chalfont drive and red red lion road. i was just looking at them pulling that vehicle up. you can see it casino of coming through the brush. i think whenever we see picture like this, couple things come to mind. again, academy road southbound closed. also, just be careful around this area. there are people out on foot. there are the crew light. there is police activity en route, whenever you have that en route or on site. you just want to use your best discretion. whenever i see something like this i just always hope the families are doing okay this morning, and another update for you is that we had some construction earlier was causing some slow downs between boulevard and 95. the left lane was closed. that's now been completely cleared. i'll have more of an update from that live shot you just saw northeast philly. but right now just know that that road is closed. that's casino of the main thing right now. here is a look at the ben franklin bridge for those of you coming into center city looking really good for those of you coming in from jersey,

nicole, over to you. >> meisha, a thank you. teachers chester decide to head back into the classroom even though they are not going to get paid. chester upland school district in the middle of budget crisis. teachers and support staff voted to for go at least one paycheck to keep those classrooms open. "eyewitness news" reporter david spunt has more on why the district doesn't have enough money to pay it employees. >> the chester high school cheerleaders are doing whatever it takes to stay positive. they're using school spirit, as a way to deal with the fact that chester upland schools are in a financial nightmare. >> what's going to happen us to if we don't start school. >> sophomore jena and her friends have just few days left of summer. news that the district is having financial problems is a big topic of conversation even for 15 year old. >> if i didn't have a school or -- i won't be able to be on this team it, really concerns me. >> state law requires chester to continue to pay charter schools in the area that educate about half of the student pop laying. that's about $64 million this

year, using the state formula. the problem? the district can't pay that and every day operating costs. >> it is an incredibly stressful and difficult situation. >> michelle is an english teacher in the district, also the president of the local education association. she and other teachers agreed give up their salaries until things get back to normal. >> it is something that we casino of have to do, because they de is her of it. >> told "eyewitness news" it won't be easy to miss a paycheck, especially, since she's a teacher, who saw her last check in mid-june. >> these are some great kids. and it is not fair. this is not a problem of their making. it is not a problem of our making. and we just want to do what's right and give these kids everything that they deserve. >> and the student are well aware of the decision made by their teachers. >> i mean they actually care about us. and they want us to get our education to be able to be something when we grow up. >> a district spokeswoman

thanks the teachers forgiving up their salaries temporarily. governor wolf administration in harrisburg is working with a judge to try to see if the chester upland schools can make a lower payment for those charter schools. meanwhile, this could all be avoid philadelphia republicans and democrats in harrisburg would come to an agreement on a budget. that was supposed to happen july 1st. reporting in chester, david spunt, cbs-3, "eyewitness news". meanwhile, prosecutors are releasing new information on the chester county courthouse shooting. investigators now say sheriff deputy kevin brow was not stabbed by suspect curtis smith. the knife wielding man lunged at the deputy. he didn't penetrate his protective vest. investigators also say deputy brow's hand was actually injured by one of the bullets fired by another deputy. smith, who once jumped the white house fence, was shot and killed. prosecutors have determined that shooting was justified. it is 5:35 right now. in business news this morning, shoppers rejoice. we all rejoice because macy's

is opening a discount store. oh, yes. money watch's jill wagner joins us liver from the new york stock exchange with more on that, jill, tell us more. >> good morning, nicole. we start with the market. see if they can make it three days in a row. combined with wednesday's gains, the dow now recouped nearly half of its losses following a six day sell off. the dow jumped 369 points yesterday. the nasdaq, jumped 115 points. it came after government data showed the us economy grew faster than expected, in the second quarter. today, the golf will release numbers on consumer spending. >> this is something we haven't said in a while. crude oil prices are way up. they closed at $42 a barrel, jumping 10% yesterday, and percentage terms, that's the largest gain since the march of 2009. some big savings for student, thanks to technology. a campus at the university of maryland is doing away with textbooks, and letting student use on-line resources instead.

>> overnight traffic stop turns into a crash, carjacking, robbery, kidnaps in south philadelphia. police say they pull over a mustang, but the driver took off. he crashed a few blocks later then carjacked a nissan. he took off with two women still in the back seat. after driving a few blocks, police say, he got out and fled. police identified the suspect, because the former inmate left behind a prison issued i.d. card. it will get you every time. teachers chester upland school district decide to for go paychecks in order to start the school on time. other similar district, continue to pay charter schools in the area but the district can't pay that and every day operating costs. >> also, pope francis visit philadelphia in less than a month. and the city still has plenty of room for visitors. septa also has 200,000 regional rail passes, available, if you're interested, we're told, empty hotel rooms and private vacancies are forcing some hoses to drop their rate. and forecasters are closely watching tropical storm erika, as it moves over poured reijo.

headed toward the east coast of the us, and correspondent hena daniels with the latest on its track. >> tropical storm erika is battering puerto rico with heavy rains and winds, of up to 50 miles an hour. on thursday, the storm pounded the caribbean island of dominica. unleashing floods, and mudslides. this building collapsed as up to 15 inches of rain fell. the streets turned into raging rivers as resident ran for cover. the storm killed at least four people on the island, and another 20 are missing. erika's now taking aim at the east coast of the us. >> it could reorganize as it heads into the bahamas this weekend, take a path up the eastern coast of florida toward the southeast coast of the united state. at that point it, could be a hurricane. >> florida resident are getting ready. >> hurricanes are very unpredictable. you just have to take your best shot. >> at this home depo in west palm beach, the shelves and racks that are usually filled

the boy turning into a driveway, after driving some 20 miles. that's frightening. now, before parking the boy puts the car in reverse, hits the squad car. yikes. police were alerted after getting calls about an irradic driver on the highway during the morning rush hour, of all times, right? the boy, his five year old foster sister, and her three year old brother, were returned to their foster family unharmed. so that's the good news out of this. it is not known why that boy took off or where he planned to go. but man, thank goodness they're okay. >> hey, take a look at this crash in cincinnati, ohio. three of the four cars involved in this stack up like some kind of metal sculpture here. this is scary. the only person hurt was the driver of that car. that was actually perched highest in the air, highest there. we're toll her injuries are minor. again, glad they got away from that one, because it does not look good. so, the beaches. talk about the beaches. it is still summer. they are pretty crowded these days, but, we now know the
