a shooter is on the loose, at least nine people are dead after a gunman opens fire inside a south carolina church. this morning as the search for the suspect intensifies, officials say the crime was fueled by hate. >> it is the most dastardly act that one could possibly imagine. waters rise along with fears of floods from texas to indiana as the remnants of tropical storm bill continue to drench millions joompt say good-bye to alexander hamilton. the treasury department says the $10 bill one day will feature a portrait of a lady. and drone deliveries get a boost. the faa says rules allowing unmanned aircraft to deliver packages to your doorstep will be in place within a year. this is the "cbs morning news" for thursday june 18th

2015. good morning i'm alison alison harmelon in for anne-marie green. the mayor of charleston south carolina, calls it a hate crime. a gunman opens fire in a church. it's an historic african-american church located in downtown charleston. the victims were attending a prayer meeting last night. another victim is hospitalized. brian web has our report. >> reporter: people gathered together in prayer in charleston overnight as authorities searched for a man who police say shot and killed at least nine people at a bible study hours before. >> this is the most unspeakable and heartbreaking tragedy. >> reporter: the shooting happened at the emmanuel ame church in downtown charleston wednesday night, one of the oldest black churches in the nation. the police chief described the attack as a hate crime and says the fbi will be part of the

investigation. >> it is unfathomable that somebody in today's society would walk into a church when people are having a prayer meeting and take their lives. >> reporter: the sus sp ektpect is described as a slebder 21-year-old male with sandy blond hair wearing jeans. it was complicated by a bomb threat. the threat has been called off. >> these people were in church in church and they violated the sanctity of that. >> reporter: the church is led by reverend pinkney who was reportedly in the church at the time. so far authorities haven't released the victim's identities. a charleston newspaper is reporting the survivor reported the gunman sat down for a bit before opening up tiring telling her he would let her live so she could let everyone know what happened.

that's according to the president of charleston's naacp. presidential candidate jeb bush is canceling a trip to charleston because of the shooting. alison. >> brian webb tracking the story. thank you, brian. this morning the remnants of tropical depression bill are making a slow but very wet trek to the east. bill threatens an area of the southern plains, mississippi and ohio valleys with heavy rain and dangerous flooding. heavy rainfall is expected in oklahoma where residents who have been flooded are preparing for more high flood water. a flash flood trapped some teens at a park in san antonio yesterday. they were able to get onto the roof of their car. in central texas a 10-year-old boy was swept away by the high water and is in critical condition. this morning flood watches and warnings are in effect from texas to illinois. eric fisher of our boston station wbz is following the severe weather. >> bill has been bringing

soaking rainfall across texas and oklahoma. some of it on the move. where you see red or ma again da, over 4 inches of rain and scattered clusters that have been around san antonio leading the pockets of flash flooding. gudado texas, 10.35. el campo over half a foot. bill will chug its way east as you work its way into arkansas into missouri and the weekend heading eastward into the ohio valley. the whole time it's maintaining the deep spin. rain totals we could see more than five inches in this main band as it works its way off the northeast. parts of oklahoma 3 feet of rain. inconceivable. the weekend, the remnants of the tropical moisture in the ohio valley on saturday. sunday it's the last day we'll deal with bill. that could bring strong storms to new york city and new england before it finally moves out to

sea. i'm meteorologist eric fisher. a wind swept brush fire southeast of phoenix arizona, has burned two homes and forced the evacuation of a trailer park. the fire started yesterday morning and quickly spread doubling in size almost every hour. the cause of the fire is under investigation. a second new york city college student is in custody this morning in connection with an alleged terror plot. both men are accused of being inspired by isis. kenneth craig says the suspect was arrested after a dramatic conflict with fbi agents. >> reporter: fbi agents showed up at fareen mumuni's home. he was arrested after he allegedly attacked an agent with a large kitchen knife. investigators say he repeatedly attempted to plunge the knife into the torso of an fbi special agent. the agent was wearing body armor

and was not hurt. the fbi says mumuni and college student munther saleh were alleging to carry outer ror attacks. saleh was arrested on saturday. the 20 y50er8d had researched pressure cooker bombs on the internet. he was stopped twice for lightering on the george washington bridge. like mumuni saleh charged at them when he was arrested. he came to their attention after posting support for isis on his twitter account. people in mumuni's neighborhood are on edge. >> it shocks the whole neighborhood. >> reporter: court papers reveal both men admitted to the fbi they are fervent supporters of the islamic terror group. prosecutors say the woman who allegedly helped two murderers escape from a new york prison talked to them about killing her husband. richard matt and david sweat have been missing since june

york stock exchange. good morning, jill. >> good morning, jill. from super size to shrinking down. the fast food chain is announcing for the first time in 40 years the number of its restaurants in the united states is declining. up scale fast food chains like chipotle and five guys burgers have eaten into their business. at&t will quote, vigorously dispute a $100 million fine imposed by the fcc. they're alleging that they offered at&t customers unlimited data and slowed internet speeds. it's the largest fine ever proposed by the fcc. here in wall street stocks finished higher after the federal reserve indicated it was in no rush to raise interest rates. it's remained at zero for six years in an effort to bolster the economy. the dow gained 31 points. the s&p rose 4 points and the nasdaq rose 9 points. uber says it will appeal a ruling that said its drivers

a good car seat is only part of the equation for child safety. a just-released study shows the attachment in most vehicles tested. that includes some popular family models. >> reporter: many cars on the market aren't making it easy for parents to properly install child restraints. the insurance institute for highway safety looked at the built-in hardware or latch system which stands for lower anchors and teathers for children. >> we evaluated over 100 vehicles and only three earned the top rating of good and more than half were poor or marginal. >> reporter: the ratings are based on how easy it is to use the hardware. in many vehicles latch can be confused with other hardware or almost impossible to spot. only three vehicles received a rating of good the bmw 5 series mercedes benz gl class and volkswagen pasaat. those rated poor were the toyota

cleveland browns quarterback johnny manziel is speaking publicly for the first time since leaving a rehab facility. he addressed the media wednesday. manziel disappointed his first season in cleveland said he's ready to put off the field distractions behind him. >> it was a distraction. i feel bad about that today. i feel bad about that throughout the last months of my life really thinking back and thinking how much of my life outside of this field and the locker room was documented. >> manziel said he'll no longer make his trademark money sign after the play. hockey fans will celebrate the blackhawks third championship today with a parade and rally. patrick kane is a key member of those three championship squads, but he's been in the hockey spotlight since he was a toddler. this hockey card from 1994 shows some on ice action. look at the fan in the front row. it's a 5 or 6-year-old kane

environment. brian williams will reportedly not return to the nightly news anchor chair. according to "the new york times," nbc is planning to bring williams back in another role, primarily at the cable news network msnbc. he's been serving a six-month suspension for telling false or exaggerated story. lester hold will be named his permanent successor. a utah man could be in hot water after a young boy driving a big rig was posted on facebook. at one point the boy tells the man he's afraid. >> dad? >> what? are you all done? >> yeah. >> in the one-minute video it shows the boy holding the wheel on a rural highway. cars can be seen driving in the opposite direction. at least one passes a semi in the left lane. the man recording from the other seat is a utah-based truck driver.

today. flood watches and warnings are posted from texas to ohio. the fcc votes today on new guidelines designed to stop automated calls. the agency says it's received more complaints about robo calls than any other issues. if passed it could crack down on automated calls from overseas raise the amount they can fine illegal robo callers and give them the power of subpoena to identify robocallers. here the usps is arresting people from a scam. the charges include conspiracy and mail fraud. we have the story. >> any sense of change sir. stealing from innocent children? >> reporter: when people hear the accusation against terry jackson, they don't mince words. >> how do you do that to children? how do you do that to children? >> shameful. greedy. >> shocking.

disappointing to hear. >> reporter: federal prosecutors say he conspired with two other people to rip off operation santa. the 100-year-old tradition at the farleigh post office. less fortunate kids and families write letters and good hearted secret santas go shopping for what they need. prosecutors say the three postal workers wrote multiple letters of their own pretending to be needy children and gave them to secret santas who visited farleigh, then collected for themselves clothes, boots, laptop and tablet computers and headphones. >> any sense of remorse? >> reporter: jackson allegedly went a step further taking 50 packages secret santas dropped off for legitimate needy kids and redirecting them to his own home in queens. prosecutors say mahogany strickland directed three packages including snow boots, a toy train and clothing for her home, wait for it, on saint nicholas avenue. >> that's people that deserve
