from the cbs broadcast center in philadelphia. this is cbs-3 "eyewitness news". suspect in the south carolina church massacre is scheduled to appear in a courtroom this morning to be formally arraigned. friends and family speak out about the victims killed in wednesday night's attack. >> crews on the scene of water main break that flooded nicetown shopping center yesterday. more on the damage it caused and what may have been the cause. >> nixed bag when it comes to your forecast, some folks can expect showers throughout the morning, how is the rest of the weekend shaping up? how is fathers day looking? katie has your forecast and the weekend forecast coming up. >> i'm nicole brewer in for ukee this morning we start off first on the church massacre. dylann roof is expected to

appear in court this afternoon, friends relatives. nine victims grieve. andrew spencer reports. >> cathedral rang its bell nine times in honor of those who lost their lives. churches across the country held vigil in solidarity for the church in charleston. pastor richard harvey cane reopened the churn on emanuel in 1865. great great granddaughter calls him unsung hero in american history. >> he was very, very vocal. >> fighting for the right of not only african-americans at the time but also for poor whites. >> most recent pastor reverend clementa pinckney died in wednesday's attack. thursday, black clot and small bouquet of flowers covered his

desk in the south carolina state senate. >> you know, he was a great man. on sunday two daughters that won't be able to fix brunch for their father any more. that's the tragedy. we have nine funerals, nine bod toys bury. >> among the nine, taiwan sanders. >> he really loved his family. if you met him you new you had a good friend on your side regardless of anything that you never expected to be one every your best friends, it is really tough. >> while friends relatives of the victims grieve their loved ones some are also offering prayers for the family of the suspected gunman i know he has a mother, and father, and they're heart broken, as well. >> dover don't wish any ill on them just want justice to be done, and we want the family to know that we are praying for them as well. >> andrew spencer, cbs 3 "eyewitness news". >> philadelphia church was among those across the country

regardless definitely picture worth a thousand words here, where it shows you just how the weather is affected what there is athlete with the traffic currently out there . >> again, all starting to move away, it is all cold front related. dow think that we are generally trying to see the skies clearing, see it within the last hour or so, things start to fizzle toward the state capitol of harrisburg it, doesn't necessarily mean the whole day will tonightly brighten un and in the clear. we may end up with spotty shower perhaps thunderstorm throughout the course of the day, but the overall theme is it is getting better here. we are going to brighten up. because of that, temperatures have chance to warm up nicely here, back into the upper 80s very far cry certainly from where we were yesterday. so brightening up today.

half and half weekend coming up here, and soggy fathers day forecast so, we will be talking about that renmant moisture with our tropical system as we move forward. vittoria, good morning. >> good morning well, right now, the roads are still little saturated out there. >> can be slick due to the dampness starting first the vine street expressway. trying to travel on the vine westbound, trying to make your way through to the schuylkill, can you not access 76, using the westbound vine. do you have to exit at broad street here. >> they have been switching construction going one side to the other nightly. >> heading down through to broad, so i would say really for the next couple of month as they work on the project i would suggest taking alternates, because between 76 and broad, in either direction, for quite some time, the ramps will be closed in that portion of the vine, so maneuvering around the art

museum area is not bad idea, 95, traveling around the area of the betsy ross bridge, construction compromising what seems to be at least the lane here northbound direction, but due to no volume out and about, still fairly nice ride. no delays at the airport. and things for mass transit just fine. pa jersey, delaware, still good. >> "eyewitness news" at the 5600 block of boyde street. happened shortly before 1:00 this morning, first responders were able to control the fire within the hour. >> unclear every any injuries or what caused the fire. >> 4:36 right now. crews will be back out on the scene of massive water main break that flooded a nicetown shopping center yesterday. >> for two hours millions of gallons of water flowed at baker center along roberts avenue yesterday afternoon. good morning. crews are still here at this time have been here throughout the night and also this morning i'll step out of the way so you can see them. this is no doubt frustrating site for businesses, look to go dry out and reopen, after that water main break yesterday. flooded there lots, and soaking stores. let's take you to video now of this flooding at its height. water reached mid-tires forecaster still parked in the parking lot report of this break came in, at about 3:00 p.m. yesterday. firefighters quickly got here, and evaculated seven stores, and about 100 people, two of them by boat. we are told some 7 million gallons of water spewed before that line was shut off. now, water crews eventually shut off that flow to id the stores, which they've found is 48-inch main, burried underground, about dozen or so feet underground. it was installed back in 1895, now to finally attack this problem and fix it, we'll take perhaps another day of work or longer, and that's just to get

to that trouble spot. >> it is deep, approximately 25 feet deep. so it will take some time to actually get a visual on the main itself and how it broke. this main, same as the main from the other day will also be tested to see if a cause can be identified but currently it is too early to tell. >> and, as you heard there the cause of this break still under investigation. that pipe, more than century old that broke yesterday looking at trucks here, with fans to air out these stores, looking at big hole right by this store here. seems to be where the main occurred. we'll be here to update you. i can tell you back in january 2014, a similar break happened here, also, caused flooding. we are told that break and this break that happened yesterday, are not related at this time. we are live in nicetown, justin finch cbs-3 "eyewitness news". justin, thank you. happening today the long time

treasurer accused of stealing from the bucks county gymnastics club is expected in the court for her formal arraignment. authorities say that theresa foot spent 12 years as the treasurer of her daughter's gymnasic club, stealing more than $160,000. the alleged theft was discovered back in december after foot was forced to resign. she is now charged with four felonies including theft. >> the us marshall service has added two escape killers from new york prison to its most wanted fugitive list. convicted murderers david sweat, and richard matt, have been missing since june 6. meanwhile a lawyer says prison staff for lyle mitchell was blown away his wife, joyce allegedly discussed having two inmates kill him. she is charged now with helping the escapees. >> delaware governor jack markell signed legislation eliminating criminal penalties for possession of small amounts of the drug marijuana last night. those caught with 1 ounce of

marijuana or less will receive 100-dollar fine. republicans in the democratic controlled legislature did not support this legislation. they say it sends the wrong message to young people. the law goes into effect in six month. >> well, if you live and work in philadelphia, brace yourself. taxes are going up. the city council approved three tax increases yesterday to support the cash strapped school district. property taxes will go up just over 4%. use and occupancy tax for city businesses will also go up. the parking tax will go up, too, making off-street parking little more expensive. >> this is a challenge, but at the end of the day we clearly have to support the children. >> the council also approved a 55 million-dollar tax subs did i for the redevelopment of the gallery mall. >> new jersey governor, chris christie, will be in philadelphia today for the northeast republican leadership conference. republican presidential hopefuls are addressing conservative activists during the three day event that kick off yesterday at the sheridan in center city. former new york governor,

>> a bridge under construction in central pennsylvania collapses injuring three people. now, that collapse was captured on camera. it happened in ridgway, elk county. penndot says a work here was underneath that bridge at the time suffered the most serious injuries. the other two workers received minor injuries, as well, the cause of the collapse is under investigation. >> missouri governor jade nixon had declared state of emergency as a tropical depression moves through the region dumping heavy rain, and causing flooding in the state, too. in oklahoma the rain is passed
