we will begin with breaking news south carolina's state house votes to remove the confederate flag, lawmakers met in the early morning hours, we are live with reaction and also, word on exactly when that flag will finally come down. good morning it is thursday july 9th i'm erika von tiehl. i'm nicole brewer. more on our breaking news but first katie is tracks possibility of severe weather this afternoon. lets check weather and traffic, good morning. >> good morning. >> at least on the track side we have construction news so katie, tell us about it. >> we are starting off on a quiet note. we do just have some cloud overhead at the moment but things will ignite later today as we see a new disturbance moving in. despite more cloud then unshine it will be one of those days that again produces instability necessary for to us end up with stronger storms

and we do sit in a slight risk for severe weather as a result. we are finding on storm scan is more moisture than anything. there is not necessarily much falling to the ground but you could still see a spring will in the northwestern suburbs. in the meantime where is this disturbance coming from? it is moving right along here. by the time we hit early evening, we will again have built up enough moisture for one thing but also enough humidity and just instability at the surface to end up, with some stronger storms. so timing things out it is a window of five to 9:00 p.m. or so and it looks like, it will be classically moving through from northwest to south east of the lehigh valley, and down into philadelphia, and moves through from location to location west to east essentially. so you will see these storms later toward some of the area shore points. in the meantime our wind is very calm. we are in the upper 70's. the it is a warm, steamy start even despite a cold front

crossing. we have not lost humidity because the front isn't completely clearing out. so again you have to watch out for some showers the thunderstorms to fire up later today. window of the worst weather threat comes towards evening time and it will linger for us in the late evening and then thankfully start to retreat here as we head in the overnight. but in the meantime that will mean we have a chance to heat up again in the upper 80's here in philadelphia, vittoria, over to you. >> thanks very much, katie. good morning. the as we take a look at our roadways you will notice there are a few vehicles out there as there are usually at 4:32. looking at vine street expressway they have reopened westbound side we have access between broad street and the schuylkill early it was closed due to construction. the eastbound side, you see them flashing lights because they are blocking eastbound side. traveling on the schuylkill trying to get to i-95, probably good idea to maneuver throughout fairmount area, and then make your way over to

i-95 that way cutting through olde city. they should wrap up momentarily they usually wrap up around 5:00. we will keep an eye on. that we are moving to i-95 around cottman avenue where in either direction volleys not a problem. we have construction on the northbound side, however compromising a lane making things narrow. cottman and girard are both construction zones on i-95 and that sets back your rush hour but for right now we are good to go. we have construction on the vine street expressway, again eastbound ramp to i-95 southbound is on the opposite side of the vine. even though you are closed, eastbound on the vine between schuylkill and broad we have another closure to the i-95 southbound and right lane block. be mind full of that, erika. back to our breaking news south carolina house has approved a bill to re move confederate flag from the capitol ground that vote comes weeks after a deadly church shooting in charleston where nine black members died including a state senator. "eyewitness news" reporter justin finch is live, with the

developments, just continue. >> reporter: nicole and erika the session that made way for this vote lasted 13 hours and was a result of the great debate on both side of the issue. vote come down to 94, a two thirds margin of the south carolina house approving the bill. it calls for taking down the confederate flag where it flown for more than 50 years. there have been calls to remove it before but this latest effort comes after the charleston church massacre. back on june 17th, 9 black parishioners of the emmanuel ame church were gunned down inside that historic church. accused gunman dylann roof posted photos with the confederate flag on line and civil rights activist jesse jackson believe the shooting did add moment up. >> innocent lives were lost. but driving forward doctor king would feel they had the i

am pack... unaudible. >> reporter: among those killed, state senator clementa pinckney whose an sense was noted last night. the bill now to governor nicki haley for signature and it could be taken down as soon as friday. she called this quote a new day in south carolina. erika and nicole. >> justin, thank you. in other news the search is on for gunman in the deadly shooting in north philadelphia. that shooting happened around 8:30 last night on the 29 hup block of north bailey street. police say that a 24 year-old man was shot multiple times and was rush to the hospital where he was pronounced dead. police say a private surveillance camera recorded part of the shooting and they are reviewing it to identify that shooter. search is on for a suspect in the double shooting in frankford. police say a 22-year old woman and 31 year-old man were shot in the 4600 block of hedge street. investigators say that hooter armed with an assault rifle

fired into the victim's home. >> it appears that the shooter fired through the front door in the living room. both victims were found on the first floor living room. >> reporter: female victim is in stable condition the the male victim is in critical. nine others inside that home at the time including children were not hurt. police say that the shooter left that scene in a white jeep-type vehicle. and happening today a hearing is scheduled for three suspects accused of beating a same sex couple in philadelphia last year. philip williams, kevin harrigan and catherine knott are accused of, attacking a gay couple in center city. thirty-nine were part of the group of 14 people involved in the altercation. suspect faced conspiracy and felony assault charges. this morning mercy contacted my in merion is responding to the firing of the teacher marge i winters. parents received a e-mail that the popular director of religious education had been

let go. the school will not give specific reasons for that firing but several parents had complained about winters sexual orientation and how supporters are concerned because they say they are afraid she was let go because she was gay. the last night more than 130 people attended a meeting in support of winters. many discussing what to do next some threatening to take their children out of the school. >> it is discrimination. it is important for us that this is not how we're viewed, children go to the school, where they fired this person. that is upsetting to all of us. >> reporter: in a statement the school's principal said quote for privilege of calling ourselves catholic we adhere to the teachings of the church but says schools policy forbids speaking about personnel decisions. nicole, pope francis is in bolivia for full schedule for his latest leg of his south american trip. he was greeted by bolivia's president in saint accrues this morning francis will

back on "eyewitness news" a stingray to the marine life washing on shore in the south jersey a area check out this photo posted on the wildwood boardwalk facebook page. stingray was caught on the second avenue beach in north wildwood yesterday. the shore has seen all sorts of creatures including baby sharks and portuguese manowars but now a stingray.

>> wow. >> large stingray, wow incredible. a creature cast discover in the north jersey river that is more frightening. >> wild life officials in bergen county removed 5-foot long, 40-pound alligator of all things in the merky waters of the passaic river. a fisherman spotted it. officers struggled to capture that gator. they say he was fast and slippery. that could be a problem there. police chief believes that the gator was place there had illegally. >> sometimes, in these situations it is someone's pet and they could in the control any longer and they wanted to get rid of it the so they just dumped it. >> when you outgrow your gator, it is not a good situation. gator is in custody as gaming officials look to find a zoo or educational center find it a permanent people. heavy rains kept rescue crewness western pennsylvania. overflowed banks and tribute tries kept officials busy

on. we had a front yesterday. we had some showers and certainly heavier then are storms but nothing that was too terribly strong or severe that we could not handle will. it was run of the mill strong then are storm situation but now you when they guy gets here crossing into ohio, michigan, this is what will still get through our area later today when it arrives we will see a little bit of sunshine and then it starts to really heat up and get that instability going. we are sitting in a slight risk now at this point from the storm prediction sent's cross better part of the area southern delaware, southeastern most new jersey you are in a marginal risk but regardless as we sit in the slight risk it ups the anti here for us. we are expect to go see heavy downpours but lightening, gusty win cannot rule out small sized hail or a tornado. we have to keep a close watch on this not a guarantee. set up has got to be there but we have ingredient that it could happen. lets walk you through rest of the day future weather and

hour that is what we are used to do. if you are traveling on the schuylkill expressway approaching vine street expressway we had earlier police activity here blocking the ramp to the eastbound side of the vine, all because of construction. that has cleared out of the way but all majors, pennsylvania, new jersey delaware and bridges look fantastic, and enemas transit looking just as nice. hopefully, we're hoping for just a little relief. i cannot even get it out katie. it has been a half and half day, vittoria, as long as we start off on the relatively quiet note, we should get sunshine. the it is still steamy. you will still heat up. it is quiet outside in the live neighborhood network camera view over palmyra cove nature park. just light ripple we'll affects on the river here, on the delaware and certainly can at least make out the sky line. we had moisture producing showers across the lehigh valley poconos and eventually there will be a new round of
