before they went on their summer break, jan good morning. >> erika, good morning, that is right. philadelphia city council; out for the summer but did whole lot of work yesterday for three hours, they hashed out items in a 20-page agenda. and a couple of the biggest items will impact your wallet if you live and work in philadelphia in two very different ways. >> philadelphia city council packed on the last day of the legislative session. as people in the crowd tried one more time to have their voices heard. first up, school funding. council approved three different tax increases, those along with ceiling off commercial tax leans will net the school district between 70 to $80 million. >> a challenge. >> now city property taxes will go up little more than 4%. use in occupancy tax for businesses will increase, too along with the parking tax which may make off-street parking more expensive. even so, the school district, still comes up 20 to

$30 million short of it goal, but this year, it could get help from harrisburg, and governor tom wolf proposed budget. >> we're hearing that there is potentially this year going to be some additional support from harrisburg, that is a long time coming. >> the second big item, the 325 million-dollar redevelopment of the gallery at market east shopping mall. the project shown here expected to generate more than tax revenue millions benefitting city and schools. along with zoning changes for the project council approved tax subsidy called a tiff for the developers. >> this project would have never moved forward. >> and that, two year project not only expected to revitalize the market east section of philadelphia, but it is also expected to create some 2,000 construction jobs, and 1,000 permanent jobs. reporting outside city hall in

>> bridge collapses injuring three workers, that collapse captured on camera happened in ridgway, elk county. penndot says worker under the bridge suffered the most serious injuries. the other two workers received minor injuries. the cause of the collapse is under investigation. and a wild story now from texas, a woman dice, while chasing her husband who was in a car with another woman. police believe the wife lost control of her car it went into a spin, and then hit another vehicle head on on. she died at the scene. her husband and the woman in the other car were not hurt. >> wow awful. okay, 5:38 right now. philadelphia police officer is caught in a candid moment. now act of kindness going viral. >> love to see. >> this philadelphia police shared this video on facebook. woman, caught 22nd district office, throwing those heavy bags of laundry into the back of his suv. when he saw two girls struggling to carry them down the road. officer brunson drove their clothe to the laudromat for

>> twenty-one year old dylann roof due in court this afternoon, accused in the deadly shooting spree at historic african-american church in charleston. six women, three men were killed. apprehended in north carolina after another driver spotted his car. >> and, there are no injuries in the fire on the 5600 block of lloyd street in germantown, the flames flared up before firefighters gained the upper hands. they had trouble fighting that fire, because the house was all boarded up from the inside. >> and, there is a loft clean to up do after philadelphia's second big water main break that's this week. forty-eight-inch main ruptured yesterday afternoon. seven stores were evacuated and several vehicles damaged this happened along fox street, in nicetown. a delegation from philadelphia heads to the

vatican next week, to finalize plans for pope francis' visit to philadelphia in september. sources tell "eyewitness news", officials from the vatican were in town yesterday, they were going over preparations for the world meeting of families. meanwhile the drpa announced patco express trains will run only from five stations during the pope's visit to help control crowds. the stations are in lindenwald westwood crest, ferry avenue, broadway, and ninth and locust. >> head to the vatican next week, "eyewitness news" anchor jessica dean will be there with them, look for her report from the vatican starting monday on "eyewitness news". in this morning's health watch, a diet could help slow the aging process. california researchers are promoting the health benefits of fasting diet. now, doctors report, periodic low calory fat lasting four days, helps slow the aging process in mice.
