are faced with reviewing safety measures for their churches. we will look at how religious leaders are preparing for this weekend, kate. we have flooding concerns heading in the first week end of summer, summer begins on sunday and fathers day and we have remnants of bill moving through and i will tell you when heavier rains will hit right now at 6:00 o'clock. >> we're here in rehoboth beach where renters could soon be banned from using, swimming pools, i'm alexandria hoff and i'll explain coming up. we will begin with a shock photo, atlantic county worker found this noose hanging inside his truck. tonight an investigation is underway but one local politician says it took too long to get to that point. well, good evening i'm chris may. i'm jessica dean. tonight we are hearing from that work shore said that he

"eyewitness news" reporter cleve bryan has the store friday egg harbor township, new jersey. with all of the stuff in south carolina this stuff is serious. >> reporter: scott henry is thinking about getting a new job after finding a noose2 weeks ago. >> i felt threaten. i felt like somebody was tarring me. black guy that goes open up a truck and see noose there. that is nothing fun bye that. >> reporter: henry's bosses say they are taking matter another justly and launched an internal investigation immediately but they didn't contact the police until 15 days later after county leaders pressured them to make the call y didn't the utility authority call the police right away. >> because at first it wasn't seen as a hate crime scott henry didn't identify it as a hate crime at that time. it was an unfortunate incident that appalled us. we were going to follow-up and get some information. >> reporter: henry's frustrated with how his bosses handled the noose situation and ernest coursey

who urged henry to speak out says it was the wrong decision not to get police involved from the start. >> this is something you just don't roll over and act like it doesn't exist. we are in 2015. we have some deranged people, living among us. >> reporter: egg harbor township police are now investigating the noose but say it is too preliminary to say it was a hate crime that could have been a direct threat on my life. i feared for mize life. >> reporter: scott henry has been working here for last ten years but today it is his last day and taking off six to ten weeks because of stress. in egg harbor township i'm cleve bryan cbs-3 "eyewitness news". our entire region will be under a flood watch this weekend. tropical depression bill, it is expected to bring us drenching rain. kate bilo is in for cat i orr tracking when rain arrives and also kate, you've got some concerns about the flooding you want to share. >> we are tracking some of that heavy rain moving in the area as we head into sunday morning especially saturday night into sunday morning when heavier rain will occur.

it will be a quick hitting system. it can dump inches of rain in a short period of time. in the near term we have one strong thunderstorm over portions of ocean county. here it is at the moment. you can see red, very heavy rainfall associated with this around 206 between tabernacle and shamong with the precipitation rate of 2.21 inches per hour. these are big ringers. anything that pops up tonight will pre dues local liz heavy downpours. off to the west we have circulation with tropical depression bill. circulation hanging on with this system and really clearly see here moving in portion s of southern illinois, kentucky and portions of indiana as well. all this will be drifting our way, as we head into the second half of the weekend. late saturday night into sunday morning is the time to watch. lets talk about a near term first of all, we will start with temperatures right now and temperatures have warm up quite nicely after a cool day only in the mid 70's. today we got to mid to upper 80's. eighty-six at the airport. eighty-two down in wildwood.

seventy-four in mount pocono. if you are out and about maybe heading down to the phillies game maybe a stray shower that should start to have move out and fizzle once the sun goes down. partly cloudy at 9:00. 80 degrees. 11:00 p.m. partly cloudy at 78. here's the flood watch that goes into effect late tomorrow evening, staying in effect until 8:00 p.m. on sunday. that is the entire region. thinks the flash flood watch for cities like baltimore and d.c. how much rain are we talking about? watch for rain, three plus inches and south and west of philadelphia and to the north as that moisture starts to left we could see two to 3 inches of rain, lead together risk of flooding. we will time this out more precisely and let you know if you can salvage any outdoor time this weekend. >> kate, thanks very much. man who has been charged with murdering nine people inside a south carolina church went before a judge for the first time today. dylann roof a appeared via closed circuit tv in a charleston courtroom. his bond on weapons charges

was set at one million-dollar there was no bond on murder charges, so there is no doubt he will stay behind bars. at today's hearing judge allowed family members of the victims of this crime to address the accused killer. >> unaudible. but i forgive you. >> we welcomed you wednesday night in our bible study with open arms. you have killed some of the most beautiful people that i have known. >> the governor of south carolina is nicki haley and she says death penalty should be persued in this case, after today's hearing the prosecutor in charleston, spoke to reporters. >> my primary obligation is to these victim families. they deserve to know the facts first. they deserve to be involved in any conversations regarding the death penalty. but now is not the time to have this conversation with them.

they need the time and space. >> by the way during that hearing to take one family member of a victim fighting back tears told roof that she forgave him for shooting her son and that she wished god's mercy upon him. our coverage of the charleston church massacre continues now. the tragedy raising questions about security in local churches. prayer and in the fear someone will hurt you while your eyes are closed. >> reporter: there are security cameras inside the church at sixth and lombard and when there is no service front doors are lock. to enter you have to be buzzed in the side door. at thursday night's interest are faith prayer vigil armed security was on hand but reverend remained cautious when asked about other security details. >> in light of the just where things are i would rather not comment. >> we have had weapons but it is not something that i constantly walk around with that i have a gone on. >> reporter: roger runs a germantown based security firm that provides armed security for seven philadelphia area churches. >> we read peoples body language. if they come and they talk to the pastor, we have the right to say well what is it, how may we help you. >> reporter: while reverend tyler say padding down parishioners or making them walk through metal detectors says it is going too far, he has a different take. >> are we there yet as a society? that is something that we have address and look at.

that is direction some people say rehoboth beach is heading? "eyewitness news" reporter alexandria hoff is live in rehoboth tonight with more on the pool problems there alex. >> reporter: good evening guess contact commissioners here are scheduled to vote on the issue tonight but as you can see plenty of people out here to rally against it. these homeowners say that banning the use of their pools and hot tubs that is a a violation of their property rights, but supporters of the ordinance say that the noise created by pools violates their. rehoboth beach is rich with sea side charm and with charm, comes growth. the sound have of new construction, has taken a back seat, to this. she rents out her home, and knows a pool is a a selling point. without it. >> our investment would be compromised we would have to reduce rental of our weekly rental by one to $2,000. >> reporter: that could be the case by 2018, if new pool regulation is approved. in an amendment to annoys

they are few and far between but they come through quickly they will leave a brief, batch of heavy rainfall and then they will move out. out and about for baseball games, anything like that this evening, those dark cloud come in you can see they already did and we had heavy rain in the city. take a look at storm scan 36789 you can see where showers and storms are. a few spotty showers in chester and berks county. heavier showers is over ocean county, in the she monk area are getting hit i will hit up my buddy mike sneaker a and see if you are getting any rain. he is my shamong representative. i will retweet him. if you have photos from the heavy rain let me necessity what you are seeing, heavier rain right now over ocean county. so, that system, moves away, we will dry out once the sun goes down tonight but again tomorrow we have got a couple of spotty showers, that is the leading edge of this system. you can see showers over west virginia and ohio right now that is what we will see tomorrow afternoon but the heavier of the rain, tomorrow night, into sunday morning. so, flood watch goes into effect tomorrow evening it continues throughout the day sunday. right smack in the middle of our first weekend of summer,

kind of half spring/half summer weekend here. we will time it out. drying out tonight. tomorrow more cloud then sun. a few leading edge showers popping up in the afternoon and evening and then it is around ten or 11:00 that the we have letter crane getting. mainly west of the city. then this pushes through. 1:00 a.m. heavy rain, 2:00 a.m. more heavy rain this continues until about 4:00 a.m. this particular model tries to clear it out and sunday at 2:00 p.m. we could have some sunshine but talking about two to 3 inches of rain over the course of maybe four to six hours, we are talk about the threat for flooding. so tropical downpours on sunday, one to 2 inches of rain locally as much as 3 inches, i think most likely spot to get 3 inches, plus would be south and west of philadelphia, into portions of maryland into, possibly, portions of delaware as well. heavier rain will be in the morning and then watch out for flooding especially on area roads and those smaller creeks and streams, in the heaviest bull's eye out to the south and west where some spots could see two to 3-inch total. for tonight pretty quiet.

well, the phillies hosting the cardinals this weekend at citizens bank park, phillies are awe machines will take the mound in place of cole hamels. adam morgan will start sunday in place of jerome williams. here is hamels pregame. yesterday he was in the feeling great. he will skip tonight's start. he is expected to make his next start next week with the yankees. jurist a right hamstring strain and hamels wants to be smart bit. >> to me it felt like a cramp.
