with his cruiser being stolen. captioning funded by cbs this is the "cbs morning news" for thursday july 9th 2015. good morning. good to be with you. i'm anne-marie green. early this morning after hours of emotional and often tense debate the house of south carolina voted to remove the confederate flag from the senate grounds. the final vote was 94-20 on the measure already approved by the senate. don champion is in columbia with the details. don, good morning. >> reporter: good morning, anne-marie. the vote calls for the flag to be removed within 24 hours after governor nikki haley signs the bill. after the bill haley issued a statement saying it is a new day in south carolina in her word, day we can all be proud of a day that truly brings us all

together as we continue to heal as one people and one state. now, the house debated more than 13 hours early into the morning. conservatives who see the flag as a symbol of pride say the flag was hijacked by democrats, black democrats who remind them of the history's past -- >> i'm 44 years over. i never thought i'd see this moment. i stand with people who never thought we would see this as well. we cannot be happier that we no longer have a symbol of division standing on state house grounds. >> we wanted to be done in an honorable fashion and put it in context and take the memory of the people who died away from the races. >> reporter: now of course the vote was triggered by the shooting of nine black church members in charleston by a suspect who took photos of himself holding the flag, and,

anne-marie we're told this flag could come down as soon as tomorrow. >> all right. don champion columbia south carolina. thank you, don. following yesterday's troubling and jarring shutdown. exchange of officials say a technical issue forced a halt in training, not a cyber attack. the problem on wall street was one of several issues including one that grounded a major airline. we have two reports. jill wagner is at the hoks. but we begin with hena daniels in washington. hena good morning. >> good morning, anne-marie. it was a rough day for tech after three major computer outages. now, the malfunctions has in security experts not only worried about cyber security but just how much we depend on technology. the new york stock exchange resumed trading this morning fresh off a major technical glij that halted trading for nearly

four hours nchl a statement late wednesday authorities with the exchange blamed the incident on a configuration issue. >> we're running in a technically advanced world that does have problems sometimes. >> an ir earlier the same day that brought down wall streel journal. another problem forced airlines to temporarily ground flights across the country. officials blame that issue on a router that knocked several off line. it shows businesses may have become too reliant on technology. >> let's imagine a scenario where a majority of united routers that control the international united network start behaving in this way. how long can it take for someone to recover like that. >> many lawmakers on capitol hill remain skeptical that it's related to computer issues. >> i don't believe in

coincidences. >> in my business you don't love co-inss but it does appear there's not a cyber intrusion involved. >> they're calling on the obama administration to take steps to enhance cyber security arguing fragile technology networks could leave vital businesses vulnerable. and government officials say it does not appear that these incidents are related or a result of sabotage. anne-marie? >> all right. hena daniels in washington. thank you, hena. the new york stock exchange reopened about 50 minutes yesterday afternoon. the dow jones, s&p, and nasdaq each lost more than 1%. and jill wagner you were on the trading floor as the turmoil unfolded. did the technical glitch stop all of the stocks trading? >> well anne-marie no. the stocks continues to trade elsewhere. only 20% happens on the new york stock exchange these days. buying and selling quickly moved

to other exchanges. there are some 60 venues competing with the new york stock exchange and this isn't the first time that u.s. markets have been hit by technical issues. in may of 2010 the dow plunged 600 points in five minutes. the flash crash was blamed on a computerized selling program and seconds later it caused problems and confusion when facebook wentear they required routine exchanges of systems. they're also to be notified of any hacking. anne-marie? >> thank you, jill. jill will be back later on with business headlines coming up on "moneywatch." pro bowler. espn reports the new york giants player had his right index

more. good morning, jill. >> good morning, anne-marie. today is the day for greece to come up with an economical platform if it hochs to escape from bankruptcy. in the meantime athens asked for a new three-year rescue plan. it will ask for tax reform in exchange for new loans. bank closures were extended until at least monday. stocks in china rebounded this morning as authorities there took new action to stop the main index from sliding further. investors holding more than 5% of a company's shares are now banned from selling any of their holdings for the next six months. the shanghai composite jumped more than 5%. hong kong's hang seng gained nearly 4%. tokyo's nikkei added a quarter percent. microsoft is cutting 7,800 jobs as it's cutting from phone

business. it planned on expanding into the smartphone business. weak returns from its phone business forced the latest cutbacks. after being shut down because of a series of listeria illnesses, blue bell will begin a trial production run of ice cream. it will not be sold to consumers. it had a national recall. listeria was found at blue bell plants in texas and oklahoma but not in its alabama plant. and good news if you are a south park fan. >> i'm going downtown. >> those foul mouthed kids will remain on comedy central through 2019. a three-year deal to keep the southeast going was announced yesterday. they will continue to write, direct, and it id every episode.

a new mexico man faces a list of charges after a bizarre roadside incident. he was make and took off. we're shown the episode caught on camera. >> reporter: while some were watching fireworks, this was a county sheriff's deputy view fourth of july night. cam video shows a deputy trying to coax a naked man. someone reported a nude man later identified as jesus durango roaming the road. a video showed him sitting at one moment. then as the deputy motions others to pass he gets up and tries to flag down a car. he stays in the road get over here, get off the rote. >> that's my car, get over here. >> reporter: he claims he's been
