midday and hours another round moving through and more to come to the west. that could come through overnight and yet another round of heavier storms for tomorrow. note thinks shower and thunderstorm complex here in bucks county. it hasn't moved over the past hour still pouring heavy rain along route 202 buckingham, over doylestown as well. lots of frequent lightening with that and zooming down toward gloucester county this storm has not moved much at all, gloucester county, camden county we have rain drops from it in the city of philadelphia along with some sunshine. the little sun shower situation here but could be slow downs with ponding on the roads along route 30 and heading up into camden county, black horse pike seeing a slow down if you are traveling through these heavier showers and puddles. two lines of storms to watch this one lining up over central pennsylvania. almost perfect dotted line of storms moving into state college, pennsylvania and another boeing line segment. this is moving from ohio into west ra, this is all all bears watching let's say as we go through rest of tonight to see if they maintain intensity

as they move toward our area here's that flood advisory for buckingham doylestown, dublin plumstead that is until 7:30. there could be ponding on area roadways with the storms moving through this afternoon. we will remain in the marginal risk of is he rear weather in to tonight. slight risk just off to the west that storm could produce heavy downpours gusty wind over 60 miles an hour and frequent lightening. it does look like the storms that are moving go through state college right now should weaken as they helped our ways, just because we have lose the heating of the day and sun will go down. watch for scatter showers and storms anyone could produce intense, downpours and that will slow you down on the road because with the rain hitting the windshield it could be very low visibility issues out there and poor drainage flooding is certainly a problem. another line is coming through overnight tonight and yet another round of these nasty storms as we head into the day tomorrow. part of the reason is the heat and humidity. the temperature wise we're not all that bad. eighty-two at the airport. eighty-five wilmington.

here to discuss issues relating to the concourse but then this happened. "eyewitness news" first brought you the footage that now has a city saying, captured by a viewer, it shows mayor michael nutter and staffers as they are confronted by an irate man on the municipal services building concourse right across from city hall. there the scene takes a twist when a guard is pulled down prompting the mayor himself to provide assistance. >> you don't see public official take action like that. >> quite unusual kind of surprised it is not more people around a public official like that. >> i don't think he is trying to hurt him. i think did he a good job. >> reporter: after 202nd the philadelphia police officer released the hold on the man's throat and walks away without ago rested or charged. >> we might not know what the the man was going through but for, michael nutter, to step up and calm him down in a respectful manner it was a

delegation and including represent chaka fattah and representative brendon boyle who joined him aboard air force one. the the president joining the members of the naacp at their national conference, as part of the theme of that conference is addressing what members here called in equality within the u.s. criminal justice system. that is something that the president has highlighted this week, so far, just yesterday, he commuted sentences of 46, non-violent drug offenders for whom he said their sentences did not fit the crime. earlier so far today we have heard him speak about how is there an overwhelming number of the world's prison population incarcerated here in the united states. but we can dip in live right now to the president let's listen in briefly to what he is saying to the convention. >> decline in violent crime over the last few decades. although the science also indicates that you get a point

of diminishing returns. but it is important for us to recognize that violence in our communities is serious and that historically in fact the african-american community often times was under policed rather than over policed. folks were very interested in containing the african-american community so it could leave segregated areas but within those areas there wasn't enough police presence. but here's the thing over the the last few decades, we have also locked up more and more non-violent drug offenders then ever before, for longer then ever before. and that is the real reason our prison population is so high. in far too many cases the

punishment simply does not fit the crime. if you are a low level drug dealer or you violate your parole, you owe some debt to society. you have to be held accountable and make a mends. but you don't owe 20 years. you don't owe a life sentence. that is disproportion nate to the price that should be paid. and, by the way the taxpayers are picking up the tab for that price. every year we spend $80 billion to keep folks incarcerated, 80 billion. now just put that in perspective for $80 billion we

could have universal preschool for every three-year old and four year-old in america. that is what $80 billion buys. for $80 billion we could double the salary of are high school teacher in america. for $80 billion we could finance new roads new bridges, new airports, job training programs, research and development. i'm about to get in the budget debate in washington, what i could not do with $80 billion that is a lot of money. for what we spend to keep everyone lock up for one year, we could eliminate tuition at every single one of our public colleges and universities.

and, republican senator and presidential candidate rand paul has said, and to his credit, he has been consistent on this issue imprisoning large number of non-violent drug offenders for long period of time cost the taxpayers money, without making them any safer. roughly one-third of the justice department's budget now goes toward incarceration. one-third. and there are outstanding public servants at our justice department starting with our outstanding attorney general loretta lynch. we have some great prosecutors here today. and they do outstanding work, so many of them, but every

dollar that they have to spend to keep non-violent drug offenders in prison, it is a dollar that they cannot spendinging after drug kingpins or tracking down terrorist... >> reporter: through hear the president of the united states barack obama addressing the convention here, naacp national convention here the at the convention center. he addressed themes that you heard him speak about including sentences handed down to non-violent drug offenders that he says those sentences do not fit the crime. he talk about where the money that is used to incarcerate those offenders could be spent. he mentioned school systems as one option. he will continue his speech here for a little bit and then continue those themes later in the week when he speaks in the federal prison in the state of oklahoma later this week. as for today here in philadelphia after this event he plans to go to the rittenhouse hotel where he will have a closed door meeting with members of the democratic national committee and after that it is back to washington d.c. we will have much more coming

up at 6:00. we are live outside the convention center, matt rivers for cbs-3 "eyewitness news". >> we will check back shortly. thanks very much. a south jersey man is recovering after a freak accident while he was working in a bucket truck. it happened around 11:00 this morning on loucroft road in haddonfield when a tree fell on the man trapping him in the bucket. "eyewitness news" reporter pat ciarrocchi has more on the rescue effort. >> reporter: a man screams coming from among branches of the towering old tree brought emergency crews rushing to this haddonfield street. >> i don't know if lucky is the word but fortunate to be still with us. >> reporter: five two-year old private contractor was trying to take down a 2500-pound branch. >> they tied it off expected to it fall one way but it fell back into them. >> reporter: when trees are old like this homeowners will often have branches cable together. the man was working on that tree didn't realize that and that is where the trouble

started. >> it was pin ning him up against the bucket that he was in and tree itself. >> reporter: it took two hours of intense dangerous work. the rescue teams from across camden county responded in a coordinated effort. >> they do a lot of training but you cannot train for something like this. this is something that doesn't occur often. >> reporter: priority was to get the tree security. >> the tree was in a delicate position and that tree is slipping and could have certainly done more damage then good. >> reporter: all of the while greg lay superintendent of the public works and a fire fighter, kept reassuring the man despite the heat and humidity and urgency of the operation. >> i just kept telling him to hang in there and we will try to get him from it as quickly as possible but we had to make sure that the limb was secured first. he had severe injury to his left leg. >> reporter: coupe are hospital officials tell us that the contractor is in critical but stable condition. looking at those injuries, he is hoping that the man's leg can be saved. in haddonfield, path your,

at 7:49 nasa a spacecraft reached its destination of pluto just 3 billion miles away. >> it didn't travel at the speed of light either. journey took nearly a decade to complete. cbs news correspondent marley hall has more on the historic space mission. >> wow wow wow. >> reporter: nasa team led out a cheer as the new horizons spacecraft swept past pluto. the closest fly by that will happen in our lifetime. >> pluto has never been seen before three two one. >> reporter: hours later was flourish of drama, mission team showed off latest image of the dwarf planet. >> at 7:49 eastern time the spacecraft flew within 7800 miles of the pluto's orbit, it had traveled

midsummer classic is in cincinnati. it looks like a line of activity the is going through right cincinnati. >> they got their strongest storms of the day but there are a few storms behind us. they will keep an eye to the sky but does not look like a complete wash out deal for the all-star game good for them. >> that is coming this way. >> some of that is coming this way. worst of it, steady storms we will see on a minute in storm scan three will miss us to the south. we will dodge showers tonight and then again tomorrow and then i have better news as we head into the end of the week. we have to get through next 36 hours or so abe then we have great stuff to look forward to. i'll make it 24 hours and then things get better even tomorrow night. lets look outside taking you into center city where things look beautiful in rittenhouse square. look at that view. everything green sunnies shining, we had sun shower activity going on, showers and thunderstorms in gloucester, camden counties. a few rain drops. but sun was shining through it all and now a peaceful toning

sit outside and have dinner outside in rittenhouse square if you don't mind tropical humidity. it does feel steamy outside this evening. all day long, it has been pretty tropical. lets look at storm can three the reason is a strong system from the west and that is pumping in warm, moist air from the south and west. gulf moisture getting in on the action. lets look at these storms. this is what we have to watch. this line through cincinnati is missing us to the south and west but this one is moving through state college and does bear watching. it is still far away though. by the time it gets here will be after sundown. it doesn't look like those storms will weaken but we will keep an eye on it through tonight. we have had steady showers popping up, they are starting to weaken, finally moving out. but still rain falling over portions of bucks county, same area seeing this steady rain for past hour. buckingham, up are makefield. we will reports of lightening as well and rain is still falling, a flood advisory in effect for that region. watch out for ponding on the

roads if you are traveling through this area this evening. this photo came from liz fineman in that flood advisory area in doylestown. puddling ponding on the streets and driveways and sidewalks with the heavy rain that came down. these downpours are brief but very, very intense. if you find yourself traveling through them they can definitely limit visibility on the roadways and can pile up those puddles quickly. we did have flash flood warnings this morning in portions of new jersey. take a look at the past 24 hours. there are different spots across the region that check in with rain. 3 inches in franklin township. perkasie inch and a half. wood town over three-quarters of an inch. we have half inch of rain in philadelphia newark delaware at a half inch as well. more rain toys come as we head through overnight hours and into tomorrow. again, here is the bull's eye area over portions of couple where land county and salem county here right around pittsgrove. that was this morning. three and a half, and 4 inches in some spots reported or at least estimated by doppler radar in that area very nasty

conditions. then it dried out. we are looking at another round of heavy downpours overnight and into tomorrow. temperatures, steamy outside but with the showers that came through limiting the temps 82 at the airport. 79 degrees in allentown. eighty-three millville. eighty-four in dover delaware. what to expect? storms off to the west we will try to get in here overnight tonight, they may die out but any shower or storm that comes through will have steady downpours witt and tomorrow we will be dodging them all day lodge. we have showers and storms moving on through and again they will be heavy so storms then some sun overnight tonight we have temperature dropping down to 72 degrees and your three day forecast brings us beautiful weather back in thursday and friday with temperatures in the 80's. stay there we have more news and weather when we come back.

at five guys which is a tasty burger, and they gave him an opportunity and he rose up to become a general manager there, and now is doing anti violence work here in the community. one of them, the young latino man, he came out of prison and was given an opportunity to get trained on green jobs that are helping the environment but also gave him a marketable skill and he talk about how the way he stayed out of trouble is he just keeps on thinking about his two daughters. i could relate to that. because you don't want to disappoint your daughters, you don't want to disappoint those baby girls. he said i go to work, i come home and i grab that little baby and get a kiss and that is keeping me focused. and then one of them, jen

copeland, was arrested six times before his 38th birthday. he was drinking, using drugs racked up dui after dui sentence after sentence. he admits that the penalty you get for dui weren't reflective of all of the trouble that he was causing. it could have been worse. and jeff spent so much time jogging in place in his cell that inmates nicknamed him the running man he was literally going no where. running in place. and then, somehow jeff started examining his life and he said this isn't me. he holds himself accountable he quit drinking, went to aa in met a recruiter from the reentry program of the community college of philadelphia enrolled in classes once he was released,

nickname. >> he was out there grilling. i said, look, it is a pit. >> reporter: that is the name of his restaurant in gibbstown, it is fit to go name it after his brother sibling rivalry spark his interests in grilling. >> he has this idea that it would be better to broil ribs then to smoke them. to find out doing it better. i bowled them. >> reporter: he was determined to be better than his brother. he owns a ought owe body shopped and practiced making recipes in the garage. one day a customer asked to buy ribs for lunch. >> how much for a pack of ribs. >> i'm like, $15. >> he said i'll take them. >> reporter: he started to sell food out of the trailer park at the body shop and six years ago he decided to take his recipes to a barbecue competition. he. >> he was so upset in that first loss he immediately went right how many and looking for another competition.

people out there but it is steamy. we have moisture off the ocean, moisture from the south and west. dew points are high. it is a sticky daze down the shore. lets check with our eyewitness weather watchers who are reporting some pretty decently humid at least conditions out there. decent conditions. we have got temperatures generally in the mid 80's across the region. michael irwin is in levittown reporting some sun peeking through cloud. we had a heavy shower late morning. really dark cloud above the house. skies have been interest to go day for sure. let me show you a couple photos from our eyewitness weather watchers send nothing great pictures. ed connor says cloud in the sky, they are building, that is towering cumulus crowd. that means a storm is trying to bill. we have seen that a lot today. storms popping up here and there. you see first instances of these storms trying to pop up. this one from yardley from john valerie of bucks county, lunchtime storms flooding the yard. they have big pud unless their yard in bucks county. another round of storms just rolled through bucks county.

lets look at storm scan three which shows a lot of activity off to the west. these storms have not reached us yet. that line over central pennsylvania does come through our air eighth will be under cover of the darkness and storms are weakening. they have really briefly intensified over central pennsylvania and now look at is what happening south of state college we are seeing these storms fall apart. heavier storms in the northern pennsylvania and new york state border and then heavy storms across portions of west virginia we are not seeing anything really significant right now. certainly nothing severe. just spotty showers here and there one strike of lightening over portions of camden county and still we have rain over portions of bucks county. it has been raining for quite sometime and that continues. we do still have a flood advisory for doylestown, buckingham, watch out traveling on the roads in those regions. temperatures are not all that hot. we are in the low to mid 80's. it is humid. our dew point is 74. that put us right in the insufferable range. we have in the had a ton of heat.

>> jessica and ukee, biggest threat with these storms as we saw, heavier downpours and risk for localized flooding. that will be the case overnight tonight and tomorrow as well. we are not in the major severe wrist being with damaging wind hail or anything like that. biggest threat will be heavier rain and that is what we have seen all day. we are watching storms over central pennsylvania starting to weaken. storms are more scattered in nature. that is coming through tomorrow night this nasty line of storms pushing through charleston, west virginia passing us by to the south but another round of storms will pop up in our area during tomorrow afternoon. looking at what is happening right now we have a couple spots, still seeing heavier showers portions of bucks county still under a flood advisory in mercer county just north of trenton but upper makefield seeing rain and lightening reported there further south waterford and 73 we have heavier rain and we have few reports of lightening in our area as well across south jersey. these downpours are brief but intense. if you fine yourself traveling through one, visibility will be reduced on
