with you. i'm anne-marie green. well following an unusually dry month of may in the east june is off to a soggy start. a slow-moving, low-pressure system is delivering heavy rain from maine to the mid-atlantic for the third straight day. flood watches and warnings are up in ten eastern states this morning, and that includes all of new york city. don champion is in man hat hadden, don, good morning. >> reporter: good morning, anne-marie. we're getting a break here but as you said flash flood warning remain in effect here. it's not just here though it certainly has been more than a week of wild weather, all across the country. the east coast is getting soaked. streets are looking more like creeks in places like the jersey shore. the water getting so high in some areas, making roads impassible to cars and pedestrians. the rain pouring into basements.

measures like sandbags and plastics not enough to keep the rising water at the bay. the evening commute in the nation's capital washed out as was last night's national baseball game. gusty winds brought trees to the ground. and a bolt of lightning blasted this home in suburban d.c. a similar scene in south carolina where a lightning strike charged the roof of the home. >> i even thought about getting the garden hose and running up in the attic to see if i could extinguished flames. >> reporter: no one inside was hurt. devastated floods last week are starting to warm up and dry out. days after the rains in texas roads are still closed and rivers are still surging, dallas got an average rain fall just in the last two weeks of may. meanwhile in hard had hit wimberley, texas, two more victims have been identified. the bodies of sue kerry and

laura mccomb were discovered saturday. mccomb's 4-year-old daughter is one still missing. >> the graduating class of 2015! >> reporter: there was some brightness in wimberley, high school students celebrated graduation. the floods still weighing heavily on the minds of everybody. >> moving debris with furniture, everything under the sun, not just there but all across wimberley. >> reporter: and as the cleanup in texas continues, the attorney general is warning people about price gouging and cleanup scams. meanwhile with more rain expected here in new york city today, air travel into and out of this region could be delayed again. anne-marie. >> don champion in new york city, thanks a lot, don. this morning, rescue crews are desperately trying to locate

hundreds of missing passengers from a capsized cruise ship on the yangtze river. 450 people were on board, most of them elderly tourists. the overturned ship came to rest close to the shore. one trapped survivor was rescued. others were heard yelling for help from inside the haul. at least 12 survivors swam to shore and five bodies recovered. and there's a new head of the transportation security administration. the active administrator melvin caraway has been reassigned. a deputy will take his place until a perfect director is named. homeland security chief jeh johnson made the move following an embarrassing report outlining massive failures in airport security. chris martinez reports. >> reporter: federal investigators, disguised as passengers were able to sneak dangerous items past airport screeners, 67 times in 70 attempts. red teams of undercover

investigators had a 95% success rate in smuggling mock explosives weapons and potential bomb components through tsa checkpoints. department of homeland security secretary jeh johnson ordered immediate changes to help catch would-be terrorists. >> they based their actions on part on our actions consistently seeking vulnerabilities. >> reporter: an individual familiar with the findings say the shortfalls point to a need for better technology and increased training for the country's 50,000 tsa agents. chris martinez cbs news los angeles. a showdown is expected today in the senate over the government surveillance of americans. government's program to collect and store phone records expired at midnight sunday. the bill before the senate would phase out the phone record collection. but a senate deal threatens a compromise already reached in the house. mark albert is in washington. good morning, mark. >> reporter: good morning, anne-marie.

the next vote in the senate is set for midmorning. it comes after a dramatic and rare sunday session of the senate which highlighted the drastically altered debate in the two years since edward snowden revealed the sweeping nsa surveillance. >> now's the time for action. >> reporter: senate lawmakers will again try to move fused on the house-approved usa freedom act, while considering changes. one amendment would extend the amount of time the national security agency has to end bulk collection of phone records from six months to a year. but the nsa would still be able to search the records held by phone companies with a court order. >> these pictures are common sense. there needs to be basic assurance that it will function as its proponents say they will. >> reporter: majority leader mitch mcconnell has been at odds with fellow kentucky senator rand paul who blocked the extension of the patriot act on sunday. on monday paul said he would support changes to the house

bill. >> i think the bill can be made much better with the amendments if we can come to an arrangement to allow amendments to be voted on, i'd be happy to allow my consent. the white house supports the usa freedom act as is. and is warning the senate not to make major changes. >> there's a lot of politics being played on this unfortunately, it's coming at the expense of the national security and civil liberties of the american people. >> reporter: any changes in the senate, however, mean the house would have to vote again. and republican leaders there have already signaled they likely won't accept an amended bill. now, the house bill would also reauthorize less controversial counterterrorism tools including roving wiretaps to track suspected terrorists who switch cell phones. it would also allow the fbi to once again collect the business records in terror and espionage investigations. anne-marie. >> all right mark albert in washington. thank you, mark. secretary of state john kerry will undergo surgery today to set his broken leg.

kerry arrived in boston from geneva yesterday. he broke his right leg sunday in a bicycle accident in france. the break is near the hip kerry replaced. the spokesman said before the surgery, kerry will participate by phone in talks controlling isis being held in paris. and the mother of an american hostage released by rebels in yemen say that he is in shock but he's doing well. freelance colonel casey coombs was taken hostage. he had been borking in yemen for three year and was trying to evacuate when he was captured. coombs was in a hospital. former olympic gold medalist and reality tv star bruce jenner is now caitlyn jenner and he

couldn't be happier. hanna daniels reports. >> reporter: meet caitlyn jenner the new identify bruce jenner has chosen since coming out as transgender. caitlyn jenner debuts on the cover of "vanity fair" magazine. inside is an interview and more photos taken by annie leibovitz. the 65-year-old jenner also created a new twitter account. reading welcome to the world caitlyn, can't wait for you to get to know her/me. jenner was famed as an olympic field and track champion in the '70s and was even featured on a wheatis cereal box. he announced in april he was transgender and would identify as a woman. >> increased visibility. it shows that somebody who was on the wheaties box maybe when they were growing up can be

manage your insomnia. cell phone video recorded a brazen. two pittsburghs were later caught after a chase. and isn't south africa an investigation is under way into the deadly mauling of an american tourist by a lion. the attack took place monday at a private safari compound called lion park in honeydew that's just outside of johannesburg. the park says the animal attacked the 22-year-old woman through an open car window.

visitors are told to keep windows closed. >> a female lion approached the car from the left. according to witness, came slowly toward the car and the lady was busy taking pictures of it. the lion then sort of lunged at the car and it bit the lady through the window. >> he says park staff then chased the lion from the car, but it was too late. a man who was driving the car was also injured in the attack. >> at the moment the lion is being kept with all the other lions from that enclosure, they're being kept in a night pen where they live at nighttime. nothing is going to happen to the lion in terms being euthanized. we won't put the lion down. >> he said the lion will likely move to another property where there are likely no visitors. still ahead, restaurant chain kfc takes legal action against chicken rumors. and apple gets ready to unveil a new streaming service.

the dow rose 29 points the s&p finished 4 points higher and the nasdaq, 14 points. takata plans to replace a chemical in its faulty air bags. the manufacturer recalled 30 million air bags. the air bags explode with force and have been linked to at least six deaths. today, takata executives testify before congress. automakers use a new design by air bags used by other companies. kfc is suing three marketing companies in china for spreading false claims. kfc is china's biggest restaurant operator with more than 4600 restaurants. chicken is medically modified and has six wings and eight legs. and airlines want to save time by getting passengers on board faster. delayed flights cost money and goodwill. delta is experimenting with having employees preload
