with areas ofd some spotty showers and storms to the west of philadelphia. during the day tomorrow the high 84, the threat of severe weather. as we plan your day, 68 and steamy during the morning. lunch outsider will be hot. after school some spotty
