from the cbs broadcast center in philadelphia. this is cbs-3 "eyewitness news". >> good morning, to you . >> now learning new information about that suspect, including how he may have been plotting this shooting for some time. now, police say, 21 year old dylann roof opened fire inside a historic church in charleston wednesday night. killing nine people including a pastor. >> roof arrested yesterday morning in north carolina, crossed stat line after massive manhunt really all thanks to woman who spotted his karat a stop light so brave that woman there minister alerting police and following that suspect for over 35 miles all until police arrived on the scene.

>> accused shooter coming to light. >> dillon roof will face a judge in charleston, to be arranged and charged with murder in connection to the mass shooting inside emanuel ame church that left nine people dead. the 21 year old was extradited to charleston thursday evening after being captured about four hours away in shelby, north carolina.

>> one of the nine victims killed was reverend clementa pinkney. the pastor at emanuel ame church and a member of the south carolina state senate. he has family in our area. >> it was in a place that he loved and he was in the right place at the right time i say because you know what, he was in prayer. >> ♪ >> during the interfaith service at the place where the ame church began the names of those killed were read out loud. >> right now 6:03, let's get a check on traffic and weather with indicate tee. >> good morning, nicole. happy friday everyone. we made it to the weekends here. we've also started to pick up on a pretty active pattern in the atmosphere. so yet again we're tracking a frontal boundary passing through and that's where some of the wet weather has come from since early this morning. right now on storm scan3 it looks a lot taper than it did even a couple hours ago. we had a severe thunderstorm warning through portions of delaware as well as into the even maryland as well still a

little damp damp >> youuntil it's completely crossed i'm not ready to rule out a shower or a rumble of thunder by midday but over all these skies are trying to clear. 71 degrees at the airport, warming up into the upper 80's which is above average for you. sunshine, again still a spotty shower around and at the resort towns it's also going to be warming up nicely by comparison for you. really looks like it will end up being a pretty decent afternoon in the poconos. brightening up today. we're calling it a half and half weekend. the first half not bad at all. father's day timing less than ideal. we'll talk about the reason for that. we've been talking about it all week and it's all to do with the remnant tropical moisture from what is still

tropical depression bill. we'll track it for you coming up. victoria. >> good morning everyone. right now if you're traveling on the majors it's getting a little bit slow out there. you can tell by that right there. that is 95 and we'll get out there in just a second. well, let's do that right now. if you are traveling on 95 southbound, you'll notice out of the northeast rounding the bend here at cottman and then making your way into center city will be a little bit of a slow go this morning. it's 6:05. rush hour is right on advertisement so, if you are traveling out of the northeast prepare yourself for this delay and i want to you keep that in mind if you're watching live at home and you're not going to be on the majors for the next 15 to 20 minutes around this time you do want to anticipate these delays to double. so, just keep that in mind as you maneuver around this morning. as we move now to the eastbound 30 bypass right at business route 30 you'll notice over on the embankment there a vehicle spun out of control. it does seem to be police are on the scene. at one point i did see emergency personnel rushing to the scene as well so we'll continue to keep you updated

on this but again this is the eastbound side of the 30 bypass and right at the area of business route 30. it's definitely causing a delay associated with this because any time you have something like that a gaper delay will form. so that is exactly what is happening right now on top of rush hour delays, so give yourself some more time there as well. as you'll notice those speed sensors aren't awful just yet but we're waiting on it. nicole. >> victoria thank you. a fire ripped through a brick house in germantown. this all happened on the 5600 block of lloyd street shortly after 1:00 a.m. now, firefighters had some trouble fighting the flames because the house was boarded up from the inside. there were reports of a person trapped on the second floor but firefighters tell us there's no signs that anyone was in there. no one was injured. crews will be back out on the scene of a massive water main break that damaged several businesses on the nicetown shopping center yesterday. that break happened at baker center along roberts avenue. "eyewitness news" reporter justin finch is live at the scene with the very latest.

justin, good morning. >> reporter: nicole, erika good morning. luckily no homes nearby were affected by the break but again, seven businesses here were very much affected. others are lower water pressure or some just have both. as you can see behind us here the crews are out here cleaning up this morning as the search for the cause of this break and this flooding is under way. a look at the cleaning of a muddy mess left by millions of gallons of gushing water thursday afternoon. about 3:00 p.m. shoppers say they saw much of the baker center parking lot off fox street and roberts of a turn into a on. >> we didn't know what was going on and then all of a sudden water came rushing in the front door. >> reporter: from a checkout line this woman recalls watching waves of panic in the store and then the waves of water outside. >> i went to the door to see what was going on and it was water just flooding through the front. >> reporter: philadelphia firefighters evacuated seven stores and some 100 people. shoppers who could save their

cars quickly did but were not spared the water main's wet wrath. >> this main was 120 years old. >> reporter: as for the cause, a ruptured 48-inch main, more than a dozen feet underground and put there back in 1895. no word yet on how or why it broke. >> age may have played a factor. the infrastructure in philadelphia is aging but we are working to replace it. >> reporter: by day's end water crews shut off flow to investigate and begin cleanup. this plaza flooded before back in january 2014 a broken line left a similar mess though officials believe that break and thursday's are unrelated. so given that past break and the one yesterday you can imagine the stores out here are not happy to see this happening all again. some 7 million gallons of water flowing out into this parking lot and if you're wondering what the cleaning process is going to involve here well, first it involves airing out these stores, fans are under way inside, getting out moisture and potential

mold and also, too, in the parking lot there's a very fine layer of silt and mud that can be slippery for shoppers as well as their vehicles and again, no firm time line yet on how long the cleanup process will take or, yet, the cause of that break yesterday. we are live in nicetown, i'm justin finch, cbs3 "eyewitness news." >> justin thank you. happening today, new jersey governor chris christie will be in philadelphia for the northeast republican leadership conference. rick santorum will also speak. the event kicked off yesterday at the sheraton in center city. presidential hopefuls are addressing conservative aght 50's. >> philadelphia kicks off its summer swim season always a fun day. summer doesn't officially begin until sunday but the city is getting a jump start. the first of the city's 70 outdoor pools will open at a. all of them will be opened by july 1st. pool hours it is 11:00 a.m. to 7:00 p.m. monday through friday and then noon to 5:00

like duffield's to rely heavily on irrigation systems which of course can get very expensive. it seems someone is enjoying and benefiting from all the rain katie. >> absolutely. that's the things are like the farmers and everyone else would like to see this rain come through in spurts, not all at once or not at all. you know, so you like to see that variety but it's the weather. it does what it decides it's going to do, right. at this point middle township high school looking a little damp granted here on the grass but skies trying to clear out a little bit here and we just need this cold front to cross through officially. once it does we can remove the potential for a shower or a storm but that will happen later on today completely but overall skies are trying to clear out. here's what's left of bill, a tropical depression with pretty good rotation. this is headed our way for the week. let's talk about sunday, the highlights for your father's day. with the remnants of bill tropical downpours so you're talking heavy rain and probably some embedded thunderstorms. and speaking of heavy rain

amounts, we can locally end up with 3-inches just in one fell swoop just like that so it's very possible that flooding occurs if you're going to be maybe traveling back from the shore points or something like that, plan accordingly. expect it might take you some time. looking forward, the forecast though we just talked about the fact that philly pools are opening up. i suspect a lot of people will be at those pools come monday. hot and sunny at 90 degrees. victoria. >> thank you so much katie. good morning everyone. so, first and foremost as we take a look at this shot here i know it doesn't look like anything but if you are traveling on the 30 bypass in the eastbound direction we did have a spinout at business route 30 and it seems to be in this shot that they may have swung the camera around. if you're traveling eastbound on the 30 bypass at this route 30 you will notice delays because of that earlier activity. it is setting back your rush hour in that area. as we move now to the 42 freeway southbound commuting you're just fine. there are no delays as you make your way from the walt whitman bridge down through the acx. northbound also very light

today which is good news. well, speed sensors are also indicating that for the most part a lot of our majors are still pretty light even on the westbound side of the schuylkill. however, i wouldn't trust that for much longer. 95 however we're seeing that big are slow down heading into center city out of northeast. nicole. >> all right, victoria, thank you. there will be a court appearance today for the young suspect in the massacre tata south carolina church. 21-year-old dylann roof is accused of killing nine people in an historic african-american church in charleston. roof was arrested in north carolina after a tip. >> meanwhile stores were evacuated and cars damaged after a water main break along fox street in nicetown yesterday. it's the second water main break in philadelphia just this week. and there are no injuries reported in a house fire on boyd street in germantown. that fire was under control after an hour but then hot spots ignited again. the cause is under investigation. and we'll be right back.

pockets because of construction that narrows the roadway so rush hour is upon us. also on the eastbound side of the 30 bypass of business route 30 we had a vehicle that spun out of control is that now off into the embankment but with teams on scene you will have a gaper delay associated with this as well as the left lane being blocked. you'll wants to give yourself more time in this area. also we're seeing that pocket form westbound on the schuylkill to the city. no delays on mass transit. >> vittoria thanks. the u.s. marshall service has haded two escaped killers to its its most wanted fugitives list. they've been on the run since june 6. a lawyer for prison employee lyle mitchell says he was blown weigh that his wife joyce allegedly wanted rachel dolezal has lost another job. the city council unanimously voted to remove dolezal from the volunteer police commission. the 37-year-old was thrust into the public spotlight when her parents claim she was a

white woman pretending to be black. now, earlier this week dolezal resigned as president of spokane chapter of the naacp. erika. >> well, are you fed up with getting unwanted calls from those robo calls. your phone company can now do something to stop them. the fcc approved new rules that let phone companies block the robo calls if you don't want them. the same rules apply for spam text messages on your cell phone. one of the biggest calls impacted by this new change is going to be those political robo calls that are exempt from the do not call list. how many apps do you have on your phone that you don't even use? >> too many. >> yeah, i think we all can say that. >> do you know that those apps can be draining your battery and data even if you're not using them and what's worse some of those battery eating apps also hog a lost your storage. hear the worst offenders facebook instagram and facebook messenger top contenders for guzzling battery life data and storage combined. they'll drain your overall performance whether or not

charleston church shooting shooting is behind bars this morning awaiting a bond hearing. 21-year-old dylann roof is charged with murder in the mass shooting inside the emanuel ame church that left nine people dead including the pastor. roof was extradited to charleston yesterday after being captured about four hours away in shelby, north carolina. a woman spotted roof's car alerted police and then followed him until they arrived on the scene. >> i got up a little bit closer to him and i seen the haircut that they were talking about kind of the bowl looking cut. >> sources tell cbs news that police found a 45 caliber pistol in roof's possession and investigators found shell casings of the same caliber at that shooting scene. roof has waived his rights to counsel. stay with "eyewitness news" on tv and online at cbsphilly.com for the latest information on the church massacre. we'll let you know what happens next when roof appears in court later today. philadelphia city council passed a series of bills aimed

at funding the cash strapped school district. so, what does that mean for people who live or maybe work in the city? "eyewitness news" reporter jan carabeo is live at city hall with that answer. jan. >> reporter: nicole for one higher taxes more on that in a minute. yes, philadelphia city council wrapped up its work yesterday. they are now on summer break but did they do a whole lot of work for more than three hours, they waded through a 20 page agenda. there were two major items that will impact your wallet in two very different ways. philadelphia city council passed on the last day -- packed on the last day of the session as people tried to have there are voices heard. first up school funding. council approved three different tax increases. those along with selling off commercial tax liens will net the school district between $70 million and $80 million. >> it's a challenge but at the end of the day we clear have to support the children. >> reporter: now city property taxes will go up a little more than 4 percent. use and occupancy tax for

businesses will increase, too along with the parking tax which may make off street parking more expensive. even though, the school district still comes up 20 to $30 million short of its goal but this year it could get help from harrisburg and governor tom wolf's proposed budget. >> we're hearing that there is potentially this year going to be some additional support from harrisburg that is a long time coming. >> reporter: the second big item the 325 million-dollar redevelopment of the gallery at market east shopping mall. the project shown here in renderings is expected to generate more than $435 million in tax revenue over the next two decades. millions of that benefiting the city nd its schools. along with zoning changes for the project council approved a tax subsidy called a tif for the mall's developers. >> this project would have never moved forward without the tif being introduced and passed by council. >> reporter: that two year project is not only expected to revitalize the market east

text of philadelphia but also create some 2000 construction jobs along with 1,000 permanent jobs. city council gets back to work in september. reporting live just outside city hall in center city this morning, jan carabeo, cbs3 "eyewitness news." >> all right jan thanks. appreciate it. just past 6:33. let's check in with katie. good morning. >> good morning nicole, good morning everyone. we're still tracking a frontal boundary, yes, another one it's a cold front this time and it's going to be moving through over the next couple of hours. so, it's going to be until that time that we're still going have to deal with some clouds. skies are really trying to brait 10 up for you out there, however and at the moment you do still have one very single little veil of very light showers that are coming in across portions of new castle county right outside of the i-95 corridor just shy of moving onto that. meanwhile we've got again those clouds sort of skewing the bright sunlight for you at this point. this is our own skycam3 rooftop shot that we're showing you. 71 degrees northwest breeze technically but still enough humidity and moisture to work with to help create some of

those showers that you're finding on the map. 71 degrees the current temperature. as we just showed in you philadelphia but it is a smidge cooler than that in some of these outlying suburbs. still you've got the humidity, you've definitely still got the clouds overhead but eventually skies should start to clear out. until the front is totally out of here we can't completely rule out a shower perhaps a rumble of thunder. overall this is a day that gets better with time. 87 degrees is our expected high so a lot warmer than it was yesterday and even though it's technically above average, it's much more seasonable. vittoria. >> thanks katie. good morning everyone. right now rush hour is upon us in a big way. you can tell by the shot behind me. we're going to take a look at the schuylkill expressway in just a second here and let me just tell that you if you are traveling on 76 or 95, you're going to just find jam packed delays. however, we're going to start you on the 30 bypass because eastbound on the 30 bypass right around the area of business route 30, this traffic moving towards that point, we did have an earlier vehicle spin out.

that emergency teams were on the scene. it was blocking the left lane. it's been cleared out of the way but we're still trying to recover from that on top of rush hour volume, so eastbound 30 bypass is definitely seeing delays as a result of that. also on the schuylkill expressway here we go, rush hour now as promised, traveling on 76 this would be your westbound commute, you hit that pocket at city avenue. that will affect the roosevelt boulevard southbound so note that but this is how it starts. it starts in the 30's but it's going to drop down into the teens. give it about 15, 20 minutes. 16 is your average right now on 95. they're your two worst roadways at the moment new jersey is doing farewell. erika. >> thank you. the long time treasurer accused of stealing from the bucks county gymnastics club is expected in court for her formal arraignment. authorities say that terese foot spent 12 years as the treasurer of her daughter's gymnastics club stealing more than $160,000. this alleged theft was discovered back in december after foot was forced to resign. foot is charged with four

felonies including theft. a bill decriminalizing marijuana into delaware has been signed into law. governor jack markell signed legislation that allows people to possess a small amount of marijuana without facing criminal penalties. now those caught with an ounce of marijuana or less will receive a $100 fine. it's still illegal to smoke marijuana, though, in public. republicans did not support this legislation saying it sends the wrong message to young people. that law goes into effect in six months. well the credit card you have in your wallet right now will soon be a thing of the past. millions of credit and debit cards with magnetic strips will be replaced with computer chips. banks are doing this to combat fraud which costs billions each year to pay back consumers. still you should look out for con artists because they're also aware of this change. the transition could take years for everyone to have a new card but about half of all u.s. credit cards and debit cards will be replaced by the end of the year. >> right now we incur about $500,000 a year in losses.

we do have a lot of preventive controls in place that help mitigate that a little bit lower but still we incur good 100, 150, $200,000 a year in lost revenue. >> it's a lot of money. by the way this is a two-part process. while banks are issuing the cards merchants are required to install new chip reiders. the new cards also provide a liability shift so whichever party has not adopted the readers or the cards will be liable if fraud does occur. >> 6:38 right now. the treasury department made history when it announced it's putting a woman on the $10 bill. >> but who exact is going to raise that bill. carol erickson has some ideas. american money paper bills featuring a boys club of historic men nobody can keep straight. who is on the 10-dollar bill right now? >> jefferson. >> reporter: no. >> hamilton. >> reporter: no.
