57 newsroom at cbs news headquarters here in new york. good to be with you. i'm anne-marie green. this morning, from the investigators from the national transportation safety board are trying to figure out what caused an engine jet about to take off from florida. passengers on board the dynamic airways flight heard a loud bang and 110 passengers and crew members had to evacuate. 21 people injured and one seriously. the jet was taking off from the ft. lauderdale hollywood airport and bound for venezuela. . david begnaud has our report. >> reporter: these are the photos of the plane on fire after the pilot aborted takeoff. this cell phone video captured huge black fumes of smoke as the pilot frantically radioed for help. minutes early an airport taxiing

behind the dynamic plane reported an fuel leak to air traffic control. all 101 people on board were evacuated using emergency slides. >> the pilot didn't say anything. >> reporter: camilla diaz was in seat 1g. >> i was completely asleep and when i woke up, i was hearing screams and people crying, and i didn't know how to react. >> reporter: seventeen people, including one child, were injured and taken to the hospital. this passenger stopped take take pictures as he was running from the aircraft. he was frustrated bit crew's response. >> it was pretty nerve wracking to know the door wasn't opening and to know something was on fire. >> reporter: david and his sister were two of the last people to evacuate. >> there was like smoke all over the place, so we got out and

started running to the grass as farce away from the airplane as possible. >> reporter: as of 6:30 early evening the airline had not responded to our questions. the runway was it reopened the runway. officials used the only other runway that is available. david begnaud, cbs news, ft. lauderdale. fugitive floyd cook has been killed in a shoot-out with kentucky police overnight. cook was pronounced dead at the scene in south central kentucky after being confronted by state troopers. police say cook was armed with a handgun and exchanged gunfire with officers. no officers were simprurinjured. cook had wounded a tennessee police officer at a traffic stop and opened fire on a kentucky officer. five months after a deadly shoot-out between rival biker

gangs in texas, one has been charged. a grand jury is considering the case. this morning, officials in waco are trying to figure out who leaked surveillance video of the bloody gun battle. don champion is here with the story and the shocking pictures. >> reporter: even without sound, the video alone is terrifying. aired on cnn thursday, it shows members this biker club sitting and having drinks on a patio one moment. the next, dodging bullets and running for their lives. off-screen, a fight started with members of the rival gang the ban detow crew. in the end the shoot-out at this twin peaks restaurant in waco, texas, killed nine people. >> those were not released to the media by the district attorney's office either. >> reporter: the video leaked as the grand jury continues weighing murder charges in the case. 177 bikers were arrested after the shooting and charged with engaging an organized crime.

law enforcement officials have been ordered not to discuss the case. >> we are continuing to abide by the gag order and we will continue to do what that judge has asked us to do, which is not speak any further on the twin peaks matter. >> reporter: the associated press said they got the video along with other pieces of evidence last month. the atf reviewed thousands of pages related to the incident and concluded gunfire hit bikers that day and not clear if any of those shots were fatal. in all, police recovered hundreds of weapons, including guns, knives, brass knuckles, and such at the restaurant after the shooting. >> don champion here in new york, thank you, don. beginning today, the latest move in an effort to reform the nation's justice system and reduce overcrowded prisons. about 6,000 nonviolent drug

offenders will be released from custody. it's a result of a decision made a year ago by the u.s. sentencing commission. >> these are young people who made mistakes that aren't that different than the mistakes i made and the mistakes that a lot of you guys make. >> reporter: president obama has been pushing for criminal justice reform. one reason? u.s. prisons are bursting at the seams. federal prisons are more than 30% overcapacity according to a congressional oversight committee. in 1980, the federal prison population was less than 25,000. today, that number is more than 200,000. over the past decades, more nonviolent offenders have been locked up than ever before. the change in federal sentencing guidelines applies to a limited number of inmates, most of those being released have already spent a short time in a halfway house or confined at home. about 850 will be released right from prison to a probation

officer. the president said it's time to reduce or eliminate severe mandatory minute sentences for nonviolent offenders. >> we have to be able to distinguish between dangerous individuals who need to be incapacitated and incarcerated, versus young people who are in an environment in which they are adapting, but if given different opportunities, a different vision of life, could be thriving the way we are. >> over 1,700 of those being released are not u.s. citizens. most will be deported before a prisoner is released, a federal judge must determine that he or she is not a threat to public safety. early this morning, the senate passed a two-year budget worked out by congressional leaders and the white house. the budget increases spending and suspends the debt limit. the legislation now goes to president obama to be signed into law. paul ryan says it's time the

members of congress prove themselves worthy. the wisconsin representative was sworn in as the 54th speaker of the house yesterday. he was elected to head a house divided charged with healing a fractured republican party. most republicans voted for ryan, but the wounds of the gop infighting run deep. >> the house is broken. we are not solving problems. we are adding to them. and i am not interested in laying blame. we are not settling scores. we are wiping the slate clean. >> ryan replaces john boehner who was forced out by conservatives in his own party. >> i leave with no regrets, no burdens. if anything, i leave the way i started. just a regular guy, humbled by the chance to do a big job. that's what i'm most proud of. i'm still just me.

>> boehner served in the house for 25 years, as speaker for five. the republican presidential candidate jeb bush is trying to reassure supporters that his campaign has legs. one day after what many are calling a less than stellar performance at the latest republican debate. bush denied his campaign was in trouble. >> it's not on life support. we have the most money, we have the greatest organization. we are doing fine. >> the latest cbs news/"the new york times" republican presidential poll shows bush tied for fourth place. the largest ever diplomatic effort to end the war in syria is under way in vienna. secretary of state john kerry is meeting from top diplomats from almost 20 other countries. iran at the table for the first time. iran backed syrian president assad. the u.s. demands he gives up power. coming up on the "morning news." blimp take-down. new details on how a wayward blimp was stopped in its track. a bus stop back rub.

amazon is considering starting its own clothing line. amazon is going to have a clothing line. which is strange, because what is great about shopping on amazon is not having to wear clothes. that's what i do. >> too much information! on the cbs "moneywatch," kitkat gives commuters a special break. holiday sales kick off this weekend. jill wagner is at the new york stock exchange with that and more. good morning, jill. >> good morning. >> reporter: two of the biggest retailers walmart and target are mapping out plans for the holiday shopping season and both stores planning heavy discounting and stepped up marketing. walmart will offer free shipping with a 50 dollar minimum and target will offer free shipping with a minimum. 20% of the retail industry's annual sales. news from the commerce

department that economic growth slowed with more than expected this summer sent stocks lower on wall street. the dow finished 23 points lower. the s&p lost just under a point. the nasdaq lost 21 points. rush card, prepaid debit card backed by russell simmons, the card suffered attack problems. the company set up a multimillion dollar fund to pay for late fees or any other financial setbacks suffered when customers could not access their money. honda is recalling more than 300,000 of its mid-sized accords to fix air bag problems. the recall covers accords from 2008 to 2009 because of a faulty sensor. the side air bags can inflate if the door is slammed too hard. recall notices will start to go out in mid november. volvo made a name for itself in safety in its cars and now jumped on a new safety feature.

a kangaroo detection device and aimed at volvo customers in australia where there are more than 20,000 car/kangaroo accidents every year. cameras and radar will detect the animals and automatically apply the brakes. not quite sure to make of this one. bus stop billboards that give massages. part of an ad campaign of kitkat in south america. 20 billboards were installed at bus stops. you lean against the billboard and it starts to vibrate. the idea is give customers a break and kitkat's advertising sideline is "give me a break." >> i'm sure a lot of people will enjoy it and some will enjoy it too much but i don't want to think about that. >> possibly missing their bus, right? >> exactly. jill wagner at the new york stock exchange, thanks a lot, jill. coming up on "cbs this morning," we will drive hands-free and check out tesla's new autopilot system.

a person of interest is named in a cold case involving a missing boy. and a school bus driver is caught on video hitting a student. those are some of the headlines on the morning newsstands. the minneapolis star tribune reports on an arrest related to 26-year-old unsolved child abduction. daniel heinrich is in custody charged with child pornography and considered a person of interest in the 1989 disappearance of 11-year-old jacob wetterling. >> let me be very clear. the defendant was denied any involvement in the disappearance of jacob wetterling and is not charged at this time with any crime related to that disappearance. >> heinrich was first questioned about wetterling's disappearance in 1989. "the boston globe" reports on sentencing of owen labrie in the prepare school sexual assault case. he was given one year in prison for allegedly sexual assaulting

a student in st. paul. his conviction says he must register as a sex offender potentially for the rest of his life. the des moines register reports on an iowa school bus driver charged with assaulting a student. >> hey! hey! >> stop! stop! >> a video shot by another student appeared to show 61 yearly robert scarborough struggling with oo special needs student on thursday. students yelled for the driver to stop. scarborough was put on administrative leave and faces several charges. the scranton times tribune reports on pennsylvania state police using shotguns to shoot that wayward surveillance balloon. it broke loose from a military facility in maryland on wednesday. officials say it could take days or weeks to remove the pieces of
