are left with a big mess to clean up. the countdown to 2016 is on. it isn't new year's day without the mummers. our vittoria woodill introduces to the man behind those iconic costume. the do's and don'ts of drones. many received the unmanned aircraft as gifts before you fly a warning. the new guidelines that could have you paying up. we begin tonight with our eye on storm system. it wreaked havoc in our mid country's mid section. parts of it have made its way to us. we are getting our first taste of winter. heavy rain even the possibility of icy mix in some parts of our he could make for a slow commute in the morning. we have live team coverage of the storm. diana rocco is in allentown right now but first let's go meteorologist kate bilo for a look at what's happening right now. kate? >> ukee,s you can see this is a lover and potent storm system responsible for a deadly severe weather outbreak across the southern plains this past

weekend. snow and ice really delaying travel people heading home perhaps from their holiday vest nations across the midwest now seeing heavy snow across portions of new york state. the pink here sleet and ice but you can see how the green is really the predominant color we have to be concerned about although rain lifting in. heaviest just now enveloping portions of the western and central pennsylvania and the heaviest rain gets here overnight and into tomorrow morning. here's the good news. from allentown on north that's where you're seeing the sleet and ice pellets. further to the south, it's all green. it's all rain. little bit of a lull in the action over the next couple of hours this first patch moves through heavy stuff starts to come down overnight and continue into the early morning hours. your winter weather advisory includes the poconos lehigh valley and berks county it goes right through tomorrow morning. it does look as though the worst of it will be for the poconos as we head through the overnight hours you can see the threat for ice. it will be sleet, changing to freezing rain and then rain from the northern lehigh valley up through the poconos 3:00 a.m. just pockets of heavy rain in the city and surrounding suburbs.

coming up i'll tell what to expect as far as the ice threat is concerned. how much rain will fall and a colder start to the new year that's all coming up with the seven day forecast. ukee. >> kate as you just showed us the lehigh valley is bracing for first taste of winter this season. die nan rocco joins us now and has a look at the conditions in allentown. diana. >> reporter: ukee, just within the last hour, we really felt the wind and the rain start to pick up out here. you can certainly feel the effects of winter approaching. as penndot now prepares for a messy morning. the salt barnes are full and trucks parked and at the ready. >> this will be the first test for our guys. >> reporter: penndot says many drivers have already been working for hours pulling 12 huer shifts salting roads and highways for when the icy weather hits. >> looks hick this storm will probably be not a plowing operation. it's going to be maybe some freezing rain or sleet so we'll be treating the roadways with material. >> reporter: stores are salting parking lots and for most it won't look like snow but the snowblowers were front and

center at home depot. it's the icy conditions and freezing rain just in time for rush hour that has most concern. >> i have to get up tomorrow morning errly. >> it's supposed to be real bad. we'll see what happens. first one of the year. >> i'm looking forward to it. i have a jeep. i got no worries. >> matt would rather for go the cold weather altogether. >> i would rather be living in florida right now. >> reporter: first winter blast of the season may just be the last for 2015. >> hopefully nothing happens. >> reporter: penndot trucks have been in and out of this salt yard all night long. they will be out until the storm is over. they're reminding drivers that ice is the major concern in the morning. and to take it slow. we're live in allentown tonight, diana rocco cbs3. >> penndot says it's keeping a close eye on the city and the immediate suburbs. "eyewitness news" was at penndot pots control center earlier. penndot says it has new equipment and truck better

monitor their locations on area roads as well as how much salt and penndot is of course fully stocked right now with 120,000 tons of salt. you can keep track of the storm system along with our team of meteorologists just download the cbs philly weather app. check life radar gets weather alerts and when they're issued and more available on i tunes and google play. the cleanup continues tonight near dallas where at least nine tornadoes touched down over the weekend killing 11 people. many spent the day retrieving what they could from the rubble and there is a lot of it. more than a hundred homes in garland northeast of dallas were destroyed when an ef4 tornado packing winds of more than 200 miles an hour tour through that area. one woman survived by hiding in a closet with her son who is deaf. >> it's dark. we have electricity. i'm trying to comfort him. the only way i could communicate

was hold his hands and just kept signing god save us. the sign for god save us. >> eight people were killed in their cars were they went airborne and were flipped by the tornado. the same weather system led to snow in some spots. this is video from omaha, nebraska where plows and shovels got put to good news use today. crews were able to pre treat the roads and that keep get traffic flowing during the winter wet. most of the omaha area saw a half a foot of snow. back here at home a water main break in elmwood tonight in the 7400 block of elmwood of. 8-inch main broke and part of the street caved in. we're told 50 homes in the area are without water until the water department crews can get things fixed up. well tonight we're hearing from the attorney for the man accused of knowingly allowing sexual predator priests to have contact with children. last week the case was overturned but monsignor william

lynn remains behind bars. "eyewitness news" reporter david spunt is in our satellite center right now with exclusive details much david. >> ukee tonight mon zero your is in north pennsylvania little bit north of scranton behind bars but he's well aware of what's going on here in philadelphia at the legal battle that is brewing. i spoke to his attorneys to night exclusively and he tells me that his client is a scapegoat who deserves to be free. >> he is absolutely a wonderful man. he is a -- he's a priest who all he ever wanted to do was minister to his parish. >> reporter: attorney tom bergstrom says his client monsignor william lynn should walk free and continue to serve the catholic church. lynn was accused and convicted of knowingly allowing sexual predator priests to have contact with philadelphia children. >> sort of hard with these brushes that aren't accurate. it's very frustrating for him. >> reporter: superior court overturned lynn's conviction last week paving the way for new trial. it's the second time lynn's

conviction was overturn. philadelphia district attorney seth williams announced monday he wants those superior court judges to rethink their decisi decision. >> we will continue to fight to keep monsignor lynn in state custody where he belongs. >> reporter: williams believes a rehearing will keep lynn behind bars. >> my senior lynn knew how dangerous it was no put a pedophile in to a school with children. >> reporter: bergstrom and lynn just want a new new trial. they say it's a chance to proves the truth. >> what bothers him the most is the inn rakus oracies of some of the perceptions in terms what he really did. he never harmed a child. >> reporter: bergstrom insists that's why the monsignor should get a new trial, and be found not guilty. we've been chasing justice for four years. i thought maybe we finally caught it but maybe we did, and we'll see. >> reporter: tom bergstrom just saw monsignor lynn a few months ago at that prison in

north philadelphia. meanwhile his focus right now is to try to get his client out on bail as he awaits a new trial. reporting live in the sat center tonight, david spunt cbs3 "eyewitness news". >> david, thank you for that. the police officer who shot and killed a 12-year-old black child in cleveland who was playing with what turn out to be a pellet gun will not be charged. a grand jury declined to indict timothy low man a white police officer for shooting tamir rice who was gunned down in novembe november 2014. prosecutors say the officer had a reason to fear for his life. the boy's family condemned the decision but urged for peaceful protests. chicago mayor emmanuel cut his vacation short and calling for meadery view after chicago police shot two people to death over the weekend. officers shot 19-year-old la greer saturday while responding to a domestic disturbance call. 5584 old betty jones who lived downstairs from la greer was also shot to death. the chicago pd is the focus of a federal civil rights

investigation into the death of 17-year-old laquan mcdonald. he was shot 16 times in 2014 while walking away from police. sources tell "eyewitness news" tonight governor wolf expects to sign part of a budget plan that has been on his desk since christmas eve. governor will make announcement tomorrow morning at tepp 30:00. pennsylvania state government has been operating without a budget for seven months now. the clock is ticking for new jersey e-z pass holders to sign up for a bridge toll discount. drivers have until midnight tonight less than an hour to enroll in program that will credit $18 back to accounts that make 18 round trip bridge crossings each month. the discount is only good for trips across delaware river port authority bridges and they are the b, betsy ross, walt whitman and commodore barry bridge. ride sharing company uber is teaming one it new jersey naacp hoping to recruit thousands of drives from under served communities. the new part cher ship aims to drive out poverty in urban and low income areas through

flexible earning opportunities. "eyewitness news" road along with one driver had hamilton township who turned to uber after his other job had a drop in business. >> i had to get to used to driving like nowhere to go. after that i started pick it up and driving more hours, more hours and it's like it's been really lucrative for me. >> not going to take care of urban issues obviously but something we're trying to work on to try to help with job creation. >> uber and the naacp plan on having recruitment and awareness events in the next six months. a bridge in pittsburgh that stood for nearly a century is gone in nine seconds. the green field bridge was demolish and crowds gathered to watch it go down. the bridge fell on top of a main highway which is closed until new year's day so crews can clean up the debris. the bridge is being replaced by a new span scheduled to be opened by may 2017. no one ring in the new year quite like the mummers. they've been practicing for this

him as he heads into retirement after decades of make making mummers shine. ♪ >> reporter: this was made for me. >> that's right. >> dressing in a way of life. but for james may, dressing has become his life. >> i was 15, 15 years old h i created this. >> reporter: with a foot on the pedal of a sewing machine since age nine the iconic costume designer james may out of ridley park took the fashion early on with the encouragement of his mom. >> so my mother used to say, it's late. go to bed. when you get up in the morning and you lock at it it will look different to you. so i did. she goes now i have to tell you secret. she said i used to tear everything apart and fix it for you. so you wouldn't get discourage. >> reporter: he% started his own business designing for brides walking down the aisle. but one phone call years ago led him on a colorful new path where his dresses wouldn't walk, they would strut. >> i got a call in september from a friend of mine saying that the don'ting string banter

he might. after seeing this. >> best of luck to the may family and james. nicely done. thank you. kate has our forecast we're watching a system. >> things are getting worse and worse as we go through tonight. we've got a big wall of rain just poised to slam into the delaware valley. the good news for us, it's just rain. this storm has a history of producing severe weather heavy snow, ice, rain is probably the best case scenario and that's what we'll be getting but a lot of rain coming through overnight and into tomorrow morning. let's get right night. start off way look outside. one spot in our area that could deal with a little icing overnight, this is bethlehem up in northampton county. looking from the hotel bethlehem down main street. the mountain is in the back drop a little cloudy, a little foggy outside tonight the streets look wet but for the most part it should be just wet for now. now as we head over the overnight temperatures will dry to drop closer to freezing here's a look at the storm. very large system heavy snow that's the purple shade you see overtaking portions of upstate new york and into eastern cana

canada. we've got the pink shading which indicates sleet and ice pellets and then of course the rain and even thunder off to the south. so the rain is what we'll be dealing with and there's that big wall of rain i mentioned poised to slam into us. light rain falling right now. little bit of a break in the action here. but this will be here within the next couple of hours. seeing sleet up around allentown mount pock know into northern new jersey, and the temperatures really crucial. as we go through the overnight hours. we're still above freezing from allentown on south. mount pocono though it's only 25 degrees there. doylestown doylestown airport roaring 33 degrees. point pleasant beach at a mild 42. so as we go through the rest of the night you can see at 2:00 a.m. hovering right around freezing in allentown especially hell 58ed surfaces that freeze faster, bridges, overpasses in the northern lehigh valley could see a light graze glaze of ice. mount pocono you want to watch. overnight by 5am above freezing across the lehigh valley but mount pocono still in the 20s. and doesn't go above freezing until after 8:00 a.m. anything that falls there could fall as

rain and then freeze on contact leading to dangerous icing. we're in the 50s at 10am in philadelphia much this clears out of here by noon and temperatures head to the lower 60s. lehigh valley and the poconos sleet to freezing rain briefly in the lehigh valley a longer gary duration of ice in the poconos. up to a tenth of an inch. elevated and untreated surfaces most at risk and we could end up with up to an inch of rain across the area before all is said and done. so the slippery conditions the icy conditions in the poconos tomorrow morning just looking rain from the lehigh valley through delaware and southern new jersey watch for uponning on the roads as well. overnight again periods of rain within reece mick to the far northwest. 40 will be the low for us in the city. tomorrow 62. heavy rain in the morning clearing out in the afternoon and then we're pretty comfortable. pretty dry here for the last two days of the year. mid 50ings wednesday and thursday. a dry night to ring in the new year and then a colder start to 2016. over the weekend highs behavely make it our thefts. it feels pretty chilly.
