kate bilo right now. she has more on what's happening with our forecast. kate. >> thanks ukee. we have had pretty much dodged the rain here in philadelphia all day but on the sky deck it is now started coming down pretty heavily at the moment. let's take you back to storm scan3. you can see what's happening right now. heavy rain really blanketing the entire state of pennsylvania, new york and now some of the heavy rain that moved through the dc area a few hours ago is pushing into the philadelphia area. so we are starting to see that rain intensify again you can see where the heaviest is indicated by the yellow, red and orange shading there across portions of northern delaware, do you think south jersey pushing into chester and lancaster counties as well and this is going to be moving at least the heaviest stuff heading into philadelphia very shortly. you can see the red shading there over the delaware bay that is headed our way within the next half hour to an hour. so head heavy rain right through the overnight hours in philadelphia. then we zoom down and take look at that storm. tropical storm joaquin still tropical storm we got the latest update from the national hurricane center coming up i'll physical you more about the potential track somebody chang s

very important information you need to know on that storm but as far as the near term overnight pocks of heavy rain, highest amounts just north and west of the city but general one to 3-inches will fall across the vast majority of region for wednesday morning heavy rain then we'll clear it out you can see 1:00 a.m. it's raining heavily everywhere. by 4am heaviest push out. still lingering showers tomorrow morning and then some clearing tomorrow afternoon is probably the quietest period we'll have for the rest of the week. late thursday evening we start to see yet another round of heavy rain move in. that is not even associated with joaquin. that comes this weekend and coming i'm have much more on the track of that storm and why you definitely need to pay attention as the forecast continues to evolve through the remainder of the week. for now reporting on the sky deck meteorologist kate bilo. back over to you, ukee. >> see you shortly. in the news tonight two tax only blocks and minutes apart. to night students at temple university are on edge after a classmate and another woman were assaulted. authorities say the student was attack on the 1400 block of

carlisle street. "eyewitness news" reporter david spunt is on the temple campus with what we know thus far night. david? >> reporter: ukee, this female student was just leaving the library after studying on a sunday night. she was on her way home. investigators right now are trying to locate this suspect as she recovers. the streets of temple university's campus were quite for the most part tuesday night as students remained on high alert after learning one of their own was sexually assaulted and robbed near these dumpsters on carlisle street. >> it makes you nervous especially because it's so close to home. >> reporter: temple student he will liza nears the sight attack and toll us she woke up to a text from temple university explaining what happened. >> they're pretty good about telling us what's going on and making sure we're safe. >> reporter: special victims detectives spent most of the morning crouching, climbing and opening doors to find any hint of evidence. >> my daughter stayed here as well. she lived at temple so i

practice what i preach. i always feel if it was safe enough for my daughter it's safe enough for my kids that live here. >> landlord tom, owns a few buildings near the attack. he's hoping his surveillance cameras can help police find the man they're looking for. >> i pray to god they do. report roar not even two hours before the attack, police rushed to nearby thompson street where detectives say two men tried to rob woman. three shots were fired. luckily no one was seriously injured. police are working to determine if the attacks are related. >> definitely have my boyfriend walk me from my house to his house because not trying to walk around at night now. >> reporter: detectives hope those surveillance cameras actually show something to help locate this guy. temple university officials reminded students today through text messages they can always have a free walk from a university official back to their car, back to their home. if anyone has any information, call police. they can remain anonymous. that's the big thing. ukee, we are live in north philadelphia on temple's campus

david spunt cbs3 "eyewitness news". >> david, thank you. police down the shore want the public's help to identify a body that washed up on the beach. authorities released photos of a female with tattoos. the body washed up at the 57th street beach in ocean city. authorities say there are no signs of trauma. she was wearing a purple shirt and blue jeans and appears to be between thrive and 50 years of age. a toy gun scare forced authorities to temporarily walk down chester high school in delaware county today. investigators say a student saw classmate remove a begun from his waistband and place it in backpack around 10:30 this morning. school officials then called police. and locked down the building. it was later determined the weapon was toy but police say it resembled a colt 45. prosecutors are not filing charges again the student. new at 11:00 tonight not in my backyard. angry chester county residents

are concerned about a proposed pipeline that would send potentially dangerous material through their neighbor. "eyewitness news" reporter diana rocco tell us they pushed back at a community meeting that night. sunoco lies. they bully and they threaten. >> reporter: worried residents crowded the downingtown east auditorium looking for answers about a sunoco logistics project called mariner two. it would run hundreds of miles of natural gas pipeline through their yards and properties. >> to put this through a neighborhood with this kind of population density a high consequence area so doesn't it make sense if a pipeline fails in high consequence air there will be high consequences. there will be. >> i can tell you from what i've done they have a good safety record and they do everything possible to take care of what needs to be done to do it safe safely. >> sunoco has asked landowners like joy to sign upgrade to ease many handing over the rights to his property. >> it would give them permission to do anything they wanted to do. >> reporter: he says he was offered nearly $9,000 but still

refuses to sign. >> the real estate values that are going to go through the floor in this neighborhood. this won't take week or so. it will be months of digging, trucks. >> talking about propane, butane andth thane. >> reporter: clean air council is now suing sunoco because they say they've falsely been threatening homeowners with eminent domain if they refuse. >> they are not considered a public utility for purposes of this particular project. if they're not a public utility, under the public utility code itself, they don't have the right of eminent domain. >> reporter: while the governor says pipelines are necessary, he says, this should be decided locally. >> pennsylvania needs to have a distribution network and the only way the best way to do that is through pipelines. >> reporter: representatives from sunoco logistics were not in attendance due to the pending lawsuit. but in a statement tell "eyewitness news" sunoco logistics is committed to open dialogue with landowners and other stake holders on issues

that are important to them regarding the mariner east projects. to date, we have hosted 20 open houses across the state, including at least one in each county we passed through and two in chester county. we continue to meet with landowners regarding the proje project. ". >> residents here did leave frustrated. but say this is far from over. in exton, diana rocco cbs3 "eyewitness news". opening statements could begin as soon as tomorrow in the trial of a building contractor charged in the deadly center city building collapse. six people were killed when a building being demolish at 22nd and market collapsed on salvation army thrift shop in june of 2013. more than a dozen others were injured. given campbell the owner of the companying the demolition faces third degree murder and other charges. candidates vying to be philadelphia's next mayor square off in center city. "eyewitness news" at the double tree hotel for town hall style debate it was organized by the united way of greater philadelphia and southern new jersey.

democratic candidate jim kenney republican melissa murray bailey as well as other candidates from other parties took part. it is night three of the huge clean up effort on the parkway following the historic papal visit. crews continue to break down the altar, scaffolding and security fences and peaces still remain there tonight. also, a traffic note for you the parkway remains closed. it will take a few more days for everything to get back to norm normal. there were so many great moments from the papal visit, we managed to narrow them down to 10. you can head over to cbsphilly.com for our list of our favorite moments from the historic event. it's back, another facebook hoax is making the rounds tonight. >> you may have come across it in your news feed and it's spreading fast. way. there's that post again you know the one that starts with something like now it's official, it's in the media. facebook has an entry price of 5.99 to keep your status private. well it's been posted and posted and rei posted all over everyone's feeds. it's absolutely a hoax. >> fortunately this has bogged down so many people's facebook feeds that actually facebook spokesman came forward and said listen this is not what's going on win facebook. >> reporter: cyber security attorney liza garber says the scheme is catching fire due to its uses legal mumbo jumbo language that's not accurate bought scarce people to repost it believing it will stop facebook from making all your posts public. >> people fall for it. i think part of the problem is the legal ease when they see different terminology whether you're protect yourself if you post this content. >> reporter: what's the point? garber suspects whoever started it is likely getting a good laugh. good news, though, there does not appear to be any harm in it.

>> freshly man cured man at a nail salon caught on camera showing his appreciation by robbing the place at gun point. that robbery happen at rockland nails in logan sunday just as it was closing along the 1300 block of rockland street. police say after the suspect received his manicure and was asked to pay, he pulled out a sawed overshot shotgun and began grabbing money from the regist register. >> underneath hess shirt and he

"eyewitness news" at the jewish cemetery. early sunday morning police found numerous gravestones that were separated from their bases. one that was broken and a flower pot damaged. dr. milton mother and father and other relatives are you will buried at the cemetery. he hopes the person or people responsible for this are simply kids messing around and nothing more sinister. >> that's different f they did it that way, that's a different group. if it's just kids running around they don't know better. >> anyone with information on the vandalism is asked to contact police. new tonight, remembering three victims killed in a crash in bustleton two months ago.

"eyewitness news" was on hand in the northeast where friends and family released lanterns. 17-year-old yvette gonzales, sabrina rose and 20-year-old phillipe hernandez died at a crash at red lion road and sand meyer road in july. high speed played roll in that crash. tonight volkswagen is vowing to fix allege mel i don't know diesel vehicles that admits were rigged with to teach emissions test. volkswagen banned the sale of the vehicles dealers are beginning to feel the pain. largest volkswagen dealership in north america is located near dallas, texas. this ban could cost it roughly $1 million in potential sales. used volkswagens with the fraudulent software are still being sold on the secondary mark. keep your eyes on the road. it's one of the first instructions we hear when learning to drive. well now drivers have the option to have information projected in their line of site. does this mean added safety or another distraction behind the wheel? three on where are side consumer reporter jim donovan

takes look. >> reporter: when private pilot jerry green field first saw a head up display it was a flight simulator. >> you see the flight instrument. you'll see air speed. >> reporter: today growing number of auto makers are building similar display noose vehicles. equipment that projects things like speed or navigation into the driver's field of vision. >> i like the idea of being able to look straight ahead and seeing all the information i need without having to look away from the road. >> reporter: ron of edmunds.com test driven vehicles with the technology built in. he feels these types of displays make a drive safer. >> if you think about when you look at your speed gauges or your navigation screen you are take your eyes off the road even if it's only for brief moment report roar some companies are developing display that is would allow drivers to do things like receive and respond to text messages or post to social media all while keeping their eyes on the road. >> the technology seems promising and it seems to sort of integrate a couple of smart phone teaches which we're not really getting from the factory.

>> reporter: aaa says head up displays with search driving information do have the potential to make drivers safer behind the wheel. but more testing is needed to study the impact they have on drive distract. >> the risk, though, is that if we are projecting information on the windshield or in the for driving environment that isn't integral on the core task of driving we're overloading the driver. >> reporter: right now head up displays are built into a small number of car models. experts point out technology appears first in high end model and as it gains popularity and prices come down it spreads to more models within vehicle neat. reporting for three on your side, i'm jim donovan. >> kate bilo is all about models tonight. because you're watching a lot of them coming in about what might be coming in the next few days and what's on its way tonight. >> that's right. we're looking at the atmospheric set up in general to so if the models mean anything or not. what's happening there's so much going on. i can talk for six, seven

minutes about the setup. don't quite have that much time let's get to the most important thing happening right now. right now we're logging at heavy rain pushing flew. this has nothing to do with tropical storm joaquin. if we do feel any direct impacts from joaquin over the weekend late saturday into sunday especially. take look what's happening right now. it's pretty ugly out there. take you out to our roof cam the tops of the buildings in philadelphia have completed disappeared. low clouds moving in and very heavy rain rain is starting intensify you can see the roads looking very very wet there along 16th street. storm scan3 here it is the very heavy rain that we've been talking about all week is now pushing in. we had break through the day but now it's moving right through the philadelphia area in fact i'm taking out all mentions of minor cast of heaviest to the north and west. this is widely separated throughout the and tyre john so general one to 3-inches during the overnight hours if you're in allentown all the way down toward the shore. the immediate shore points make it less but expect one to 3-inches and that's reflected here on future rain amounts.

an inch or so in philadelphia could get more in reading maybe 2-inches in trenton depending on where those heaviest cells set up and that's just for tonight. now let's talk about tropical storm joaquin. it is stale tropical storm. it's now a very strong tropical storm with sustained winds at 70 gusts to 85 and notice that slow mommy crawling toward the bahamas it will hit very warm owing water and that will help it strengthen now the national hurricane center just released this track expecting to become a hurricane by tomorrow morning. category one and then watch this brief strengthening into a category two hurricane. it may die down to cat one notice the track nudged a little further to the west and start to notice this little curve that it started that pick up in the very last frame in the cone of uncertainty again surrounding that want to show you why they've adjusted that track further to the west we've been seeing a trend in our ensemble models the spaghetti plots they look like spaghetti. a lot less delicious. you can see on sunday notice the general trend is to curve this storm a little bit back to the west. the reason for that that sharp

trough over the eastern united states and a blocking high off to the north and east and that's going to pull that storm in capture it and could turn it into a hybrid storm more of a less of a tropical storm and more of a nor'easter type. that really doesn't matter. it doesn't really matter what the storm is. what matters is the track and how much rain we'll see. you can see initial modeling showing that we can see as much as seven or 8-inches of rain in spots by sunday night. look at washington, d.c. on this particular model. 9-inches of rain. that's with rain out ahead of the storm see a band of tropical moisture thursday night into friday in spots but the heaviest impacts from this system will be saturday into sunday. of course, there's eagles redskins game sunday afternoon we'll have to watch that very closely. inland impacts remain the same as we've been talking about all week. heavy rain and the risk for flooding gusty winds an issue and coastal impacts more pronounced if that storm does make a landfall along the east coast beach erosion rough surf and coastal flooding this evolving situation. we will continue to monitor it and we'll keep you posted but expect very heavy rain tonight,
