good morning, family steamy stormy out there. waking to up some spotty showers there is morning but storm scan3 shows more storms on the way later this afternoon. >> hopefully it won't stop you from casting your ballot on this primary day. want to get right over to katie fehlinger with the breakdown, and it is kind of divide intoed morning and afternoon, right katy? >> actually i would go sofas to split it up in four separate sections, so you have steamy conditions this morning, with fog showers by midday, we will see the sun break through and start heating things up. and then later this afternoon and evening we see another rounds of showers and storms rumbling in, later tonight it all clears out. that's the general timing as we look outside obviously right now all showers and lot of clouds, many of them are very low-lying. so you're running into poor visibility. take a look at the current visibility, important to remember, these are single observation points. so in philadelphia, we can't guarantee that it is 2-mile

visibility across the into better or worse conditions. depending where you're traveling throughout philadelphia, and really anywhere else. keep that in mind. but we show that as just a good illustration of the point that we're trying to make, which is, you have to slow down. poor and/or reduced visibility, because of the moisture content in the air. later today, though, as we said there will be a fresh round of scattered granted scattered showers and storms, but they could pack a punch. specially through our northern counties say from montgomery, bucks county and point north. we will see more of an increase in severe weather potential up that way. we would be talking wind, possibly small hail, heavy downpours out of. that will meantime still very steamy out there as promised, specking mid 80s by late tonight, though it, all clears out. at cbsphilly.com. ukee? >> new, philadelphia police are investigating a murder, now, while trying to find a gunman, they are also trying to identify the victim. "eyewitness news" reporter jan carabeo joins us now at police headquarters. jan? >> reporter: ukee, good morning. unfortunately, police don't have a whole lot of leads right now and they are going through evidence that they do have, in the meantime, as you mention, they are trying to identify the shooting syringe tim. they say he was hit a number of times. they also say the suspect fired at least 18 shots. >> shot at point blank range. police are is her clinic for a killer tuesday morning after finding a man's bullet riddled body on a west philadelphia street. >> we found 18 spent shell casings. those shell casings were all several feet and many of them most of them were just inches from the victim's body. >> just after 11:30 last

night, when they arrived on the 1300 block of con stowing a they found man shot in his chest, stomach and both legs and arm. >> at this time, the victim is a john doe had no identification on him. would we not know who he is. he appears it be a male in his mid 20's. >> and at this point investigators don't have a motive. witnesses or description of the suspect. but investigators did find those spent shell casings on the scene and near the body they also found an s.u.v. that smelled of marijuana with a gun, visible on the front passenger side floor. >> at this time, we're hold that buick as a crime scene it will be towed to plower our police garage, not certain if that's the weapon used to commit this homicide. how much the weapon was found in the vehicle that was just several feet from where the victim was shot and pronounced dead on the scene. >> now, police say this scene is largely a residential area. but they also have found businesses nearby, that possibly have surveillance

video, they hope that can help piece this case together. anyone with information is asked to call police. we're reporting live outside of the philadelphia police headquarters, jan carabeo cbs-3, "eyewitness news". jan, thank you. philadelphia police meanwhile arrest a man in the kidnapping and rape after woman in the fishtown neighborhood. twenty-four year old manuel cintron taken into custody last night on princeton avenue. on may 1st, a friday, police say cintron kidnapped a woman east fourth street forcing her into a van. he then sexually assaulted his 22 year old victim and released her at almond and boston streets. it has been a week since the amtrak derailment killed eight people and injured more than 200 other. federal investigators say it will take months to solve t fbi is investigating whether an object hit the locomotive's windshield before the train went off the tracks. fbi ruled out a bullet. also took a bucket, the septa police chief said his engineer

community policing, how it is working in camden county. speaking at the camden crock center the president recognized the strides camden new jersey has made to reduce violent crime. since transitioning from a city run to a county run department. he said it is no wonder companies are relocating to camden. >> camden and it people still face some very big challenges. but the city onto something. you have made real progress in

just two years. and that's jim ' here today. because i want to focus on the fact that other cities across america can make similar progress. >> camden's community policing model emphasizes foot patrols and neighborhood interaction. we also saw officers reading to children and checking in with local businesses on their beat. >> it's 6:13. >> tracking cold front passage here today. bridges just whole variety pack of different things going on during the day. basically, the segment this day, into couple of different pieces. starting things off very steamy, much like yesterday but much more widespread coverage of fog as well as some showers so you will have to dodge some of those out there today. eventually we will see this break for some sunlight. i want to take you through future weather to illustrate. that will now still tracking showers, looks little more widespread than it currently actually is on radar. but you get the idea. by about 9:00 a.m. though, any of the wet weather should have retreated. sun will help break apart some of the cloud cover for you.

and then you go, breaks in the clouds featuring some sunshine here right around lunchtime or shortly thereafter. that will help us heat up. now even though it doesn't look lick much, you got to keep in mind here with the heating of the day, with the instability, and the clash in the atmosphere, that's going to take place with our cold front passage any of these little pockets, and they may be little further removed to the north, could produce not just downpours but also, some very gusty winds and possibly small hail. so while not everyone necessarily get hit by these storms later today if they do hilt you could pacca punch and douse you briefliment by tail end of the evening rush starting to clear out. we should see the skies do the very same. later on tonight as northwest wind kicks in, that means it just feels a lot america refreshing to us looking forward in this forecast, low 70s return for two days, by friday saturday, absolutely beautiful weather. in the forecast it, really looks like it will be just generally quiet stretch for our area for most of the seven day. >> if we're going to have rain, at least have it in the work week before the long holiday weekends. >> exactly.

area speeds are looking good, exception, 95 coming through northeast philadelphia. we send it back over to you erika. >> thank you, wako police are now bracing for possible retaliation, by biker gangs in the wake of weekend shoot-out that left nine bikers dead, and 18 injured. nearly 200 members of rival motorcycle gangs, are now facing charges. >> police say parking issue spike the gun fight at the twin peaks restaurant in wako. swat teams already in place ended that brawl within seconds. all of the shooting victims were bikers. >> early sunday morning, waking to up tires slashed. happened over several blocks in the pine wood section total of 28 tires slashed. one resident had two cars vandalized. he replaced the tires on his truck, but did not want to spends the money for both vehicles.

front creeps closer, closer. so, it is steamy outside. yes, yes definitely, a good hair spray kind after day. >> there we go. our ponytails -- >> ponytail, just throw it up in a hair clip and be done with it, because it is very, very steamy, with so much moisture to work w and we've got light winds. that's where the fog has come through. what look like very spooky shot really of city hall that we just showed you a second agoment meanwhile the closer zoom on storm scan. yep, there are still some showers out there. likely last us probably another hour or two. i would say by the time our typical morning rush is wrapping up there is first round of wet weather in i weigh, will have subsided. but meantime, the fog will need little bit more time. even though the sun is up. it is still not really working hard enough just yet to get rid of the clouds. so, you can see, reduced visibility essentially across the board here. it is less than ideal no matter how you slice it, you just have to slow things down, and expect that you might run into some patches of locally denser fog especially, as you get toward some of the river beds, too. meanwhile today is still going

cbsphilly.com. >> new this morning philadelphia police hope that surveillance cameras can help them track down a killer. officers were on patrol around 11:30 last night when they heard shot coming from the 1300 block of north connestoga street. when they arrive at the scene police found a man shot at point blank range without an i.d. they also found 18 shell casings, and another clue. >> we found a buick suv park on the block and in that buick, on the floor board on the passenger side, we did find a semiautomatic gun. >> police, however, say it is not clear if the semiautomatic gun was similar to the weapon. >> first time in two weeks atlantic city school board rejected budget plan calling poor more than 200 lays offers, at the city center building last night parent voiced concerns over how cuts

>> interesting. so, not spending, what's going on with the gas wind fall then? >> a lot of people say they're just obviously paying their bills. some are actually paying down their credit card debt. balances fell by $16 billion in the first quarter of the year. and according to bank rate. com quarter of us are saving or investing the extra mine. just 14% spent the extra money on discretionary items like, you know, going out to dinner or vacation. now, because consumers account for two thirds of economic activity there is low-level of spending may help to explain why the economy stalled out in the first quarter and hasn't really pick up in the second quarter. we are seek to go accelerate this year but not yet. >> now jill, if we paid down debt, and saved enough, what else should we do with the extra money? >> i'm such a buzz kill. you can't just go out and spend t but how about increasing your retirement plan contribution? hey, you know, you put extra money in your 401k.
