down the shore and along the coast resident are dealing with flooding rains and strong wind as a stalled front, spins over the area. good afternoon everyone i'm pat ciarrocchi. i'm erika von tiehl. we have team three coverage for you of this coastal flooding, meteorologist kyla grogan is in the weather center with the late owns this forecast. cleve bryan he is live in sea isle city with governor christie and steve paterson is indeed, hanging on in ocean city, where we will start off with first with kyla.

>> i have to tell you you, you can see in ocean city we have win, rain, it is down right nasty out there. we have seen a few flying umbrellas when i took a walk out for my break. we are under a coastal flood warning and for good reason, because we are going to see things increasingly get worse as we head in the day today. let take a look, moderate flooding expect all the way from toms river down to cape may down to rehoboth beach. even into philadelphia where we're under that coastal flood warning heading throughout the day-to-day. live look at the neighborhood network boardwalk plaza at rehoboth beach, notice wind there 32 miles an hour those waves have been crashing against the the shore, and it doesn't help with the temperatures in the 50's. we have wind alerts, gusting to 40 to 50 miles an hour. you can see warning from atlantic city down to bethenny beach and flange by advisory on either side. looking at storm can three this rain is coming through right now heavier showers near dover, you can see in the yellow and orange as we zoom out this is a problem, this thing keeps going, folks.

new facility where new jersey is under a state of emergency right you this because of tidal flooding, not from joaquin but because of this front that is going through right now that is bringing a a lot have rain, wind and coinciding at this moment with some very high tides. the few minutes ago we had a chance to look inside as the governor was meeting with those elect officials to get a briefing on this situation here, in cape may county, which is, of course, very prone to flooding whenever we have nor'easter like conditions because of the low lying areas. and the tied, yesterday, were quite high and we saw flooding on some of the streets where water had gone past bulkhead. just a little while ago we saw more flooding in sea isle city where we have rid yes over at marine a where people were frantically trying to pull their boats out ahead of what they believe will be the worst of the storm. high tides around 2:30 or 1:00 e looking at here is a tidal flooding situation, in cape may and atlantic counties.

they have to be very careful with driving through any of the water coming on to the streets. people monitoring the level of the water coming near the homes. some are elevated after sandy but many of them still remaining at their original levels, so, of course, governor telling everybody to be prepared just in case for joaquin and hopefully that means they have got prepared for this weather that we are experiencing now, again, governor expect to address us at any moment. you see people filling in behind me this he were in the meeting with the governor and he should be taking the the podium, just any moment, this was an event statewide, that people were looking at because up and down the coast of new jersey people have many different types of concerns further up north from where we are, hit hardest by sandy, they have a lot of the rivers that backup when there is tidal surge. storm surge the rather. that was some of the concerns with joaquin. we're expecting joaquin not to make a direct impact as of right now but i know we have talk about that during the weather portion of the show, but again, until all of this is said and done the governor

the the cameras rolled. take a look erosion in real time. powerful wind making for an angry tides in ocean city, both pounding the beach, siphoning the san, ripping fence line off in the ocean as our camera rolled. >> the difference with this one is the win. we usually get flooding but this has strong gusts. >> that same wyndhamering the beach is also cutting through towns, there, residents relieved to hear that they would likely be contending with the boisterous storm rather than a category four hurricane. memories here still fresh. >> up until this morning we were nervous about it because when sandy, she brought a lot of the sand and all of the extra water in here, and the hurricane, anytime we have a hurricane like this we get nervous. >> reporter: zachary tide is barely old enough to remember it and with school canceled he could not ask for a better view or his birthday. >> a lot of fun. getting out of the school.

>> reporter: still some businesses taking no chances. board and sandbags, just in case, but more from the spector of sandy, then any worry over joaquin. and it is, as you can see, tied rolling in down the shore. as if we have been standing here i can tell you that the wind has significantly picked up just in the several seconds, that we have been here. the best parties that it is not even high tide yesterday, as that is expect to come in an hour or so. so neighbors and resident now bracing for flooding in town. we are reporting live in ocean city i'm steve paterson for cbs-3 "eyewitness news". >> it the is not even a hurricane. >> no. >> we want to you connect with us if you can, send your photos of flooding and storm damage use the hashtag cbs-3 storms. police are investigating if the weather played a role in the deadly three vehicle crash in wilmington delaware. this happened on the 1,000 you block of south mark street around 7:45 this morning.

police say that this crash involved a school bus and suv, and a dart bus. a passenger in the suv was killed. it is unclear if there were any other yours but police do tell thaws there were no children on that school bus. well, police in bucks county of arrested two suspects in the case have of more than 30 years ago. >> our walt hunter is live in bensalem at the bend salem police department where officers are saying that they have solved this cold case, murder, of a bensalem teenager. this is remarkable, walt, it was so many years ago. >> reporter: two week heart breaking case, pat, a at last, solved. it was august of 1984, the suspect george shaw, a neighbor at the time of barbara ruann had the 14 year-old to baby-sit and he was allegedly high on methamphetamine and he is accused of drugging the 14 year-old girl and raping and murdering her. barbara ruann's body found 13 days later and now going back to august of 1984, shaw

charged with murder and a second suspect, also arrested for allegedly helping difficulties -- dispose of the teen's body. for more than 31 year, parents of the barbara ruann have have endured agony of their daughter's murder wondering who could have killed their 14 year-old only child, and why. now, police say, they have cracked the case, arresting george shaw a former neighbor for whom the victim occasionally baby sat, and, robert sanders charged with helping dispose of barbara's body which was found 13 days later after she disappeared not far from her home. >> the the members of the district attorney's office notified barbara ruann's parent were still alive in bensalem township that there is closure in the case. >> reporter: fbi lab tests on tape, used to bind the victim's body, as well as non-stop investigative work by assigned detective chris mcmullens and his team, eventually led to unraveling

what they called a web of lies, from sanders, who appeared before a grand jury. >> i'm just glad we got to this point. this is about barbara and her family. >> reporter: police believe shaw, now under arrest in florida, is in fact, a serial criminal. suspected in other crimes. they say two months after barbara's murder he was convicted of raping a 69 year-old widow in montgomery county, on the same night, of a story airing on television about barbara's recent murder. >> story aired that night and he went out that night and raped and he was convicted on that rape. it wasn't just that, for 30 years, there might be or things that are out there. >> reporter: accord together affidavit moment after barbara was murdered her father actually knock on the door of shaw's home and the suspects told him to go away.

she would not be found for 13 more days. both suspects now in custody, one in florida, one in pennsylvania, and while shaw was on the run, allegedly committing other crimes, in recent years, police say among his jobs, working as a hotel security guard. we will have have much more on this developing story for now live from bensalem i'm walt hunter for cbs-3 "eyewitness news". finally closure for the family. lets get back to sea isle city where new jersey governor chris christie is discussing new jersey's plans, for coastal flooding in the storm. let's listen in. i was saying to the green for officials, and that there was no one, who engaged in more aggressive, and effective hand to hand, combat for people of new jersey on the florida congress then frank lob beyond owe did. everything we did in the reaction to sandy in the last

three years would not have been possible without congressman lobiondo so, we will face another challenge here too. place. so i met with the local officials, not only from this county but from the neighboring south jersey counties this morning. we had a statewide conference call this morning, with over 350 elected officials, from around the state, and i have had three meetings now and about to go with my fourth meeting with my cabinet in the last 48 hours to make sure that we are prepared for what is happening. all morning we have been receiving the the latest updates from the national weather service. and, we know what we're dealing with, i think, in the general sense now. nor'easter that we're experiencing right now that will continue, throughout the rest of the day and into tomorrow, is diminishing a bit. we're not getting the amount of rain that we thought we initially thought we would get which goodies news from the flooding perspective but we will moderate to major

flooding in our four southern counties in cape may, a atlantic, cumberland and salem. we need to be prepared for that and i believe these officials are prepared, for whatever we will have to deal with and i can tell you that the state is well prepared for that as well. the good news, on hurricane jack ken -- joaquin that it tracks east and not west into the middle of the atlantic ocean and if the track continues the way it is right now we will not have to worry about joaquin having any type of major effect on the jersey shoreline and on our citizens. so, so far, so good, that is very good news for us, we're prepared if it comes, but we're very happy to hear that it will be visiting someplace else. we've already done our bit for hurricane tourism here in new jersey. we expect about about one to 3 >> governor chris christie speaking from sea isle city saying rain totals are reduced for system we are experiencing right now but adding there is still moderate to major flooding that is a a concern.

we're following some breaking news this noon, philadelphia police have identified a person of interest in the sexual assault and robbery of a temple student on monday. investigators will hold a news conference in about an hour, at the special victims unit, they will have pictures and surveillance video of their person of interests. we will bring you very latest on that story tonight on "eyewitness news" at

welcome back. we want to update you on hurricane joaquin this monster storm that is 700 miles in diameter and still a category four hurricane, wind sustained a at 130 miles an hour but here comes the the good news, everybody. the track looks to be staying off shore, as it rolls past philadelphia you can see it weakening as well. the by the time we get to that monday, tuesday, fame frame it has wakened to category one and stays far enough to stay out of our weather pattern and that is good news indeed. unfortunately that doesn't get us out of the this problem the stalled front bringing rain right now through philadelphia, some heavier showers, starting to roll in

through wilmington. so be prepared, we will see this kick up as we get through the afternoon. we have a coastal flood issue here and that is why there is a a coastal flood warning right through the weekend, for moderate flooding from toms river through rehoboth beach and notice it moves back toward philadelphia a too. so any rivers will have some issues and it doesn't help that it is chilly out there currently 51 degrees in philadelphia. forty-nine in mount pocono. fifty in wilmington. fifty-five in wildwood. and then we've got the wind to contend without of the north east and check out the shore here, 23, 24 miles per hour, philadelphia also about 20 miles an hour. it is nasty out there wind alert shows awe long the the the coast we are expecting this to keep up throughout the afternoon. forty to 50 miles an hour gusts expect in the area orange flanged by advisory to the north and south. all right lets time this out. when is it getting out? heavier rain throughout the afternoon at 7:00 p.m. looking at future weather. the as we get into saturday afternoon i'm seeing things lighten up. i like the look at that.
