philadelphia. this is cbs3 "eyewitness news". we're tracking rain overnight. the heaviest expected to come down in just the next few hour, look at storm scan 3 there, how much rain we're expecting and when you can expect to see drier weather, too, also a man hit by a car and dragged down the road in glassboro. police knew about the car and driver in this overnight hit-and-run. two dozen people are arrested in ferguson early this morning, following protests marking the one-year anniversary of the shooting death of michael brown.g the one-year anniversary more on the violence and unrest in missouri. to it is tuesday august 11th erica von tiehl i want to get your day started with traffic and wet weather, good morning. >> we escaped yesterday right

katie especially we had dry roadways, and now it's wet. and soggy too. you're definitely going to be -- see the poor visibility for one thing with coming off the roadways, as the rain comes down it naturally slows you down when you got it coming down heavily like this, it can be an extra issue. here's that other snapshot we just showed you on storm scan where the heaviest rain is essentially confined in a vertical line from the lehigh valley down to 576 and right on through the city. that said where the heaviest rain is currently falling. yesterday we were saying this was going to be a lot more widespread today. there you have it. even as we zoom it out once or twice tyou see these bands of heavy rain moving our way. back the cold front at this point still confined well off of the west. you can see clearing going on back towards pittsburgh, for example, we're going to need a little bit of time before that happens here. this is essentially an dale event in the meantime, flood advisory has been issued

this investigation. >> reporter: the victim is man suffering head injuries that will require emergency medical care this morning. he was struck on a glassboro neighborhood street. at this time, we know that driver did not stay and is being called a hit-and-run case this morning. let's take you now to pictures of that neighborhood. this is on the 600 block of quincy court. police say about 1.20 this morning, that have my i was struck off of mullica hill road. this victim not only hit by a car but also dragged several feet. we're told the car a knacks and that driver who was behind the wheel did not stop, and impact did result in this victim suffering severe head wounds this morning that will require emergency medical care. and back out live we are told that victim was taken to a nearby hospital. no word yet on his condition, we've also spoken to police and they tell us that later this morning we'll have more information off the driver and the condition of the victim.

for now, live from glassboro pd, justin finch; cbs3 "eyewitness news". >> thank you. meanwhile a state of emergency is in effect in ferguson missouri following renewed protests in the city. overnight, police clash with protesters blocking traffic, and made several arrests. earlier, hundreds of people marched in st. louis raising a sign that read racism still lives here. monday was the fourth consecutive night of protests marking the anniversary of death of michael brown. he was unarm when shot and killed by a white police. >> i just really wish we had peace. we don't need this, no one needs this. it's not just the police officers i'm concerned about. i'm concerned about everyone. >> a demonstration in the same location sunday night was interrupted by gunfire. police shot and critically wounded an 18-year-old accused of opening fire on them. new this morning, man fighting for his life after shot

in the back in philadelphia's lawncrest section. it happened after 11:30 in the 5400 block of helen street. police do have a woman in custody. the 28-year-old man is currently in surgery. no details right now on what led to that shooting. 4:36 right now and that papal visit getting closer, 46 days away from the pope's arrival here in philadelphia. "eyewitness news" has learned that philadelphia officials plan to meet with concerned business owners about pope francis's visit. last week, mayor nutter announced a so-called traffic box and the closure of the ben franklin bridge. food and hopitality industries fear tight security will affect deliveries, and getting staff in and out of town. >> it is a big decision, but too much high security for us to come in and our customers to come in and just get the deliveries out. it's going to be too high security for us. >> kyw news radio reports there will be a news briefing later on

this week and a face session with city officials and business owners. good news for septa riders who did not get lucky during the papal pass lottery. some lottery winners did not pay by yesterday's 3:00 p.m. deadline regional rail, some papal passes will also be sold at the 30th street suburban station and jefferson stations. those sales will likely start as soon as this weekend. tomorrow we expect to hear from pennsylvania kathleen kane about the criminal charges, kane will answer questions at a news conference in harrisburg. kane was arraigned over the weekend after being accused of leaking secret grand jury information to a newspaper reporter and lying about it under oath. kane insists she's innocent and has resisted calls to resign.
