>> from the cbs broadcast center in philadelphia. this is cbs-3 "eyewitness news". we are watching some storms this morning and we could even see some severe weather later today. katie has closer look at the forecast and when we could see some serious storms. good morning i'm ukee washington. >> i'm erika von tiehl. also today police are investigating an overnight shooting in west philadelphia. a man died after being shot 18 times. we'll have a live report. and it is primary election day. six candidates for philadelphia mayor are facing off when the democratic nomination. what you need to know before heading out to the polls. and don't let the possibility of rain keep you from exercising your right to vote. >> katie has your primary day forecast right now. katie, how are we looking? >> definitely going toned up seeing active weather out there, serious variety tack to

go along with the day at hand. showing you immediate concern out there, one of several really. we have low-lying cloud cover fog will be noticeable, coming through in patches for many of you. not everyone is being affected by this, it is not just like a shroud of low-lying cloud cover. certainly when you can't make out the center city skyline off in the distance, you know there is some moisture to work with in the atmosphere, nice light winds to go with t also got handful of scattered showers currently moving on through, the winds very light right now allowing the fog to settle in. and form here in our area. some steadier rain currently or just really moved on through portions of sussex county, fresh round starting to move into berks and lancaster, so it all has to cross through, little wider zoom. you can see looks like bit of break in the action behind this. but not so fast. we still need the cold front to officially cross. and that happens later on into tonight. seek two rounds, one this morning, another later today that second round that could produce the gusty strong storms that we are talking

about as possibility right now. visibilities at this point, though, you can see, it is a variety pack. depending where you are, you are at or under a mile visibility shall or up at 7:00 at the a.c. airport, so all about location, location, location. if your travels are taking you more than 5 miles you're probably going to run into something out there. so keep that in mind. 61 degrees the current temperature at philadelphia international airport. again, you have the nice light on shore wind in place here to keep the clouds, moisture content in the atmosphere. later today we are again expecting few showers thunderstorms to rumble through once again and it is that round that could produce the gusty wind, possibly some small hail, but we would be talking about that specially north of philadelphia. justin, good morning. >> good tuesday morning just enough rain, some wet roads mist, some fog could possibly cause some problems out on the roadway before sunrise. to 76, this is past 202. you can see low visibility due to the fog and mist and the road spray going on. so just maybe slow it down just few extra miles per hour

this morning on your ride in. kind of the same deal in new jersey, right now looking at the 42 freeway kind of hazy, misty, with the road spray around, fog to deal with. traffic moving though prep good both northbound and southbound. volume actually picking up little bit this early in the morning. new jersey turnpike northbound is closed before 3:22. this is due to a vehicle fire. the alternate is 295. this just happened around 3:50 this morning. so this is fairly new incident here. that may be closed for little bit. area speeds again for the most part are looking good running at the speed limit in philadelphia on the vine street expressway, up toward 95, into the new jersey turnpike, 295 away from the closure, looking pretty good at 55-mile per hour, that's a look add europe ride erika we send it back to you. >> it is election day. voters just few hours away from heading to the polls. it is the main race of course, the democratic primary for philadelphia mayor, six candidates are vying for the nomination. the latest polls show former

counselors ill man jim kenny with the lead. who ever wins will face republican challenger bail any november. she running unopposed to for her party areas nomination. >> today's election features nomination contests for unprecedented three seat on the state supreme court. six democrats and six republicans, are on that ballot. the three candidates who win the most vote will, in each part, will compete in november's general election, it is a ten year term on the state that's highest court. the polls open today at 7:00 a.m. you'll have until eight p.m. to cast your ballot. >> and tape with "eyewitness news" for continuing coverage of the race for mayor. we'll have the results for the race and all of the primary elections on cbsphilly.com. >> on the day of the mayoral prime area, four philadelphia election o charges, sandra lee alex owe a harding james collins and gregory thomas, all accused of voter fraud. at news conference yesterday investigators say the four conspired to add fraudulent

vote to machines after the polls had closed. the alleged fraud happened during the 2014 election and was reported back in february. on top of that, three of the four suspect allegedly did not even live in the division where they were working, which is against the law. district attorney seth williams said he does not anticipate any issues during voting today. 4:35 right now. new this morning, a murder mystery in west philadelphia. >> police hear gunfire and found a man dead. but they may have clues that can help finds the killer. "eyewitness news" reporter jan carabeo joins us from police headquarters to bring you to up date. jan? police located a weapon nearby the victim's boyde, spotted few businesses in the area that may have surveillance video, all clues, they hope, help track down a killer. in the meantime, they are searching for the identity of the victim, being treated as a john doe, he was shot at, at

least 18 times left to die in a west philadelphia street overnight. here is the scene, it was just after 11:30 last night when 19th district police were on patrol in the area of connestoga and thompson street. they heard gunshots. when they arrived on the 1300 block of con stowing, a they found man in his 20's, shot number of times at point blank range. he died on the scene. now, police are searching for the person responsible, at this point they don't have a motive witnesses or description of the suspect but investigators did finds 18 spent shell casings on the scene, and near the body they found an s.u.v. that smelled of marijuana which had gun visible on the front passenger side floor. >> at this time we're hold that buick as crime scene, that buick will be towed to our police garage, not certain if that is the weapon used to commit this homicide. how much the weapon was found in the vehicle that was just several feet from where the victim was shot happen pronounced dead on the scene.

>> the scene is in a residential neighborhood. also businesses nearby. again, police say they hope that some of those businesses have surveillance video that can help tie all of this together. and of course, they are asking anyone with information to contact police. reporting live outside of philadelphia police headquarters, jan carabeo cbs-3, "eyewitness news". >> jan we'll check back with you. suspect in custody in the kidnapping and rape after woman in philadelphia's fishtown neighborhood. twenty-four year old manuel sin tone arrested last night on princeton avenue. on friday, may first police say he kidnapped a woman walking on east york street forcing her into a van. police also say cintron sexually assaulted his 22 year old victim, released her near almond and boston street. >> one week after the amtrak derailment federal investigators stay will take months to solve what caused t the fbi is investigating whether an object hit the locomotive windshield before the train went off the tracks.

the fbi has ruled out a bullet. a septa train also took a hit to its windshield. septa police chief thomas, says his engineer saw someone on the tracks. >> the engineer saw a trespass err in the area of the track and shortly after that a bang on the window and the window spiderweb. >> all amtrak asela express northeast regional and other services have resumed. four passengers have filed lawsuits, eight people died, more than 200 others were hurt. >> atlantic city resident turned out to a public hearing hoping to come up with a plan to fund the district's cash strapped schools. last night, at the city center building parent voiced concerns over how cuts to funding would affect their kids. the is he officials say something must be done, because the recent casino closures mean a huge drop in property taxes. last week, atlantic city's school board reject add proposal that would have

clears out. looking at very calm wind. generally, just light showers there are still some steadier ones out there specially now moving into berks and lancaster counties, so that's why i say if you're about ready to walk out the door not the worse idea. meanwhile the cold front actually got to cross through here, back edge, all the way back here, into western pennsylvania, so that's got to cross through. there is some activity errupting right now. yep, that is snow across portions of the colorado rockies, this will eventually be another disturbance that moves into the planes. and it looks as though that's going to generally stay to the south. but we'll talk about that in the seven day. meanwhile, severe weather threat risk is very, very low today. i want to make that perfectly clear. but we could still see some stronger wind, certainly heavy downpours and it is possible, just possible, that we see some small size hail in this zone. so notice, it is north of philadelphia here, you know thee storms a lot of times have a mine of their own. we'll keep close watch on it four. stick with us, we'll let you know it there is any real

blades. ninety-five at cottman, both directions moving good. you can see visibility down little bit. that's what we will run into across the delaware vale. it the blue route just past mid-county, bolt directions looking good. but the visibility, low right now, little road spray, mist to deal with. now, we do have closure on the new jersey turnpike, this is northbound between exits one and two, woolwich township. do have two tractor-trailers involved in a accident closing down northbound side. also one lane closed southbound, the alternate for north on the turnpike, 295 coming over the delaware memorial bridge. traffic light out at the boulevard and bustleton no cross traffic. that's checking your ride this morning. >> yep, you mention the fog. perfect view in the live network to illustrate what you are seeing maybe not seeing off in the distance. haze out there. even with just the spotlights and the headlights from the buses off in the distance, there is like that little hazy glow around them. visibility less than ideal

humidity issues. this morning, more rounds every fog as well as showers. start things off by taking you into tighter zoom what's happening on this area radar. see specifically through berks county some steadier rain rolling throughout side of the reading area. steady rain in the last hour or so. really round one. we will see this roll through with in the next couple of hours, i would say by the time the typical morning rush is winding down so this this. but it doesn't mean you're out of the woods just yet. currently visibilities aren't ideal obvious lip most of russ finding reduced visibilities out there. not as bad in wilmington, for example, but wildwood, half that. you get the idea. so patchy, but certainly out there. light enough wind, plenty of
