57 newsroom at cbs news headquarters in new york. thanks for joining us. i'm anne-marie green. this morning the east coast of the u.nited states is gettin pounded with a steady diet of flood producing rain. sustained winds of 120 miles per hour and higher gusts. joaquin is pounding the bahamas this morning, but expected to head north and likely hit somewhere on the u.s. coast this weekend. its impact is already being felt along the florida coast, though, where high waves are pounding the shore. in storm weary new jersey, residents are preparing for the worse. weijia jiang reports on the drenching east coast weather. >> reporter: heavy rain fell fast, flooding roads up and down the east coast on wednesday. in providence, rhode island, this car was no match for mother nature. in maine, people abandoned the truck after the road buckled. this could be just the

beginning. hurricane joaquin is picking up steam in the atlantic. the national weather service says it could issue a hurricane watch as early as thursday for some parts of the east coast. this 3d animation from nasa shows just how enormous joaquin is. the governor of virginia already issued a state of emergency. his state could see heavy rain thursday and friday, followed by the wind and rain from joaquin. that means a soggy vacation for some in virginia beach. >> we are going to hungerer down if anything happens so we are going to try to ride it out. >> reporter: forecasters say joaquin could dump up to 10 inches of rain in some places along the east coast early next week. weijia jiang, cbs news, virginia beach, virginia. hurricane hasn't made landfall in the eastern u.s. since arthur in 2014 and that appears likely to change in the next few days. meteorologist eric fisher of our boston station wbz is tracking hurricane joaquin. >> reporter: as we continue to watch joaquin, it underwent

rapid intensification last night and now is a very potent storm chung and a major category three hurricane and impacting the bahamas and hurricane warnings out here and tropical storm warnings toward the south and this is certainly that is going to bring destructive impact to parts of the bahamas after that. the track up the eastern seaboard is to become a category three storm and gradualing weeken but as we head toward the weekend a chance for a strike making landfall from north carolina to new jersey and everyone needs to watch this storm very carefully and begin with preparations, especially south carolina and north carolina and virginia. before the storm gets here batches of rain from late thursday into friday and saturday. it's well ahead of joaquin. that sets the stage for widespread flooding and rain totals could exceed 10 inches and we have a powerful storm and you want to plan now to make sure you're ready to act when

joaquin moves in this weekend. i'm meteorologist eric fisher for cbs news. >> we will have the very latest on hurricane joaquin coming up on "cbs this morning." overseas now. afghan officials say early this morning, government troops recaptured the key northern city of kanduse from taliban fighters. afghan forces were aided by u.s. air strikes and advisers. the taliban captured the p p p proven shull capital early this week. the u.s. says the target was syrian opposition fighters. russia carried out its first air strike in syria yesterday. the strikes were not near where u.s. aircraft operate and the targets, according to the u.s. officials, were in areas controlled by troops fighting to overthrow syrian president bashar al assad. >> the result of this kind of

action will inevitably simply be to inflame the civil war in syria. >> the russians informed the u.s. of its intentions just an hour before their attack. the defense secretary ashton carter called that unprofessional. this morning, there are more questions about the private e-mail account hillary clinton used when she was secretary of state. just released e-mails from clinton's account indicate hackers tried to access her account with software that would have transmitted information overseas. don champion has our report. >> reporter: the latest batch of e-mails from 2010 and 2011 show russian linked hackers tried five times to pry into hillary clinton's e-mail account and did so by sending speeding tickets to her e-mail account. they say she never replied to the e-mail nor opened the attachment. over the weekend, clinton tried, yet again, to quail the

controversy. >> it is like a drip, drip, drip. what i have tried to do in explaining this is to provide more transparency and more information than anybody that i'm aware of who has every served in the government. >> reporter: the state department says at least three e-mails sent to clinton should have been classified, two of them surrounding iran nuclear talks. another notable exchange highlights concerns about outdated technology in her department. something a top adviser claimed had led high ranking officials to routinely use their home e-mail account to get work done. bernie sanders still possible candidate joe biden quickly gaining more support. her campaign is also taken a hit at the bank in recent months. only raising about $2 million more than sanders. now experts tell cbs news the attempted hack of clinton's account did not appear to be sophisticated. later today, clinton will hold a

conversation on substance abuse in boston and attend several fund-raisers. >> don champion here in new york, thank you, don. republican presidential candidate donald trump says he is not buying the warm relationship between two of his rivals jeb bush and marco rubio. trump was speaking at a town hall meeting in new hampshire yesterday when he used profanity to describe the relationship between rubio and his mentor bush. >> they hate each other. they hate. trust me. i know. they hate so much. they hate more than anybody in this room hates their neighbor. anything. but it's political bull [ bleep ]. you understand? it's true. it's true. >> trump also said if he is elected, he would send all of the syrian refuges to the u.s. accepted back to syria. homeland security jeh johnson apologized to jason chaffetz after a scheme by secret service employees to

discredit chaffetz was revealed. chaffetz, a republican, has been investigating misconduct by the secret service. now a report from homeland security inspector general says an assistant director suggested leaking embarrassing information about chaffetz. >> if they are doing this to me, who knows what else they are doing. it really is scary. >> secret service employees accessed his application for an agency job. at least 45 employees looked at the application. last night, congress approved a stop-gap measure to keep the federal government running and it was signed by the president. the house proofed the message after proofed by the senate. the deal approves funding for planned parenthood despite objections to some republicans it funds the government through december 11th. priedo is scheduled to be

it is now legal to buy marijuana for recreational use in the state of oregon. some started opening midnight to start selling pot. oregon is one of four states that has legalized the sale of recreational pot and sales will be tax-free which is savings up to 20%. here are the numbers in last night's powerball drawing. the winning ticket was sold at a gas station in three rivers, michigan. the jackpot has been building since the last winter in august. this week's jackpot would be worth more than $191 million after taxes, if taken as a lump sum. i had to paws use on that one. on the cbs "moneywatch."

jill wagner is at the new york stock exchange with that and more. >> today is the day the retailers in the u.s. are to install credit card terminals capable of reading new chip reader credit cards. they have a high chip that is more secure than cards with a magnetic strip but estimated only half of the businesses in the u.s. have converted and not everyone has received a new card. you can still use your old card. here on wall street, traders are hoping for another day like yesterday. stocks finished higher across the board. the dow jumped 235 points. the s&p gained nearly 36. the nasdaq climbed 102 points. facebook is introducing changes to its user profile. one change lets users use a seven-second looping video as a profile picture. the idea is to make the decade-old social network more visibly stimulating.
