we already told but those so-called traffic box that he is were announced last week but within those traffic boxes now, the mayor announcing two new zones, one of which will have pedestrians going through checkpoints if they want to enter. now take a look at your screen, map right there, yellow zone from girard avenue to south is that traffic box. but the red and black zones you see are the new areas announce today. mayor nutter says that the black area is a secure perimeter zone. if your car is park on any of those streets it will need to be moved. red area inside that one will be fenced off and pedestrians who want to enter it will have to go through security checkpoints and metal detectors run by secret service. here's where those zones will go in effect, thursday september 24th the secure perimeter and security vehicle perimeter red and black sony just mentioned will be built along the bend franklin parkway. friday at 6:00 a.m. those zones are active, no unauthorized vehicles will be

allowed in and any pedestrian whose want to get into that red zone will have to go through those metal detectors. at 6:00 friday the yellow -- 6:00 p.m. friday the yell he traffic box in center city initial to effect followed by west philadelphia zone by 10:00 that night. basically by 0:00 friday night city is under those specific zones. finally starting 6:00 a.m. friday, that is actual day that the pope will be here, here in philadelphia, the red security perimeters will open for pedestrians, with tickets to see the holy father. as you can imagine though this will cause some inconvenience for many people working and living in the city but mayor nutter says he believes that everything, and hopes everything will run smoothly. >> we will have best, the most safe, the the most secure spiritual and whole lot of fun time during the world meeting of families and certainly the the visit by pope francis. >> now there were also concerns, of course, from

business and business owners, who are located within these new red and black zones. coming up tonight at 6:00 o'clock you'll hear from some of those business owners and exactly what they are doing to make sure they can extra opened during the pope's visit. we are live from center city i'm greg argos, cbs-3 "eyewitness news". >> we have never seen anything like this before greg, thanks very much. new jersey officials outlined their transit plans for the papal visit and our pat ciarrocchi traveled the road many will take this fall over ben franklin bridge to see pope francis on the parkway. pat is live at the art museum with more on this, hi pat. >> reporter: hi, jessica if you live in the state of new jersey and you want to see the holy father and camden is your gateway we have really important information for you. there will be extensive road closures, there will be lots of traffic restrictions, and when you get to the base of the of the benjamin franklin bridge, which will be closed, on the camden side, you will

have to walk. new jersey transit executives, descended on camden, making it very clear, pilgrims wanting to see pope francis at the end of september can only ride so far, and then they have to walk. >> unaudible. >> there are not enough parking spaces, there are not enough parking spaces for buses, nor cars, and so people are going to have to plan on walking fairly decent distance. >> reporter: from the new jersey side of the ben franklin bridge to the art museum it is nearly 5 miles. new jersey d ot officials announced road close another for papal weekend. >> interstate 676 will be closed northbound from exit three, which is morgan boulevard in the city of camden up to the ben franklin bridge. >> reporter: and that is just the beginning. the also closed will be route 30 westbound from airport circle to the bridge. you can expect congestion on camden, burlington and gloucester county roadway. new jersey dot will use detour

"eyewitness news" reporter alexandria hoff is here to tell you more, alexandria. >> reporter: issue at hand is this, customer wrote a deposit slip for $24 but extently handed the teller 25, regulators say in some cases, citizens bank kept the extra dollar. of course, it work both ways and in the end, it is the banks that will take the hit. key posting what was written on the slip, rather than the amount handed to the teller, earned citizens bank millions

between 2008 and 2013 according to regulators. >> are you the kind of person who keeps track of your statements. >> most of the time, no. >> reporter: in fact, most citizens bank customers affect by this error likely don't know it yet, and they probably won't until they see an increase in their balance. that is because citizens now has to pay 20.5 million in fines, and 14 million-dollar to some customers, for is what being called, sloppy banking. >> it is like you bring your money here but now you see it, now you don't. >> reporter: citizens adds that the average descrepancy was around $5 still enough to disappoint customer ronald cramp. >> i'm not a rich person so i have to concentrate on every nickel, dime and where it is going and how it is being spent. so for these folks they need to really up their game. >> reporter: that has been the goal while settlement is new, the the issue was resolved in 2013 according to citizens with the installation of automated telling. in a statement they explained

like many other teared banks citizens employs certain practices to assure next day credits of deposits in situations where deposit slips contain mathematical errors. however these past practices and disclosures princably prior to early 2011 could have been bet ter. according to citizens bank they work both ways, those given not enough, will be reimbursed, customers given too many can keep it. these errors only apply to amounts under $50, refund will still take several weeks, perhaps even months, no word if any other banks are being looked into for similar errors. live from the news center, alexandria hoff for cbs-3 "eyewitness news". pennsylvania governor tom wolf is once again calling on attorney general kathleen kane to resign. the governor says attorney general kane's press conference did not change his viewpoint. >> while she's defending herself i'm not sure how the top law enforcement person in pennsylvania can to her job

today marks 106th annual ocean city babe i parade. variety tore eyes down there right now on the board, hey, variety tore use. >> hi there ukee and guess contact we are in beautiful ocean city at music pier. i'm telling you weather-wise it is absolute perfection. and the sunnies the perfect symbol to pick up sparkle and bedazzling that these babies have been going through to be present in this parade. again, it is 106 years old, it will be such a fantastic, fun filled, family event, and as you you can notice behind me we have some spectators ready to go, and i have to ask you, may i, may i sit here with you? who are you watching in the parade. >> one of of our neighbors that we're staying with. we're not staying with but same place. >> what is her name. >> i don't know. >> she's a visitor and i'm a visitor. >> great thing is with all of the babies in the parade you can root for everyone because

picture perfect, summer day across the philadelphia area. from start to finish we have had brilliant blue skies this morning. now just a few puffy fair weather cumulus cloud to look at, outside, looking live down spring garden street from our camera at cbs broadcast center looking east towards newm our jersey and river and again, you can see those couple rust clouds drift buying, busy day

along spring garden street. it feels fantastic. temperatures are in the lower 80's with low humidity. not a bad day walking around the city this afternoon. lets look at our live neighborhood network cameras as well at the boardwalk plaza in rehoboth beach where folks are outside on the boardwalk, even more people enjoying a nice long day at the beach. 75 degrees there, nothing but blue skies, few more clouds up north and west and see a few sirus clouds here in bernville. kutztown area middle school in kutztown that image is old, just updated and cloud have kiss pated. noing but blue skies there as well. 78 degrees. almost, maybe a little bit of a fall in the air this feels like a back to school day, a week in labor day where temperatures are warm. you cannot wear new back to school sweaters and jeans but still comfortable out there with sunshine and low humidity. storm scan three looking great. high pressure overhead. few clouds to the north, few showers, and that is bit. nothing really imminent for

buoy a mile away near sandy hook. in the morning he decided to just swim again and that is when he saw the coastguard. >> i just basically broke down in tears because i was so happy that i was coming home. i didn't think i would make it back in. i needed to see my family. >> i have faith. i never gave up hope. i just glad he is home and safe. >> reporter: doctors are treating him for dehydration, and hypotheria. china's president is demanding severe punishment for anyone found responsible for deadly explosions that rocked the area yesterday. fifty deaths are blamed, on the the fiery blast at a port warehouse for hazardous materials. china's government reports more than 700 people were injured but unclear how many people are still missing. well, cbs-3 healthwatch a outpouring of support for former president jimmy carter and his family following the

revelation that he has advanced cancer. >> health reporter stephanie stahl has an update on his situation. >> reporter: that is right, guys. this is obviously doctors say a very serious situation, advanced cancer discovered in a 90 year-old man. there is still a lot of unanswered questions about the the former president's condition. former president jimmy carter cut short a visit due to a bad cold three months ago. then early last week energetic 90 year-old revealed he had surgery to remove a small mass from his liver, following that operation, doctors learned he had cancer in other parts of his body. >> clearly this is devastating news. >> reporter: doctor len with the american cancer society says it is not known what kind of cancer the former president has and even though it spread there are ways to fight it. >> we actually have some new treatments that have been used in patients in their 80's and 90's and have been used successfully. >> reporter: president carter's family has a history of pancreatic family. carter writes that his father, brother a and two sisters tied
