nature. we have wet roadways. everybody is leaving early. that is a good idea. give yourself a couple extra minutes. here's schuylkill eastbound past 202, looking good, but as you can see with this camera it is starting to see brake lights out there we have a serious accident in bordentown township involving one tractor trailers. route 130 north bound at groveville road all lanes are block. use an alternate of route 206 and also, the the schuylkill eastbound past broad that accident that has been cleared, erika, back over to you. new this morning two people are injured after an accident in new castle county, delaware. police say they have responded to reports of the pedestrian struck on the 700 block of east basin road late last night. investigators are sorting through tea tails right now but we will update you and bring you more information as soon as we get it. philadelphia mother shoots video supposedly showing paramedic on his cell phone while on the job.

ebony clark saw light of the driver's phone while he rushed her son to the hospital. the child had cut his head while playing and a on his way to einstein medical center. clark said in the reflection on you can see in the upper right hand part of the screen. you can see driver swiping through and typing text messages on a smart phone as he drives with the other hand. >> wow. >> philadelphia is finalizing plans for pope francis visit the but suburbs are also making plans to deal with those crowds on the way into center city. full swing and those plans are still a work in progress for many the pilgrimage to see pope francis in philadelphia will start on a train. the norristown transportation center is expected to be pack, one of the several septa transportation hubs in montgomery county that will be used to get tens of thousands of visitors in the city. >> we're scheduled to have up to 10,000 septa riders coming through our rail station in the seven hour period. our concerns are where are they go to go park. >> reporter: papal planning in the suburbs is well underway, norristown just held a public meet to go discuss everything from emergency services to parking in the area. >> i think it will be interesting but i hope it will be parallel to the point it the is manageable for everyone. >> we plan on to go notification letters to the community, business centers, to let them know the impact where we think it will happen. >> reporter: radnor township held a similar meeting. the at the same time 0,000

it is north of tokyo. two days of rain have residents going to their windows and out their balcony waiting for rescuers to come to them. the rivers have overflowed, and we have seen homes knocked right off their foundation. incredible scene out there. those images tough to see, kyla. >> any improvement today but what happened there this isn't something you recover from quickly. thinks remnant of the storm now making its way across japan but rain left in its wake we're talking about 20 plus inches of rain in some spots in 24 hours. the those areas in yellow big concern for north of the tokyo. we did have rivers that breached their levees so lots of trouble. thankfully we don't that have trouble but we have our own version of some flooding problems that we can see today. that is because of the thunderstorms rolling through right the now. you can see them, we have had

lightening with these storms too. as we zoom out this is a story this isn't just a quick hit buzz something that will continue throughout the the day. we will see it all rolling from the southwest to the north east, and that is going to be the pattern in the afternoon too. so more coming. but we need it. we are about three and a half inches down from where we should be looking back to august 1st. we have a rainfall deficit, no measurable rain since august 20th, and as we look at our most recent drought monitor you can see we are listing our viewing area here in the dry category. we can use some rain and we will get that today in spots. we could see upward of 2 inches, mostly we will see a inch or less or more but in those pockets or we could see flood to go keep an eye out there we will see models picking up on spots with three plus inches of rain. temperatures still muggy. seventy-two in philadelphia. zero seven in allentown. fifty-seven in millville. seventy-two in atlantic city. we have rather high dew points. it will be a muggy start.

settlement with the state of new york but then they all decided to roll them out nationwide. so, this week, it is implementation to phase one. which changes the credit reporting format, it also prohibits the the credit burroughs from accepting authorized user credit reporting on newly opened credit card, unless they have the date of birth of the authorized card holder. a lot of that stuff was getting mixed up, meaning there were no dates of birth, wrong credit reporting was being done on various card holders. this additional piece of information will allow 39 credit burroughs to link the account to the credit file. >> what about if you have a dispute how do agencies hand that will now. >> reporter: this is great, it is super consume are friendly. because now, burroughs cannot refuse to accept a dispute because the the consumer doesn't have a current copy of his or her report. also, if the the credit burroughs receive a dispute from a consumer, that contain
