will be gorgeous today. justin you will tell us about that in a minute. right now the roads are looking real good, too. we just have accident out there, and we are dealing with some over night construction project. so first to you, justin, we talk about the good news, talk about the wetter. >> yes, it is dead quiet out here, calm winds, that's great, little chilly though. a lot of suburbs already in the three's this morning, but again, we are going full sunshine this afternoon, getting temperatures up to around 70 degrees, starting to feel little more like september. not early november. so, hopefully you enjoy the milder temperatures, you will love this forecast for the next few days, 48 at the airport, not bad here, but you get to the surrounding suburbs, it is cold, 39 allentown and reading check out millville, new jersey, 37 degrees, this hour. we zoom into some of the suburbs, kind of the same deal, pottstown, doylestown, mt. holly, new jersey, all in the upper 30's, probably dropping another degree or two. calm winds right now, so that's not bad if you are going out for the morning jog. throw that sweatshirt on. at least you don't have to deal with any brutal windchills this morning. storm scan3 quiet. that's going to be the trends

girard. see again kind of early start to our flow this morning. already in the 4:00 hour, starting to see headlight, tail light out there. we have some construction, this is the vine local westbound, between 11th and 12th, one left lane open there. now, all lanes are cleared. that's good for the vine local. and also the vine street expressway is also open. now, in new jersey, we have downed pole from earlier accident. route 70 eastbound, before maple avenue. two right lanes, and the shoulder, are block, in and around this area, because that far downed pole. and also, the accident northeast extension northbound past quakertown, a tractor-trailer, hit another truck, and it is now blocking that right lane. again, this is probably isn't going to cause too many slow downs because it is still early but make knows it is there because it is none the northeast extension, other than, that all things looking good. erika, back to you. >> meisha, thank you. voters are getting ready for the polls to open in campaign 2015. in philadelphia, they are picking new mayor. but people are ready to get out and vote. good morning. >> reporter: good morning, yes, lights will be on soon. later this morning, democratic hopeful jim kenly come here and greet voters and people workers and also his gop opponent melissa murray bailey both agree this race is very important. they are hoping voters turn out. still expectations are not very high. city pole watchers place their numbers between likely 12 and 30% for turn out. that low number is disappointed to the two top two mayoral candidates who sat down with our todd quinones. democratic hopeful and former councilman jim kenny tells us he wants to tackle city move earth if i elected as well as police reform and also reduce re syd sim. business woman, melissa murray bailey also want to bring more business to philadelphia, give voters a voice, she says, and also bring change to harrisburg. and they s both, first, rather, on bolt their lists; funding the city struggling schools. >> that's the number one thing

that the city is responsible for. and so we have to stop pointing fingers and laying blame. we have to step up and do what it takes. but, on the flip side of that, as republican running for office, and having a republican legislature in harrisburg, i think it is a great opportunity for philadelphia to build a bridge back to harrisburg. >> i'm not depending on harrisburg solely. we will do stuff here. i just said pre k, community schools, making sure we work with our principals and teachers to provide resource toss improve school buildings and to improve the school environment using city departments to supplement the city, the school services, lot of things we can do together as partners. >> there is another big race to watch. historic three seat vacancy on the state supreme court. we will have more on the rather the candidates as well as issues coming up when we see you at 6:00. live in south philadelphia, justin finch, cbs-3, "eyewitness news". >> justin, see you then. now here's what else is on the ballot today. all 17 seats up for grabs on the philadelphia city council. philadelphia voters also have

several ballot issues to decide, including, whether to permanently establish an office of lgbt affairs and department of planning and development. as justin shopped, seats up for grabs on the pennsylvania supreme court for the first time ever. and, reminder, someone at the polls today will be walking away $10,000 richer. a local non-profit group is behind the it pace to vote initiative. fewer than 30% as justin mentioned registered voters cast ballot in the may primary. today's cash will be given out to randomly selected voter at a polling place in the city. it is a plan that's gotten an lot of support. >> i think it is absolutely worth a shot. you know, we can get stop ringing your hands about we want informed voters, and, you know, everybody ought to have to study before they go to the polls. but i'm for anything that just simply gets people to the polls. >> similar lottery in los angeles gave away $25,000 boosted voter turn out by the thousands. coming up in our next hour, we

under control in about an hour. no one was hurt. >> off initials radnor township will go back to a home they say is filled with weapons and chemicals. chopper three was over that house on maryland circumstance nel wayne last night. investigators arrived there at the request after commissioner who saw the home in disrepair. they were met by odor in the backyard, than was enough to make them go inside. the township manager says it was just deplorable in there. >> it is awful. absolutely deplorable conditions. i don't know how anybody could live in there. >> authorities removed ammunition like this from that home as well as hollow point bullets. they also took two weapons off the homeowner. they say that the chemicals inside included nitric acid. >> toxicology tests are negative in the death of brendan creoleo. found dead last month in haddon township. as "eyewitness news" reporter david spunt tells us, more questions about what happened to that three year old little

boy. >> it is suspicious. it is sad. but for my client the biggest thing is we're just no closer to an answer now. >> philadelphia attorney richard says the case of brendan createo is a mysterious one, and even more confused after he says brendan's toxicology reports came back negative. >> i called the prosecutor's office. i spoke to the individual i've been dealing with there. they confirmed for me that the toxicology reports have come back negative. >> the three year old's body was discovered not even half mile from his dad's apartment in haddon township. about 9:00 in the morning on tuesday october 13th, 3 hours before his client dj, was on the phone with police. >> okay, and you didn't hear anything, see anything, nothing like that? >> no. i just woke up. he wasn't -- i don't know if he wandered out or what. >> people on tumbler, they seem to have real bent that mr. createo my client has toking do with this. >> but he said that's just not

the case. and dj createo is a grieving father, one who wants to know at happened to his son. >> i reached out to the camden county prosecutor's office, a spokesman would not confirm or deny the new information about the toxicology tests, authority are still seeking information, and tips, if you have information, give police a call. reporting in camden county, david spunt, cbs-3 "eyewitness news". a judge rules bill cosby will have to testify under oath in a lawsuit filed by model janet dickinson. dickinson is suing cosby for calling her a liar after she accused him of sexual assault. she joins dozens of other women with similar claims. in a 2005 deposition, cosby admitted to using sedatives on women he wanted to have sex with. this latest deposition will take place on november 25th. >> happening today, philadelphia officials make the case for the city to receive an elite honor. philadelphia's trying to become the first city in the united states to earn the
