erika. see if the markets can keep up october's momentum. actually the best month for stocks in four years. on friday though it was a down day, dow fell 92 points, nasdaq fell 20, this week investors waiting for friday's government jobs report that will be for the month of october, and media companies will be reporting their recent earnings. well, the thirds enrollment period for obama care is now underway. a lot of people are getting hit with sticker shock. premiums going up average 7.5%. but could be much higher than that depending on where you live. analysts say market consolidation and rising drug prices are partly to blame. >> and, those annoying robo calls. they could soon be coming to your cell phone. provision in the federal budget would permit auto dial debt collection calls happen texts on cell phones, only though for debt that's owned or guaranteed by the federal government. that includes things like student loans, mortgages, and taxes. erika? >> all right, jill, thanks so

"eyewitness news" reporter todd quinones spoke with two of the candidates, and their final push to get out the vote. >> what would you say to critics a, one, you have no chance of winning, b, by some miracle if you do, you have no real power to make a change? >> well, i would say that for people who think i don't have any chance every winning, at this time, they haven't been in the communities that i've been in. they haven't been talking to people, because there is great momentum and buzz right now. people feel liberated we might be able to finally do something different in our city. and then, when i get into office, i know thousand work with people. i know how to get things done. >> as republican candidate for mayor, melissa murray bailey facing long odds in the in a city where registered democrats, outnumber the opposition by about seven-one, this is her first run for office. >> the problem for philadelphia is we keep doing the same thing and expecting different results. >> by contrast, heavy

favorite, democrat jim kenny, is entrenched in city politics. >> critics looking at you and looking at this race will say well here we go again. philadelphia's going to elect another mayor, coming from city council. part of the democratic party machine, how is anything realistically ever going to change? >> well, i mean, i think that i look at my career, and my legislative history. i've done substantial work in the course of my 23 years there, and it is not my responsibility to apologize for the republican party because they haven't been able to mount credible candidates. >> both candidate agree philadelphia school system is a top priority. >> how account mayor influence that? >> by providing pre k education for all of our three and four year old babies in the our city that prepares them for kindergarten and first grade. >> first thing i want to do make sure we're able to get the school system to to a point wherever kid can read by third grade

>> here is a look at your headlines this morning on cbs-3. philadelphia police looking for the gunman who shot and killed a 16 year old boy in strawberry mansion. he and 15 year old boy were riding their bikes last night when the boys were shot 17 times. the 16 year old died from gunshot wounds to the back. meanwhile, authorities in kennett square chester country urging parent and children to check their halloween candy after needles were reportedly found inside some candybars. the sewing-like needles were found in 5twix bars. no one was hurt. >> both president obama and new jersey governor chris christie making appearances in

some line in it mouth. there has been recent spike of whales caught in fishing lines off the california coast, a problem that could be attributed to warmer waters drawing whales closer to shore. pope francis has finalized his plan for his trip to mexico. the pope spent two days in philadelphia, in september. he is set to arrive in mexico city on february 12th. local media reports, he will stay in the country for eight days. during his visit, the holy father expected to address violence in mexico as well as migration, one of the central themes of his papacy. prince harry shows appreciation for veterans this past weekends by greeting six wounded former servicemen and women. as the veteran finished 1,000-mile trek across britain yesterday, prince harry, was waiting for them at buckingham palace to greet them. the wounded vets created? challenge to raise awareness and money for the walking with the wounded charity. among the veterans, was 24 year old kirsty enis, us marine veteran, sustained
