the middle of the september. look at the spot, dropping into the upper 40's, this morning. quakertown, mount pocono, woodbine, new jersey, millville, atglenn, collegeville. >> 59 degrees at the airport, 53 allentown, 51 in reading. 48 degrees still in quakertown, 52 willow grove. sunrise up, not for another 45 minute or so, may drop another degree or two. winds are calm. it doesn't feel as cold as it was yesterday. because there was a breeze to deal with. nice and quiet on storm scan3. look at that clear sky. that just means full blast sunshine today. that's the trend. 7:00 temperatures, still hanging in the up ear's, low 70s, by 10:00. early afternoon around 80 degrees, mid afternoon highs, should reach 82 for philadelphia, another great beach day at the shore, a loft sunshine, have the sun block around if you're there, 78 degrees, mid 70s in the poconos, actually little warmer in the seven day forecast, we will talk about if there is any rain chances

but first let's go check traffic with meisha, good morning. >> let's do, that justin, good morning, happy tuesday everyone it, sounds like the weather is going to be gorgeous, we can turnoff our air conditioners maybe, open up some windows. we have a disable vehicle, 95 northbound at cottman, you can see the right lane blocked, not causing too many slow downs yet. the more vehicles hasn't err the roadways, they certainly are right now, we will start to see slow downs because of all of the flashing light and blog that right lane. just make note of that. for those of you around that area, also, we have fire in plymouth township. this is another one. the big one we've been talking about all morning, second one, gravers roadblocked between monterrey drive and johnson road. fire in center city, 13th street, and chancellor street. thirteenth is closed between walnut and irving. partial closures on walnut and juniper. also bus detours, you can see right there, nine, 12, 21, 42. now, i will have all update as i get them for you.

also just reminder, toll rate are increased now on the talcony palmyra burlington bristol bridge, starts tonight 10:00 p.m. make note of that. a lot of little note for you. >> meisha touched on this, breaking news, building under construction in center city goes up in flames. our jan carabeo joins us now at the scene at 13th and chancellor streets with the latest. jan? >> reporter: erika, good morning, this is still a very active scene here at 13th and chancellor streets in center city. although activity is pulling back just a bit, we no longer see the firefighters using water on the structure, this was three alarm err t does look like it is winding down a bit. we have just learned that officials here on scene will be providing an update, any minute now, if you take a look at the video, you can see, some resident have been let back into their apartments. other are not so luck think morning. specifically, that big apartment building right next to the structure that caught on fire, that's chancellor apartments. and i have liz morrell here to take us through what she saw, what she woke up to around

4:30 this morning. liz, you live on the fourth floor inside the chancellor apartment. what was that like this morning? >> it was really scary. it was really hot. it got really hot. the smoke, the light, everything, and i'm just so thankful that i was able to get out and everybody got out safe. >> what did you see when you woke up? your window you say faces that building. what did you see? >> it faces the street. i saw three firetrucks. i saw -- i opened my window, i looked today side. i saw the flames. i saw the sparks. and i felt the heat. andand the smoke was coming toward my apartment. i woke up my friend. and told him to evacuate immediately and we evaculated as we were coming outside of the building. we saw the building next-door on fire, flames, so it fell down. and now we're here, and thank god everybody's safe. >> right. were you just able to put a jacket on and get out as

quickly as possible. >> as quickly as possible. >> i can imagine it was pretty hectic for everybody this morning? >> everybody was panicking, really scary moment. we didn't know how close the fire like could actually, you know -- >> it was right next-door? >> it was right next-door. we could feel the heat and everything, yes. >> what was it like now sitting and watching, that building looked completely different watch was it like beforey? understand it was under construction. >> yes. i mean, it was a mural there. it was a beautiful picture. and now it is gone. so-so sad. >> and just being so close to it, knowing that your home was right next-door t could possibly spread to you. what is it like this? >> that's what i thought, i thought maybe it spread on top of my building. i felt the heat. i thought maybe my building was on fire, then i panic. i hurried, got dressed, tried to evacuate as fast as possible. >> great. thanks, liz, so happy everyone is safe. again, specking update for fire officials very soon.

erika, back into you in the studio. >> jan, thanks so much for. that will now, new this morning, police are looking for the gunman who killed a man in south philadelphia. officers found a 21 year old man lying in the street at 24th and montrose late last night. he died at the hospital, two hours later. police say the victim lived around the corner from that crime scene. there is no word right now on motive. >> a lieutenant in philadelphia police's aviation unit calls out temple student after he says that pointed lazer at the police department's helicopter last night. lieutenant david bok tweeted this picture saying quota tension temple university student on top floor pointing lazers at tack air is illegal. tack air helicopter. the build something located at broad street and cecil b. moore. police are not investigating. no comment yet from temple university. >> well, it is just one game, right? but the eagles first game end wad lot of questions and the first l of the season. don't want to see. that will even though eagles did show some grit coming

back, improvement at least in the second, not enough, pat, to help us get to the w. but -- >> tough one to swallow. it is only one game. try keep it in perspective. everyone of course between see win in game one. tough way to start the season. but only the first game. there is a lot of football left to play. let's get right to the tape. falcons jumped out to 20 to three lead at half time. and you could just hear the drones throughout the delaware valley. exton, pa native matt ryan went for 298 yards, two touchdowns. the eagles were able to shake off that first half, that came back in the second. that there, demarco murray. he had two touchdowns in his debut. he led the league in rushing last year, only eight carries, last night, the game, though, came down to eagles possession in the final minutes. and it look like coach kelly and the birds weren't sure whether or not to go for it on fourth and one. they ends upgoing for the field goal. cody park emissions it, the birds come up short 26-24. three up three down from last night's eagles opening lost.

we have three good things and three not so good things. that stood out. so let's start with one of the newest eagles walter thurman, the safety. by ran maxwell, the big money man. he struggled last night with julio jones, which of course will happen. thurman stood out. specially the big third down play late in the first half. also, thurman had big interception as you can see right here. shown from above. beautiful play by him. some big time plays from thurman. and they need it out of those safeties. another up for the eagles was they're crazy impressive penalty filled scoring drive in the fourth quarter. it spanned over six minutes. and went 13 plays, 59 yards. really the first time we got to see this chip kelly offense take flight with sam bradford at the controls. so nice drive there. but it did take quite a while. and our first up from last night's safety malcolm jenkins on the other side. now, he played well. had two dropped interceptions, was in the right place at the right time. most of the night on huge

third down, late in the fourth quarter, jenkins would fly in, make this monster tackle, watch it right here, that was a safer. unfortunately, they couldn't capitalize, but jenkins, he may have been the eagles star of the game at least defensively. let's turn to the three down from last night, three things that were not all that great. sam bradford's first half would certainly fall under that category. he look like different player in the second half. but in the first half he looked rusty. it was after all his first regular season action since october 20th of 2013. overall, 36 to 52. 336 yards. he had two interceptions. really barely took any shots down the field. a loft short passes, a lot of d fifth ks and dunks. >> just felt like we were playing behind the sticks all day. you know, we couldn't really get anything on the first down, second and long, penalties put us in second really long and third really long, the difference between the first

half and second half is we were much more efficient on first down in the second half. >> here's some interesting numbers from last night. fifty-two and 16. the eagles through the ball 52 times and ran it just 16. that's shades of andy reid. now they were trailing, much of the first half. so, they had to throw it but at least initially that's a little bit concerning, demarco murray, the $40 million man, got just eight carries last night. matthews got just three. murray's best run was negative agent dollars by a holding call, a weak holding call a lot of flags last night. weak holding call on brent celek. here is demarco postgame. >> we started off little rough, as offense, and we were able to come back in the second half. but little too late. defensively, you know, they gave us a lot of opportunities to come back, put the game in our hands, but came up short. >> the game came down to a field goal attempt with less than five minute left in the game.

code owe -- code ' corks have gone for first down, need just 1 yard, one. instead go for the field goal. some say parke and the field goal unit was a bit returned. chip, though, sees otherwise. >> i don't know if the timing was off on. that will may get a look at the film in terms of where he was, but we kick it with seven seconds to go on the play clock. so it wasn't like we were rushed in trying to, you know -- didn't have a chance, so we'll have to take a look at that. >> so make no mistake, many aspect of the game that the eagles needed to clean up. they have the cowboys next week, that's a tough one. but i think it does say something as bad as they played in that first half, they turned it around. they have the ability to do that pretty quickly. but also, you see? >> we have a prop here. >> just all day, all night, flags everywhere. soap, they've got a lot to clean up. big game next week. >> yes, also, no dez bryant for the cowboys, that could be an advantage for us, right? >> definitely big.

that will will happen probably in another half hour or so until we get the sun up. so nice start to the morning. maybe some jacket weather, some spot. be we are setting up for the another dry stretch, warming up low mid 80s, talk about if we can find any rain in the seven day forecast, until then, it is cool start. start you off to our south. delaware, south jersey. look at millville, 52 degrees. fifty-five, harrington, 56 newark, delaware, pemberton coming in at 52 degrees, as well as voorhees, low 50's, mullica hill, aston checked in at 53. to the north and west we go, ambler, down to 49 degrees this hour. upper 40's for quakertown, pottstown, reading, both at 51. how is it going to feel? it will feel awesome the next few days. very low humidity levels. it creeps up little bit. still on the pleasant side. no worries. great conditions to be outside. nothing happening on storm scan3, high pressure right over us, that blocks any storms from developing. keeping our skies mostly clear, a lot of sun today, up to 82 degrees, comfortable night tonight. drop to around 60 for center city, 50's in the suburbs.

five student at the new york city based college with criminal homicide, aggravated assault, and related oven cents. some student and alumni say the charges are just. >> i do think haze you have to make an example, somebody lost a child. >> the rushing process is, you know, still a big part of greek life. but it absolutely should g done in a way that nobody gets hurt like this. >> michael's family left a statement: some of bill cosby's accuse letters have their say on tv special. more than dozen women will appear in a hour long special on a and e. it airs thursday night, at 9:00 p.m. more than two dozen women have accused cosby of sexually assaulting them. sometimes after they'd been drugged. comes bye has not been charged with any crime.

couple of extra minute, this morning, building fire center city. this is now starting to be controlled. fire is under control at this point. thirteen street and chancellor, 13th closed between walnut and irving. and also, we have these bus detours, for those of you taking the bus, just make note of those. nine, 12, 21, 42, also, some downed wires, in carney's pike township new jersey all lanes blocked. route 40 westbound, at route 628. quick reminder that the tolls are inch kree g tonight at 10:00 p.m. talcony palmyra bridge and the burlington bristol bridge. over to you. >> following breaking news this morning. firefighters on the scene of three alarm fire in center city. that fire at a building under construction forced resident of nearby apartment complex to evacuate. "eyewitness news" reporter jan carabeo joins us now at the scene at 13th and chancellor street to bring us to up date. a lot of other businesses in the area, too, jan, good morning. >> erika, good morning, the fire here at 13th and

chancellor streets in center city is now under control. but as you can see, hine me this morning, dozens of fire crews remain here on the scene to keep an eye out on any and all hot spot. but, as you can see, the activity is winding down just a bit. now we just got update from fire officials on the scene, the good news here this morning, is that there were no injuries. but there certainly had the threat with all of the ants nearby. there has been widespread impact on neighboring buildings, we have the chancellor apartment building, on one side, we have the grammars i on the other. fire officials tell us that 240 unit, and the chancellor apartment, had to be evacuated six levels of the grammarcy had to be evacuated. incredible eyewitness video we hope to get to you that shows you what these people were building with as they saw the billing on fire, realize what was happening, and tried to get out. you can see the flames, fourth floor of the chancellor, they said, the people who live inside, this co-feel the heat. they new they had to get out fast. but again, the good news this

morning, is that there were no injuries. take a listen to the fire official update we got just few minute ago. >> upon arrival, the first thing they reported heavy heat, fire conditions. so, the first immediately struck out the second and third alarm. that gives us about 28 companies and 100 firefighters on scene. >> and you can see that dozens of the firefighters remained this morning, although, the clean up has gun, just a bit. they'll remain hereof course, look out for any hot spots. some of the buildings nearby evacuated some residents have been allowed to go back inside. other resident are still out, again, the biggest many pact are the two buildings, one on each side of a building that caught fire, 240 apartments in the chancellor, six levels in the grammaryc, have been told by fire officials that the build that caught fire this morning, that was under construction, it was a bar and a restaurant. so, this is still a developing story.

again, we have some incredible eyewitness video to show you. we hope to get that to you by the end of the show. for now live in center city. jan carabeo, cbs-3, "eyewitness news". >> jan, thank you. philadelphia police are searching for two men who robbed a jewelry store. it happened at royal jewelry 2400 block of south 23rd street. police say the men walked in, with at least one caring a knife. that left with roughly $50,000 worth of jewelry. police are looking for a gold honda, with a paper tag. all right, question for this morning, do you recognize this guy right there? philadelphia police hope that this crystal clear image will help them nab a brazen thief who target add home in manayunk. the video shows the suspect aking one of two packages left outside a home on dupont street. the homeowner says the thief messed with the wrong house, because his cameras are some of the best on the market. >> my boss, probably the best -- i bought probably the best quality camera you can buy, it paid off. >> stolen package contained

two designer dresses. if you have any information about who this guy is, you are asked to call police. >> 6:37 right now. this week, marks the seventh anniversary of the beginning of the financial crisis. in that frightening beak, four investment, the government bailed out insurance saint aig, the treasury department introduced the first version of tarp, and there was just general panic in every corner of the us. for more joined now by cbs business analyst jill schlessinger, joins us from new york, saying all that, makes what we're going through right now not seem so bad. jill, what is the big lesson you think we can take away? >> i know long time. big lesson is borrowing can be really dangerous. now, just because some bank is willing to lend awe lot of money to buy a house, or will he can tend awe giant credit card limit, doesn't mean you should take it. for most people, putting down a 20% down payment for a house is prudent, even if you have the ability to buy a lot of fund on your credit card, just charge what you can pay off on

monthly basis. one caller correlary to all of this. we've got to read the fine print on loan doingment. we found out during the christ ace lot of people did not understand what they were doing, the terms of their loan, what they were on the hook for. >> also, i think, mom was right. you need to save. that will taught us the lesson too, don't youy? >> absolutely. the crisis also taught us that an adequate emergency reserve fund is really paramount. what's that mean? six to 12 month of expenses, if you are working, 12 to 24 month if you are retired. if you have that nice nest egg it, did can prevent from selling assets at the wrong time. or even from invading retirement accounts. you know, also, of course, investors learn diversified asset allocation plan, one takes into conscious your risk tolerance, when to access your funds consideration prevent a lot of sleepless night. i know it was scary for more on the lessons from the financial crisis, go to jill

>> vandals strike targeting the cars of the villanova university football team, and its staff. the team returned from its season opener at uconn to fine 15 correction, with windows broken out or shattered. police say a number of items were stolen from team member's cars as well. this happened late sometime on september 3rd or early on
