we are live, i'm justin finch for cbs-3 "eyewitness news". >> all right justin, thanks for the update. do you have a complaint against your comcast service? today is your chance to weigh in on the cable giant's future in philadelphia city council is holding a public hearing today about the cities propose franchise a agreement with comcast. it is a 15 year deal so an opportunity does not come along very often. that meeting is supposed to last seven hours with comments from the public starting at 5:00 o'clock. a philadelphia police officer is recovering this morning after he was dragged by a car. authorities say that it began when that officer stopped a car in frankford that was reported stolen. the the driver took off, dragging the officer about a half block and then crashed. the driver is now in custody. that officer suffered minor injuries. this morning we are hearing from the quick chug gas station clerk who rescued a carjacking victim in kensington. police say that suspect carjack, kidnaped a woman from the parking garage at seventh and delancey yesterday morning.

minutes later the two stopped at a gas station to withdraw money from a atm. they then tried leaving with that woman but clerk left the the counter to protect her wow, investigators say police found that suspect by tracking phone he stole from the victim. he and another man were both arrestedment. have after weeks of speculation, philadelphia will soon have a new police commissioner. mayor-elect jim kenney came to the cbs broadcast center to say he pick richard ross for the top job. rahel solomon talked to ross about what he will bring to the position. >> i'm very, very proud to introduce our next police commissioner richard ross. >> reporter: fifty-one year-old first deputy commissioner richard ross is a 26 year veteran of the department, originally from the fernrock area, he graduated from central high and then later penn state and st. joes. after a press conference at

the cbs broadcast center, ross says he doesn't plan to reinvent the wheel but was not ready to release specifics. >> right now it is more about an announcement then laying out specific plans but i assure you in working with the mayor we will get more than enough. >> reporter: ross did say he plans to continue community policing efforts with foot patrols, increase pilot body camera program and speak more with groups like black lives matter. >> there is a a way to strike a balance, an understanding with each other and that is what we will work on. >> reporter: fop president john mcnesby supported at pointment of ross but says the department has serious challenges he hopes to get resolve. >> obviously we need more manpower and better equipment on the streets and that is something we have been dealing with over the the last four or five years. >> reporter: ross will assume the role in early january after commissioner ramsey retires. >> i like a person who has had relationships, had experience, knows the the players, knows advocates and community groups and knows the the officers a

we had a couple accidents, those since have been cleared, here on the schuylkill now. i don't know what is up with this camera shot because it is not showing you but schuylkill westbound approaching vare avenue we have a disable vehicle. you can see flashing lights in the upper right-hand side but just note there is a disable vehicle. the good news is still in the 5:00 o'clock hour this will not cause too many slow downs in and around this area i-95 southbound at allegheny this is what we are looking at in the southbound direction. nice steady flow we have, a accumulating on our roadways, a lot of you getting a jump start to the morning. this is another area where we had a disable vehicle, but it has been since clear. to thinks 309 north bound approaching paper mill million road but you can see it is very light track here, we will both see that heat up as we move towards 6:00 o'clock hour. this is where we have an accident involving a motorcycle kelly drive at lemon hill drive, all of the out bound lanes are block, still, right now, so this is a serious accident, you will want to use an alternate such as sedgley drive and i'll have another update about that in

about 15 minutes, erika, back over to you. the the owner of the sixers and new jersey devils is apologizing to two youth soccer teams this morning. it seems josh harris helicopter forced cancellation of their games. harris uses a newark prep school soccer field to take off and land in his chopper. the it landed during a sunday night game but then just sat there until an overtime devils game ended. soccer game had to be called off. harris is inviting these players to the devils game to make it up to them. heavy can't park my helicopter, where i want to, it is a problem. >> it happens to me all the time. >> a youth soccer field, really. >> maybe he didn't know. give him the benefit of the the doubt. a local woman makes a dangerous discovery in her food. see what was found in some fruit and see what the store that sold it a says about this very scary moment. >> very scary. talk about a potential road has air, the reason many new cars are ditching spare tires and how it is putting drivers

welcome back. this is new video just in from wilmington where fire fighters have been battling a fire at a recycling plant. this fire broke out at 3:00 o'clock on heel street. we are told recycling material caught fire but it is now under control. a discovery at bucks county family won't soon forget. they found a black widow spider in their grapes. that spider's bite can be deadly to the very young and elderly. those grapes were bought at bj's wholesale club in langhorne. amy reid found it while washing those grapes for her kid. she put that spider in the bag and put tonight freeze tore kill it. bj's released a statement saying we are aware of the black widow spied are a member found in the grapes in the our long horn, pennsylvania location. we have inspect all other grapes and discovered no spiders or other insects. we are taking this matter extremely seriously and working with our vendors to take appropriate measures. >> very scary. do you know where your
