arrival in philadelphia, the first wave of parking bans has just gone into effect in certain areas around the city. "eyewitness news" reporter steve patterson is live in spring garden to break it all down for us. steve. >> reporter: natasha, you are absolutely right, all this went into effect about a half hour ago. we are inside what city officials are calling one of the secure zones, meaning if you live anywhere close to here you will see these signs posted everywhere letting you know that if you park anywhere close, are you likely to be towed. we he spoke to residents who are just now dealing with this, some of which just realizing that this is happening. listen to this. the warning signs are everywhere. it's together time in center city. >> frustrating 'cause i need to park my car. i drive to and from work. i have to figure out where i can park every day. >> reporter: frustrations rising for sara who says her building is right on the border of what city officials have labeled the secure zone. now, she's scared to park anywhere close.

>> there's like a variety of maps. they have the wiggle doodles on them. my plan is i park my car really far away and i'm going see when they start together i'm going to try to find a tow truck driver and ask them. >> reporter: there are many maps but on this one the secure zone is in black. in that space together is in effects for designated streets near the parkway from the art museum extending east to 12th street unless you have a designated permit from the city. >> wait a minute. i'm parked right there. >> reporter: are you? philadelphia resident janet gilmore green realized all this while she was speaking to us. >> we're going get dinner until you towed me we're going to get node an hour and 15 minutes. i'm we'll leave downtown. >> reporter: thankfully she made it out in time. >> i'm going to move my car. thanks. >> reporter: the zone is not being immediately enforced, some people still taking a risk in parking here but it is a warning. the warnings are out there and it is a big risk if you're parking on a street like this. this, of course, the first of many restrictions that are rolling out. for a complete list go to our

[speaking foreign language] >> reporter: it was a beautiful experience to be close to him, give him a hug and receive his blessing. he met privately with former cuban leader fidel castro at his home. the vatican says the pope talked about the environment and other world issues. >> the pope was very happy about this meeting. some of the members of the family of fiddle were present and the conversation was informal and familiar. >> reporter: the holy father also met with fiddle's brother president raúl castro and other cuban leaders. ton gentleman gonzalez who attended today's mass believes the pope may inspire many cubans to join the church again. >> he is not superficial. he's very human and that's the best of the pope. >> reporter: during fidel

can we switch sources and go to our radar storm scan. we'll need to run our graphics from our other sources. not pulling in the data right now on our reporting stations but right now still is pretty warm outside. we're talking about some 70's and again did top off at 80 degrees which is above average for this time of year but if control can switch over to our radar and there we go, we'll talk about what happened today. average high 77 degrees. we he did officially make it up to 80 this afternoon. so, again, still above average for this time of year but we will be on that downhill trend though for the next few days. normal high above that 80 degrees, still not bad with lower humidity. now, tomorrow different story. you're going to be waking up to some comfortable temperatures. that dewpoint temperature is looking real nice right now right around 49, visitor degrees so it's feeling awesome and that's going to be the trend for the next several days. enjoy your forecast on monday. more clouds, though and a nice breeze out of the northeast will keep our temperatures back down. we'll go 74 for the afternoon high. breezy and cooler at the shore. look at that, a high of only 70 monday afternoon and then in the poconos cool day as

well, partly sunny skies, temperatures in the 60's so that's going to be the trend as we finish off the summer season officially. so, fall-like temperatures coming up this week in the seven-day forecast and it looks like we continue to stay dry. we could use some rain. we'll have a look at that fall-like forecast coming up in just a few more minutes. natasha, we'll send it back to you. >> thank you justin. philadelphia police need your help to find a missing 12-year-old girl. san niah blackwell was last seen yesterday afternoon on the 2400 block of north 15th street. blackwell was at a service with family members when they realized she had what happened away. blackwell is 5-foot 3-inches at all about 120 pounds and was last seen wearing a block or gray dress, black lace up boots and sunglasses. if you have any information please contact police right away. and philadelphia police have locatorred the mother of a toddler found wandering about on the city streets this morning. the hispanic girl around two to through years old was walking barefoot on tioga

street near e street at 6:00 this morning. she was turned over to the department of human services and police are still investigating this case. developing now, a suspect is in custody following a church shooting in alabama that injured three people including a baby. prosecutors say james mentor is facing attempted murder charges after shooting his girlfriend, their one month old boy and a pastor. members of the congregation helped take mentor down before he broke free and ran off but he was caught about a mile away. the victims are all stable tonight. the united states will accept 85 refugees from syria and other war torn parts of the world next year. secretary of state john kerry made that announcement today as the u.s. scrambles to address the growing crisis in europe. kerry also said that number would rise to 100,000 in 2017. conditions in syria keep getting worse as the civil war goes on. as many as 9 million people

>> a new wildfire is burning in northern california and it's already claimed one life. the fire is burning in mon at a ray county. it started yesterday afternoon. it quickly grew to 1200 acres. at least 10 homes have been damaged and area residents are being evacuated. also we're hearing now from residents still being impacted by wildfires in another california neighborhood. some homeowners in middletown waited in line in their vehicles as they were allow owed back to their houses. nearly 600 homes and 70,000 acres of land have already been burned by the valley wildfire. for residents not allowed back in their homes, the frustration is growing. >> one thing that we have learned from this no matter what we're not leaving home

next time. i don't care if the fire is all around us. we're not leaving. they're not going to drag us out because they won't let us get back in our house when it's per turnpikely fine. >> reporter: altogether the valley fire and the butte fire have destroyed more than a thousand homes. >> ♪ and now to campaign 2016. democratic frontrunner hillary clinton stopped by face the nation this morning. she talked with host john dickerson about planned parenthood and the fight in congress over federal funding for the organization. >> to shut down the government which some republicans are advocating over funding for planned parenthood which takes care of millions of women's health needs is just the height of irresponsibility. >> clinton also said that planned parenthood provides countless women health services including cancer screenings. republicans have point towed a series of heavily edited videos released by an antiabortion group. the videos appear to show planned parenthood officials discussing the sale of aborted

trend as the fall season arrives next wednesday. jacket weather tomorrow morning as we're waking up to some 50's across the delaware valley. nice sunset setting up outside. live look from our web cam. looks like a bug on our lens. so, everybody is enjoying the nice weather outside tonight. sunset coming up in about 20 minutes or so. enjoy the evening, open up those windows, he enjoy the fresh air. here's what's happening as far as the temperatures. again, over the weekend we were above average. we were in the 80's, once again 80 today. average high 76 but again, as we start off the work week we're going to start off below average. we bump up in the middle of the week right back to 80 degrees and climb back down to average temperatures by the end of the upcoming work week. here we go, sunset tonight coming in around 7 o'clock or so, october 1st at 6:43. november 1st when we turn the clock back sun sets at 4:59 so just signs of that cold season is getting closer and closer. we're losing more than two and

a half minutes of daylight each day. getting close to that official fall season. the autumnal eke quinn knocks lance at 4:21 a.m. on wednesday morning. that's when fall begins. there's going to be some clouds around. not as much sunshine as we had today. same deal on tuesday. clouds, nice breeze out of the northeast keeping the temperatures a little bit cooler. now, wednesday brief warmup which is first day of fall, we get close to 80 degrees, high pressure on top of us that brings back full sunshine. check out your papal forecast this weekend. looking pretty good. little bit breezy but we should see dry conditions, partly sunny on saturday, 74 degrees, so cool and then sunday slightly cooler, still breezy but we should go mostly sunny, so highs going to be below average for the upcoming pope's visit this weekend here in the city. all right, check this forecast out. overnight a few clouds around. it is pleasant.

59 degrees for center city. that means lower 50's in some of the suburbs and up in the mountains, the poconos, they're going to be dropping down into the mid 40's for temperatures tonight, certainly jacket weather through areas north of the city. monday's forecast partly sunny skies, again noticeably cooler, 74 degrees for the afternoon high. northeast wind at about 10 to 15 miles per hour. and then as you get close to the coast in south jersey and delaware there's going to be some gustier winds up around 20 to 25 and temperatures right along the beaches only around 70 degrees with that flow right off the water. here we go with that extended forecast. couple fall-like days. mid 70's for highs on monday and tuesday, partly to mostly cloudy skies each day. looks like tuesday will be the cloudest day. as the storm system moves by to our south it should stay dry. wednesday we go back to mostly sunny skies, up around 80 degrees as fall does arrive and we slowly cool right back down by the end of the week, mid 70's on friday, some sunshine and great news for the weekend. the big event, temperatures hold in the lower and mid 70's, little bit breezy but we

should have some sunshine and temperatures at the shore this week also cooling down. we're going to be in the low to mid 70's. so, figured i better hook the pope up this weekend with some nice weather. >> nice of you justin. i'll do my best. >> i'm sure he gives i was blessing. we can only hope he gives the eagles a blessing. >> wish i had better news for everyone. eagles taking on the cowboys tonight at the linc as the birds have suffered two big injuries in this game. we have kiko alonzo out with a knee injury and mychal kendricks outweigh bad hamstring. for the second straight game the eagles offense just came out flat, 21 total yards in the first half. right now the eagles trail in the third 13 to nothing. we head up to metlife stadium where the giants taking on the falcons. third quarter new york in the red zone eli manning drops back rolls to his right finds larry denal. falcons coming back under two minutes left hand off to devante freeman.

the giants get the ball back but eli manning's pass on this fourth down incomplete. atlanta wins it 24 to 20. to the redskins hosting the rams, our old friend nick foles third quarter goes deep finds kenny britt for a 40-yard touchdown. rams trailing 17-10. really couldn't get any close her. rookie matt jones ran for 123 yards and two scores so the redskins won their first game of the season 24 to 10. the defending champs patriots taking on the buffalo bills. tom brady had a great game against the bills defense. he threw for 466 yards, the seconds most of his career. most by any against buffalo along with three touchdowns new england held off a late buffalo rally to win 40 to 32. now to the phillies. finishing up their series today against the braves fightans have dropped five straight. still need to win seven of the final 13 games to avoid losing 100 games for the first time since 1961. we had area rowan nola on the

mound for the phils. in the third freddie freeman continued to feast on the phillies pitching. he singles to center field to score michael bourn. that makes it one-nothing. after that nola settled down he goes seven innings allowing one run on five hits. struck out four. ninth inning phillies down-one nothing. andres blanco singles to right field. erin altherr. the phillies lose their 94th game of the season two to one the final. new flyers coach dave hakstol continues. the flyers had a scrimmage as they get set to kick off their preseason schedule against the islanders. >> practicing hard for the first few days. scrimmaging to get some
