picture approaching downingtown 30 bypass eastbound past route 340, you can see headlights coming at us. everyone, it is still dark. traveling around posted speed. then the the schuylkill expressway one of the areas i look at early to see how it is looking. the eastbound at montgomery looking great here as well as anywhere i look is looking good. and then also we have a water main break earlier, lafayette hill, use an alternate, stenton avenue between joshua and thomas road. that area is closed just so you know. nicole, over to you. >> meisha, thank you. new you this morning a train strikes and kills a person near septa's glenn olden rail station. it happened just after 11:00 as that amtrak train was traveling from washington to new york. it was delayed for two hours during the investigation but train is back on its way and track is clear. police have released the victim's identity. also new a pedestrian hit by a car while crossing the street in folcroft

delaware county. it happened after midnight at intersection of chester pike and folcroft avenue. the driver did stop and is cooperating with the police, no details on the victim's condition. investigators are searching for a cause of the huge house fire along the delaware waterfront in sussex county. cbs-3 employee was on that scene and shot this video on the cell phone. that fire broke out 11:30 on cove red in the far from where coastal highway begins between ocean and cove bay. there is damage there but so far in reports of injuries. we are waiting up to news that will hit lieutenant of drivers in their wallets. higher tolls coming to two local bridges. >> burlington county bridge commission did approve the toll hikes late last night. "eyewitness news" reporter justin finch joins us live on the tacony palmyra bridge and that is one of two that will get more expensive, justin, good morning. >> reporter: good morning. for cash drivers the cost will double from two to $4. the high comes with the

fullbacking of the bridge commission and they say it is necessary, though many drivers may not agree. starting in mid-september these will be the new rates. cars, motorcycles and light trucks will soon pay $4 cash to cross over. e-z pass holders $3. the current tacony palmyra and burlington bristol rate is $2, that is that jump there as for where this money will go the burlington county bridge commission say the hike will pay for 110 million-dollar worth of capitol improvement. the is there major concern here that they want to address. it is safety and structural integrity of the both of the spans. commission voted three to zero in favor of the this rate. they say their last hike was in the year 2,000. also, point out their bridges here are more than 80 years old and take wear and tear every single day. drivers say this just rolls into their rising cost of living, listen. >> it is pretty ridiculous. everything is going up, gas, everything.

lanes near east brunswick. crash brought north bound traffic to the halt, but amazingly both drivers suffered only minor injuries. 5:06. we have some breaking news from iraq this morning where a truck bombing in baghdad has kill at least 62 people. isis is claiming responsibility, for this. the group claims that it targeted a shiite gathering in the sadr city neighborhood that blast that wounded 125 others. developing right now, death toll from a massive blast in china has wrist tone 44 people while hundreds are injured. the blast originated from a warehouse for hazardous materials, in the port city of tiang, jin, it is about 90 miles south of beijing. a dozen of those killed killed in the blast were fire fighters. you can see devastating aftermath at cloud of smoke were rising.

that blast left more than 1,000 new cars charred in the nearby parking lot. we are told force shattered windows several miles away. it destroyed buildings nearby. more than 1,000 fire fighters were sent to fight that fire which was mostly under control by morning. the cause of the explosion is unknown. happening today, man left police on a wild two hour chase throughout pennsylvania and new jersey last month is due in court for a preliminary hearing. robert ritter is accused of stealing underwear at a shop rite. he is also accused of physically assaulting an employee on july 9th. during the the chase just a few weeks later police discovered warrants out for ritter's arrest. he is facing aggravated assault charges. 5:07. walk on the ben franklin bridge highlight an update on plans for pope francis trip to philadelphia new jersey transportation commissioner jamie fox and other transportation officials, they will cross the bridge from camden to philadelphia this morning.

jimmy carter will soon begin treatment at emery health care in atlanta to tackle cancer he says is now in other parts of his body. diagnosis came after recent surgery to remove a small mass from his liver. statement did not say whether carter's cancer began in the liver or spread there from another part of the body. the 90 year-old does have a family history of pancreatic cancer, his three siblings and father died from it. >> obviously we would be concerned about that family history, however, each situation has tab tone on its own merits. >> reporter: news came as a shock to those who respect and admire president carter including former ambassador andrew young. >> i cannot give him any advice because i don't know anybody who has mastered the din police in, his life any better than james earl carter, our president. >> reporter: since leaving office the 39th president has remain active and in the spot late through his charitable
