buildings don't have air-conditioning. ceremonies tonight will remain open. >> you'll need the umbrella later this afternoon being tracking thunderstorms on storm scan3 some could be severe too so we get right over to katie fehlinger more on what we can expect. >> good morning, kate. >> i yes good morning to you both. that's real at this. you know starting off with the steamyness, and the warmth to work w as soon as the sun breaks through the low highing cloud cover, we will expect to see some sunshine, and then this front crosses through and those too will basically just clash with each other. the building heat humidity, meeting one cooler and drier air, that's trying to roll through. that's really just the basics of weather. and the way we see these clashes develop, it is just warm, and moist, means cool and dry air and the two just don't like each other. that's when you ends up with stormy weather at the moment. very heavy rain falling in pockets, granted but it is out there across basically the allegheny's on west. eventually going to be what

rumbles through our area. meantime the wind, however nice and light. we've got the moisture. so, that is where the visibilities have dropped off. so readily not everyone hit by this very evidently. but, you can see where it is foggy, you're socked in, under half mile. trenton, allentown, a.c. airport, the list goes on. we're far less than ideal. be ready for that, no dense fog advisories, no heat advisories, both of those weather factors are very noticeable today. it will be down right just hot this afternoon. eventually too we also are tracking the showers thunderstorms, primarily in the afternoon and early evening issue. >> thank katie. right now the issue little bit of rush hour developing on the roads, if you are traveling right now on the vine street expressway, we jump outside and take a look, if you are traveling on the vine, in the westbound direction, that's heading toward 76, as you will in the, we have little bit of waiting line forming. if you are trying to exit on to the eastbound ramp to the schuylkill, traveling in and around the area be mindful of

far fire is now under investigation. >> fiery crash in chester county. >> here the explosions eyewitnesses say the car burst into flames after crashing into a bridge, it happened overnight, on route 322 happen pen drive, west goshen township. no word this morning on the victim's identity, the cause of that crash is still under investigation. >> three alarm fire in west chester. fire investigators trying to determine just how this huge fire started. "eyewitness news" reporter justin finch joins us now, at the scene, with the latest on the investigation. justin good morning. >> reporter: good morning, yes, under daylight, much better view, as damage to this he'd being here at ten north church. i'll step out of the way. see the big gaping hole in the middle of the building, all of the boarded windows right underneath that, the clean up still underway this morning. we did check in with authority, and they tell us, at this time, the cause of

this fire remains under investigation. >> the search for hot spots went well into the overnight. firefighters carefully van as g for potential flare ups after this. ripping from the roof, a line of flames, scorching amounts, and businesses, inside ten north church street, and forcing evacuations. from ladders on hi, crews snuffed out smoke and flare ups below. it took more than 140 firefighters from chester and delaware counties, to get that fire under control before midnight. first responders were called about 9:23 monday night by 11:00 the fire was declared three alarms. >> i hope they can restore it somehow. >> this woman says, she smelled smoke moments before the fire had fully grown. >> i went into new haven pizza my dad is like what's that? the guy is no, what will you talking about? came out and was like that's not good. so someone else walk over and they were like: that's not good. we need to call.

then it got real bad. we saw flames five minutes later. >> very upsetting. >> chief financial officer of d and b first bank. he says the bank side of the building suffered heavy damage. >> we have put a loft monday my this building. and a symbol for the area, and disappoint today see this happen. >> and for many, in the area, this is the heart of downtown. we've seen several runners come by and stop and look at this building. as you can see, it is not in very good shape at this time. the clean up is still going on here. and i can tell you that church street between market and courthouse alley will be closed off for that clean up this morning. the red cross was able to assist those displaced by this fire, and there are no injuries to report this morning. we are live in west chester justin finch cbs-3 "eyewitness news". >> thanks, justin. >> two of the three suspect in a delaware county home invasion are supposed to appear in court today, fourth suspect, is still on the run. police say the group broke into a home on the 2600 block

of old cedar grove road in broomall yesterday. investigators say the suspect pistol whipped a teenager, then raided the family's safe. police think the homeowners were targeted because they own a business in upper darby. officers caught three suspect after spotting their get away vehicle. "eyewitness news" spoke with the man who saw the arrest taking place. >> there is probably good ten cop cars, from all different areas. i got my own kids right here and it could happen to anybody. >> police identify the three captured suspect, 26 year old jermaine wallace his brother 27 year old sterling wallace and the driver, who is a juvenile police have not identified that fourth suspect, and they are still looking for him. >> we'll learn more later today about the pope's visit to philadelphia, this coming september. mayor nutter and other city officials were released on preliminary information about transportation, for the estimated 2 million visitors expected in the city. in the end time, mayor will be

among delegation heading to the vatican to finalize plans surrounding the papal visit. it will sock you in. this is very foggy morning shot for you on broad street near the temple campus, and couple every ingredients come into play here, to reduce your visibility, sort of leave the halo effect you see around the street lamp and all of the car lights, as well. and it is not just the moisture content in the air represented by the dew point. but, also, the light wind. if that wind were blowing around there is fog wouldn't have chance to settle. but, it isn't. so that's where it is coming from. meantime remember, dew point basically starts to become noticeable, and if you start to feel the steamy necessary when it hits 65, and you're at least at 65 or greater so, low 407, a pretty oppressive. looks like that will be with us until this cold front crosses. and it will, eventually, but once we see the fog lift, which we will in the next few hours, the sun will bake away, eventually then see if that instability create today bring in some locally heavy gusty thunder storms. so i would say if you still go to the pool, if that's something you were planning, but keep the ears perk. specially for this afternoon early evening when you hear

make your way southbound, out of the area of cottman down through to girard avenue. not full blown delay just yet. but it is just building. we also have disable vehicle on 295 southbound, at 644 the off ramp is partially block. no delays for mass transit. but still speed rye strict owned the betsy 35 miles per hour because of fog. >> investigators are searching for the cause of last night's huge fire in west chester. flames tore through the upper floors of building on north church around 9:30, there are no reported injuries. >> one person is dead this morning, after a fiery car crash on route 322 and chester county. it happened about 12:30 this morning, near pen drive. eyewitnesses say the vehicle passed them before crashing into a bridge. >> and the woman at the head of the naacp in spokane shall washington has stepped down. rachel dolezal's parent announced last week she is white but had posed as a black woman for years. we'll be right back. new jersey's supreme court has spoken but teachers and school employees

this is cbs-3 "eyewitness news". good morning, to you. heads up for you. it is so hot outside that philadelphia public schools today. students will be sent home at noon. some of the older buildings don't have air-conditioning, you don't juan children too hot. heads up, spec your children home earlier today at noon closing for philadelphia public schools. and that heat already in the seven's, katie, going to feel some thunderstorms later today? >> we have cold front that's that has to cross through at some point, just because it comes through we think

afternoon, early evening, some of the storms could get feisty because of. that will the initial issue actually the fog though, i want to show you couple of dint rent view, out sued kutztown area middle school, beams of sunlight, beautiful start to the day muggy i give that you, still sunlight. where as you're just sock into the fog right now outside beach patrol headquarters at margate. so it is totally different scenario perhaps from neighborhood to neighborhood as you travel out and about this morning. keep that in mine. and it is more than anything to do with all of this moisture that's pent up in our atmosphere. so looking at this comfort index, herring ewing the dew point, remember the numbers on the left, dew point temperatures, not air point temperatures. but what it measures is how humid it feels. and frankly, we will call it oppressive today. pretty brutal one. eventually any fog out there is going to yield for sunshine, and you have to get the front through. that will help trigger showers and thunderstorms. at the moment all pretty much confined from the allegheny's on west, give it time. so, later this afternoon we

expect those showers and thunderstorms to ignite into the early evening as well. so the p.m. drive at least the early part of it could be impacted by that. any storms that do fire up could produce very hovey downpours, certainly very gusty wind, frequent lightning. i would suggest the umbrella although won't be solid line that moves through necessarily, and anything that fires up vittoria could drench you. so you don't want to get stuck. >> absolutely rain boots on stand by, as well. anyway, good morning everyone, i have my pink rain boots in my car. right now if you are traveling out and about, it is a good idea that you give yourself some more time this morning. we have low visibility, could have weather that could impact you, and then also just rush hour forming. take a look at the schuylkill expressway, if you are traveling westbound we're definitely seeing delays approaching city avenue. as you make your way out beyond grad win, eastbound on the schuylkill seeing some problems making your way around conshohocken, when i say problems, it is really just rush hour delays. not incident related traffic. if you are traveling on 95, southbound, out of the

northeast, down through to the vine, i mean, look how hazy it is on 95. up and over the bridges, same story. and if you are traveling the betsy ross, still have speed restrictions of 35 miles per hour, due to fog and low visibility. so just keep that in mind if that's where you are headed this morning. we take a look at speed censors, schuylkill dropping. thirty your average, 17 on 95, new jersey still okay, 476 also not awful. and no majors delay for mass transit. diana. >> thanks, vet tore y happening today, a swan badly burned by chemicals is going back home. >> that vicious attack happened last month at par vin state park in salem county. that is where you find "eyewitness news" reporter jan carabeo great to hear there is a happy ending here, jan. >> reporter: erika, diana, very good morning to you very good morning for everyone that helps nurse this swan back to life, and back into a good enough condition where it can be released into the wild. this swan has been on very long road to recovery. it was injured, weeks ago now, he's gone through weeks of rehab rehabilitation,

recovery, and finally, healthy enough to be returned to the wild little later today. take a look at the video you may remember, just what bad shape this white swan was in, not too long ago. this is video taken in early may, after the bird was found near death. here at par vin state park pit grover township. animal control pick up the dehydrated and unresponsive swan, from the park, that day and got it help. the swan suffering from what appeared to be chemical burns all over its head. the veterinarian caring for the animal told "eyewitness news", that it looked like something was poured on or thrown at the animal. now for weeks again wildlife rehabilitation experts had been nursing this animal back to health. and again today, it will be released back into the wild. now, at this point no updates on who may be responsible or exactly how this bird was injured, in if the ers place we do hope to get update a little later on, when that swan is brought here, to par vin state park and released back into the wild into it home. we will bring you update just as soon as we have them. for now live in salem county,

jan carabeo cbs-3, "eyewitness news". >> greatest's recovered. jan, thank you. >> good to see. >> right now 6:35. and vice president joe biden takes another step today to returning to public life after the death of his son, beau biden. the vice president will give his first public speech today since beau biden's death last month. he's speaking at the clean energy investment summit at the white house. you're lacking at shots from beau biden's funeral and will also have lunch with the president this afternoon. gone ailed drum almost announce whether he is running for president today. will also release summary of his assets, worth estimated $9 billion. the washington post reports part of his likely entry into the race for the republican nomination. >> you have heard the rhetoric political squabbling, what do you need to know about the cart rounds every trade deals? >> cbs news analyst jill schlessinger here to break down the issue live in new york this morning jill, good morning. what was the bill that congress voted down?

>> that was the trade adjustment assistance, or taa which offers financial help and retraining for workers displaced by free trade. now, that bill was attach to something called fast track, authority for the president to negotiate global trade deals for congressional approval or rejection. the thing is, fast track means, congress can't put any amendments on those deals. so here's the deal. ta a and fast track since the trade act of 1974, that is until friday's vote, when house democrats delivered big defeat for president obama likely to be another vote this week, but it will be a tough sell for all of those democrats who slipped from the president. >> okay, now, how does this bill impact the transpacific partnership? >> here's where it gets thorny. so, pay attention here. unless the president has fast track trade authority he's hard pressed to complete the 12-nation trans specific partnership, that's the tpp.

it is a trade pact that would create a free trade zone for about 40% of the world's gdp. that deal under negotiation for nearly a decade. it would link the us, canada, mexico and nine countries in the asia pacific region, but does not include china. tpp, it aims to eliminate tarriffs on goods and services set rules for resolving trade disputes, and harmonize patent and intellectual property regulation. >> jill, what are the arguments for and against tpp? >> now this is casino every funny, listen to what i will put together in one group. president obama congressional republicans, and business groups. they are all on one side. they say tpp will unlock foreign markets to american goods, it will also force asian competitors to improve labor and environmental standards. on the other side, house democrats, labor unions, and environmental groups argue it would lead to more

>> still unclear whether the same shark attack two teenagers. thirteen year old girl, 16 year old boy each lost parts of their left arms in the attacks that has just minutes apart. one beach in southern california is hoping to prevent such attacks and they are using a drone to monitor sharks in the area. reporter stacey butler from our sister station in los angeles has that story.

don't wear flip flops when walking long distances, not the time for flip flops. don't re wear the same pair year after year. get new ones. >> other things to do. don't wear flip flops while doing yard work or playing sport. often when i see the ankle prince, ankle injuries. not good time. and then don't ignore the irritation between the toast. sometimes we can get calluses inbetween the toast. of course when wearing flip flops, your skin is exposed so make sure to wear sunscreen. but you can wear them, let me be very clear wear them the right way. >> now, so say you have beaten the feet up, wearing high heels all day long foot pain, arch pain, what should you do to ease that pain? >> so yes. high heels can actually cause some pretty imagine or damages, talking bunions hammer toast, things like that calluses, heal pain, you can actual even get stress fractures from wearing too high heels. so let's talk about our high heal high heal, yes? you can wear your high heels make sure that the tow box is wide enough. you know, we like those real

skinny heals with the real pointed toast. that's not so great for our toenails. can cause toenail deformity. make sure to have nice wide tow box. make sure the heal is wide enough so we have lot of good support so not would be learning on our feet. also making sure we can also wear strap i sandles because that strap i sandals, toast don't get pushed together real important, make sure that heal is low so the six-instill it owes may not be the best. >> i know. >> really important. >> is there a way to tell which shoe is best for your foot type? >> you know what? make sure the shoe fits the shape of your foot. measure your shoe size. we all have about 1 foot that's larger than the other. so, fit your shoes to that larger foot. and measure your feet at the end of the day when your feet are largest. so, keep those things in mind. you will be okay. no angry tweets, i say it again, wear your flip flops. >> much needed, thanks doctor. >> always appreciated. 6:49. we want to see what's coming
