>> the mummers parade is making room for diversity. "eyewitness news" reporter justin finch joins us from the mummers museum in south philadelphia. people calling for this a long time, justin, good morning. >> reporter: good morning, yes. this is a monumental change that will be marked soon in the halls of the mummers museum. this is 115 year-old tradition that is set to change in 2016 when mummers new years parade welcomes new ethnic participants. this addition comes after city hall talked about making parade more inclusive and there is concern mummers marches had been insensitive to racial and ethnic roots. they say their satyrical style was never meant to offend and they are looking forward to featuring new faces including a mexican heritage group used during marches and all looking forward to the mummers new chapter. >> the mummers parade is philadelphia. it the should represent all of philadelphia, and it will. >> reporter: we also have

reactions this morning from the spokesperson monica oross co saying we are excited our parade ape costumes are very similar. we are honor the mummers decided to include us. the to this is not first time minorities have taken part in the parade but it will be first time they include groups as part of the festivities. we are live here in south philadelphia, justin finch for cbs-3 "eyewitness news". >> justin, thank you. new this morning fire fighters have been battling a fire at the a recycling plant in wilmington. that fire broke out 3:00 at the plant on hill street. we are told recycling material caught fire but it is now under control. a philadelphia police officer is injured after getting dragged by a car in frankford. the authorities say it began when the officer stopped a car that was reportedly stolen. that driver, took off, dragging the officer about a will half block and then crashed. the driver is in custody. we are told the officer suffered minor injuries. we're also hearing from the gas station clerk who rescued a carjacking victim in kensington. police say that suspect

carjacked and kidnaped a woman from the parking garage at seventh and glance i yesterday morning. just minutes later two stopped at a gas station to withdraw money from the atm. suspect then tried leaving with the woman but a concerned clerk left the counter to protect her great guy there. investigators say police found that suspect by tracking the phone he stole from the victim. he and another man he was with were both arrested. it comes as little surprise but richard ross is philadelphia a's new police commissioner. mayor-elect jim kenney made that announcement here at the cbs broadcast centerment as "eyewitness news" reporter rahel solomon tells us the attention centers around what happens when that new commissioner happens here. >> reporter: with the leader of the naacp to his right and richard ross to his left, wednesday mayor-elect jim

lynnwood lambert died in 2013 but his family says they have recently saw video of what happened showing police using tasers on him multiple times. an autopsy report sites a acute cocaine intoxication as a cause of death here. lambert's family accused police of using excessive force and violating his civil rights. lawyers for the officers say they did nothing wrong and their actions did not cause lambert's death. meanwhile ntsb will begin recovering parts of the small jet that crashed in the apartment in akron, ohio. fiery crash happened 2 miles from the small airport where that plane was scheduled to land. nine people were killed including seven associates of the the florida real estate investment company. no one on the ground was hurt. a drone caused some frightening moments on the seattle waterfront yesterday afternoon and police are searching for its owner. 3-pound, 15-inch wide drone careened off the spoke of the cities ferris wheel. that wheel was not damaged and security personnel shut down the wheel immediately. the drone crashed into the

flyers/washington capitols at wells fargo center. that will be a good one. i will be tuning in. back over to you. familiar face in the philadelphia police is moving up the ranks. >> mayor-elect jim kenney has chest even richard ross as police commissioner. ross who is 51 has been on the force for 26 years. he joins us in the studio. first of all, congratulations. >> i know you are a philly boy, raised in fernrock and it is a big honor in your hometown good to be home grown, to be blessed to go through the ranks and i'm honor that mayor-elect jim kenney selected me. he is a great guy, he is a a regular guy. we will get along because we are similar in that regard. >> mayor-elect has mentioned stop and frisk policy, there any changes to department policy that we'd like to see. >> well, i think is already ongoing. a a a lot of folks don't realize commissioner ramsey has already start that had in the form of the oversight that we have in place. we have multiple layers to ensure that we are doing things the right way.

we always train to that effect but we make sure that people respond responsibly and that we treat people fairly and understand that is a tough situation for anybody. if you have never been stopped by police before, it is a tough situation. so we have to make sure our officers realize that. >> you mentioned commissioner ramsey. were you deputy commissioner. you worked very closely for him for many, many years. big question is, what will you do differently. you mentioned he has put into place a lot of these policies what will do you that is maybe new or different. >> i knew would you ask that question, that is the the question of the day. i think what is important to under score is i was his number two for eight years and still am. so arguablably some of the things we have had success with, i had something to do with as well a as some things that may not have work too well to be honest. we have more in common then not a at lot of people don't know for example we share the same birthday. >> fun fact. >> when do you celebrate. >> march 23rd i have it on the

calendar. >> but again talking about passing the baton, building on what he has done. >> he ace a i great guy, arguablably one of the biggest names in the business. so to erase what he has done, would be ludicrous, but clearly you have to continue to build, it is a challenging time for law enforcement. anybody who doesn't recognize that is foolish. it is difficult but we will be up for the challenge. >> i feel like this has been a effort to focus on community policing, is that a priority for you. >> i love it. one advantage of being an insider just by virtue of you are comings and goings you get to meet a lot of people, cultivate relationships with them over the years. that will be important particularly in these times something media it is great but it is a tough thing to deal with. having those relationships you have to build them before anything happens and that is critical. >> people say you need more manpower and boots on the ground so to speak, more equipment, what are your plans to make sure that philadelphia a is staffed and resourced

properly. >> boots on the ground is critical. we believe although law enforcement is the pan see a to reduce and eliminate crime it is a a big part of it. we have about 200 fewer officers then we should. no fault of the city government. we are having trouble recruiting. one of the things we will do is push our efforts to get more people in the doors because we have to have that. >> with reference to diversity as well getting more diverse police force in place. >> that is another challenge, so with the reduction in our force we have seen a reduction in the demographic is a across the ranks and we have to work on it. >> just a couple seconds left but you are still planning to wear your uniform but squad car. >> that is a mystery. >> what is the mystery, we will see. >> that may be one of the things we are different on, we will see. >> congratulations. >> thanks for your time. >> 6:36. the department of the health and human services estimates that those age 65 and older have a 70 percent chance of needing long term care

services at the some point but not everybody needs insurance coverage. >> novice long term care a awareness month. a as cbs news business analyst jill schlesinger joins us live from insuring to explain all that, jill, good morning. >> reporter: good morning, staggering right, take us through is what involved with this. >> well, it is pretty staggering. if you need nursing home care, the the median annual cost for a semi private roomies over 80 grand. private rooms $91,000. prices do vary widely across the country, unfortunately in the philadelphia area you are on the high side of costs. now you adding to the problem the cost of these facility based providers has increased at twice the rate of inflation. i guess the only good news is that 60 percent of people who need care are likely to use something that cost less, a licensed home health aid. prices are still steep but more reasonable, $45,000 a year.

>> now of course people want to make sure they are covered but is there anyone who doesn't need to worry about this long term care coverage. >> absolutely, because if you have limited resources and you are able to qualify for medicaid you don't need coverage. you really don't. the the government will get your back. and if you have got a a lot of money, a large nest egg and you can pay for services as they arise, then you don't need to purchase inch just pay as you go but here's a very important factor, those in between. medicare does not cover long term care services. so if you have got a total net worth including your house of around 300,000 doll a ars, up to say a million and a half dollars you you may want to consider purchasing some base line long term care insurance coverage. i should point out, couples are especially vulnerable because if you have a sick spouse who eats up all of your assets that could dramatically change the healthy spouse's life in the future.
