largest air bag maker takata corp. >> it is fair to say thinks probably most complex consumer safety recall in history. >> reporter: recall involves 33.8 million takata a maid air bags. when a vehicle is involved in the accident the chemical that inflates the a air bags can explode, with too much force. when that happens, it blows apart a metal inflater canister and shrapnel is sent flying toward the driver and passengers. >> air bag inflaters we suspect did not work correctly. and, we believe that they have been responsible for at least five deaths, in the united states. but up until now takata has refused to acknowledge that their air bags are defective. that changes today. >> reporter: federal safety officials and the auto industry, still haven't determined what is causing takata's inflate tours explode. 17 million vehicles had already been recalled, to fix the the problem. this expansion of the recall

effects some of the most popular vehicles on the road. >> this recall involves 11 auto manufacturers, and many different parts suppliers, not just takata, and roughly double the number of vehicles built in the you had every year. >> reporter: now recall notices will be sent out so that vehicle owners can get their cars fix but this will not be a quick process. replacement parts has to be manufactured, shipped and then work has to be done. this will be going on for months and months. i have posted more information on cbs philly.com and we will post it on my facebook and twitter feed. >> you see those pictures, it vice scary. >> reporter: this happens when a carries involve in the accident and then the air bags inflate. it does not happen on its own. i want to make sure that is clear. >> okay. >> jim, thanks very much. 200. lawsuits have emerged including one filed today by train 188 main conductor. he reportedly suffered a broken neck and back in that crash. several other survivors are recovering at area hospitals tonight but we're told that the two patients at hahnemann have worsened, and their conditions downgraded from serious, to critical. in the wake of the crash a union representing railway workers is pushing for a change in amtrak policy, it wants two engineers in every locomotive rather than one but only congress can make that change. "eyewitness news" reporter walt hunter has new information tonight. >> reporter: derrick griffin dean of student affairs at ever college in brooklyn was among eight who died in the amtrak train 188 now his family's attorney at his side, his son spoke out about the father that he lost. >> my dad was everything to me. i never told him that but he was always everything i wanted to be.

>> doctor griffith the devoted his life to encouraging empowers, and educating thousands of people. >> reporter: until 1981, there were two crew members in the front cab of every northeast corridor train but congressional action, cut that number to one. engineer brandon bostian the ntsb, says alone at the controls, when the train entered a curve at 106 miles an hour, more than twice the 50 miles an hour speed limit. >> no one should have to go through this. it has been nothing but a nightmare, is your real, for he and his family. >> reporter: following the derailment brotherhood of local engineers and trainman is calling for two person crews to be restored. amtrak has since 1983, refused a crew northeast corridor trains with american one employee in the cab. there should be two crew members in the cab of all trains to ensure public safety, read a union posting.

tomorrow morning. on storm scan three we have been tracking a thunder shower that started off in chester county, moved across new castle county and now it is really shrink nothing parts of the salem county, new jersey. you can see right there orange and yellow, that is a thunder shower that is containing heavy rain about one quarters of an inch an hour in this cell right now in dearfield moving south east at 20 miles an hour. if you live in cumberland county clayville millville you will be seeing some of this rain by about 6:48, 6:50 this evening. so ab wear of. that wilmington is rain cooled 75 still 82 in philadelphia where it is dry. reading 85. but cold air is moving n you can see cool air in cleveland buffalo with temperatures in the 50's, that is what we will look forward to come tomorrow morning. temperatures falling through the 07's this evening by 11:00 o'clock it will be 69, and coming up in the seven day forecast we will talk about when we will bottom out in the 40's. our next chance of rain and all important holiday weekend

forecast. all of that later in the broadcast. the polls close in less than two hours and our coverage of the pennsylvania ues here in election central. the the marquis race on the ballot today is the primary for mayor of philadelphia. all six of the democrats trying to turnout their vote hoping to emerge on top tonight. we will go to olde city where "eyewitness news" reporter steve paterson has been trying to keep up with the candidates as best he can. he has more on that and voter turnout, steve. >> reporter: chris, in the last few election that is did not feature an incumbent candidate for mayor only 30 percent of the population showed up to vote. we wondered what people thought about this election and asked the all important question of why, either way. today voters are making several choices about the direction of philadelphia, everything from who rules as judge to who represents on council is now in voter hand. if that is not enough, seven

men and with american vying for primary votes to be the city's next mayor. >> don't you want your city to do well and get better and we are trying to make sure the city gets better. >> reporter: this teacher bridget said voting is essential. >> if you don't vote how can you expect change. >> reporter: voter turnout is expect to be just over a quarter of the population so why aren't people voting. >> it just wasn't on our mind. >> reporter: couple cheryl and rob say they typically vote for president and needs to do understand city issues. >> you go through your city life and you don't think about the small once. >> reporter: taylor says she's upset that she didn't vote but she wants to do better next time. >> it should be my first priority. i'm an adult. do its make a big difference. i don't have a reason. >> reporter: maybe she should listen to josephine james. >> they need to pay more attention. >> reporter: a woman leaning on the walker, walking halfway across town to cast perfect vote. maybe because miss james is a black woman from an era when having rights was something to die for.

vacancies, that will be filled tonight. well, stay with "eyewitness news" for complete primary election coverage, we will have all of the results for you tonight here on the air and also on line at cbs philly.com. a former pennsylvania state police corporal pleads guilty to reckless endangerment charges in the accidental shooting death of trooper david kidra. richard schroder shot and killed a 26 year-old during firearms training exercise in plymouth township last september. grand jury found that schroder mailed to make sure the handgun chamber was cleared. he faces five to ten years. a fast moving house fire claims the life of the elderly woman. that fire thrower through this home on the 600 block of water street in honey brook just after 10:00 a.m. first responders removed the woman from the burning home but they were not able to safe her life. she was pronounced dead at the scene n word on what caused that fire. there is an unusual visitor hanging out in the rancocas creek in new jersey. a harbor seal has been spotted

that are now in the highway patrol's fleet. police say that the new bikes are urgency needed because of the upcoming papal visit and the democratic national convention. well, an unusual visitor in the rancocas creek is generating quite a bit of attention. >> a seal has been spotted in the waters near willingboro and "eyewitness news" reporter alexandria hoff tells us what is behind the seal's wayward journey. >> reporter: variety of creatures rancocas creek is home, but for one it is not. >> i didn't believe him. >> reporter: in the last two weeks since ocean dwelling harbor seal has been popping up in the waters near willingboro. >> i was surprised, i didn't expect to see it. >> so close. >> reporter: 80 miles a way bob wasn't as surprised water and seals are quite common but that is not all good. >> we have actually had people wrap seals in the coat and throw them in the trunk of the car to take home home. >> reporter: he runs marine mammal stranding center in

brigantine. >> rancocas is such a small body of water that if you come up to the seal you will get up in the water. you cannot see bow low surface. you can run him over before he knows. >> reporter: that is what happened to this rescue pup. >> we don't see any permanent damage, skeletal wise, but the animal cannot use the rear flippers. >> reporter: paralyzed after an encounter with a boater in the south jersey waterway. back in willingboro his zoom on his photo shows he stayed a safe distance away. why visit. >> they come out of the ocean go up to the river and spawn. that is where the seals follow. >> reporter: when that dries up, it is back to the ocean so long as in one gets too close. although they are still protect, seal numbers are rising, so much so that some marine experts feel that is why we are seeing more sharks on the jersey shore. even so disturbing a seal in anyway could cost you thousands of dollars in fine or lead up to a year in prison. reporting from willingboro alexandria hoff for cbs-3

when we take these tests we don't actually do anything. we use the tutorials. one of the tutorials showed things like how to change the background color in an online test environment and it takes time away from learning math and science and english and all the things that i really enjoy learning. they can't do as much because they have to administer this test on the computer. and that's really one of the worst parts of the test.
