we have team coverage for you with justin drabick, or justin finch out driving around the lehigh valley. meisha keeping an eye on the roads, first we get to katie with a ion all of the conditions this morning. >> right. certainly is nasty. good words for it, it us just so soggy here in the delaware valley, and it will stay that way. basically all morning long. so the entire morning drive impacted by this weather, but i can tell you, things are looking better and better with time. the further north you go, where it was more after icing situation, with the temperatures overnight, now starting to see it turn over. and it is turning over with time if it hasn't already. so let's start things off there. storm scan3, great place to start right. you just have big almost like somebody took green paint and through it on the map here, right? put things in motion. wider zoom here t could be so much worse. look at the snow pounding down right now. maybe that's what were you hoping for t won't happen this time around, guys. this is warmfront lifting in. it is still cold enough that the further north you go, for either snow, or ice, and it is cold enough here locally, in the pocono legion

specifically, to actually get little bit of icing. so we still have winter weather advisory posted, lehigh valley, berks county, you have been removed from that advisory, it is already since turned over to rain for you. but you still have that potential for some icing up toward, say, i80, if you are going in the northeast extension, moving up toward mount pocono, bush kill, watch for that. could get slick. that's not to say it won't be slick out there, folks. the heavy rain obviously leads to ponding, it can lead to hydroplaning, whole mixed bag, poor visibility because of the rain coming down on the windshield. so expect that. but not dealing with ing. what's good is you get the green light as early as this afternoon. really just going to start to see the clouds thin out with time it get clearer and clearer. for now, i mean, l temperatures tell the story. that's where it is based in temperature in the neighborhood looking at rain or ice. you want any ice you got to go north. that's where we are up in mount pocono have temperatures below freezing at this point. we do have pretty substantial breeze picking up as well. more on shore than anything.

51 degrees in atlantic city. so rainy, but mild morning for the standards, that's wrapping up this month of december here. we expect to actually get you back into the low 60s later today. thankfully by about lunchtime, though, i wouldn't necessarily suggest lunch alfresco, but at least going to start to see the rain tapering off at that point. does get better with time. this morning drive, it is rough stuff. >> it certainly is. and you nailed it, hydroplaning is the one thing that comes to mine whenever we have wet roadways like. >> this give yourself couple of extra minute, drive slow, leave space between the car in front of you. ninety-five south and cottman looking pretty darn good. take a look, looking nice and quiet. for those every you thinking about a jump start to your day, today right now is the time would you want to jump on 95, because it will not look like this for long. looking real nice there. and allowing to you have open roadways, which is what we always want. now, this is an accident we have out there. boulevard southbound at fox street, partially block that off ramp still. they are trying to get that moved out of your way. doesn't look like it is slowing things down too much.

but you are seeing some brake light gone as they drive past that, if that doesn't get moved out of the way it does cause problems. schuylkill avenue, helping you know reminder it is wet out there. it is going to be slow moving as we push toward our rush. also, an accident investigation, east brunswick, new jersey turnpike, south past new brunswick, all lanes are blocked. you are going to want to use alternate such as the garden state parkway. around here just give yourself some extra time because all lanes are blocked there. again, garden state parkway is your friend. downed pole and wires all lanes blocking new jersey, west depford township at paradise road. use alternate such as 295. that is your best one. those of you traveling by air today some flights have been canceled due to werth. be sure to check it out on line. erika, back to you. >> meisha, a thank you. new this morning, those slick roads that meisha was just talking about may be to blame for the darr crashing into a wall in montgomery county. it happened around 1:30 this morning, at lancaster avenue and lankenau drive in wynnewood. that car burst into flames, after the crash. an eyewitness took the driver

to the hospital. right now we are working to find out the condition of that driver. this morning, people in the lehigh vale of course waking up to the first taste every went they are season. "eyewitness news" reporter justin finch not justin drabick joining us now, driving around this morning, north of philadelphia. justin, what are you seeing? >> erika, good morning, that's right, not driving. we have finch in the car today, not day bick, surveying center city and allentown. eighth street right near chew street. i'll show you what i am seeing here. we are seeing very slick roads out here, as well, very rainy, wet streets, trying to turn you around there. there we go. going downhill. as you can see, lot of reflection off the street here off the blacktop here in allentown, that just shows you how wet these roads are. we have seen ponding on the way up here, on the extension, as well as highways up here in the allentown area. so be careful, especially now that it is still dark outside to make sure you're being careful and taking it easy out here on the road. we do know even though right

now there is not so much of ice we're seeing or sleet, just rain, that penndot has been ready, they did spend time in 12-hour shift over the past day or so, brining roads in case it did get hazardous out here. still may see some trucks on the ready along the highways and the roads, just in case, to take care of the street, as they become hazardous. so right now, seeing much more of a heavy and steady rain event out here in allentown. not too many people up and about at this time. but when they do wake up, and hit the street, they will find the roads are pretty slick, pretty wet in part, the cars right now are navigating and so far so well. but as more people wake up, and hit the roads, we may hav an issue. so you may want to just make sure to give yourself time. take time as you are headed out this morning. erika, back over to you. >> justin, thank you for. that see you later this morning. even though wintery mix is hitting north of philadelphia this morning, penndot says it is keeping a close eye on the

city and the immediate suburbs. in missouri, rain continued sending already swollen rivers surging over their banks. >> i am worried. i don't know what to do. i've been sick to my stomach. i can't take my medicine. i just don't know what to do. it is still supposed to come up higher. >> residents forced to cope with flood and blizzard warnings. one man had to walk to safety through freezing water. >> i gathered my things, i made the trek for half mile or so. >> the cold temperatures and high water were a bad combination. >> stood in that water for about three hours waiting for him to get here. hypothermia could have set in at any time. >> the list of weather fatalities likely to grow longer. two men have been pulled from water in george a the widow of one clearly grieving. >> the storm expected to continue moving northeastward tuesday, and is likely to

leave yet more misery in its wake. kim hutchinson, cbs-3, "eyewitness news". 5:08 right now t looks like there could be a breakthrough today in pennsylvania's six month long budget battle. sources tell "eyewitness news", that governor tom wolf is expected to sign part of the budget plan approved by the republican legislature. the two sides have been at odds on several major issues, including school funding. the governor will speak about the budget stalemate at 10:30 this morning, and he'll let you know what he has to decide. police in chester are investigating a deadly shooting that happened on the 1400 block of co-hey street. victim found lying dead in a doorway after home shortly after 11:30 last night. police are still trying to figure out what sparked that shooting. >> water crews will be back in the elmwood section of philadelphia this morning to fix a broken water main. part of elmwood avenue caved in last night, when the eight-inch water main broke. about 50 homes in the area don't have water, until that main get repaired.

moments. >> first the texas district attorney's offers confirms that the so-called after flu end is a teen is in custody in mexico this morning. eat and couch and his mother were arrested yesterday, in port a val art a, as don champion reports, the teen who made headlines for his defense in deadly drunk driving case has been on the run for weeks. >> newly released photo shows 18 jerold eat and couch with died hair, shortly after he was detained in portavallarta, district attorney officials confirm his mother tanya was also with him, week ago, authority released pictures after pick-up truck they thought the two were driving. >> there is a possibility that she or they may be in the truck. we don't know that for a fact. >> reporter: earlier this month video emerged on social media that appears to show the under age couch at party with drinking, possibly violating his probation. a few days later couch

disappeared and officials issued the juvenile equivalent of arrest warrant for him. couch had been sentenced to ten years of probation after he killed four people in a 2013 drunk driving accident. his case made headlines after his defense argued that then 16 year old suffered from a controversial condition called after flu end is a, and blamed his irresponsible behavior on his wealthy, privileged up bringing. mexican authorities say couch and his mother will now be handed over to immigration officials for deportation. don champion, cbs news. the cleveland police officer who shot and killed a 12 year old black child who was playing with what turned out to be pellet gun will not be charged. a grand jury declined to indict timothy low man, white police officer, for shooting tamire rice who was gun down in november of 2014. the boy's family condemned the decision, but urged for peaceful protest. prosecutors say the officer had a reason to fear for his

life. >> it is clear, that had these officers known this was possibly a child, and the gun was possibly a toy, they would not have considered this incident to have been so serious, and almost certainly would have used different tactics. >> there was expectation that this would be the outcome of the grand jury process. but there is nothing like knowing it is real now, and they have to live with that. >> in a statement, tamire's mother said she feels that the prosecutor, quote, deliberately sabataged the case. she also urged federal officials to pursue civil rights charges. environmental officials say they've pinpointed a massive methane gas leak near a southern california neighborhood. the hazardous gas started spewing out of the gas storage facility in october, forcing hundreds of families to leave the area. an estimated 70,000 pounds of gas is being released every hour, that's roughly a quarter of the daily methane emissions for the entire state of california.

stopping that leak could take months. >> i think it is terrible. and it is making a lot of people sick around here, i know that. they've got to do something about it. >> gas facility officials say they hope to have that leak plugged by march. 4500 more people are reportedly on a waiting list to be moved out of the port a ranch area until the leak is fixed. >> 5:16 right now. we want to get to our morning messy commute. rain affecting everyone it seems in the area this morning. >> absolutely, everyone is included with this system. that's for sure. now, depending on your location, you may actually still be finding little built every icing out there. and dow call upon our weather watcher network this morning, we want to hear and see your observations this morning, even if we are not putting them on the air at that given point. i really want to know what you're finding out in your backyard here. that's what we love so much about that network, is that we can really get a lot of observations, and get a sense of the actual picture of the weather. but that said, let's gave you a sense of what's going on out there. we start things off up in the lehigh valley.

so off in the distance you have a mountain, you won't see it this morning, though, just way too skewed by all of the low-lying cloud cover. clearly the rain falling up here in northampton county, in the little town every bethlehem, and the christmas star clearly also not visible off in the distance, as with all of the rain coming down. just not going to find t visibility get dropped as a result of all of that rain. we go to storm scan, huge zoom. i want to show you this entire storm system, you know, at its core here. so you have got a lot of moisture to work with obviously, but you need the cold enough air in or the to see the wintery weather. we were right on the edge of that through the overnight, now starting to see some of the milder air lift in. and that's why this pink line starts to roll, in fact, we can zoom in one more time, further and further to the north with every passing hour, now still going to find these little pocket every pink across portions of the most outlying suburbs, in lehigh and northampton county but generally this is rain at this point, for most of you, unless you are traveling north, and the winter weather alerts have actually since been reduced even through the lehigh valley. news just the poconos, points

north, in winter weather advisory, enough moisture to produce some substantial snow up through northern maine main. so, we kind of got luck think time around. if you were hoping for snow, i know some of have you been, just not going to happen this time around. but look at the spread, anywhere from the mid 50's, to the 20's, even just a handful miles away, what 100, 150 miles max. so what that tells you is that there is a transition taking place, as we speak, the further north you go, the colter will be, and when you have got 20's, mid 20's, in albany, you are looking at snow out there. we walk you through future weather. what happens after this? so by lunchtime, seeing the rain pull away. we need cold front to cross through however. once it does, it is going to eventually bring in little bit of wet weather we think specially as we head toward tomorrow afternoon and evening. there may be some showers that pick up. then high pressure takes over, and that's going to be the story, really, for the next couple of days. so while temperatures may start to decline, at least we will see brighter and brighter days. that casino of has been the trade off with the mild weather we've had, we haven't had heck of a lot of sun.

that changes, as we ring in the new year. meisha, over to you. >> that's great news, katie. so right now we just have to get through this morning, which is wet, it is messy, good morning, everyone, happy tuesday to you. if you are just waking up with us, i got a string of stuff to he will it you about. this is the first one, an accident, montgomery township, 309 north past norristown road. right lane block. you can see, i don't even need to circle this but i will just because i can pulled all the way out to the right. flashing lights, not causing too many slow downs, but what we get in this doesn't move out of your way is the gaper delay. sometimes on wet day the gaper delay what it does it sets us up for more accident. right now just make note of. that will also the schuylkill westbound at montgomery drive, two left lanes, what we have going on you can see all the flashing lights, you can see paramedics walking around, overturned vehicle crash here, this is blocking two left lanes, if this doesn't get cleared out of the way sometime soon, not only are we going have slow downs, but also going to have all lanes block, and that's going to cause even more issues. another accident, boulevard southbound at fox street. partially block that off ramp onto fox, that's just getting

cleared out of the way right now, that's been out there for quite some time. moving to the first map, an accident investigation, this is east brunswick, new jersey, town pike southbound past new brunswick, all lanes blocked, so you have to use alternate right now, such as the garden state parkway. that's your best bet for right now. also, we do have place with downed pole and wires all lanes blocked new jersey west depford, use alternate such as 29a check your flight status. we have some canceled flights, erika, back to you. >> meisha, thank you. new jersey famous walking bear is back on the move as you can see. that bear became an internet sensation couple of month ago, when people saw it walking on its back two legs. now the black bear nicknamed pedals, great name, spotted for first time, this time in passaic county. expert think the bear's leg or paw is injured, and that's can it is not walking on all fours. officials say though it does appear to be in otherwise good health. did you get stuck with a gift card for the holidays that you

want to do something special this holiday season? support i have a dream foundation. help a child achieve the dream of a higher education. cbs cares. surprised shoppers pulled old their phone when the hoverboard burst into flames at a mall outside houston. the fire department says someone was trying to return that toy because it wasn't charging properly and that's when it caught fire while inside the box. the fire as you can see was quickly put out. the mall was briefly evacuated because of the smoke. there have been about two dozen report of hoverboard fires just this holiday season. >> and, fires aren't the only problem with this popular toy, a lot of people are also

ending up with some pretty painful injuries, after hopping on those hoverboard. cbs news correspondent ben tracey found that out the hard way. >> piece of cake. >> it is the gift that keeps on giving. specially for kids enjoying seeing their parent hop on their hoverboard, and finding themselves cruising for a bruising. >> the hashtag hoverboard fails has now gone viral. florida congressman, carlos, showed a photo of his arm in a sling tweeting hoverboard is for kids. my daughter got it. i ended up in the e.r. just before christmas, the us consumer product safety commission reported the number of injuries associated with hoverboard has spiked 35%. that is expected to rise dramatically in the post holiday tally. and worrisome safety experts. >> you have a product that doesn't have to meet any safety requirement, and it is finding it way to the u.s.
