just a moment. good morning, it is tuesdayings august 11th, i'm erika von tiehl.orning, it is tuesdayings certainly a busy morning out there, keeping an eye on this for us. >> we certainly are creatures of has to be whenever we get wet roadways we do have breaking news on the schuylkill. i want to get out there quickly. drive very carefully and use your best judgment when it's wet out there. you'll need to today. >> that really is going to be the rule of thumb with the heavy rain that continues to fall down across our area we just saw that on storm scan 3. i want to show you just the snapshots. you get a sense of exactly where the heaviest stuff is currently falling, and the heaviest is really falling through the central portion of our area. we do have updates for you as far as the flood advisory we're going to get to that. zoom things out, we're going show you the movement of this simply we had very heavy rain rumbling through portions of our western suburbs. now it's more of a new jersey

and southern delaware issue and that, as a result has let us have to updates our flood advisory. it just happened. we just didn't have the time to switch this up. but you can see how the green has now migrated from where it was over new castle county in the southern tier of the i95 quarter through our area, and moving off to the east and follows the rain. you're going to run into pond opening the roadways, poor drainage flooding. all of that good stuff you always tend to have heavy bouts of rain like this come through. we also are sitting in the lowest risk for severe weather today, marginal risk. generally expecting here heavy downpours with thunderstorms that fire up this afternoon, gusty wind and certainly frequent lightening. definitely not the worst case scenario of severe weather potential for us, but it's enough that it's something we'll have to keep a very close watch on. especially if we get any kind of daylight or sunlight. went there will be a little bit of it.

bid of mid day break, temperatures noted at best middle part of the afternoon schultze only top off into the low 80's. because of the clouds, because of the rain, temperatures are being held back to below the seasonal norm and today is the wet of the day of the forecast, this is going to be one of those situations where both morning and afternoon commutes are affected all day only essentially here. >> on a tuesday they're such busy commute days, drive very safe, give yourself a couple extra minutes, unfortunately. it's not just the morning commuters, like katie said it's the afternoon as well. we do have breaking news now, the jackknife tractor-trailer westbound lanes are completely blocked by this. this is the schuylkill expressway westbound near south street, 10 all traffic right now is being diverted to grays ferry exit. so otherwise, if you're just leaving home, use 95 to the vine street expressway as opposed to even coming close to this area, because you're not moving. you can see the stream of headlights literally not moving, not even inching forward, you're

at a standstill, for those on the schuylkill expressway, you're stuck there, no turning around. if you can avoid that stretch and use 95 i would certainly advise you tads. here's another look at 95 as you head southbound on that s curve to center city, you can see just wet out on those roadways of everyone kind of slowing it down a little bit even though they're not a lot of vehicles. everyone knows that you don't want to drive posted speeds when it's this wet on the roadway. for those of those cars around you, here be a look at the pa turnpike westbound. we got construction left lane blocked delaware avenue to willow grove, one lane drivable. you can drive this, give yourself a couple extra minutes sglrnlts a man hit by car and dragged down the street in glassboro, new jersey, this morning, police are searching for the driver who fled that scene. "eyewitness news" reporter justin finch. joins us outside the pleadings, he has the latest on this vngs. good morning. >> reporter: good morning. at this hour, that victim, man is now recovering from wounds to

his head, as police search for the driver of that car that struck him. we're told not only was this man hit, he was also dragged several feet by that car as you just mentioned, the car that police are trying to track down this morning. let's take you now to video from overnight. we're told this happened at about 1:20 this morning on it 600 block of quincy court in glassboro, new jersey. that man out for a walk some time about that area when he was struck by a car, and also dragged several feet. we are told that resulted in him suffering injuries to his head. this neighborhood, a residential street just off of mullica hill road, and that is where this happened. the impact leaving that victim with wounds to his head which require emergency medical treatment. now, live we are told that victim was taken to a nearby hop. at this time, police are looking for the driver of that car as well as the car itself and this morning, later on we're told they will officially release information they have about the driver and that car as that

victim recovers here in glassboro. we are live from glassboro pd, justin finch. . cbs3 "eyewitness news". new this morning, philadelphia police have a woman in custody after an overnight shooting in lawncrest after 11:30 in the 5400 block of mellon street. 28 male victim struck in back in critical condition. there's no details on what led to that shooting. a state of emergency is in effect in ferguson, missouri and surrounding areas following renewed protests in the city. cbs news correspondent don champion joins us live in ferguson where a dozen people arrested overnight failing to clear the streets, don, good morning. >> reporter: good morning, erika the last of the protesters left within past hour or so while there were a number of arrests out here overnight, the situation was far less 59 than what we saw out here on sunday.

>> police in riot gear moved in on protesters overnight. where demonstrations were interrupted by gunfire sunday. some officers were pelted with bottles as they made arrests but contained the scene. >>. >> we're trying to do everything we can to protect life and property. >> reporter: hours earlier dozens of protesters were arrested on what was billed as a national day of civil denies bairns, taylor read was among those taken into custody for blocking the entrance to a federal courthouse in st. louis. >> we understand all of these -- all of this is necessary toward the goal of creating accountable police department. >> reporter: a year after death of michael brown, some here believe ferguson is far from healing. >> i still get angry even when i walk past or ride past where michael brown abide lay. i get angry every day just to know the man who did it is still

out here living his every day life. >> reporter: federal authorities are working with officials in at the city to change practices within it's police force, practices the justice department said included a pattern of executive force against monitors. >> reporter: there were concern overnight by the presence of a group called the oath keepers of her's arm men, them members of any law enforcement agencies this morning the saint louis county police chief called their presence here unnecessary and inflammatory, erika back to you. >> thank you. now, few dozen demonstrators in philadelphia also took to the streets to stand with protesters in ferguson. they gathered at broad and erie avenue in north philadelphia yesterday. organizers say the demonstrations was not only to remember michael brown but also protest police brutality and injustice in the court system. police are investigating a shooting in delaware that left

one person attend two others wounded including a child. "eyewitness news" on it 400 block of west seventh street. a 25-year-old woman died at the hospital. a four-year-old girl was shot in her legs and taken to the hospital. a 51-year-old woman is also hospitalized. right now it's 6:08. a lot of excitement but also a concern and confusion. now "eyewitness news" learned philadelphia city lairds will hold a meeting with business ownerers to try and clear up concerns, last week mayor nutter announced traffic restrictions in center city. the ben franklin bridge will be closed to vehicles, and this has some in the food and hopitality worried about staff getting into town. >> each business could be affected in a different way from virtually no impact to a significant amount of impact. it's really a function of where you are, what you do, what your needs are. >> our sister station reports

shooting. also happening today, thompson brennan is in court for his preliminary hearing. investigators say he murdered and stored him in a closet in the house in the 200 block of wilder street, then transported the body to tinicum township in a suitcase and left it on the side of the road. brennan faces a long list of charges, including murder and abuse of a corpse. . the burlington county bridge commission holds a forum today on a proposed told increase. the told hike would impact the tacony palmyra and burlington bristol bridges, currently the told is $2 per car. easy pass userss would see their told rise to three, cash users would see it go up to four. still to come this morning, nearly three years after super storm sandy and come communities still rebuilding, ahead, the major facility that just reopened in hard hit town. then a car crashes into a home and causes this major explosion

[ laughter ] . wild video caught on camera here, a car runs off the road in new york city and hits a star bucks. surveillance video caught the car side swiped a pedestrian in manhattan crossed a bike lane and hit the building. pedestrian was bruised when he was struck but otherwise ok. he says he never even saw the car coming. >> i was mad.

i was so angry, that all of a sudden i looked and seen it was a serious car crash. >> the driver who suffered a medical emergency also went to the hospital, there's no word right now on his condition. also, caught on tape, a health explosion after a car crash in michigan, stunning video caught on dash cam here in lansing. the car that crashed into the house had been rear-ended by another car. a family inside the home say they knew the car hit the gas line and they escaped with just seconds to spare. >> it was about 30 to 40 seconds that we got out of the house that it exploded. >> it's scary going through it. we're glad to be alive, and it's devastating having everything gone that you've ever had. >> no one was injured. police still looking for the driver of the other car that was involved in that crash. 5:16 right now. california of course used to seeing police chases but not in

the skies above them. that said a para glared right now he's being chased by officer, the 67-year-old pilot flew near a los angeles prison. at first authorities thought he was trying to drop controversy. turns out he couldn't hear because of the motorized fan. officials say it was an honest mistake, no charges being filed. right now 5:17, check in with katie, soggy to stormy today. exactly starting off with heavy bouts of rain and gusty thunderstorms going to be firing up for our area. going to be a one two punch of a day, basically means you're looking at an dale event out of this with a couple of breaks along the chrism promise you that in most of the day will be nice unfortunately this time the but it does get better. bear with me it's a front loaded forecast what i like to call it when you got to deal with rain at the beginning of the to forecast. it gets so much better.

outside we go to the live neighborhood network palmyra cove nature park. you can see see lights off in the distance, the bridge crossing over the delaware here and telltale signs of the flex of rain have have hit the camera lens. we got a mess out there. just so soggy. at this point, philadelphia has definitely seen things sort of taper off at least a little bit. you're still finding rain out there, but at this point, it's not so much over the city as it is across western new jersey down through southeastern new jersey and then the southeastern delmarva. that said where the brunt obviously is. i want to seaming it out one more time, you can see the back edge of this fronts clearing out nicely over the ohio valley, the great lakes region, sort of all rotating away. squint and rub your eyes, there are lightening strikes imbedded. that's what we're looking ahead to. initially then we are going to see maybe a little bit of a back edge to that is by the tail end of the morning rush and a little bit of a mid day break, not

much. you might see a hint of sunlight al the way. there will be activity but sure beats what's going on. later this afternoon, popcorn style showers and storms fire up again, and those are the ones that could produce the most fiftyness. the gusty winds frequent lightening and heavy downpours and out of here by midnight tonight. still be a lingering shower by tomorrow. that would be it. looking at the storm threat this afternoon. very low risk for hail or tornado for this time. primarily just gusty heavy thunderstorms in the form of heavy rain, keep that in mind, not a major of a deal thank goodness, 72 current temperature meanwhile at philadelphia international airport and a quick check on the 7-day, i promise you good weather i want to give that to you in the seven-day forecast, starting off with storms, by tomorrow, sun making a return appearance. over to you. >> reporter: i feel like i'm going to of to go into my zen moment for a moment. good morning, everyone. there's a lot to get through. good morning. we're glad you're with us.

boy at the jersey shore, digging a hole on the 17th street beach in surf city when the sand suddenly caved in on him. lifeguards and other beach goers freed the boy and by standards performed cpr. that boy, we're told is in stable condition. almost three years after super storm sandy a long island community now has a full operating emergency room. the storm wiped out long beach medical center. in a saw community's hospital has been running an urgent care center. now it's open around the clock and can receive ambulances, long beach residents we only have to travel as far anymore for emergency care. >> now they can receive it back here closer to home and those volunteer agencies and many of them are volunteer can get back to their lifestyle. >> long island residents don't think this new is enough. one civic group says long beach was promised an terror hospital and by providing only aner local leaders broke that promise.
