morning, good morning. >> good morning, yes, early, but seeing plenty of headlights on the roadways, still contending with the overnight construction. how is the weather holding up, katy? >> not too bad. how much, finding few pocket of very heavy rain, but there are few and far between. where do you have that wet weather, you are getting clock by t some very soaking downpours, tiny pockets showing up on the area radar. that's where we actually start thing offer for you here, we takes things out to the map, show you the view on storm scan, yes, right on the tail end of the loop there, mainly in through southeast most burlington, portions of atlantic as well as cape may counties, looking offer camera here at one of the shore cameras, ocean sit, they are getting smack with pretty heavy rain right now. that's where it is pent up at the moment. skies are eventually going to be clearing nicely as the day goes on, for everybody, but we do still have that moisture content to work with in the atmosphere. even if it is dry, technically, quote unquote, for you, in a place like philadelphia, or really for the most part anywhere else say the shore points right now, it is still muggy

outside, that current dew point is 70 after all. and that's where we start to feel like it is kind of oppressive outside. thankfully you don't have the sunlight to make it feel too much worse just yet. but that's something that's going to be changing. looking at the temperatures, you can see, how the color contour begins to turn green back through the north and western suburbs, temperatures obviously start to drop off too. that, with along with the fact that the humidity will also be dropping with time, it means as the hours progress it, only gets nicer and nicer from here. so you got to front loads the forecast with a shower here and there specially at the shore points, humidity for everyone, but as time goes on, start to feel more and more comfortable, gets brighter and brighter. >> certainly seems so, in the next couple every days seems like it will be great. >> gorgeous, thanks, katie, good morning, everyone, still very early, so we still have those overnight construction project that we are dealing with. here is a look at the construction vine street expressway between 23rd street and ben franklin parkway, the right lanas you can see, you have got the cones set up in

place, not causing any imagine or slow downs, we do have some early risers out there on the roadways by the way just thinking about leaving your homes, sometime soon, you're in good company. the roads other than construction is looking good. and it almost looks like it is starting to clear up. we saw flashing light earlier, it looks like it is moving out of the way. hopefully update for you soon. woodhaven road eastbound at roosevelt boulevard, the left lane getting by, you can see the cones, still set up in place. this isn't causing any slow downs right now, i've been taking a look at this, you just see kind of stragglier vehicle, every now and then, so not causing any slow downs, but just make note of t for those every you taking the ben franklin bridge early this morning, you can see, some early risers out there certainly. but no slow downs. just beautiful picture of the ben franklin bridge for those of you coming from new jersey, also, if you were with us yesterday, west trenton line bussing again today between wood born and west trenton. due to some signal issues, so just make sure you make note of that. erika, over to you. >> meisha, thanks. some residents in kensington are without water this morning after a huge sinkhole opens up in the middle of the

streetment look how big that thing s water main break caused street to collapse at the intersection of tulip and huntingdon. "eyewitness news" reporter justin finch joins us now, with the latest details, frustrating morning for resident there, justin, good morning. >> reporter: it will be, erika, once they wake up, because the time line as to when that water will be restored is still at this time unclear, though, the effort to restore water has been going well into the night into the overnight and continues at this time. i'll step out of the way so you can see there, now, we are told that much of the 2300 block of handcuff inning ton street is without water this morning. that means, at least ten homes now are without water, as you see, the back hoe here is in place. continuing the clean up and restoration effort here. let's take to you video so you can see what this was earlier. city water crews have been working here since yesterday we are told. that's what the 12-inch water main ruptured near the corner every tulip and huntingdon streets yesterday. what followed is a collapse enough to sing the corner the

intersection, appears to swallow an entire car. now fire officials tell us report of sinkhole first came into them at about 3:00 yesterday afternoon. water service was turned off in this area, so crews could come here, and assess what the problem with a. -- what the problem was, again, 20-inch water main below gown here. peco, pgw crews on the scene to make sure it was safer to work and not hampered by their effort here. now, back out live, as you see them sweeping up here, the debris, that they had to dig up and disturb to make their restoration effort here happen this morning, we know at least ten homes here, on huntingdon are without water this morning. and again, the time line as to when that water will be restored has not been made available at this time. as you might imagine, a frustrating morning, for anyone, who wants to wake up and get ready for work or school or other plans, and not to have water flowing from their faucets. that can be a big headache. we are live here in kensington, justin finch,

cbs-3, "eyewitness news", erika? >> justin, thank you. >> right now, 5:05, investors will be looking for signs of stabilization, hopefully on wall street today. china's main market, the shanghai index, struggled to gain ground this morning. financial correspondent jill wagner has the latest for us from the new york torque stock exchange. china main market plunged for fourth straight day this morning. one day after stocks suffered their biggest tumble in eight years. china's shanghai index lost 8.5% monday, the massive sell off triggered by fears after economic slow down in the country. >> part of the real issue here, we don't generally feel like we know exactly what's going on in china on a good day, this isn't a good day. the turbulence in asia has sent financial markets around the world into a tailspin, on monday the dow plunged more than a thousand points in the first few minutes of trading. then, briefly rallied back before closing the day down 588 points.

years. >> some south jersey drivers are seeing prices below $2 a gallon. it is great. i just told them 30 regular, not expect to go get change back. >> when is the last time that happened? >> i must have been 18. >> exactly. >> a long time. >> i just drove up on it, not expecting to see 195. and pretty shock. but i don't know if that has anything to do with my mutual funds that aren't maybe in my account now. >> reporter: after years of pain at the pump drivers are thankful for little relief. analysts are predicting prices will continue to fall. >> and, there is a look at the average price per gallon of regular gas in our area. in new jersey, 2.28. pennsylvania, 2.58. in delaware, drivers are paying average of 2.37 a gallon. 5:07 right now. pennsylvania attorney general cat loan kane she will face a criminal trial. montgomery county judge handed down the decision last night. kane's accused of seeking, rather, leaking grand jury information, and then lying about it under oath. she faces charges including

perjury and obstruction of justice. after the preliminary hearing kane's attorney spoke to reporters saying there is more to the story. >> the entire story hasn't come out yet. i think a little more of the story evolves today, a little too slow for my taste, but we're looking forward to a trial. attorney general kane is not guilty of any of the charges. >> kane has proclaimed her innocence, and vows to fight the charges. this morning, philadelphia police are searching for a woman accused of check fraud. check out the photos we have right hereof her. police say that this woman deposited several counterfeit checks into an atm on the 1200 block of chestnut street. she withdrew more than $650 on july 15th, and 28th. if you have any information on who she is, or where she may be, you are asked to call police. >> also, the manna cues of sending nude photo to rosey o'donnell's daughter face as judge in ocean county. twenty-five year old steven shearer is accused of child

endangerment and distribution of on sense at this to minor. o'donnell's 17 year old daughter chelsey was found in his house august 18th after she went missing for a week. she reportedly suffers from mental illness. >> picture that's been painted about what has happened here is clearly a markedly different than the evidence is going to show. >> shearer was arrested friday when rosey o'donnell gave authorities permission to look through her daughter's phone. video hard to watch here, indy car driver, justin wilson, who sustained head injury in this crash in pocono, at the pocono raceway sunday, we've learned he has died. cbs news correspondent kenneth craig reports on the legacy of wilson, and how racing and the world of race something mourning him. >> indy car driver, justin wilson, died monday from a head injury he received during a race sunday at the pocono raceway. a piece of debris that fell off another car hit wilson in the head. his car then careened into the wall at the racetrack.

the 37 year old was taken to a hospital in allentown by helicopter, he died with his family at his bedside. indy car officials announced his death monday evening. >> justin's elite ability to drive a race car was matched by his un waivering kindness, character, and humility. >> wilson was british, but lived in longmont colorado near denver. indy car officials say he was respected by teammates and competitors alike. >> you know, he was a great guy, you know, one of the few if only guys that really was a friend among everyone in the paddock. >> wilson is the first indy car driver to die because of an on-track accident since 2011. he leaves behind a wife, and two young daughters. kenneth craig, cbs news. 5:10 right now. we have some big news this morning. we have your guide to the papal visit as it has been finally released. we'll tell you what's been

something this big? >> officials say they'll update the play book as the papal visit gets closer. and, also learning more about what visitors will be allowed to bring into those fence in the security zones. unopened bottles of water will be permitted, organizers say that visitors should also assume that clear bags will be preferred, as well as ponchos, over umbrellas. they're also encouraging people to bring in extra cell phone battery or portable chargers, because charging areas will be limited. a full list of allowed and prohibited item we're told will be released soon. right now, 5:15, the latest on the forecast, first tropical storm erika has form in the atlantic. the storm developed last night. the national hurricane center says right now, that erika is not a threat, with no watches or warnings in effect, but we are talking about this little while ago, katie, you are saying it could make landfall? >> right. actually we show that you potential for where this storm will go here with the hurricane track near second. but, we also give you just update as to what's going on out there in the tropic.

starting to get little busier, right? we had danny. that's now since fizzled away. in fact, we go ahead, start things by looking what's left of danny. now has formed into erika, offer to the east there. so, outside the lesser antilles, granted, you may not necessarily have a named storm system at this point. however remnants of danny sometimes can be a lot more impact full than anything. these are locations that really need the rain. puerto rico, his pan old i, lesser antilles, not the worse news in the world that that heavy rain is coming in. now you have got tropical storm erika, again, showing definately little more spin up, and certainly bit more strength to it. let's track this storm system with the latest updated track from the national hurricane center, put things into motion for you here, it still has time to kill here, but as we zoom it all the way to what's going to happen toward the weekend, not an us concern any time soon. but even from saturday into sunday, this is expected to achieve hurricane status, at least category one, at that point, potentially becoming a

issue for the bahamas, depending on how everything works out here. and then, we have to keep close watch on this, one of the computer models wants to have this sort of sitting and spinning, just off of the carolina coastline for couple of days in the near future, so we'll see what goes on there, meantime here on storm scan3, all is basically quieting down. we do still have few lingering showers out, there locally heavy at the immediate shore point, cape may, atlantic county specially, but nice wide zoom of this, big spin with the storm system that brought this front through. but the front itself is clearing out, sitting prep which high pressure keeping control. so tonight's real good excuse to hit the ballpark. just face t sun, clouds, less humidity, 83 degrees, as our phils take on the mets for another game at home, hopefully do little bet they are time, mostly clear and comfortable, we drop to 70. looking formed in the eyewitness seven day, mid low 80s, general expectation, starting tonight things get comfy. just keeps going. right through friday. by saturday, probably few more

clouds, meisha, a but overall just nice stretch of weather coming our way. >> isn't it funny how we get to tuesday and already talking about the weekend? >> i know. >> funny how that works. good morning to awful you at home. still early. we were contend withing some overnight construction project, as we normally do, tis the season, right? this is where we had one every them, eastbound roosevelt boulevard, only the left lane was getting by. now all of them are getting bias that has since been cleared. nice open roadways, for those of you thinking about leaving your homes, real good company. things looking really nice out there. this is one of the areas that we're starting to heat up just little bit. as you can see, 95 southbound at girard, and just in the northbound lables, we have some construction from girard, girard and allegheny, since cleared, so both northbound and southbound looking good. southbound what we really start see for those of you traveling into center city. and it is very steady. but still going to be traveling at posted speeds, still looking good there. the vine street expressway, we did have some construction, again, that's all since been cleared.

as you can see, looking great here, everyone traveling around at posted speeds. now, this is where we have some construction, new jersey, bellmawr area, 295 northbound at route 168. the off ramp is closed until about 6:00 a.m. so when that is cleared, i will certainly let you know, erika, over to you. >> meisha, thank you. historic cape may county home faces demolition unless someone can move it to another location. we want to show you the home right here, lower township, bay shore road. it was purchased by the county's historical society decade ago. they were going to turn it into museum. budget cuts forced them to abandon the plan. buyer already agreed to purchase the lan, but has no interest in preserving the house. >> had the house saved, and someone mover it to another location, so it is not demolished. there aren't that many left. they were all just generally demolished as buildings came along, and they weren't thought of as saving. >> well, listen to this, that home was built in the 1720's. looks great considering,

happening today, parents and education advocates from across the state will descends upon harrisburg to sound loud and clear message to state legislatures. that will message is pass a budget for pen fen schools and do it now. the group will meet with legislatures and hold a rally in the capitol rotunda. organizers say that without assigned budget there will be no money for school districts. so far the governor and the legislature have been unable to agree upon education funding for the year.

in campaign 2016, jeb bush continues to fight back after accusations he insulted the latino community. cbs news correspondent major garrett has more on the controversy. >> jeb bush was in texas, and toured the southern border mexico, and bristled attack ooh sayings cents he had been insensitive by using the term anchor babies, reference to children born in america every undocumented parent. bush said he was referring instead to the well documented trend of maternity tourism. that's where parent in many cases from china come to america, have their babies here to derive the benefit of u.s. citizen ship. >> what i was talking about was the specific case of fraud being committed where there is organized effort, and frank lip, more related to asian people coming into our country, having children, in that organized effort, taking advantage of a noble concept with birth right citizenship. >> bush rejected democratic citizens ship he was echoing
