professor. authorities say that ethan schmidt was killed in his campus office this morning. he work in the history department. police identified shanon lamb, a university employee, as a person have interest. ham is awe suspect in another mississippi killing. philadelphia police make an arrest in connection with the sexual assault in german town and police say the suspect attack is only 15 years old. "eyewitness news" reporter hheel solomon is in the neighborhood with the latest, r areheel. >> reporter: police say friday evening the victim was driving by spotted her attack and called police and made at rest. take a look just down the road there is where the arrest happened and just feet away on the other side of the block is where the attack was reported. with kathy wright going over to neighbor carmen pope's home on monday she wanted to warn her of the string of recent theft assaults. wright didn't know at the time that police had made an arrest, less than a block from one of the incident.

>> very bold individual for someone to commit a crime. there is something wrong, to commit a crime like that and then to be out and about and in a comfortable manner, approximately even looking for another victim. >> reporter: the 15 year-old suspect's name, and photo, has not been released and being held on charges including rape and robbery. police say it is still unclear if he will be tried as a juvenile or an adult. >> this is a very serious act. the bigger issue is finding out what is wrong with that individual, and that background of that for a young man like this to commit the a crime like that. >> reporter: police credit the victim and called her courageous. for spotting the suspect and quickly calling for help. neighbors who were terrified agreed. >> really brave. then we got them off the street, one less person that will be victimized. >> i'm very thankful. >> i thank god, i understand he is 15 years old but i just thank god he is off the street and he won't have a a chance

to hurt anybody else. >> reporter: police tell me at this point that suspect is being held on charges for one sex a assault on the 5400 block of wayfield. they are testing his dn a a to see if there was a link to the other cases we told but last week. reporting live, rheel solomon cbs-3 "eyewitness news". swat team took a man in cuss todd hoy barricaded himself this north philadelphia a home. police were called to the 1500 block of lehigh avenue just before 6:00 for a report of the man high on drugs. at one point during a standoff, police say officers fired two shots. no one was hurt. nine other people inside the home were questioned by police. after a cool, cloudy, damp weekend sun came back out and meteorologist kate bilo is outside enjoying what is a wonderful day out there, kate? >> i'll tell what you today is perfection. we have been dealing with a lot of heat and humidity, i have been hearing from a lot of you we just want a taste of fall in the forecast.

fire crews are just struggling to contain two massive wild fires that killed one person and, destroyed hundreds of homes. flames devoured 200,000 acres. cbs news correspondent chelsea edward is at the scene there in middletown, california with the very latest. >> reporter: parts of the middletown, california are gone, incinerated after flames tore through several communities, 20 miles north of the napa. the fire destroyed 1,000 buildings, including hundreds of homes.

>> that fire has been burning, in all directions. >> this was one of the worst fires i have seen in my 28 year creek. >> deadly wild fire forced 13,000 resident from their homes, as many dodged horrifying scenes like this. the wild fire wiped out blocks of neighborhood, including this one in middletown while cooler temperatures have moved in, fire fighters say they are worried about shifting wind. john lopez, one of the 1200 fire fighters battling flames returned to find his home standing but little else was spared. >> i'm looking around at my neighbors and they are just devastated. even my daughter is devastated. i drove to her house. her house is gone. the is there nothing left report report california governor jerry brown declared a state of emergency for our area. >> fire, once they start going, they become very difficult to deal with, and very expensive. >> reporter: officials say california's historic drought is fueling some of the most explosive fires in decade. chelsea edward, cbs news,

earlier a as we head toward the fall season. it is still summer and looks like it even though it didn't feel like it today. look at the time lapse video from the beach patrol headquarters in margate, in the morning not aloft people in the beach, everyone had sweat shirt on walking on the beach and in the afternoon it started to warm up and we have a few folks putting their stuff on the sand lucky people able to take a september vacation down the shore in my opinion one of the best times to be down there and still folks out on the beach right now and down rehoboth beach a few folks out on the beach as well. 73 degrees therement cool but comfortable and warm enough to still be outside this afternoon without a jacket. storm scan three is clear, all across the region, this is folks favorite time of the year. that first look into the fall and forecast. don't bundle up or anything like. that get outside with short sleeves and enjoy the day. here's that system that brought rain outside throughout the day yesterday. that is off to the north. wind around back side of that impacting us north and west and temperatures on the cool side, 75 in trenton.

"eyewitness news" reporter steve paterson is live at that scene where tonight a memorial grows, steve. >> reporter: and the very end of this fatal roll over crash where police have mark where the truck rolled over, time and again, until they nearly struck this pole. now adorned by flowers in memorial for that teen that lost his life. we spoke to the neighbors who spoke up to this and called 911, just moments after it

happened, and how they say, this isn't the first time and it probably won't be the last time it happens. at the bottom of this roadside memorial the phrase never forgotten painted in bright yellow. eyewitness catherine herb says forgetting anything about sunday morning is impossible. >> my heart has been hurting the last few days, my stomach feels sick. >> reporter: catherine says she called 911 when at 1:15 sunday morning she and her husband heard a crash in their front yard. >> i grabbed my phone and he helpedded out because that is what we have done in the past. >> reporter: police say four teenage boys were traveling along limekiln pike in this blue pick up early sunday when they lost control around this curve, smashing in the rock barrier at catherine's home, flipping on to the yard, ejecting the boys. police say that the driver 17 year-old christopher sidelow sky was killed. >> boy laying in the ditch kept reaching up in the air. >> reporter: neighbors called

working honorary pairs from the massive water main break in north philadelphia over the weekend. you can see some muddy aftermath and debris in this video from today, 15 million gallons of water, spilled late saturday night in the parking lot of the old tastykake factory in hunting park. 120 year-old water main is second major main to break in the area this summer. starting tomorrow, it will cost you more to cross the burlington bristol and tacony palmyra bridges. tolls are going up for first time in 15 years. "eyewitness news", new jersey reporter cleve bryan is in palmyra right the now with more on what drivers think about all this, cleve. >> reporter: officials tell me that more than 80,000 drivers go over tacony palmyra and burlington bristol bridge each day so if you are someone that does this on a daily basis, this could cost you hundreds of dollars a year now. hade to ask drivers do i think it is worth the money. for more than 80 years the burlington bristol and tacony palmyra bridges have loom over the delaware river.

now at two bucks a crossing locals remembers much cheaper days. >> nickel, 25 cents. >> 25 cents, maybe less. >> reporter: starting tuesday both bridges double from two to $4 for drivers paying cash and $3 to use e-z pass. >> wow, that is a lot. >> i think it is too much, maybe a dollar but to double that, it is just too much. >> reporter: burlington county bridge commission unanimously passed increases last month after two public hearings. the commission chairman says these are first toll increases in either bridge in 15 years. >> we don't take these light thely. >> reporter: over five years higher tolls are expect to cover 110 million-dollar in repairs. they include 45 million-dollar to redeck the burlington bristol bridge, 45 million-dollar to paint both bridges, and 20 million-dollar for various electric and safety upgrades. i had to ask about the paint cost. >> sound like a lot of money for paint. when you are talking about removing paint that spans a
