man of service, he was a major in the army national guard. did he a tour in iraq. he served as attorney general for delaware from 2007 until earlier this year and last year he even announced plans to run for delaware governor in 2016. but despite these plans health issues became a concern, beau biden suffered a mild stroke in 2010 and according to the vice-president's office, he was diagnosed with brain cancer in august of 2013 but after treatment was given a clean bill of health but this spring biden suffered a recurrence according to the vice-president's office, he sought a aggressive treatment and was admitted to walter reid army medical center earlier this month and passed away yesterday evening surrounded by his entire family. in a statement vice-president biden wrote more than his professional accomplishments beau measured himself as a husband, father, son and brother. his absolute honor made him a

role model for our family and in the word of the biden family beau biden was quite simply the finest man any of us have ever known. president obama also released a statement saying beau took after joe he studied the law like his dad even chosing the same law school. he chased a life of public service like his dad serving in iraq and as delaware's attorney general. like his dad beau was a good, big hearted devoutly catholic and deeply faithful man who made a difference in the lives of all he touched and he lives on in their hearts. now, this church has likely served as a bedrock for beau biden and his entire family and, i'm sure it will continue to do so as biden family grieves, during the tragic loss of their son brother house wand father, and

friend. live from wilmington, cherrie greg kyw news radio for cbs-3 "eyewitness news". >> tragedy has struck the biden family over the years. back in december 1972 vice-president biden's first wife amelia and his one year-old daughter niomi were killed in the car accident hockessin. beau and his brother hunter survived that crash. less than a month later joe biden would be sworn in as delaware's senator at his son's bedside. we will bring you latest details on this story. stay with "eyewitness news" on television and on line at cbs philly.com. we do have some breaking news just into "eyewitness news". secretary of state john kerry has been rush to the hospital in switzerland. the secretary is there participating in nuclear talks with iranian officials. this is video from yesterday. details are sketchy at this point but we are told that the secretary has been helicoptered to a swiss hospital after a bike crash. early word he is in stable

condition with a leg injury of some kind but again secretary of state john kerry is hospitalized, following a bike crash, in switzerland. in mantua, two cars collided at 40th and girard avenue around midnight. one of the vehicles flipped over and the accident is under investigation. our other top stories flags fly at half staff in new jersey as state police honor a trooper kill in the tragic accident. anthony raspa was killed and his partner injured in upper freehold township monmouth county. >> all right. 6:06. we apologize for that delay but we have more news to bring you right now. philadelphia detectives are investigating a police involved shooting in the point breeze neighborhood of philadelphia this happened on the 1400 block of federal street around 7:30 last night. investigators say a suspect fled a koran mantua and during foot chase he pulled out a gun and pointed it at officers. the officers opened fire and suspect was not hit. he was arrested a short time later. thirteen year-old girl continues to fight for her life after she was shot in philadelphia's kensington neighborhood, friday night. "eyewitness news" reporter steve paterson talked to family members who are demanding that the gunman turn himself in. >> stop worrying about being snitches, stop worrying about being rats. >> reporter: when shots are fired in kensington heroes can be hard to find. >> she need justice she needs answers. she needs to know why she was outside, and somebody put a

bullet in her stomach. >> reporter: she said her hero is likely on this block. she believes someone here, knows who pulled the trigger and put her niece in the emergency room. she wants that person to step forward. >> i'm hurting from the fact that in one is standing up for her. >> reporter: police say shots were fired here at 11:30. her niece, 13 year-old diamond and three other children were sitting on the neighborhood porch when they heard a gun go off. diamond ran home when she felt a stray bullet in the side. >> second time i heard it, i came outside and seen people running. >> reporter: neighbor destiny heard shots from inside her home. she said at least two people she witnessed saw fleeing had guns and were shooting at each other when diamond was caught in the cross fire. >> i was upset because this little girl don't do nothing wrong. >> reporter: police were find 20 shell casing on the ground, three cars and one home struck by stray bullets. with just one of those bullets a teenage girl with so much

life yet to live is now fighting to survive. >> i have all this anger inside of me. i wanted to do everything for my baby. but i can't. >> reporter: diamond remains in critical but stable condition, her family tells us that after a surgery friday night she's awake and responsive meanwhile the search for whoever pulled the trigger continues. if you have any information you are asked to call police immediately. reporting from temple university hospital, i'm steve paterson for cbs-3 "eyewitness news". meanwhile, a man is critically wounded after a shooting in southwest philadelphia. it happened shortly after 2:00 o'clock saturday on the 6800 block of elmwood avenue. police say victim is a man in his 20's and was shot in the side. he is at the hospital, gunman is still on the loose. one person is rush to the hospital after fire rips through their bucks county home. back on "eyewitness news" as we mentioned flags fly at half staff in new jersey as state police honor a trooper who was kill in the tragic accident. an tone a raspa was killed and his partner injured in a car crash in up are freehold township monmouth county. "eyewitness news" reporter todd quinones has that story. >> reporter: both troopers raspa and hung were stationed at state police barracks in hamilton. trooper rasp a was driving when it went off the road just

outside of trenton. it was 12:45 when they were on a routine patrol driving on i195, when police say a deer darted into the the roadway colliding with the pennsylvania patrol car and forcing it off the road. it slammed into several trees before coming to a stop. >> they damaged the car with some catastrophic and believed trooper may have died on impact. >> reporter: still trooper race a was taken to the hospital where doctors pronounced him dead a short time later. the his partner trooper hung sustained cuts, bruises and was taken to the hospital but expect to be okay. >> this is one of those tragedies that fortunately we don't see very often but when it strikes it strikes the entire state police family. >> reporter: it hit home in his island park neighborhood where he grew up. neighbors say he was friendly, happy young man thrilled to join the state police just a year and a half ago. >> i don't know what to say just a lovely family.

>> reporter: race a's family released a statement that read in part, today our family lost an incredible son brother grandson cousin, friend and person. anthony was a phenomenal young man with the heart of gold and passion for life. todd quinones, for cbs-3 "eyewitness news". well, president obama signs a disaster declaration for flood ravaged texas. that means aid will funnel in the state but officials a say threat of bad weather isn't over. cbs news correspondent chris martinez has the very latest. >> reporter: resident near houston dealt with the another downpour saturday in the dallas area more residents' vac waited after new storms and through many areas of the north, south and central portions of texas the the water keeps rising. >> my biggest concern is more rain. >> reporter: more bad news in this water logged state and in dallas this major expressway could be closed for a week while crews pumped water out.

officials say it could take a month for water to recede in some areas. >> it is unbelievable, there is so much water and it is just there is nothing we can do. >> reporter: volunteers are using sandbags and rural area to keep rising waters from washing out roads. and crews are using technology, new and old to search for those still missing. the president obama has signed a disaster declaration federal aid, will flow soon. chris martinez for cbs-3 "eyewitness news". 6:16. it doesn't look good there will we be impact by that storm system at all. >> no, we have another one dealing with some rain. we have a front coming will through that is going so slowly but we have low pressure riding on it and we could be dealing with heavy rain as well. we have some fog but at least this morning unlike yesterday morning we can see people in

the poured walk in ocean city. fog was thicker yesterday. we still have that haze out there. we will head over to philadelphia 69 degrees, this is a look at the city, delaware river and vantage point from the palmyra cove nature park in new jersey. nice looking start. just about every single location this morning. we have temperatures of 70 degrees in philadelphia, at the airport. seventy in allentown. sixty-eight in wilmington. sixty-eight in wildwood. sixty-six in the poconos. very comfortable this morning. storm scan three is showing a few showers now i think to begin with today most of these showers will be in the area to the north. they are scattered around, not everybody is seeing them all the time but they are scattered throughout the area. through the the north today but this front as it comes closer and closer over the next day or so will start to bring heavier rain down and i will show you where the latest thinking is, on what that front will do and where heavier rain is likely to set up. but for today we will be in the 80's, way up in the 80's,

humidity will be up there as well today. it is a day you will want to definitely be seeking shade and keep your pets as cool as you are because this is some very warm weather today. as we go through tonight and tomorrow we continue with the showers, thunderstorms and we could be finding heavier rain coming tomorrow, and then by tuesday a lingering shower clearing out and we should get better weather coming in here for middle of the week and on. let's time this out computer model is right about where we're finding some showers. just about right. that is a good start for it. look at what it does in the afternoon it brings sunshine in the area, keeps showers well to the north. that sunshine could add to the instability of the air. it is not always a good thing when we have a agitated atmosphere anyway. we will bring in the sunshine. it is there. enjoy it. as we go through tonight you can notice heavier rain off to the north and west through poconos, allentown reading. then as we go through first

thing tomorrow morning couple showers around philadelphia, it is later on, look at this by monday afternoon we are looking at heavy rain through philadelphia a and south jersey before the the computer models have heavier rain to the north and west. now they are bringing it to the south and you can see we're still getting some through reading area but we are looking at heavier rain on monday evening right through the southern portions of our viewing area and even monday night we are looking at heavier rain and tuesday early before this thing can finally pull out of here and we're going to be watching for a chance have of some showers according to this one as late as wednesday morning. we are down on our rainfall totals and we are adding to them. this is a look by the time we get to monday afternoon where you'll find heavier pockets of the rain. you could find an inch or two of rain at least and then by the time we finish this out at 11:00 o'clock so that heavier rain will be there and some areas will have pick up a lot of rain if the models are correct on that.

communication degree is a culmination of four years of hard work. while in school she completed six internships and she starts a full-time job in a few weeks. >> i started looking seriously at jobs and applying in january when i got back from winter break and started to talk to everybody i knew. >> reporter: buckwalter's strategy is typical among members of the class of 2015. a recent survey finds eight in ten graduates consider the job market in their intended field before selecting their major. >> this years grads i would say, you know, are optimistic pragmatic and more importantly prepared. preparedness was something that they thought about a long time ago and have really been thinking about and using to their advantage. >> reporter: that doesn't necessarily mean it will be easy and it still comes down to what the student and an employer are really looking for. >> i think most students are not so much concerned about getting a job but about being under employed or having to take a job were not their preferred employer not in

saying beau spent his entire career in the service of his country and his state. he was an outstanding attorney general, lawyer, solder and father. i feel privileged to have served with him and delaware is a better place thanks to him. delaware senator tom carper also issuing a statement that reads beau represented all that is good about delaware and our country. he was a complete package bright hard working incredibly loyal to his family, loving son brother husband, father, printed handsome, well spoken, unassuming. delaware senator chris coons issuing this statement saying throughout his life, beau never shied away from doing the right thing even when it meant doing the the hard thing. beau served his country and community with honor and that is how he will be remembered. of course, we will bring you latest details on this story stay with "eyewitness news" on television and on line at cbs philly.com. well former maryland governor martin o'malley is now in the race for the democratic presidential nomination.

he made his announcement saturday but you some protesters who blamed o'malley's for baltimore's troubles tried to disrupt that speech. cbs news correspondent craig boswell reports. >> idea claire i'm a candidate for president of the united states. >> reporter: former maryland governor martin o'malley made it official announcing he will seek the democratic nomination. he will run against hillary clinton and vermont senator bernie sanders. they heard a speech of equality and they talk about last months riots in baltimore spark following the death of freddie gray in police custody. >> what took place here was not only about race, not only about policing, in america it was about everything that it is supposed to mean to be an american. >> reporter: a small group of demonstrators who blamed former baltimore mayor for cities problems briefly disrupted the speech. the protesters say o'malley's
