that same church this month. the force. >> the force is with star wars fans this morning, the the new movie, comes out tonight but some fans are already pulling an all neither to watch all of the other movies, in the franchise, first. that is serious ted case. it is thursday, december the 17th, good morning, glad you you are with us, i'm nicole brewer. we are getted started with weather and traffic. lauren on the sky deck and meisha checking the roads, good morning, ladies. >> good morning, happy thursday you guys, roadways are looking nice, nice and dry, we have had a couple incidents this morning. the they have been since cleared out of the way, lauren, i guess the the news is it is nice to wake up to dry roadways knowing they will be wet later. >> it will be a nice morning commute. we will not contend with that rainfall but might not be the the case as we head in the afternoon commute and certainly planning to head out on your lunch hour rethink that and pack sandwich because we will see quite a soaker

with rain moving in across the delaware valley, as we head into the second half of the morning but temperatures not feeling too bad we are at 48 degrees in center city, right now. light easterly wind at 5 miles an hour, storm scan three showing us cloud, in place and you do notice, on the corner of your screen there all of that precipitation starting to move in. a few scattered showers in advance of the leading edge of that big swath of precipitation, we will see a few scattered showers in the next couple of hours and then much more widespread rain as we move in the second half of the morning. around midday, into the afternoon, the rain will be fairly steady and heavy at times. as we head into the evening hours, once this rainfall conclude could pick up rainfall amount of a half to inch of rainfall and we will talk about the timing of the rainfall coming up in just a couple minutes, meisha? >> all right. you guys, good morning, thanks very much. forty-two freeway in new jersey is looking darn good, moving out of the way here. you can see moving northbound

at creek road approaching 295 looking good but we are starting to see volume levels pick up ever so slightly as we push over to the 6:00 o'clock hour. i would say in a little bit in new jersey you will be traveling less than posted speeds in and around this area. this is where we have car fire earlier this morning, thinks i-95 northbound by the the airport. it is all clear, looking really nice and steady, still traveling at posted speed there as we should. this is where we have an accident 422 eastbound the on ramp from sanatoga is blocked. i will have another update in a bit and let you know when that does clear. also just a reminder of this construction project, girard avenue ramp to i-95 north is closed and this is in play until june of 2017. they are rerouting to you castor avenue just make note of. that then we have down wires in franconia township godshaw road closed between fair way drive and indian creek. use that alternate such as allentown road and that is the the flyers game tonight the at 7:00 p.m. against vancouver

canucks. nicole, over to you. a fire destroys a church in wilmington just days before christmas and now an investigation is underway into how it all began. this is drone video sent from an "eyewitness news" viewer. that fire broke out just before 7:00 at new jerusalem missionary baptist church on van defer avenue. chopper three also flying overhead. the the fire raced to two alarms before being placed under control. a fire fighter suffered minor injuries. that same church had a basement fire just two weeks ago. suspicious deaths of an infant at a day care center is under investigation, this morning. this happened at sisters child care center on the 3500 block of germantown avenue in north philadelphia. natasha brown has the the very latest on that investigation. >> they don't know what is going on but just an investigation. >> reporter: concerned parents with met with more questions than answers as they a arrived at sisters day care in north

philadelphia frenzied parents rush to the child care center in the 3500 block of germantown avenue after hearing that a ten month-old baby girl was found unresponsive. tasha harris has two children here. >> they have been here since birth. so i had good relationship with them for years. my sonnies four and my daughter is two. i'm actually shock. >> reporter: police say the ten month-old girl's unk arrived at the center around noon to find staff performing cpr on the baby. he immediately drove the child to nearby temple hospital where she was pronounced dead about 45 minutes later. parents hugging their children even more tightly on the heels of such a loss. >> they took care of my child so i don't know what happened. i'm not the afraid to leave my son in their care at all. >> reporter: according to state record the sisters child care center has had more than 40 violations in the past two years. in hunting park, natasha brown, cbs-3 "eyewitness news". happening today a philadelphia jury is set to resume deliberations later

this morning in the trial of the catherine knott, 259 year-old woman from bucks county is accused of taking part in an attack on the gay couple in center city last year. knott testified that she never punched or verbally abused the men, two of the knott's co-defendants, kevin harrigan and kevin williams pleaded guilty and were sentenced to probation. demonstrators hit the streets in baltimore after a judge declares a mistrial in the death of the freddie gray. attorneys are expect to return to court today, to discuss a new retrial. jurors deliberated for nearly 17 hours, over three days, but could not reach a verdict. officer william porter was one of six officers charged. gray died in police custody last april, and don champion will have a live report on the story, live from baltimore in about 30 minutes. drivers, for taxis and uber black bring traffic to a stand still in center city. >> unaudible. members of the taxi work's

lines and philadelphia limo association protested ride sharing services uber x and lyft. they say the the two services are operating illegally because they don't pay for city licenses inspections and other regulations. >> everyone thinks they are illegal except themselves. >> these people are taking millions of dollars, and, we want some abses and some justice. >> uber x and lyft operating and we cannot make the money. we're struggling. we cannot even pay our bills. >> in a statement, uber says in part many taxi and limousine drivers are understandably frustrated because philadelphia parking authority's outdated rules, make it harder to earn a living when the public has shown they want more affordable options. today is day star wars fans waited decade for. long awaited sequel hits theaters this evening, but in bucks county diehard fans are

"eyewitness news" reporter jan carabao is live at an all neither star wars marathon. no better was i to start the day at least for fans, right, jan. >> reporter: this is a special movie franchise to bring out this many people to a theater this early in the morning. we're talking about some 350 people who have been here in bensalem for hours already watching a star wars marathon, starting with episode one where in a little bit of the break. episode three officially starts at 6:15 a.m. many of these fans weren't even alive when the original thrilling was released, all they today they are all celebrating the next chapter of this epic tail. >> party started here in bucks county at the 1:00 a.m. a marathon day of movie viewing for these folks in the run up to the highly anticipated seventh installment star wars. the force awakens.

we will not affect the morning commute with the rain. >> that is a fact. the a as we head in the afternoon commute that could be a different story. the forecast shows temperatures feeling mild for this time of the morning and this time of the year. we should be in the lower 30's. forty-eight in philadelphia. near 50 in the lehigh valley. temperatures upper 40's to

lower 50's but things are going to deteriorate as we head in the second half of the morning. the as far as precipitation is concerned because it will move on in. storm scan three is showing us cloudy conditions in place, a few scattered showers, already starting to build in parts of the southern new jersey and crossing over delaware but do notice leading edge of this precipitation swath that continues to move east and northeast bound and that is heading in the delaware valley, so widespread rain, developing, by the late morning hours, continuing fairly steadily through the day, heavy at times, even rumble of thunder. temperatures mild. 59 degrees. wind speed, that is always nice, use umbrella, don't war about it blowing around and then tonight rain comes to an end early mostly cloudy conditions, little chilly breeze developing northwest at 10 miles an hour, temperatures fall back in the middle 40's. future rain amounts as we head through the day, pretty significant heading in the evening hours once that rain starts to come to an end but overall we could see rainfall totals a half inch to an inch

ethan couch was convicted of killing four people in the dui crash. he was given ten years probation after his lawyer argued the 16 year-old suffered from affluencea and didn't understand consequences because he grew up rich. video surfaced on social media that could prove a probation violation.

commute, up to a inch in some areas and then drying out tonight, meisha but yeah, that evening commute could be a little tough for the morning one. >> it sound that way, rain is coming, thanks, lauren, good morning, everyone. the just waking up on this beautiful thursday morning it is calm, your roadways are nice and dry and traffic levels are actually looking pretty darn good right now. what you are seeing is i-95 is moving in the southbound direction, academy looking good there. you can see bet levels, both side, northbound and southbound looking quite the same actually. this is southbound view of academy. you can see plenty of headlights out there on the schuylkill lets take a peak, schuylkill headlights moving in the eastbound direction at the boulevard and you can see it is starting to gain tracks a little bit here as we are in the mid 6:00 o'clock. the as we push toward our main rush hour at 7:00 a.m. we will see this heightened but overall i'm impressed, things are staying steady for those in new jersey coming over ben franklin bridge looking great moving in the westbound direction, normally by this

time we will start to see volume levels increase and they are just a little bit. the accident 422 eastbound on ramp that has all been cleared so for those in this area you are looking good, nicole, over to you. >> streets of the baltimore remain peaceful this morning after heated demonstrations, following the the mistrial for the the first of six police officers in the death of freddie gray. gray died from injuries he suffered while transported in a police van back in april. don champion is live in baltimore with the very latest on that, don, good morning. >> reporter: even before the judge declared a mistrial, jurors in the case had already told him once before that they were dead locked. hours after the the decision and rioting there were prayers and calls for unity on the streets of baltimore. the streets of baltimore were quiet overnight as dozens of demonstrators held hands and locked arms calling for unity and peace. >> i love this place. very proud people, you know what i mean. nothing breaks them.

that is what we want to show you and by them i mean all of us. >> reporter: earlier, tensions bowled over, moment after a judge declared a mistrial in the case of officer william porter. >> we want our voices heard we have to speak through action. >> reporter: porter had faced manslaughter and other charges for failing to get medical help for freddie gray died in april after suffering a severe spinal cord injury, in police custody. after three days of deliberations the jury emerge dead locked on all count. >> we are confident there will be another trial with a different jury. we will be calm. you should be calm too. >> reporter: attorneys on both side are expect to return to court to set a new trial date for officer porter as city officials prepped for peace. >> spread love, give out hugs. >> reporter: mistrial is viewed as a setback for the

prosecution who had planned to use porter's testimony in the case, against the five other officers. and, moving forward the prosecution really does to have make rather strategic decisions, chief among them whether or not to give porter immunity because they were going to be using his testimony in the trials of five other officers who are charged in this case. the prosecution and the defense attorneys will meet with the judge privately in his chambers, later this morning. nicole? >> don champion live for us in baltimore, maryland, don, thanks. many financial advisors are telling people not to panic over the federal reserve's first interest rate increase in nine years. fed moved to raise its bench mark rate from the record low near zero. interest rates on mortgages and car loans are expected to go up but only slightly. so will loans on credit cards. with the week to go before christmas many procrastinators will find solace in the ease of gift cards. last year americans spent nearly $32 billion on them during the holiday season and

despite changes in the law which provides more consumer protections there are still pitfalls to avoid. cbs news business analyst jill schlesinger is live for us in new york, good morning, jill. what are different types have of gift card, what are we talking about here. >> reporter: two basic flavors here, merchant specific card which bear name of the retailer or restaurant. they are only redeemable at that spot. then there are bank card that carry logo of the payment network that can be sent where ever that payment method is accepted. bank card do usually have have a purchasing fee of four to six bucks. they cannot expire for at least five years from the purchase date or from the last date any additional money was loaded on to it. >> jill, we know there are pit falls associated with the gift card what do we need to avoid here. >> the federal trade commission says on line auction sites may be selling counterfeit or stolen card. not all of them but just ab wear. if you do buy a discounted
