15th, 2015. i'm quarter von tiehl. >> aim nicole brewer. >> katie, we are seeing lot of storms out there. >> we certainly are. >> we are seeing it effect the road. we had vehicle spin out on the schuylkill expressway and i have a feeling with this rush hour it will continue to get worse. >> at least as far as what we're dealing with currently in the current radar it is moving along but timing is terrible as people are just trying to hit the road and get their day started. we will show you the loop is what happening right here on storm scan three. that is coming in the form of incredibly heavy rain, frequent lightening strikes as well as gusty win. at the moment no severe then are storm warnings are issues but we did have one posted that has been since expired but looking at just some aerial flood advisory that we have posted in the green that is where we have flood advisory until 7:45 for the arrow pointing. some lasting later depending on your location but they are in effect through new castle, delco, chester county, berks county and flash flood

warnings in other word you are seeing flooding going on here across philadelphia county and up into bucks and just about ready to cross over, the pennsylvania border into new jersey. as we continue to track this what i will do for you here is give you the rainfall rates we are finding, turning the lightening off here and zero in on the little pocket where we have dark maroon. look at how intense that rainfall is. granted, you are in the looking at an hours worth of this kind of rainfall intensity but with precipitation rates of two three-quarters inch an hour that will absolutely lead to flash flooding and we have seen reports from the weather service coming in of one and a half inches falling in the span of 20 to 30 minutes. is there your flash flooding. absolutely will be slowing you down. but general expectation granted, showers thunderstorms will be scattered like yesterday but we will still find with so much moisture to work with heavy downpours poor drainage slow travel,

absolutely, it is already going on. vittoria typically your rush hasn't even gotten started at this point. >> it is 6:00 o'clock, 6:15 is when the rush usually happens but with the flooding we are seeing we have reports of more flooding not only on the schuylkill expressway where we will talk about that in a second but 476 around broomall and saint david so this will be affecting your commute. we are seeing somewhat of a lane closure in this area as a folks are rounding this stretch. we have flooding on the eastbound side of the schuylkill around king of prussia a. this is a vehicle spin out that occurred about 20 minutes ago, approximately 20 minutes ago that we saw this happen. thinks one incident and at 5:02 when road are very quiet as katie was saying this will impact your rush are hour commute. give yourself some more time. very dark shot of 476 this shot around route one but in the system we are getting reports of flooding, between saint david's and broomall in either direction.

be mindful of that and take it extra easy. speed sensors are still good high up in the 50's in pennsylvania, new jersey and delaware but just because speed sensors are looking that great doesn't mean you should be traveling those speed sensors take it easy, no delays for mass transit but call ahead at the airport. an elderly woman enjoying a warm summer night outside is hit by a stray bullet. >> that shooter remains at large. >> justin finch is live at north west detectives, inside our news van because of the storm, what can you tell us. >> reporter: nicole, erika good morning. victim here is 79 years old and as you mentioned she was on her front porch whether he she was struck by a stray bullet. she also heard those gun shots before they went off. lets go to video of that scene just after 10:30 on the 2800 block of north 25th street. victim satan her front important watch her son as she often does, neighbors say and

even she heard these gunshots ring out and quickly realized she had been struck. police say based on the evidence the they know what kind of gun was used. take a listen. >> based on the crime scene we know at least two shots were fired from the semiautomatic weapon. we found two spent shell casings on the street, about 50 feet north of where the victim was sitting when she was shot. >> reporter: she was taken to temple for treatment. we understand that she was in stable condition at last check. as she should be okay. police also say there was surveillance video nearby and perhaps they will use that to track down the trigger man and how they got away. we are live outside northwest detectives i'm justin finch for cbs-3 "eyewitness news" us. >> justin, thank you. a man is fighting for his life after he was shot during an argument. this happened on the 2100 block of ann street in port rich machine last night. police say two minaj 63 and 31

got in the argument. they say young are man went after the older man with the shovel and then that is when police say older man shot him. thirty-one year-old is in critical condition. police are looking for whether the shooting was in self-defense nicole. erika, it is video you saw you first on three and it has everybody talking. mayor michael nutter involve involved in the city hole skirmish after a homeless man storms his security detail this morning we are hearing from the man and also the mayor that led to the altercation. "eyewitness news" reporter todd quinones has this follow-up. >> reporter: this video shot by eyewitness that first aired on cbs-3 showed a homeless man cursing at and getting in the fight with a member of the mayor's security detail and mayor michael nutter himself gets involved is. tuesday night i showed video to 56 year-old george crammer. did you have any intention on harming the mayor. >> no, no, no at all. >> you know, things turn quickly. >> reporter: nutter down played confrontation tuesday night outside his city hall

>> i'm seven and a half years we have never had any kind of situation and again, i was not harm, i was in the threaten, i didn't feel threaten. i'm from west philly, i can take care of myself. >> reporter: no one was injured in the scuffle and crammer was not arrested. reporting from center city, todd quinones for cbs-3 "eyewitness news". a philadelphia police officer could lose his job after he is accused of lying about how he was shot while off-duty. only "eyewitness news" was there as officer robert penn turn himself in. penn was shot in the shoulder back in march 2014. police say he paid his former brother-in-law to blame penn's current wife for the shooting. 259 year veteran has been suspended for 30 days with intent to dismiss. police are calling this a freak accident after a fish are man is kill in the wissohickon creek in east falls. five three-year old man was fishing with friend last night the when something snagged his line. when he tried to free the line he slipped and fell under

comes out? as we move north east we are seeing very strong wind driven rain with this. flash flooding is going on. i do see a storm report coming in of portions of 476 at the broomall area, they are starting to flood out. vittoria will have far more on the situation as far as traffic is concern but it is just this one cluster that is moving over our area problem is that is not all and we're not all said and done once this crosses through. we have to get this whole front through. you can see back edge in the form of the few speckles of green through western pennsylvania. until that crosses through we're still stuck with high dew points and with the potential for additional downpours. now take a snapshot in your head of these values. these are air temperatures. upper 60's, low to mid 70's. now i will show you dew points. we are virtually unchange, very close together are these values. in other word this air mass is basically, saturated. now, i want to get you out to
