good morning, there is a fine line between rain and wintery mix. storm scan3 shows that line in the lehigh valley. we'll tell you if it will affect your drive to work this morning. decision day for pennsylvania governor tom wolf. he's planning to announce whether he will ends a budget battle that's lasted for months. good morning, it is tuesday, december 29th, i'm erika von tiehl. the rain affecting everyone this morning. >> absolutely. yes, good morning, guys, already on the roadways it is wet, wet, wet. katie, already couple of accidents. they've been cleared luckily out of our way. but i think this is setting the stage for more to come. >> we'll have our handful for sure.

on days like this, we will be dealing with soaking rain, completely widespread, whole region affected by it, and wintery wet their went along with it, as well. we start thing off, going back out to the localized zoom on storm scan, the pink line is starting to get shunted away. warmer air moving in, it is helping that wintery mixing, to just turn over to plane rain. so, grant philadelphia could definitely still be slick up through the lehigh valley, pocono region specially, but now the milder air is moving in. it doesn't mean that your problems are out of the question here. we do have a lot of rain to deal with here this morning, folks. it is coming through locally very heavy. can you imagine if we were up in up-state new york. look at the pink, completely over spreading eastern up-state. and the heavy snow that comes with this storm, as well. soap, a lot of moisture. and if we had enough cold air in place this would be very, very different situation. but it is primarily rain that we're dealing w let's quickly touch on what's going on with the winter weather advisory, lehigh valley you're out of it, now strictly left over for the pocono region, it does

stay in effect until 11:00 this morning. it gives you a sense we will be in this for awhile. morning travel will obviously be impacted. at this point, lehigh valley, city, immediate suburbs, delaware, southern new jersey, basically, 90% of the delaware valley, it is just rain at this point. but up toward the poconos, ice is still an issue. that, too, however, will eventually turn over to rain. let's wake you through our future weather forecast, i mean, the whole region will be impacted by there is as we've been saying, will be localized areas seeing it coming down heavier than others, but this takes us right through the typical morning russias you're sending kids out to the school bus, still going to have rain. i got my rain boots on. do you? get them ready to go, folks, should thankfully be out of here by the lunch hour. quick check what the rest of the day has up its sleeve, certainly looking to be milder day but very sloppy beginning to it, obviously, with all of the rain. and also the wind that's going to be out there. so, meisha, hope you have your umbrella. >> oh, i do, and my rain boots, too. you can't see them but they're

on and adorable. good morning, everyone, yes, it is going to be slippery out there, it is wet indeed, every camera i look out right now looking very, very wet, and slick on the roadways. good news is the vine already open for us already. now, usually it isn't open until around 5:00 a.m. seeing it clear early, great news for a lot of you trying to hit the vine. travelers already on the westbound and eastbound. but as you can see, just kind of this haze overall of the camera shots. it is very wet out there. give yourself couple of extra minute today for sure. this is where we have an accident, that had just been cleared, the boulevard northbound near wissahickon, again clear, you can see as the cars go by the camera shot, you can see the water kicking up behind you, going on the windshield. give yourself some space between you and the car in front of you, as well. looking at 95 southbound at cottman looking good, nice and quiet, again, looking wealth, the over arching theme all morning long. downed polls, all lanes blocked, west depford township paradise road. you have to use an alternate. 295 will be your best bet.

also, construction this morning 295 southbound ramp to the 42 freeway, that's closed and detoured until 5:00 a.m. another update coming up in about 15 minute. back to you. >> thank you. this morning, allentown and the rest of the lehigh valley area getting first taste of winter. want to check in with "eyewitness news" reporter justin finch up this morning in the lehigh valley. justin, what are you seeing out there? rain? little snow? >> erika, good morning, yes, we are here the northeast extension on our way to the allentown area. i'll show you what i am seeing here from the front of our van here. that's a lot of slick streets. we have trucks out here, the rain as katie mentioned really is many doing down out here, not so much the sleet we were expecting not yet here on the roads. we know it was forecast over night by the national weather service. so far cars have been moving somewhat decently out here on the roads, so a bit too fast it seems some areas.

at this point we haven't seen any major accident out here. we have not seen any clouds. we do know from penndot that crews were out in 12-hour shifts brining the roads in the allentown area, as we get closer we may even do just. that will as you can see on the southbound side here, that cars are moving just as smoothly as we are here on the north side here, the rain ... >> having a little technical trouble there. >> justin, thank up, we'll check back and see now about a half hour or so. >> forecaster do expect the wintery mix to bypass philadelphia, penndot keeping an eye on the city and its suburbs. "eyewitness news" at penndot's control centerment penndot says it has new equipment in trucks to better monitor the locations on area roads as well as how much salt they have to spread. penndot is fully stock with 120,000 tons of salt. >> and, you can keep track of these storms at our team of

meteorologists, download the cbs philly weather app. check live radar, get weather alert, also get more information as it is available. it is available now on itunes and google play. >> after warmer than normal december, winter has arrived in western new york. overnight, a wintery mix of snow, ice and rain moved into the buffalo area. creating potential hazards on the road. forecasters around buffalo expect the roads to be motionly wet by the morning commute. that storm has canceled or delayed thousand it is of flights nationwide. well, the storm that's now leaving snow in the northeast and the mid wells, that's the same system that left death and destruction in texas. many spent the day retrieving what they could from what was left after tornados touched down over the weekends killing 11 people. in garlands, northeast of dallas, more than 100 homes were destroyed. ef4 tornado packing winds of more than 200 miles an hour tore through the area.

one woman surround side hide nag closet who -- hiding in a closet with her son who is deaf. >> i tried to comfort him. the only way i could communicate was to be with him. and i just kept finding god safe, the sign in my hand for god safe. >> eight people died when their cars went airborne and the tornado flipped them. sources tell "eyewitness news" that pennsylvania governor tom wolf expect to sign part of the budget bill that cleared the legislature last week. he plans to announce his decision at 10:30 this morning. the bill authorizes hundreds of millions of dollars less than what wolf wanted for schools and social services. the budget stands-off is close to entering its seventh month. now, new this morning, a single car accident is under investigation in montgomery county. investigators say that a car had a wall at lancaster avenue and lankenau drive in

wynnewood. an eyewitness took the driver to the hospital. no word yet on the extent of the injuries. >> a roman catholic priest in prison for his handling of child sex abuse complaints in philadelphia, his conviction is overturned. we spoke exclusively with his attorney. seth williams asking state appeals courts to take another look at the case involving monsignor william lynn. lynn accused of knowingly allowing sexual preditor priest toss have contact with children, but attorney bob berg strom said his client is innocent. >> what bothers him the most is the inaccuracy of some of the perceptions in terms of what he really did. >> monsignor lynn new how dangerous it was to put a pedifile into a school with children. >> monsignor lynn is in a prison in scranton, he has served about two years of his three to six-year term. a texas teenager who avoided jail time for murder because of an after flu end is a defense is being detained in

port a val adder a this morning. eat and couch disappeared after attorneys found he violated the terms of his probation. couch was 16 years old and driving under the influence when he struck and killed three people in a texas road in 2013. at trial, couch's lawyers argued that the teen suffered from quote after flu end is a, because he was coddled by his wealthy parent. >> tensions are high in cleveland after a grand jury declined to indict two officers in the fatal shooting of tamire rice. among them, rookie officer timothy low man, who shot the 12 year old last year, less than 22nd after arriving at the park where the boy was playing with a pellet gun. prosecutors say lowman was justified in his actions because he believed rice was a threat. >> much more to come here on "eyewitness news", uber and the naacp team to up recruit thousands of drivers in new jersey, we have the details. >> also, watch how you throw away your christmas crash. why don't you don't want to

>> uber teaming up with naacp to help drivers from under served community. new partnership aims to drive out poverty in urban and low income areas through flexible earning opportunities. one driver in hamilton township, he turned to uber after his other job had a drop in business. >> i had to get used to driving. after that i started picking it up, star dollars driving more hours, more hours, like it had been really lucrative for me. >> won't take care of all of the urban issues obviously, but it is something we're trying to work onto try to help with job creation. >> uber and the naacp plan on holding recruitment and awareness events in the next six months. well, now that all of the

christmas gifts have been unwrapped, watch out for post holiday thieves. police are warning you to be careful about leaving package interesting gift on the curb. they say, thieves may see them, and then target your home. don't wait, before putting the trash out, take a few extra minutes. >> they've got big screen computers, tv's, other types of technology, what it does it, sends a message to the bums out there, the thieves out there that are out there, just praying and looking. >> all right, one of the things that he suggest you do is break down the boxes and throw them in your crash can, make it less obvious. >> 4:43, rain seems to be the store. >> i real simplet affecting everybody here. no one is exempt this time around. so i really suggest one of the daisy try to gave you a sense whatever accessories you need to walk out the door w rain boots are good idea. >> also leaving early. >> just that. exactly. expect that you will get

slowed down. all there is to it. going to get slowed down on day like. >> this we have been dealing with icing up through the the highest terrain, poconos speaking to you, the lehigh valley starting to see the change overtake place. i mean the rain, we can't not talk about that, and certainly can't neglect that. that's going to have real serious impact on youment granted not quite as slick, not dealing with icing, but you will get slowed down by this, ponding on the area roadways. when we look at the storm system in its entirety on storm scan3, it is a huge, huge storm. we've been talking about this, too. so expansive. you have serious snow falling right now across northern new england, icing inbetween that, that's what we're getting claimed by, as well, trailing frontal boundary all the way down heck even into the gulf of mexico at this point. but, the entire eastern seaboard gets impacted by the storm. clearly there is a very well defined line as to where it turns over from ice to straight operant. it will be so temperature dependent, so eyewitness weather watcher network, i am talking to you, get us your observations this morning, especially folks up in the

poconos, we would love to hear from you, just to see what you are finding out there. it really is very much neighborhood dependent the further north you go. and the temperature dependent. now there are some pockets of the heavy rain, building in basically just southeast of i95, but you are going to get clocked by. >> this already a loft ponding on the roadways because the rain has been coming through already this morning. so here is the line that we've drawn. we could start to nudge this further and further north, with every passing hour, because this ia warmfront. so the temperatures are going to be warming with time. but straight up rain, everywhere else, so philly, all of delaware, most of new jersey, certainly, in our viewing area, that's all it is. but the icing issue, that's what we're worried about here. if you end up with just shy .3 of an inch of ice in mount pocono, looks like it wraps up around 7:00 a.m. that's definitely going to lead to slick travel out there. meanwhile, it looks like the icing continues further north. again, by 7:00 a.m., it should be wrapping up in the mountain us terrain. we do have winter weather advisory until 11:00. looking at temperatures it makes sense, in the 50's, not

going to sea ice down in wildwood. heck even 45 at the airport is too warm for. that will but the fourth north you go, again, cold enough for t even some of the outlying suburbs it is a fine line, but just warming up for a chilly rain in quakertown for example. watch for the rain to gradually taper off. i would say around lunchtime things should be wrapping up for us here. still windy hey actually milder at 62, we should start to clear skies out lingering shower perhaps tonight, nothing more, bulk of the activity happensight now. looking forward if the forecast, temperatures starting to on decline, by the time we hit the weekends the sun comes back, high pressure in place, but will be chilly at best. talking low 40's, erika, back to you. >> kate, thank you. talking sport right now, the sixers on their winter road trip. last night in utah looking for back-to-back wins for the first time this year. and it looked good. for a moment. the sixers had a lead with 38 seconds left in regulation after ally-oop slam. jazz came right back, hayward puts them ahead to stay.

winds, 95, 91, the sixers play tomorrow night, in sacramento. to the big five now, villanova hogs the penn quakers, the quakers just ice cold all night, and the wildcats crews. nova up 36 to seven, early, and won by 20, that would be 77 to 57. villanova is now ranked number 16 in the country. wildcats host number six xavier, thursday night, penn gets binghampton at the palestra saturday afternoon. >> still ahead this morning on "eyewitness news", how the price of oil expected to affect the market? we have the details coming up in your money watch report. first though here's what's ahead tonight on cbs-3.

new york. jill, last week of the year kind of slow on wall street. what's happening there? what's going on? >> pre also falling with word that iran prepares to export half million barrels a day once economic sanction also lifted. that will would only add to the global over supply of oil, which has been sold g prices lower. energy stocks are falling. that is just dragging down the overall market. investor hoping of course for what they call a santa claus rally to ends the year. at this point, it is not looking like that is going to happen. erika? >> good story, but that stock just climbing and climbing. what's behind this? >> yes. well, fit bit seems to be a hit this holiday season. the company's app was the most download dollars on apple's app store on christmas day and the day after, a sign that a the love fit bits were under the christmas tree this year, of course those devices measure steps, calories, stems, climb, and sleep patterns, erika? >> very good. jill, thanks so much.

>> folks, expect that you're just going to get slowed down. just one of those days, and one of those commutes that will be impacted, no matter where you are, a loft times it can be somewhat scattered, not this time. this is a swat of water. that's coming down on us here. let's start things off with a quick check, though, on "skycam 3". you can barely make out the tops of the skyscrapers, low-lying cloud cover. visibility not hindered by the clouds, but you do obviously have the rain to contend with. you can see the sheen on the road surface there. and a lot of moisture here to work with means that rain is coming down heavily at times. currently at 45 at the airport, that's why it is just rain. you can see that line of pink there up across the poconos for the most part at this point. you see few speckles of pink basically across the lehigh northampton county border, so very much neighborhood

dependent this morning as to what you will find in any given community. but in the poconos specifically, if you are going to be headed up toward i80 perhaps, sleet, freezing rain to kick it off. it will eventually turn over to rain though, not maybe for another few hours, so winter weather advisory posted through 11:00 this morning. watch for the icy travel up that way specifically, but just slow travel in general, because obviously it doesn't have to be ice for to you get slowed down. when that rain is coming down heavily as it is and widespread as it is you are going to need the extra time. so, either bank on being late to work, or bank on needing to hit the road little sooner, right? 62 degrees the expected high. so it is a milder day. and then we start to see that drop off on the thermometer once again. even though high pleasure rebuilds in time for the new year, meisha, it will turn a lot chillier. >> all right, katie. i can tell you already this rain is certainly affecting us. we've already seen just a string of accidents. good news they are getting cleared out of the way. this is evidence of one of those places where an accident just cleared. this is the blue route

northbound approaching route 30, the right lane was blocked, we have report of entrapment, again, that's now been cleared, but as you can see, just casino of the sheen overall you can see when the taillights go by, glistening effect on the roadways, something to know it is very wet. it is going to be very slow out there. here's where we have an accident, the boulevard southbound at fox stree partially blocking that off ramp onto fox street. you can see the vehicles trying to kind of move around and string around this. but not only are you going to get the slow downs because it is wet, and because there is an accident, but also going to get gaper delays. so as long as these persist throughout this morning, and not even in the 5:00 hour yet, it will be slow for a lot of you. the schuylkill westbound at city avenue looking very, very slow as well already, as we push toward the 5:00 hour. plenty of vehicles starting to hit the roadways early, not a bad ideament you can see the droplet on the camera just reminder give yourselves some extra time this morning. erika, back over to you. >> meisha, a thank you. checking on stories our sister station "kyw news radio" 1006 is following. the annual survey of the new jersey businesses suggest 2016

>> good morning, get ready for a very messy morning. the roads are wet after a night of rain in some areas even seeing their first taste every winter. the freezing rain and sleet. we have our eye on the storm with team coverage for you. we aren't the only once dealing with nasty wet they are morning, that same storm left behind a mess in the midwest. we'll show you some of the damage from that storm that's reaking havoc across the country. >> and, a possible break through in pennsylvania's long budget battle. the big announcement the governor is expected to make this morning after months of political fighting. >> good morning, it is tuesday, december 29th, i'm erika von tiehl. and little bit of advice: leave yourself some extra time to get to work, to get to school. roads are a mess out there.

we have team coverage for you with justin drabick, or justin finch out driving around the lehigh valley. meisha keeping an eye on the roads, first we get to katie with a ion all of the conditions this morning. >> right. certainly is nasty. good words for it, it us just so soggy here in the delaware valley, and it will stay that way. basically all morning long. so the entire morning drive impacted by this weather, but i can tell you, things are looking better and better with time. the further north you go, where it was more after icing situation, with the temperatures overnight, now starting to see it turn over. and it is turning over with time if it hasn't already. so let's start things off there. storm scan3, great place to start right. you just have big almost like somebody took green paint and through it on the map here, right? put things in motion. wider zoom here t could be so much worse. look at the snow pounding down right now. maybe that's what were you hoping for t won't happen this time around, guys. this is warmfront lifting in. it is still cold enough that the further north you go, for either snow, or ice, and it is cold enough here locally, in
