. and good morning waking to up heavy rain and flashflood watches for many areas but can we expect storms throughout the rest of the day. katie has more on whether you will need to grab the umbrella before you are leaving for work or school. good morning i'm ukee washington. >> i'm erika von tiehl. also today following breaking news in chester. a house fire spreads to several other homes overnight. and that same house just caught fire last night too. >> as of midnight the nsa can no longer collect americans phone records. the patriots act expired and the senate failed to pass a replacement bill. but that may not be for long. the new bill would allow surveillance, but with some major charges. more on, that but first checking in with katie and hear more about these storms,

still going katy? >> they certainly are. coming down very heff a at times depending on your location, how many of you woke up from the shear rain pounding down on the house here? i certainly d we'll continue to see that happen here, i think a lot of other communities. right now right over south of philadelphia and through most of new castle county not only incredibly heavy rain falling there at this point across portions of i-95, but also got lightning strikes featured here, so embedded thunderstorms are out there as well. it will be rough morning. already had some incidents where we've had some flooded roadways that casino of thing, just when the rain is many coming down of course that will naturally slow you down as it is, right now primarily right up along i95 as we said, where you are finding heaviest of the rain. all part of a very sluggish frontal boundary that continues to cross through. so we've gotten numerous advisories and watches. here are flood advisories posted across basically i-95, and then the adjacent counties outside of philadelphia, and also, down into not just maryland, portions of delaware, up to the north for

our area as far as we are concerned, it goes into the upper bucks county area. that's flood advisories. and you have flashflood watches, these last us through the end too i have day. and that's going to spane sinkly most of the deer. -- moles of the area. then extreme northwestern counties so, right around the urban corridor dodging showers, thunderstorms could still be very heavy any time today essentially outside palmyra cove nature park, it is raining tough to tell, since we don't have the light of day just yet. certainly a dreary start to the day. difficult to make out the center city skyline off in the distance, mild and muggy start, should have enough wherewithall here to actually hit about 80 degrees, by the height of the afternoon but don't expect a heck of a lot of sunshine out there guys, more clouds than anything, certainly plenty of wet weather to go along with it, justin? >> that's right. good morning katie just bad placement of where this rain is right now right over i-95. so it will be a rough commute. as flooding will be an issue a lot of ponding on highways. we will check out the 42

freeway, new jersey headlines northbound moving at okay speeds, you can see the wet roads there road spray to deal with, make sure to have good wiper blades around this morning. we take you to the city now, this is 76, at spring garden, headlight headed westbound. so again volume pretty low this hour. you can see the wet roads. again, watch out for the favorable spots encounter flooded roadways. area speeds, running at the speed limit good news around the city on on the blue route. watch out again, there is some flooded areas there along the blue route as well, broomall, saint david's, between those two exits in new jersey looking pretty good on the turnpike 29a pennsylvania turnpike westbound, we do have accident on the shoulder between bensalem and willow grove. just be careful of. that will also, lower merion, downed tree, mill road east gulph road. that downed tree on the guardrail. also, we are dealing with construction berlin white horse pike, haddon avenue, off ramp closed due to sinkhole. that's look at your ride this

morning, back to you. >> justin, thank you. here's what's happening today. fast moving house fire in chester delaware count. >> i firefighters say they were on that same street the fight beforehand for another fire. right now we want to get taught jan carabeo at the scene for us, in chester this morning. good morning jan. >> erika ukee, good morning fortunately, there are no injuries to report here on scene this morning. neither the firefighters, nor to the neighbors, who live in this area, five buildings here, in all impacted, fire officials on scene, say it started at 418 bickly place here in chester. and then the fire grew so big that it spread to four other homes, three of those are heavily damaged by fire. the fourth one has smoke damage. so in all the red cross tells me five families here are impacted. eight adult and 11 children. so certainly, this fire did a whole lot of damage, the good news is this morning, there are no injuries. now, firefighters tell me they got to the scene right around

1:30 this morning they arrive to heavy flames, smoke smoke again, that spread from the initial home, 418, which is a vacant home, to four other homes. now, this morning the fire marshall is on scene trying to determine a cause. but this neighborhood is really getting tired of seeing this. a vacant fire was here couple of days ago at 420 bickly place, fire marshall is still investigating that one. but the focus this morning is this fire, it is now out. but it certainly wasn't an easy fightment take a listen. >> 418 was vacant. there was nobody to rescue in 418. and the one next-door, the family was already out of the building upon our arrival. >> we had heavy fire showing first and second floor, and one in service with hands lines to the first floor and second floor, we laid supply line from the hydrant at 12th street. >> back out here live on scene, you can see firefighters, dozens of them, remain on the scene.

they're inside pulling down walls right and checking for hot spots. the fire marshall also on scene looking for a cause to this fire, again that started, we're told, in a vacant home at 418 bickly place, now investigating this fire along with one that happened couple of days ago at 420 bickly place, another vacant home, again people here really tired of these fires starting where no one is supposed to be out here live on scene the red cross again is helping displaced families, we're told five families impacted at this point that is eight adult and 11 children. just as soon as we get more information, we will bring it straight to you. for now live in chester, jan carabeo, cbs-3, "eyewitness news". >> firefighters battled three alarm fire in pottstown broke out in vacant building at the intersection every walnut st. last night. the fire burning out of control for at least 30 minute, the firefighters came after a quick thinking ten year old came to the rescue. >> came outside and saw smoke, then i went in to my

house, got my phone and then i called 191. >> great job by that quick thinking young fellowment luckily, no one was injured. overnight, major part of the patriots act expired after the senate failed to pass legislation to extend it. now, this is what that means. at the stroke every midnight national security agency lost its power to collect phone records and data in bulk through surveillance methods. kentucky senator rand paul opposed extending the program in its current form. paul calls it unconstitutional intrusion into american's privacy. >> people say how will we protect ourselves without these programs? what about using the constitution? what about using judicial warrants? the boston bomber, they say how will we look at his phone records? get a warrant. >> the laps is expected to be brief. many now expect the senate to pass a modified version of the

patriots act that made it way through the house last week. well, happening today minimum wage increase takes effect for workers in delaware. the new rate is 8.25 an hour. the increase is the second stage of a two-step increase in the hourly rate approved by lawmakers last year. now, there is another bill in the works to increase the minimum wage to 10.25 an hour by 2019. lawmakers are expected to take up that bill in january. >> erika? >> well, i will take it, no word on funeral arrangements for beau biden. he died saturday every brain cancer. he was 46 and had about the language link the disease for two years. those who knew biden called him a perfect gentleman and a capable leader. >> growing up, there is lure that he was called the sheriff. and i think he was called the sheriff because he was always the guy that was supposed to casino of watch out for the other kids. i was the designated driver.

angeles international airport an accident. officials say a sports sedan slammed into a terminal, critically injuring a nine year old girl on the sidewalk, then it crash into an utility pole. police say the driver may have mistaken the gas pedal for the brake. the vehicle's driver and passenger suffered non-live threatening injuries. well sunshine is giving most of the state of texas a break from all of the flooding. but not around dallas. a eight year old girl died when the suv she was riding in crashed, and the impact through her into the flood waters. authorities in dallas country warning that some cities could see flooding that could affect this morning's traffic. right now 4:43, we have some rain of our own to talk about. big storms moving in. >> very heavy rain coming with these, could be severe thunderstorms that break out at some point later today. i don't think we will get a ton of sunshine to help really trigger anything too terrible. but sitting in a marginal risk. that's sort after side issue. i would say the rain is the bigger story. i mean, it pounding down.

>> ponding on the road coming in this morning major highs ways. careful. >> that's probably the biggest thing, umbrellas required, that's the thing also, you just got to take it easy. you will be naturally slowed down by the fact that this casino of weather is rolling on through. and, certainly, it is very beneficial rain. we don't want to take that away from it, but it is a little too much too soon. look at this, you have bright yellow orange, red indicating heaviest rainfall available. coming right through new castle county specially along the i95 corridor, then we also expect to see additional round of this, as the day goes on. this frontal boundary did not behave as we originally expected it would. it look like this would be dropping south kicking in end shore flow, still stuck with showers here today but nothing like what we have got out there now. had mind of its own, and eventually as this front drops south we are going to start to dry out. we think generally for the mid week. but, it is still going to be an interesting scenario, that unfold for us here, eventually, too, pieces of energy that move along this

trailing edge of the front too. so with that said, the future rain and the are definitely impressive. keep in mind, this is definitely a model, it is not gospel, but when you are talking about the potential for rainfall of this rate, and several round of it, you could end up with several inches of rain by the time it is all said and done. that will will wipe out the drought status in problem but it does come in obviously short amount of time. that will will lead to travel issues and all of the other issues that come with flooding. so flashflood watches, essentially in effect through the corridor of orange throughout the course of the day today. this is just this first round. little mid-morning break fresh round picks up by say mid to late afternoon and it will be somewhat scattered in nature but essentially i would say everyone will get in on another round of showers if not heavy thunderstorms especially later on tonight. we could be waking up to the thunderstorms yet again here. now i do want to jump you ahead here, take you out to the seven day give you sense of what's to come. today definitely the worse day when it comes to wet weather for sure.

>> yes, and i tell you what, guys more on the way. doesn't look like this will be an once and done thing likely ends up with more showers more heavy thunderstorms, just pounding rain. actually the rain that woke me up not even the thunder and lightning, which is interesting. it just dumped on our house through the overnight. and some of are you getting that dump right now. i mean, you have got some really soaking rain falling currently across portions of salem county, into camden county gloucester county, and also new castle county that one big blob basically, just south of philadelphia. and then, another line that's rolling at this point primarily through southeastern burlington and ocean counties, but this rain is pounding down. and it does also have, as you can see some embedded thunderstorms, some embedded lightning showing up here, as we put things into motion. while not everyone is getting hit at the moment, everything has essentially seen some wet weather at this point. if you haven't yet, you will eventually. right now, we do still have
