here was inside at the time. >> she said it sounded like a freight train coming at her so she just stayed in place. she didn't want to go outside. then she experienced a trailer, rock and being pick up and moved. >> reporter: dave mcillhenie's home and his barn and mobile home he rent out were all hit hard by the tornado. he says his tenant was trapped inside after the wind blew through. >> so local fire company was able to come and help and assist ter getting out. >> reporter: it is lucky the woman was not her. >> i seen a lady sitting in the car because she has copd and could hardly breathe. she was a nervous wreck. >> reporter: just down the road two barns owned by an amish family had part of the roofs blown off. neighbors came by volunteering their time to rip the rest of the roofs off and help build new ones. >> i'm's glad the lord took care of us and our neighbors are fine too. >> reporter: neighbors say weather change in a matter of minutes.

it was just after two tuesday afternoon when the tornado hit and cut through a mile and a half section of the township causing damage to five properties as the storm headed north. >> just a lot of rain and real, real dark and it was like an erie feeling. >> reporter: tornado cut through a fifth mile and a half long swat through honey brook township, fortunately no one was injured. live tonight from chester county, todd quinones, cbs-3 "eyewitness news". >> that is good news, thanks very much. national weather service is checking to see if the tornado touchdown in the lehigh valley, agencies say white hall township to survey damage thereafter yesterday's powerful storms. this marks the second tuesday in the row of wild weather for our area. ppl is working to restore power to 500 customers. for more on that tornado that touched down in chester county, lets go to meteorologist kate bilo live on the sky deck, kate. >> reporter: well yeah very

dangerous situation yesterday numerous tornado warnings, this was the first one that popped up just before 2:00 o'clock tornado warning right around honey brook and it turns out a tornado did touchdown. let look at the stats. you can see where honey brook is a rural area which is good news which means we have no injuries reported from this particular tornado. zooming in you can see the line of damage, stretch a mile and a half long, the width of damage 100-yard. this was ef1 tornado with, one 95 miles an hour wind with zero confirmed injuries. even a mile and a half on the ground. good news, no injuries were reported. we will wait to hear about another potential tornado touchdown in lehigh county around coplay and really nasty pictures there showing at least some rotation in the atmosphere if not a actual tornado touchdown. looking at june precipitation totals in addition to the severe weather it was a wet

jessica, back over to you. developing right now a possible drowning at a quarter any gloucester county, new jersey. chopper three was over that scene on jackson road in monroe township marine and dive units are there and we're told children swimming in the quarry reported one child dove in and disappeared. we are following this story and will have more information as it becomes available. policy change for philadelphia police, is spawning harsh criticism from the police union. "eyewitness news" reporter syma chowdhry is live at police headquarters with the new rule stirring up debate, syma? >> reporter: well, jessica commissioner ramsey explained a new policy to his officers. in this memo obtained by "eyewitness news". in it it explains that officers who fired their guns in police involved shootings will have their names publicly released within three days of the incident and that has the police union concerned. police involved shootings have been making headlines across the country. philadelphia police are taking

a bold step when it comes to transparency. commissioner ramsey sent memo to his officers stating the department will release names of any officer who fires their gun at a suspect. names will be released within 72 hours of the shooting and new rule is effective immediately. >> the suspect fired upon, struck or missed. >> reporter: the announcement comes less than a month after police released names of the officers involve in the shooting of brandon tait brown who was kill during a traffic stop in december but the officers were cleared of wrongdoing. ramsey says movies not in response to that incident but rather a recommendation from the presidential task force which is led by ramsey. the names of the officers will be released as long as their lives or their families are not considered to be at risk. >> we have an obligation to the public but we have an obligation to our officers and fit is something where people are making threats then they can expect me not to release that kind of information. >> it is absolutely ridiculous.

there is no reason for it. >> reporter: fop police president john mcnesby says they were not given a chance to discuss recommendations. >> i don't like the fact that they didn't have the common courtesy to sit down and tell fop a dam thing bit. >> reporter: he says three daises too soon to release names especially if the officer was justified in the shooting if they have done something wrong you are posting their pictures and name is all over news and in the newspapers anyway. so on a good shooting you are putting officer's lives in danger. >> reporter: fop says they will try to overturn the recommendation. police union has already filed a charge to the state labor board and hopes of forcing a hearing on this issue. we are live at police headquarters syma chowdhry for cbs-3 "eyewitness news". case of animal abuse uncovered inside a philadelphia home. spca officials served a warrant at this house on the 6300 block of north lambert street in ogontz. inside this house they found five dogs tied up in the

basement, one of them dead, a pair of snakes. authorities tell us that those animals are all in bad shape. no arrests have been made. septa says it will meet federal deadline to improve rail safety by end of the year. septa demonstrated its positive train control system for pennsylvania congressional delegation in frazier chester county. positive train control can slow a train if it goes over the speed limit or even stop a train if an engineer ignores a signal to stop. lawmakers are pushing for more federal funding to pay for that technology. >> i don't believe congress should ever put any transit agency in the position of of having to choose between safety or on the other hand repairing infrastructure. >> government officials say positive train control technology could have prevented the deadly amtrak derailment back in may. pennsylvania governor tom wolf vetoed a republican back budget last night and this means state will start new fiscal year without a budge

"eyewitness news" spoke to the governor and asked why he vetoed the bill. >> it doesn't address issues pennsylvanians care b they want to invest in education and reasonable tax to pay for it they want property tax relief. they want to us deal honestly with our budgeting. i didn't see either one of those things, anyone of those issues in this budget. i certainly didn't see the math. a arithmetic didn't work, issues weren't there i vetoed it. >> wolf said he met with republicans this afternoon and they will begin meet to go resolve those budget issues on monday. demolition is underway along the black horse pike. five motels are torn down and some people are excited about the changes. here's "eyewitness news", new jersey reporter, cleve bryan. >> reporter: it is end of an era many are happy to forget in the section of the egg harbor township known as west atlantic city. demolition began because empty motels along black horse pike. you may recall in 2006, four

procedures stutes were found dead behind one of these motels. >> the homicide of the four prostitutes, has never been solved ongoing investigation. >> reporter: for 25 years mayor sunny mccollough has been trying to tear down motels he describes as deplorable. >> we have had homicide out here, we have had narcotics problems out here, we have had, domestics out here. >> reporter: neighbors like this say good riddings. >> not the right thing going on in those motels. that is why we are glad they are going down. >> reporter: while egg harbor township is happy to tear down these five dilapidated motels there are six more they with like to level. however getting money for that is a challenge. the three million-dollar needed to purchase and demolish these properties came from the casino reinvestment development authority which under new state guidelines now only directs dollars within atlantic city. >> if there was ever a project that should have received full cr d.a. money it thinks
