wilmington police. man in the wheelchair whom police say was armed with the gun was kill. "eyewitness news" reporter in a cash brown has more on just what happened. >> unaudible. >> reporter: "eyewitness news" obtained this cell phone video from a witness who chose not to be identified. he says it showed a police involved shooting that is now under investigation. you you can hear officers asking the wheelchair bound man to drop the gun and put your hand up, wilmington police say just after 3:00 p.m. police units responded to two south scott street in reference with the male with the possible self inflict gunshot wound. police say they found the man in the 1800 block of toll up street. he was armed with the handgun, amir called police after hearing gunfire outside of his business. >> second time, we come out, we see the the guy. he was handicapped.

"eyewitness news" reporter jan carabao he is at the red cross headquarters in center city, good morning. >> good morning. just about 600 volunteers have all over the the country will be stepping foot for the first time here in philadelphia to start helping the red cross. this organization has a plan in place for pretty much whatever unfolds during the the papal visit but do you i have plan in place. for exam wham do you do if you get separated from your family down here in center city. the red cross believes it will be dealing with a whole lot of these family reunifications this week end. usually responsible for disaster relief it is not often red cross gets to plan for an event much less a visit from the pope. >> we are dealing with something that is bright, something that is positive, and it is a change of pace for us. >> reporter: 600 volunteers will check in at 23rd and chestnut street location and prior to stay through the papal visit. >> volunteers coming as farrah away as oregon.

we have volunteers from denver. >> reporter: red cross will have two main rolls, medical assistance and family reunification, in fact, toll free help line went active to assist visitors who separated from loved ones while navigating philly. >> if you are lost, separated from your family, call that number we will have a team of people to help you there reunite with your family. >> reporter: best betties to have a plan to step food into center city. >> there will be 12 in the box right here. >> reporter: that is family reunification centers, red cross locations throughout philadelphia, thaw can set as a family meeting point, despite efforts to improve, cell phone reliability around the festival ground the red cross says you need a backup plan in case your phone loses service. >> pick a location up as a rally point. if you get separated, can't use a phone, go to this location we will meet you there at that place. >> reporter: of course, you can always ask police officer for help, they will bring you to the nearest red cross center for assistance.

we will talk about that in a second. what we are seeing is an accident, more vehicles that get on the roadways this is what happens and when it does, it causes significant slow downs. this is what we are seeing westbound before south street pulled off to the left. you can see it is involving a septa bus and vehicle, because of that in and of itself it will make a bigger deal then it would if it were just a couple vehicles because of the size of the bus this is backups because of this, on the schuylkill at grays ferry, lined all the way up looking more like a parking lot then moving toward rush hour. give yourself a couple extra minutes in that stretchy highly recommend you doing so. vine street to and from the schuylkill parkway closures are in effect because pope is copping to town this weekend. because of that we have road closure as well, ben franklin parkway logan square to the art museum, kelly drive between ben franklin parkway and fairmount, spring garden street parks avenue to kelly drive and septa buses are detoured around ben franklin parkway. i do have mass transit closures as well and we will

super important. there will be tons of walking this weekend. >> what other things beside water should we bring with us. >> couple things that are super important. first of all make sure you have your medication list. that is important. you you want to have that list on your person, so if you have to show that you can do that. make sure you have a list of important phone numbers that is very important as well. and then i also think it is important to have a snack with you, you know, have a snack in case you need a little snack when you are out there on the parkway. education for those who are diabetic and other medications, this is super important thaw remember to bring those. so those are some things i would really implore to you bring. >> weather always plays a factor. it is not extremely hot but i think is there a chance of rain. how is that impacting people and what should they do. >> it is all about preparation. it is all about being prepared. i would say make sure to listen to the cbs forecast so you you know. dress nothing layers can be helpful to make sure you have enough closing and a little,
