carabao joins us with more to tell us more about this, jan good morning. >> reporter: erika, good morning. smokers will to have take it outside this new policy bans smoking inside of people's homes as well as on all of philadelphia housing authority property except or designated outdoor area. it is now in effect, philadelphia actually becomes largest city in the entire nation with this sort of inside smoking ban. for many, including long time smoker joe ellen robbins this will be a habit hard to quit. >> i have been smoking since i was 18 years old. >> reporter: despite a new ban on smoking inside her city owned home she does not intend to quit now she has lit up inside this living room for two decade. >> they still shouldn't have the authority to tell you that you cannot smoke in your home. that is just like telling you you cannot turn on the fire on

your stove. >> reporter: but rollins is now one of 80,000 low income residents who must go smoke free the philadelphia housing authority ban on smoking covers all units in all property. smoking is now only allowed in designated outdoor areas. many residents acknowledge the health benefit but still are not happy about the change. >> it is in your home. as long as you are paying rent it shouldn't matter. >> reporter: tenants will be issued a violation and asked to seek out smoking cessation support but tenants who violate the ban in new units or substantially rehabilitated units could face eviction after their fourth violation. >> because ultimately our goal it is not to be punitive but our goal, it is to help our families living in good environments and to stop smoking. >> reporter: as for rollins the decision is still simple. >> i hope you can see very clearly, housing. >> reporter: yes. >> it is our goal to ensure from the voluntary standpoint and receiving resource's veilable, that should change

we have had an accident in bucks county warwick township and york road both directions is closed between valley road and sugar bottom road you certainly want to use an alternate. i would suggest easton road and this area but again that accident hats been not yet moved out of the way so both directions you are closed in that area, mass transit everything looking great in major delays, erika over to you. neighborhoods coming together to take a stand against crime.
