center in philadelphia. this is cbs3 "eyewitness news". bradford now ready for the stop. that ball is loose. takes him right back. >> what on earth was that? the eagles get absolutely humiliated in their home opener against the cowboys. >> i'm embarrassed by it. i can't believe i paid money to see this team. >> we're going to hear from chip kelly, who is going to be answering tough questions about this one at least the next week or so. first, fans might wake up to discover their cars are gone. philadelphia police are out tonight in full force enforcing parking bans ahead of the papal visit. good evening, i'm natasha brown. thank you for joining us, with pope francis' arrival almost upon us, tow trucks will be clearing the streets for the entire week. "eyewitness news" steve patterson is live in spring garden tonight.

steve, between the parking vans and the road closure, it's going to be a tricky community city tomorrow. >> reporter: tricky indeed natasha if you thought the city was going to hang back and start an earnest in the morning, you'd be wrong. those tow trucks were out in force tonight. enforceing these traffic rerestrictions we caught up with drivers as the tow trucks were barreling towards them and some of them caught it just in the nick of time. >> out in force. philadelphia police in the ppa sweeping the streets sunday night. enforcing the traffic zone restrictions that took effect at 6:00 p.m. by first ticketing then towing street by street every car in violation. >> we just ran back up here and saw they were towing these cars. >> reporter: center city reds made it back to her car at 17th and callowhill just in time, hit with a $75 ticket but avoiding being towed. >> i'm fine. this is my husband's car, trying to get it moved. this is definitely one of those

areas we're surprised about. >> surprise baud on this block, there weren't any enforcement signs, but a plea official pointed to the pieces of is strings hanging on trees, someone tearing the signs down. >> it actually cut off right here. >> a little confusion, enforcement somehow in effect for designated streets interior parkway from the art museum extending east to 12th street unless you have a special parking permit from the city. but ashley had you been showed us a map from the website seemed to indicate zone cuts off before reaching the area, something sara struggled with earlier. >> this block is in the zone, that block, we're not sure. >> reporter: she lives on the the border, despite the signs, still not sure what 7-day forcast is safe and what is not. >> i parked my car really far away today and i'm going to to decide when they start towing, try to find a tow truck driver and ask them where the safe spot going to be. >> reporter: and here is a live example of why they've done all of this towing. the crews here moving materials

so they can get that to the parkway. you can also see the after effects of the towing. we are the only people left on it street, now, if your car did get towed, the ppa want to make clear them impounding those vehicles, just relocating them, so there's nothing more than that $75 ticket that you have to pay to get your car back. in fact, i spoke one officer, he said it would just help everybody if they just heeded the signs and get the cars off the street. they are taking that enforcement seriously. as we've seen tonight. live in spring garden. steve patterson, cbs3 "eyewitness news". >> i guess you guys he better move your truck. appreciate it. pope francis will arrive on saturday. before making his way to the city of brotherly love the pope recorded a special message for philadelphia. >> i look forward to greet the pilgrims and the people of philadelphia when i come for the world meeting of families. i will be there.

facebook, use #cbs3. you got lots to say check on the weather, cooler temperatures are heading our way to start the week, and of course, the start of fall is coming very soon, meteorologist justin drabick live on the cbs sky deck with the first look at a cooler forecast. justin? >> natasha we are already feeling the difference right now. you can open up the windows knock off the air conditioning. it's comfortable. temperatures dropping into the 50's in some spots and clear skies. at the moment, but it was another warm day, we did make it to 80. warm weekend, still summer like temperatures going on today. normal high is 77 degrees, we're above that. the next couple days, going to drop below average. 24 hour temperature change compared to this yesterday, two to 17 degrees colder. colder air mass filtering on in. 68 at the airport in philadelphia, 60 in allentown, 52 mount poconos. low in mid 60's in south jersey. there's some of the suburbs dropping into the upper 50s,

before 7:00. 34-year-old man dead. three others hurt, two critically. officers say between 15 and 30 bikers fled after the shooting. new information tonight about a missing 12-year-old girl last seen in philadelphia yesterday. blackwell warneded away from a church service saturday afternoon on the 2400 block of north 15th street. tonight, we are getting a look at surveillance images from septa. blackwell apparently boarded a train at 30th street, heading for warminster and then hopped right back on a train heading back into the city. the video being reviewed to figure out which stop blackwell got off. if you have any information, please contact police right away. also philadelphia police have now located the mother of a toddler found wandering about on a city street, the hispanic little girl about two to three walking barefoot on tioga near e around 6:00. turned over to the department of human services. police investigating this case.

suspect is in custody following a church shooting in alabama that injured three people. including a baby. prosecutors say james mentor is facing attempted murder charges after shooting his girlfriend, three one month old boy and a pastor. member office congregation helped take him down before he broke free and ran off, but he was captured about a mile away. the victims are stable tonight. stay with us, still to come. another deadly wildfire breaks out in california. we've got a look at the damage and also the efforts to fight the flames. and talk about a special delivery? a man opens his box of domino's to find more than $1,000 cash inside. find out what he did next. we'll be right back. stay with us.

. new fire burning in northern california and already become deadly. the fire is burning in monday ray county. it started yesterday afternoon. quickly grew to 1200 acres. at least ten homes have been damaged. and area residents are being evacuated. also in one particularly hard hit neighborhood, residents are final being allowed back into their homes. vehicles lined up in middletown as homeowners there made their way back into the badly burned neighborhood. nearly 600 homes and 70,000 acres have been scorched by the value fire in that area. altogether the valley fire have destroyed more than 1,000 homes. the united states will accept 85,000 refugees from syria and other war torn parts of the world next year. john kerry made that announcement today as the us scrambles to address the growing crisis in europe. kerry also said that number would likely rise to 100,000 in

2017. conditions in syria keep getting worse as the civil war grounds on, as many as nine million people have lost their homes. two american held in yemen have been released according to the white house. statement doesn't identify the hostages but a spokesperson from a new orleans based company confirmed that scott d ardenwas freed. he was helping deliver aid in the region. the white house is thinking their government for helping secure the release. now, to campaign 2016 news, a surge in the roles for carli fiorina as recent comments by donald trump and benson continue to spark debate, brian webb has the latest on the republican and democratic pushes for the white house. >> reporter: carli fiorina has shocked a second place in the policy, boosted by her performance in last week's debate. >> people come to know me and understand who i am and what i've done and most personally what i will do, they tend to

president joe biden if he decides to join. brian webb for cbs3 "eyewitness news". a california man gets an amazing deal when he orders pizza and wings for delivery. a dominos driver accidentally delivered a box of money to mike vegas instead of wings. the driver was planning to make a stop at the bank as well. he actually put the cash in an empty wings box for safekeeping. but he delivered the cash by mistake. $1300. vegas found the money and quickly returned it to domino's. did the right thing. for his good deed, dominos is giving him free pizza for an entire year. that will pay up in the end. >> that's a hook-up right there. >> you got the hook-up on the forecast. >> i'm trying if you like fall weather you're going to like next couple days. it was warm this weekend. we did make it to the 80's. it's about time heading into fall. wednesday morning, let's take you outside right now, nice and quiet. it is comfortable. no humidity.

temperatures cooling down. we do have just a few high clouds starting to stream in from the south and west, taking a live look at the city right there. from the palmyra cove nature park on it other side of the river in palmyra, new jersey. you see a little bit of a moon rise reflecting off the delaware. a nice night setting up all across the delaware valley. jacket weather early tomorrow morning. we're talking about fall-like temperatures, 76 is where we should be for this time of year, well be below that both monday and tuesday, part of the reason is because of the clouds. don't to the extent to see a whole lot of sun, we get a bump up in those temperatures, close to 80 for the start of fall officially but by the end of the week into next weekend, bring temperatures right back down. where we should be. notice this wind direction flow coming out of the north and east. the cooler wind, that's knocking the temperatures back down 63 in trenton, 64 in wilmington, delaware, 60 up in allentown. look at that cooler air upstate new york. and pennsylvania 54, scranton, 53, albany, drier cool air mass

settles on in. nice and quiet. . high pressure over new england locks us in a dry pattern, we're seeing a few clouds moving in from the south, disturbance over the deep south, trying to spread cloud in the region. fall does officially arrive this wednesday morning at 4:21. that's when the sun aligns itself with the equator. here's our forecast wind directions. notice the arrows pointing to the south and west. northeast wind, that the a cool wind and that just stays like that for the next 48 hours. it will be breezy at times along the coast line, widely cooler wind flow, we have high pressure that builds over new england and a low pressure a stalled off front offshore in between the wind flow. we will see clouds returning but that persistent wind continues tuesday, possibly into wednesday. looks like we do stay dry most of the shower activity stays off to the south and east. we have temperatures after the 50s for our morning lows. bump it up into the lower 70's. that's about it by early
