i295 in west deptford, new jersey. police say 26 year-old elaine doherty of boothwyn pa was driving northbound in the southbound lanes when her prius smashed head on with the pickup truck. that driver was able to get out safely before his truck burst into flames. highway was closed for about three hours while emergency crews cleared the roadway. it is no secret many pennsylvania residents flocked to delaware for tax free shopping but a new plan to raise pennsylvania's sales tax could drive a lot more people over the border for retail therapy. "eyewitness news" reporter greg argos is live in concord mall in wilmington to explain, hi there, greg. >> reporter: jessica, propose aal would increase pennsylvania's sales tax by a little more than 1 cents per dollar spent but even that modest increase has shoppers, saying they are going to go head south to make their major purchases driving through parking lot of to this shopping mall you will notice many pennsylvania tags. but you are not in pennsylvania, you are in deware, home of the tax free

shopping. people come from the surrounding areas to save, sales tax and it could be fairly significant. >> reporter: brad morris owns ar morris jewelers in wilmington and to your knowledge pay just the price you see drives many pennsylvanians driving south toward the the first state. >> it could be thousands of dollars. i had someone buying a 35th anniversary pair of diamond earrings f we calculated, they have saved $3,500 in sales tack. >> reporter: for those willing to make the drive the savings could soon be even bigger. under a budget by governor tom wolf, sales tax could increase 1.25 percent, to seven and a quarter. that move would give pennsylvania the second highest sales tax in the country. tack on philadelphia's county tax, and you could be paying 9.25 cents for every dollar leaving your wallet. >> it is just crazy, that is way too much. >> it is getting worse, definitely. >> it would be delaware if i buy anything bigger. >> reporter: that is concern for local philadelphia business owners.

new findings. >> reporter: lots of parents know all about this one. a attention deficit hyper activity the disorder effects an estimated 7 percent of children in the united states. about three and a half million of them are prescribed, stim length medications, that is the the most common treatment for adhd. well, now this new large scale study says that those drugs, stim lengths aren't great for sleep. >> it is here. >> reporter: eleven year-old coal marion owe is on stim length medication to treat his adhd, that used to keep him wake at night unable to sleep. >> would i come in crying my mom and dad's room. i just can't sleep. >> reporter: new stud any pediatrics found children taking stim length medications for adhd have poor overall sleep. >> it can be a delay in sleep on set, sleep durations, so kid are not getting quite as much sleep in the course of the night and have more difficult to advertise falling asleep. >> reporter: study recommend pediatricians closely machine for sleep problems in kid with

adhd who are on medications like ritalin and adder all which improves focus. >> if children are on medication you want to use the lowest dose possible and in some cases perhaps changing medications might help. >> reporter: coal's mother is grateful that he is on a new medication that allows him to focus on the school and then wind down for a good night sleep. >> you have to see what works best for your child. >> reporter: now doctors say there are now more extended relief medications taken once early in the day that interfere less with sleep. this study also found that boys, taking adhd medications, were also, more likely to have sleep issues, then girls. also, more boys are diagnosed with adhd as well. >> interesting stuff. >> yes. >> stephanie, thanks. some people people need a helping hand when cold weather hits. today montgomery county commissioner announced they are ready to do just. that "eyewitness news" in norristown where county's code blue program was outlined. code blue was declared when is there a wind chill of

today giving us a taste of what december will feel like. the lets look outside through a time lapse from the nazareth area middle school. you can see taking you through the day fair weather clouds popping up here and there. a beautiful day out there look at the sunshine moving through. some spots in the lehigh valley saw a couple of flurries today as a system brought some lake effect flurries down from the north and west. we're not seeing them here in the city but as we look at storm scan 3a few flurries. is there a boundary through great lakes that will lift to the north and bring warmer weather our way but just a few scatters flakes here around mount pocono and portions of the north and lehigh valley. i'm a he not sure how much was visible but indication of how cold air is. look at temperatures right now, 33 degrees in allentown that is at 5:00 in the evening. we are well below where we have been all month long. thirty-six in trenton. twenty-eight in mount pocono. forty-one in philadelphia a it feels like 33 degrees. light wind is enough to make it feel like 26 in allentown.

"eyewitness news" reporter steve patterson is live at salvation armored offices in philadelphia where preparations are well underway. >> reporter: ukee and jessica, get this, 2600-pound of turkey, 1200 cans, of stuffing, and 1800-pound of good old mashed potatoes, all being whipped up by the salvation army ahead of thanksgiving, and they plan to feed 900 families. we got a sneak peak at how they are doing it. it is a battle on two front... as always, the fight is primarily against hunger but this week, time is enemy number one. >> it is pretty hectic but it is going, it is going.

now at the 5:30 it ace familiar sight for millions of drivers, bumper to bumper traffic caused by bad bottlenecks on the nation's highways. the new study ranks the top 50 worst spots and coming in at number 36 on the list, the schuylkill expressway at the route one between city avenue and the the roosevelt boulevard. and the other, bad bottlenecks is along the vine street expressway between i-76 and 24th street. that location is ranked number forty-seventh worse. >> we know those, don't we. we all do. since time is money report find getting stuck idling in those two spots cost drivers a combined 22 million-dollar each year in wasted time. chris van cleve has more on the other top offenders. >> reporter: drivers, it doesn't get worse, then this. a 12-mile stretch of red lights, crawling, cars, and
